1 Job Description for Hybrid and Alternative Fuel Automotive Technicians Job Skills Analysis Compression Planning Session Held at Columbus State Community College Center for Workforce Development Columbus State Advanced Technological Education (ATE) projects funded by the National Science Foundation have created, piloted, and launched an effective new model for an accelerated DACUM 1 known as a Job Skills Analysis with Compression Planning. This model was piloted in the ATE project entitled Building an Academic Pathway for Industrial Engineering Operations Technicians ( ). It was then successfully replicated for the ATE project Ohio Region Cybersecurity Technician Training Pipeline ( ) and other programs. On December 7, 2016, Columbus State facilitated a Job Skills Analysis using Compression Planning for Hybrid and Alternative Fuel Automotive Technicians hosted by the Automotive Technology department. The session was held within the college s Center for Workforce Development building in Columbus, Ohio. This was part of the NSF ATE funded project titled Pathways for Alternative Energy Automotive Technicians ( ). The job descriptions will inform the development of education and training programs at CSCC. PURPOSES OF THIS SESSION 1. To conduct a job analysis for two technician positions: a. Hybrid/Electric Automotive Technicians i. To identify the 5 7 roles for Hybrid/Electric Automotive Technicians. ii. To determine 3 5 desired specific skills for each role. iii. To identify 3 5 pieces of specialized shop equipment used in each role. b. Alternative Fuels Automotive Technicians i. To identify the 5 7 roles for Alternative Fuels Automotive Technicians. ii. To determine 3 5 desired specific skills for each role. iii. To identify 3 5 pieces of specialized shop equipment used in each role. 2. To identify any certifications required for employment. 3. To validate the example career pathway shown above. 4. To debrief the session. NONPURPOSES OF THIS SESSION 1. To complete the final version of the job description today 2. To be concerned about rank and seniority when making comments 3. To get off track 4. To make long comments 5. To tell war stories 6. To have side bar conversations 7. To check electronic devices while we are in session Results of the Planning Session A successful Hybrid/Electric and Alternative Fuel Automotive Technician has five functional roles that were discussed through examining first, skills that fall under these roles relating specifically to Hybrid/Electric technicians, then skills that fall under those same roles relating specifically to Alternative Fuel Technicians. 1. Safety 2. Maintenance 3. Diagnostic 4. Communication Primary Roles of Hybrid/Electric and Alternative Fuel Automotive Technician 5. Critical Thinking 2 P a g e

3 Hybrid/Electric Automotive Technicians For the following five roles, the primary skills specifically in regard to Hybrid/Electric Technicians are identified. Hybrid/Electric Automotive Technician Role 1. Safety 1.01 Use the basic tool sets specific to working on hybrid and electric vehicles 1.02 Facilitate the lock out/ tag out protocol with the proper equipment used (gloves, goggles, locks and banners/rope off) 1.03 Identify the differences with charging systems relating to voltage 1.04 Read and interpret electric schematics and wiring diagrams 1.05 Incorporate HAZMAT procedures Hybrid/Electric Automotive Technician Role 2. Maintenance 2.01 Facilitate alignment of the vehicle 2.02 Display knowledge of the brake system and software 2.03 Analyze the cooling system and the difference from non-hybrid vehicles 2.04 Identify potential problems and perform maintenance on the HVAC system 2.05 Test hybrid batteries (high voltage traction battery vs. 12-volt starter battery) Hybrid/Electric Automotive Technician Role 3. Diagnostics 3.01 Learn autonomous driving systems (adaptive cruise, lane drift and sensors) 3.02 Work with telemetrics and GPS, such as route planning and mapping (applicable to fleets and commercial) 3.03 Apply knowledge of electric currents and wiring (Advanced knowledge = High Voltage) 3.04 Determine differences in charging systems relating to voltage 3.05 Navigate electric wiring diagrams and schematic diagrams 3.06 Maintain understanding of the common systems and technology from other vehicles 3.07 Operate an oscilloscope 3.08 Employ auto systems theory including baselines 3.09 Display understanding of the operations of the system 3.10 Examine regenerative braking and how it operates Hybrid/Electric Automotive Technician Role 4. Communication 4.01 Educate the customer on hybrid/electric automotive technology 4.02 Extract information from customers to diagnose the problem 4.03 Communicate effectively with a help desk or hotline 4.04 Advocate for hybrid and electric technology Hybrid/Electric Automotive Technician Role 5. Critical Thinking 5.01 Locate proper service information for hybrid and electric vehicles 5.02 Demonstrate basic computer knowledge (Windows, Wi-Fi, software, thumb drive, cloud) 5.03 Follow pin point test and manual or guide 5.04 Apply microscope rather than telescope approach to troubleshoot problems and develop solutions 5.05 Use deductive reasoning relating to diagnostics 5.06 Adjust reaction when an issue does not follow a flow chart and find a solution 5.07 Maintain current knowledge through continuing education 3 P a g e

Insulation tester Alternative Fuels Automotive Technicians For the following five roles, the primary tasks specifically in regard to Alternative Fuel Technicians are identified. Alternative Fuels Automotive Technician Role 1. Safety 1.01 Use basic tool sets specific to working on alternative fuel vehicles 1.02 Facilitate the lock out/ tag out protocol with the proper equipment being used (gloves, goggles, locks and banners/rope off) 1.03 Demonstrate understanding of the NFPA-52 regulations 1.04 Facilitate proper gas venting, fueling and defueling 1.05 Check for leaks 1.06 Display safety around flammable ignition sources 1.07 Illustrate explosion proof safeguarding in work area 1.08 Employ HAZMAT procedures Alternative Fuels Automotive Technician Role 2. Maintenance 2.01 Perform alignment of the vehicle 2.02 Display knowledge of the brake system and software 2.03 Retain knowledge of the cooling system and the difference from non-hybrid vehicles 2.04 Identify potential problems and perform maintenance on the HVAC system 2.05 Investigate the line, tank and Pressure Release Device (PRD) inspections 2.06 Learn the different commonalities between common systems and alternative fuel systems 2.07 Identify aspects of micron and filtration, regulators and diaphragms 2.08 Display knowledge on high pressure fittings and lines 2.09 Analyze visual inspections of CNG (compressed natural gas) Alternative Fuels Automotive Technician Role 3. Diagnostics 3.01 Test for high pressure fuels 3.02 Formulate diagnostics of fuel quality- understand the chemical makeup of gaseous fuels 3.03 Indicate what is normal versus abnormal 3.04 Operate control equipment on engine based and fuel for emissions control 3.05 Employ auto systems theory including baselines 3.06 Consider the operations of the alternative fuel system 3.07 Identify the common systems and technology from other vehicles 4 P a g e

Communication 4.01 Instruct the customer on alternative fuels technology 4.02 Extract information from customers to diagnose the problem 4.03 Communicate effectively with a help desk or hotline 4.04 Instruct the customer on fueling the vehicle Alternative Fuels Automotive Technician Role 5. Critical Thinking 5.01 Indicate understanding of the different physical properties of fuels (LNG- liquid, CNGcompressed, ANG- absorbent) 5.02 Explain how alternative fuels get to consumers including dryer and filtration 5.03 Use deductive reasoning- navigate unusual problems for conversations in alternative fuels 5.04 Determine the evolution of alternative fuel technology 5.05 Become aware of the permits and regulations for alternative fuels 5.06 Identify the different tanks and the basics of the fueling infrastructure 5.07 Establish understanding of duel fuel, bi-fuel and dedicated fuel systems 5.08 Locate proper service information for hybrid and electric vehicles 5.09 Demonstrate basic computer knowledge (Windows, Wi-Fi, software, thumb drive, cloud, etc.) 5.10 Follow pin point test and manual or guide 5.11 Employ the microscope rather than telescope approach to troubleshoot problems and develop solutions 5.12 Adjust reaction when an issue does not follow a flow chart and find a solution 5.13 Upgrade current knowledge through continuing education Alternative Fuels Technician Role 6. Conversion and Retrofitting 6.01 Examine conversion and retrofit technology including alternative fuel and fuel efficient; anti-idling technology 6.02 Record the unique diagnostics of conversion and retrofit vehicles 6.03 Establish theory, installation, repair and maintenance of gaseous alternative fuel conversion Alternative Fuels Specialized Equipment 1. Leak detectors 2. Bend high pressure tubing 3. NFPA-52 Vehicular Natural Gas Fuel Systems Code manual for students/ electronic copy 4. Defueling and fueling equipment for each type of fuel Certificates for Employment (Preferred although not Required) 1. ASE-FI, CNG and propane 2. ASE L3- Hybrid/Electric 3. Snap on NC3 Electrical Meter Certification 4. NC3 Scanner Certification 5. Certified in CNG Tank Inspection (Through the City of Columbus) 5 P a g e

6 Aspects of Career Pathway to Change 1. Offer two CSCC Certificates: 1) Hybrid/ Electric 2) Gaseous Alternative Fuels Additions to Career Pathway 1. Prior learning assessments of incumbent auto technicians 1) Minimum work experience 2) Master certification 3) OEM equivalent 4) Test out 2. Civil Servants (helper, mechanic) 1) Take exams 2) High school graduate minimum 3) Certifications would be higher ranking Additional Comments 1. Low supply of qualified technicians- only highly qualified or master technicians are permitted to work on hybrid/electric vehicles 2. Students with these skills will expedite their track working on hybrid/electric vehicles 3. The City of Columbus will allow one SCSS instructor to audit the certified tank inspection to gauge value 4. Through this process a better understanding of what goes into the training of auto technicians was understood 6 P a g e
