5 Report of the 7 th Joint Co-ordination Committee Meeting of IPPs Granted LTA in WR held on High Capacity Power Transmission Corridors IV (MP + Chhattisgarh), High Capacity Power Transmission Corridors V (Chhattisgarh) and Up-gradation of WR-NR tr. corridors with IPPs in Chhattisgarh 1. The 7 th meeting of the Joint Co-ordination Committee of IPPs in WR associated with various high capacity power transmission corridors was held in POWERGRID office, Gurgaon on 25 th February, The meeting was attended by CEA and the representatives of IPPs who have been granted LTA on various high capacity corridors in the Chhattisgarh complex and M.P. The list of participants of the meeting is enclosed at Annexure POWERGRID welcomed the participants and informed about the status of implementation of transmission system in these corridors. It was also informed that, under High Capacity Power Transmission Corridor in Chhattisgarh, the location of HVDC terminal point from Raigarh (Kotra) has been shifted from Dhule, Maharashtra in WR to Pugalur, Tamil Nadu in SR. The HVDC bi-pole shall be taken up for implementation shortly. 3. Director (Projects), POWERGRID stated that commissioning of most of the generation projects in High Capacity Power Transmission Corridor have been considerably delayed due to various reasons; whereas the implementation of associated transmission system is in its advanced stage. The transmission corridors were awarded by POWERGRID looking into BPTA schedule and the encouraging progress of generation projects at that time. The components of transmission corridor which have been commissioned and are likely to be commissioned in next 2-3 months were informed. He expressed his concern regarding delay in completion of the dedicated transmission lines of the generation projects by the respective developers to various pooling stations. 4. POWERGRID stated that interim arrangements through LILO of existing lines were provided as contingency measure only. The IPPs need to focus on implementing the final dedicated transmission system. Constraints shall be faced in evacuation of power from the generation projects connected through LILO arrangement, provided as an interim arrangement. In order to evacuate maximum power from their power plant by utilizing the available transmission system, IPPs should connect to pooling station from where High Capacity lines are being commissioned. Therefore, all the IPPs should expedite the construction of their dedicated line as well as the terminating bays at the Pooling Station. Wherever POWERGRID is implementing the bays on consultancy basis; timely payment to POWERGRID contractor for the same should be made. In case of nonpayment, the work of bays awarded to the contractor shall be cancelled and fresh tender of the same shall delay the work by 6 months to 1 year. The responsibility of such delay shall lie with the generation developer. Delay in completion of terminating bays shall also delay connection to the pooling station, thus delaying the applicability of LTA granted. Page 1 of 24

POWERGRID informed that they are receiving requests from various IPP generators for change of drawl region due to firming up of beneficiary through signing of PPA in region(s) other than the target region(s). These requests amount to relinquishment of LTA quantum in the earlier target regions. For determining the compensation to be paid by these IPPs, POWERGRID shall approach CERC and accordingly, LTA shall be applicable after relinquishment of same quantum from target regions is effected. 6. The progress of generation project and dedicated transmission system of various IPPs connected to High Capacity Power Transmission Corridors which have been granted regulatory approval by CERC, was reviewed by CEA & POWERGRID. The details are given in following paragraphs: A. Chhattisgarh Complex 14 no. IPPs have signed the BPTA and submitted the BG for this corridor. List of IPPs in Chhattisgarh Complex is enclosed at Annexure-2. The review of the progress made by each of the IPP in Chhattisgarh Complex is as under: (i) RKM Powergen Pvt Ltd (4x360 MW) Representative of M/s RKM Powered Pvt Ltd (RKMPPL) could not attend the meeting; however they have submitted the progress report. As per the latest progress submitted, the commissioning schedule of the plant is U# , U# , U# , U# (as against U#1- Oct 13, U#2-Jan 14, U#3-Apr 14, U#4-Jul 14 as per 6 th JCC). Regarding dedicated transmission line from RKMPPL Swyd Raigarh (Kotra): For D/c portion 69/69 nos tower foundation completed, 66/69 nos towers erected, 10/41.48 KM String completed. For Multi-ckt Portion 18/19 nos tower foundation completed, 1/19 nos tower erected, Stringing not yet started. There are severe ROW constraints in Multi-ckt portion. The completion of the line is expected by end Jun 14. In the 5 th JCC, POWERGRID had stated that interim arrangement for RKMPPL may not be needed due to availability of Raigarh (Kotra) Pooling Station. Subsequently, RKMPPL has informed that due to severe ROW issues and 220kV CSEB line crossing, approval in Multi-ckt stretch of 5.5KM in the dedicated line to Raigarh (Kotra), the line may be delayed. Therefore, they have requested that interim arrangement as agreed earlier may be provided so that commissioning power may be made available to the plant. Regarding interim arrangement, RKMPPL informed that 7/7nos tower foundation completed, 7/7 nos tower erected and stringing yet to be started. (ii) Athena Chhattisgarh Power Pvt Ltd(2x600 MW) Representative of M/s Athena Chhattisgarh Power Pvt Ltd. (ACPPL) was present for the meeting and informed the status as under: Page 2 of 24

7 Commissioning schedule of the plant is U#1 Oct 14 & U#2 Jan 15. ACPPL informed that their dedicated line to Raigarh (Kotra) is under implementation; however, the work on terminating bays at Raigarh (Kotra) is not progressing due to non-payment issues to the contractor. Also, at the entry of Raigarh (Kotra) S/s, their dedicated line is to be constructed along with dedicated line of M/s DB Power Chhattisgarh Ltd (DBPCL) on multi-ckt towers. M/s ACPPL informed that work of multi-ckt tower has been awarded to M/s JPCPL, Ahmedabad. DBPCL stated that they are unable to terminate their dedicated line due to non-implementation of these multi-ckt towers. POWERGRID advised M/s ACPPL to expedite construction of multi-ckt towers even if the progress of their generation project is slower than that of DBPCL, as ROW constraints are likely to increase with implementation of other lines in the vicinity. ACPPL agreed for the same. POWERGRID expressed concern over delay in construction of terminating bay at Raigarh (Kotra). ACPPL agreed to expedite the same and resolve all payment issues for the same. (iii) SKS Power Generation Chhattisgarh Ltd (4x300 MW) The representative of M/s SKS Power Generation Chhattisgarh Ltd. (SKSPGCL) submitted the status report which is as under: Commissioning schedule of the project is U#2 Mar 15, U#1-Jun 15, U#3- Nov 16, U#4-Jan 17 (as against U#1 Dec 14, U#2-Mar 15, U#3-Dec 15, U#4 - Mar 16 as per 6 th JCC). Regarding dedicated transmission system: Contract for 27.5km 400kV D/c line has been placed to SEW and is scheduled to be completed by March /91nos Tower foundation completed, 87/91nos Tower erection completed, 20/27.5KM stringing completed. Station transformer and unit auxiliaries transformers received at site and erection completed. GIS equipment received and installation/erection is in advance stage and scheduled for completion by March POWERGRID stated that the work of terminating bays at Raigarh (Kotra) is affected due to pending payment to contractor. POWERGIRD advised them to clear the dues, otherwise the bays shall be delayed and connection to ISTS shall not be feasible. (iv) Korba West Power Co. Ltd (1x600 MW) Representative of M/s Korba West Power Co. Ltd (KWPCL) submitted status report as under: Page 3 of 24

8 Generation unit has been synchronized on 8 th Oct 13. COD to be declared in Mar 14. M/s KWPCL informed that they are connected to ISTS through interim arrangement. POWERGRID asked about the status of final dedicated system from KWPCL to Raigarh (Kotra). KWPCL informed that the line shall be commissioned by Mar 14 i.e. the time by which their unit shall be commissioned. For this line, 45/64 nos Tower Foundation Completed, 40/64 nos Tower erection completed, 6.17/19.334KM Stringing completed. POWERGRID informed that 400kV Raigarh-Raipur line which has been LILOed at KWPCL as an interim arrangement is part of an important inter-regional line and it should be restored by removing LILO by Mar 14. POWERGRID further stated that KWPCL has applied for connectivity and LTA of only one unit of 600MW whereas in the status submitted 2nos units of 600MW each have been mentioned. KWPCL submitted that 2 nd unit of 600MW is planned in phase 2 of the project which is expected to be commissioned in POWERGRID stated that connectivity and LTA has been granted to KWPCL only for 1 unit. If KWPCL is planning expansion of the project, they should immediately apply for Connectivity and LTA for the 2 nd unit, so that transmission system may be planned / implemented for power transfer from the 2 nd unit. It was clarified to KWPCL that without separate connectivity and LTA application for 2 nd unit, the same cannot be connected to ISTS or bus bar of 1 st unit. (v) DB Power Chhattisgarh Ltd (2x600 MW) Representative of M/s DB Power Chhattisgarh Ltd (DBPCL) submitted status report as under: Commissioning schedule: U#1 is already synchronised in Nov 13, COD is expected shortly; wheres U#2 is planned for synchronisation in May 14. DB power informed that they signed PPA with CSPTradeco for supply of 30% of capacity and 5%/7.5% net power generated at Busbar of power station. They have already signed PPA for 208 MW with TANGEDCO. They have also signed PPA with Rajasthan Rajya Vidhyut Prasaran Nigam Ltd (RVPNL) on for supply of 410MW of power. POWERGRID indicated that since 208MW of PPA is signed by DBPCL with TANGEDCO which is other than their target region WR and NR, the proportional amount of power is to be relinquished from WR & NR. DB Power is connected to ISTS through LILO of Raigarh-Raipur 400 kv line since May 13. Page 4 of 24

9 Dedicated Line: It consists of D/c portion as well as multi-ckt portion. For D/c portion 52/52 nos. Tower foundation completed, 52/52nos Tower erection completed, / CKM Stringing Completed. For multi-ckt Portion, M/s DBPCL pointed out that two no of M/C Towers at the entry of Raigarh (Kotra) s/s are to be shared jointly by Athena Chhattisgarh Power Pvt Ltd (ACPPL) and DBPCL. Accordingly DBPL/ACPPL with lead owner as ACPPL has placed an order for supply and erection, stringing and commissioning of this portion on M/s Jyoti Power, Ahmedabad on 30/08/2013. This work was stuck up due to financial problems of Jyoti Power and supply of towers could not be made for a very long time. Director (Project) POWERGRID advised M/s ACPPL to expedite supply of towers and other associated material at site as ROW issues generally tend to aggravate as time passes. M/s DBPCL mentioned that they are making all out efforts including financial assistance to expedite the tower fabrication, transportation to site and erection and stringing. However, completion of multi-ckt portion may take minimum 2months. POWERGRID advised them to expedite the work and commission the dedicated line to Raigarh (Kotra) as early as possible. (vi) Visa Power Ltd (1x x660 MW) Representative of M/s Visa Power Ltd (VPL) did not attend the meeting; however they have submitted the status of their generation project. Since, 6 th JCC, there is no further progress in land acquisition and coal linkage. Financial closure is achieved and loan of Rs Cr (as on 31 st Dec 2013) disbursed. EPC award placed on BHEL for BTG. BOP is being implemented on package mode basis and different packages are being awarded progressively. M/s Visa Power has indicated that their commissioning schedule is U#1-Sep 15 and U#2- Sep 17. For dedicated transmission system: 28/40nos of tower foundation completed and balance under progress. 21/40nos of tower erection completed and balance under progress. Regarding Bay extension work at Raigarh Pooling Station (Kotra): Work is under progress. However, it is understood that the payment for construction or termination bays at Raigarh (Kotra) Pooling Station is pending by VPL. Page 5 of 24

10 (vii) Jindal Power Ltd (4x600 MW) Representative of M/s Jindal Power (JPL) submitted status report as under; Fuel linkage: Coal linkage has been received for 2 units i.e. for 2x600MW, LOA from SECL and Mahanadi Coal fields Ltd. have been received. FSA signed between MCL and JPL on 28 th Aug 2013 for unit 1 & 2. Also, FSA for between SECL & JPL on 29 th Aug 2013 for Unit 1 & 2. JPL shall use imported coal from M/s JSPL Mozambique minerals LDA till the time domestic coal linkage is available. PPA of 400 MW signed with Tamil Nadu Generation & Distribution Corporation Limited on 23rd August 2013 for 15 years. Participated in Case-1 bids of UP and same under evaluation. POWERGRID indicated that since 400MW of PPA is signed by JPL with TANGEDCO which is other than their target region WR and NR, the proportional amount of power is to be relinquished from WR & NR. U#1 has been synchronized in Sep 13 (COD-Mar 14), U#2- Synchronized in Feb 14 (COD-Mar 14), U#3-Mar 14 (COD-Mar 14), and U #4- Sep 14 (as against U#1-Sep 13, U#2- Jan 14, U#3-Mar 14, and U #4- Sep 14 as per the 6 th JCC). Regarding Dedicated Transmission System- 3 nos circuits to Raigarh (Tamnar) completed; stringing of 75mts span (Gantry connection at JPL end) pending in the 4 th circuit. Construction of terminating bays at Raigarh (Tamnar) completed. 3 nos terminating line bays at JPL end completed and 1 no (Ckt#3) line bay will be ready by 31 st Mar nos 400kV circuits to Raigarh (Tamnar) have already been commissioned and are in operation. Balance 2nos circuits are expected to be commissioned by 31 st Mar 14. POWERGRID stated that various letters have been received from JPL about evacuation constraints from their project. It was clarified that various elements of Chhattisgarh corridor are being commissioned as per BPTA signed by JPL in Feb At the time of signing of BPTA, JPL was well aware about the feasible schedule of various transmission elements. Further, out of 1540MW presently connected to ISTS, LTA of only 900MW has been sought and LTA of only 500MW is effective as on date. For balance power, LTA is not effective. Therefore, power evacuation from balance capacity has to be on the basis of margins available. Representative of JPL agreed with the above. He clarified that the letters have been written to MoP to seek their help in obtaining forest clearances for the lines. (viii) TRN Energy Pvt. Ltd. (2x300 MW) Representative of M/s TRN Energy Pvt Ltd. (TRN) submitted status report as under: Page 6 of 24

11 Fuel linkage: LOA has been received from SECL for supply of 2.6 MTPA F grade coal. M/s TRN also informed that PPA for sale of 390 MW power has been signed with UPPCL through PTC on long term basis. Commissioning schedule is U#1 Sep 14, U#2-Feb 15 (As against U#1 Aug 14, U#2-Feb 15 as indicated in 6 th JCC). Regarding dedicated transmission system to Raigarh (Tamnar) : TRN informed that dedicated line as well as terminating bays are under implementation and shall be commissioned matching with the generating units. (ix) KSK Mahanadi Power Co. Ltd (6x600 MW) Representative of M/s KSK Mahanadi Power Co. Ltd (KMPCL) submitted the status report as under: M/s KMPCL informed that their one unit (U#3) has been commissioned in Aug 13, Second unit i.e. U#4: Synchronization is targeted in Apr 14, third unit i.e. U#5- Synchronization is targeted in Aug 14, fourth unit i.e. U#2- Synchronization is targeted in Dec 14, fifth unit i.e U#6- Synchronization is targeted in Apr 15, sixth unit i.e U#1- Synchronization is targeted in Aug 15 (as against U#1: Aug 13, U#2: Dec 13, U#3: May 14, U#4: Sep 14, U#5: Jan 15, U#6: Mar 15 indicated in 6 th JCC). M/s KMPCL informed that they have signed long term PPA for 500MW with TANGEDCO to start from Jun 14; 1000MW PPA has been signed with UP discom; 1010MW has been signed with GUVNL; PPA has also been signed with CSPDCL for their share of power. POWERGRID indicated that since 500MW of PPA is signed by KMPCL with TANGEDCO and 1000MW with UP (NR) which is other than their target region WR, the same amount of LTA has to be relinquished from WR. Through Interim arrangement KMPCL is presently connected through LILO of one ckt (i.e. ckt 3) of Raipur Raigarh 400kV D/c line at KMPCL swyd. LILO of second ckt (i.e. ckt4) at KMPCL swyd has three tower erection pending and 6 KMs stringing pending. Total number of towers is 83Nos and total length of the line is 27.1 KMs. Regarding dedicated transmission system (KMPCL TPS swyd Champa Pooling Station 400kV 2x D/c (Quad)): M/s KMPCL informed that 10KMs of LILO line from the power plant will be useful for permanent connectivity as well and additional 98 nos of towers and 34 kms line length for 2 nos of D/c line is required to be constructed. 41/98 nos of Tower foundation completed. 25/98 Tower erection completed. Stringing work has not yet started. Page 7 of 24

12 POWERGRID stated that 1 unit of KMPCL i.e. 600MW is already connected through LILO of Raigarh - Raipur line which is an important inter-regional corridor. There are no margins in this corridor to evacuate any further generation from KMPCL. Therefore, KMPCL should make all out efforts for construction of their dedicated line to Champa Pooling Station matching with commissioning of 2 nd unit. POWERGRID also stated that KMPCL must make due payment for terminating bays at Champa Pooling Station, so that bays are available matching with dedicated transmission lines. In case of delay in payment / non-payment, the bay work awarded to ABB shall be cancelled and fresh tender shall have to be issued causing considerable delay in the availability of bays. KMPCL agreed to expedite their 400kV transmission lines to Champa Pooling Station and make necessary payments for terminating bays. (x) Lanco Amarkantak Power Ltd (2x660 MW) Representative of M/s Lanco Amarkantak Power Ltd (LAPL) submitted status as under: There is no further progress in land acquisition & fuel linkage from 6 th JCC M/s LAPL indicated synchronization schedule for U#3 as Dec 14, U#4 as Mar 15. Regarding dedicated transmission line: M/s LANCO informed that construction work of dedicated line is in progress for 46KM long line, structural and conductor supplied at site. Foundation work is under progress. 61/151 nos Tower foundation completed, 21/151 nos Tower erection completed. POWERGRID also stated that LAPL must make due payment for terminating bays at Champa Pooling Station, so that bays are available matching with dedicated transmission lines. In case of delay in payment / non-payment, the bay work awarded to ABB shall be cancelled and fresh tender shall have to be issued causing considerable delay in the availability of bays. LAPL agreed to expedite their 400kV transmission lines to Champa Pooling Station and make necessary payments for terminating bays. (xi) GMR Chhattisgarh Energy Pvt. Ltd. (2x685 MW) Representative of M/s GMR Chhattisgarh Energy Pvt. Ltd. (GMRCEPL) submitted status as under. Commissioning schedule of the plant as indicated by the developer is U#1- Aug 14, U#2- Feb 15. (as against U#1-Aug 14, U#2-Jan 15 indicated in 6 th JCC). Dedicated transmission lines to Raipur Pooling Station is complete and test charged. Page 8 of 24

13 (xii) Vandana Vidhyut Ltd (2x135+1x270 MW) Representative of M/s Vandana Vidhyut Ltd (VVL) did not attend the meeting but submitted their status report as under: Fuel linkage: Ministry of Coal, Govt. of India has allotted Fatehpur East Coal Block jointly. Ministry of Coal has granted tapering Coal linkage for 2x135 MW. Milestone as per LoA achieved. FSA executed for 2x135 MW Capacity on with SECL. The supply of coal is not yet started by SECL as the requirement of Long-term PPA with Discom or back to back arrangement with any Discoms. M/s VVL signed Long-term PPA with CSP Trad. Co. but SECL is asking for back to back arrangement with Discom. M/s VVL have also signed medium term and short term PPA s through power trading companies for supply of power to Discom but it is not accepted by SECL. M/s VVL requested to MoP & MoC for consideration of Medium-term and Short-term PPA s for supply linkage coal. PPA: With Chhattisgarh State Power Trading Co. Ltd. for 35% of net power generated. The rest of the power is to be tied up through long term. Presently, Medium-term and short-term PPA s with Discom through Power Trading Companies. Commissioning schedule is indicated as U#1: Mar 14, U#2: Jun 14, U#3: Oct 16 (as against U#1: Oct 13, U#2: Feb 14, U#3: Oct 15 as per 6 th JCC) M/s VVL is already connected through interim arrangement. Regarding dedicated transmission system, M/s VVL has informed that the construction of the dedicated line has not been awarded yet. (xiii) Bharat Aluminium Co. Ltd (4x300 MW) Representative of M/s Bharat Aluminum Co. Ltd (BALCO) submitted the status report as under: There is no further progress on fuel linkage since 6 th JCC. BALCO informed that they have signed long term PPA of 200MW with TANGEDCO For U#1 and U#2- commissioning activities have been completed. For U#3, steam blowing completed. For U#4 steam blowing and turbine rolling completed. After obtaining consent to operate from Chhattisgarh state, the units shall be commissioned. Expected commissioning schedule for U#1 & U#2 is May 14. Regarding dedicated transmission system, contract has been awarded, and work is under progress, 65/72nos Tower foundations completed, 29/72nos Tower erection completed, Stringing not yet started. M/s BALCO informed that dedicated line shall be completed by May 14. Page 9 of 24

14 POWERGRD informed that Dharamjaygarh s/s along with 765/400kV ICTs shall be commissioned shortly. Therefore, both Balco & VVL must expedite implementation of their dedicated line to Dharamjaygarh. The interim arrangement to their generation projects has been allowed to facilitate connection of generation only till ISTS system is available. If no progress is shown by generation projects in making dedicated transmission line, the interim arrangement shall be opened. B. Chhattisgarh (Bilaspur) & MP Complex 5 nos of IPPs has been granted LTOA in the Chhattisgarh (Bilaspur) & MP complex. List of IPPs in Chhattisgarh (Bilaspur) & MP Complex is enclosed at Annexure-3. All of the above IPPs have signed BPTA and submitted BG. (i) Jaiprakash Power Ventures Ltd (2x660 MW) Representative of M/s Jaiprakash Power Ventures Ltd (JPVL) submitted the status report as under: PPA signed for 7.5% of net power at variable cost ot GoMP. 30% of gross power at SERC rate to GoMP. 12.5% of the installed capacity supply to Jaiprakash Associates Ltd. Balance is the Merchant sale. COD schedule indicated by them is U#1 Apr 14 and U#2-Oct 14 (as against U#1: Jan 14 and U#2: Jul 14 as per 6 th JCC). Dedicated transmission line is 161 km long. 436/439 nos. foundations completed. 420/439 nos. towers erected. Stringing complete for 141/161 km complete. Line is expected to be completed by Mar 14 matching with the synchronization of the unit. (ii) Bina Power Supply Co. Ltd (2x250 MW) Plant commissioned along with dedicated transmission system. (iii) Maruti Clean Coal & Power Ltd (1x300 MW) Representative of M/s Maruti Clean Coal & Power Ltd (MCCPL) submitted status as under: Commissioning schedule is Sep 14 (as against Mar 14 as per 6 rd JCC). LOI for supply of 250MW has been received from RVPNL through PTC. Regarding Dedicated Transmission System, it has been modified to LILO of one circuit of ACB TPS - Bilaspur pool 400kV D/c line at MCCPL switchyard. This line is ready and shall be commissioned by Mar 14. Page 10 of 24

15 (iv) Dheeru Powergen Pvt Ltd (3x350 MW) Representative of M/s Dheeru Powergen Pvt Ltd. (DPPL) did not attend the meeting and status of their project was also not submitted. (v) Aryan MP Power Gen. Pvt. Ltd. (2x600 MW) Representative of M/s Aryan MP Power Gen. Pvt. Ltd. (AMPPGPL) submitted status as under: Fuel linkage: Domestic Coal linkage yet to be available. Applied to MoC for long term coal linkage on Environmental clearance: TOR issued on Public Hearing held on Final EIA report submitted on MoEF advised for conducting revised Public Hearing due to use of imported coal till linkage is available and change in configuration of units. 44MCM allotted from Banas River. Banas being an interstate river, NOC by Central Water Commission (CWC) has been declined. EPC Status: EPC contract to be processed after grant of Environment Clearance. Financial closure under process. PPA for sale of 5% power on variable cost to MP has been signed. M/s AMPPGPL informed that since CWC has not approved the water allocation given by Govt of MP which results into non grant of coal linkage and effecting grant of Environmental Clearance so the project commissioning cannot be assessed (COD schedule as indicated in 6 th JCC as U#1-Mar 17, U#2-Sep 17). POWERGRID informed that the LTA strengthening based on their application is under implementation and shall be commissioned shortly. AMPPGPL shall be liable to pay transmission charges after commissioning of LTA strengthening irrespective of the commissioning of their generation. C. Transmission system strengthening in WR-NR transmission corridor for IPPs in Chhattisgarh High capacity HVDC corridor between WR and NR (Champa Pooling Station - Kurukshetra ±800 kv, 3000 MW HVDC Bipole) is proposed to be up-graded to 6000 MW with IPPs in Chhattisgarh. 3 nos of IPPs have been granted LTA with this strengthening. List of these IPPs in Chhattisgarh is enclosed at Annexure-4. Subsequently, Lara TPS (2x800MW) of NTPC has been granted LTA with the above transmission system strengthening. LTAA with WR constituents for the same have been signed/ are being signed. (i) Karnataka Power Corporation Ltd. (2x800 MW) Representative of M/s Karnataka Power Corporation Ltd (KPCL) submitted status report as under: Page 11 of 24

16 Land: 1016 acres of land has been acquired against total requirement of 1260 acres. Possession of land is in progress. Fuel (Domestic Coal): Applied to MoC. Total coal requirement is 11 Million tones/annum. M/s KPCL informed that GoK addressed a letter to GoC requesting GoC to strongly recommend KPCL s case for the project to the Ministry of Coal, GOI. Discussions are held between GoK and GoC for providing coal from Chhattisgarh Mineral Development Corporation Limited to the project. Coal allotment is yet to be made by MoC. Environmental clearance: Application has been submitted to MoEF on for clearance along with DPR & REIA and other relevant documents. No forest land is involved. Approval from wild life authority obtained. Clearance is yet to receive by MoEF. 52M Cum of water has been allotted by GoC. Consent to establish applied. EPC Contract: LOA for main plant (BTG) and BoP will be issued after MoEF clearance. PPA Status: PPA entered with Chhattisgarh Power Trade. Co (CSPTRADECO) on Power will be consumed by Karnataka state. Financial closure: After MoEF clearance. Commissioning schedule indicated by the developer is U#1-48 months from the date of issue of LOA for BTG package (expected by Sep 18), U#2-54months from the date of issue of LOA for BTG package (expected by Mar 19). Civil activities at site are to be started after MoEF clearance. (ii) Sarda Energy and Minerals Ltd. (1x300 +1x50 MW) Representative of M/s Sarda Energy and Mineral Ltd (SEML) did not attend the meeting; however they have submitted the status of their generation project as under: Land: acres is in possession against total land requirement of acres. Fuel (Coal): Operational Captive Coal Mine at village Karwahi, Raigarh. Capacity enhancement in progress. Environmental clearance: EC issued by State Level Environment Impact Assessment Authority, Chhattisgarh, GoI, MoEF. Stage-I forest clearance has been granted by MoEF, GoI. Air Cooled Condensers 8.91 MCM water allocated Page 12 of 24

17 by Water Resource Department, Govt. of Chhattisgarh. Consent to establish under process. EPC award for main plant (BTG) and BoP is expected to be placed in Apr 14. Financial closure: IDFC has agreed in principle to finance the project and detailed appraisal is under progress. Initial expenditure will be financed by the company from internal accruals towards its equity contribution for the project. Commissioning schedule indicated by the developer is U#1-Dec 17, U#2- Apr 18. Dedicated Transmission System (SEML Swyd Raigarh Pooling Station (Tamnar) 400kV D/c): Route survey for last mile connectivity from plant to grid substation completed. Approval under section 68 and 164 accorded vide letter dated (iii) Jayaswal Neco Urja Ltd. (2x300 MW) Representative of M/s Jayaswal Neco Urja Ltd (JNUL) submitted the status report as under; There is no progress in the project since 6 th JCC. Commissioning schedule indicated by the developer is U#1-Sep 17, U#2- Dec 17. Regarding dedicated transmission system: M/s JNUL informed that route survey of the transmission line from JNUL switchyard to Raigarh (Tamnar) Pooling Station has been completed. However they also mentioned that this is being superimposed /finalized with respect to forest involvement and coal mines area and shall be submitted to the PGCIL / GoCG for route approval. Regarding physical work progress at site: M/s JNUL informed that project site has been established and boundary marking work is being taken up on the acquired portion of private land. POWERGRID stated that JNUL has not signed LTA Agreement as yet despite several reminders and their LTA shall be cancelled as per provision of CERC regulations. JNUL submitted that the situation regarding coal linkage and EC shall be clear in 2-3 months after which they shall sign the requisite agreements with POWERGRID. POWERGRID stated that they need to sign requisite agreement by 30 th April, In the case of non-signing of the LTAA by this date, their LTA shall be cancelled. Page 13 of 24

Transmission system strengthening in WR-NR transmission corridor for IPPs in MP & Maharashtra High capacity corridor between WR and NR (Jabalpur Pool-Orai- Bulandshahar 765kV) is proposed to be strengthened by another ckt of 765kV for IPPs in M.P. and Maharashtra. 3 nos of IPPs have been granted LTA with this strengthening initially. List of these IPPs in Chhattisgarh is enclosed at Annexure-5. Subsequently, Grant of LTA for M/s Today Energy MP Power Ltd (2x600MW) has been cancelled due to the deferment of the signing of Transmission Service Agreement till the availability of coal linkage and environmental clearance. Further this corridor is now agreed by various beneficiaries for implementation as Inter-regional System Strengthening between NR & WR. (i) Dhariwal Infrastructure Ltd. (300 MW) Representative of M/s Dhariwal Infrastructure Ltd (DIL) submitted status report as under: Fuel (Coal): Coal linkage with SECL for complete install capacity generation at normative availability. Commissioning schedule indicated by the developer is U#2-30/05/14 (COD). PPA of 100MW with TANGEDCO. M/s DIL indicated that 1 st unit of 300MW having PPA with Tata Power has already been commissioned and is connected to MSETCL network. For the 2 nd unit of 300MW for which connectivity and LTA has been taken from ISTS. Turbine rolling is expected from Mar 14. In the connectivity line to ISTS serious ROW problems and railway crossing are being faced due to which this line is delayed and is expected to be commissioned by Apr/May 14. Till such time it is proposed to connect this unit to the bulbar of U#1. POWERGRID stated that DIL need to take NOC from Maharashtra for temporary connecting to their system for testing purpose. However, before commissioning of the unit # 2, it shall be connected to ISTS. Before connection to ISTS, the interconnection with the busbar of U#1 shall be opened. DIL shall ensure that at no point of time, their unit remains connected with both state grid as well as ISTS. (ii) DB Power MP Ltd. (2x660 MW) Representative of M/s DB Power MP Ltd (DBMPL) submitted status report as under: Fuel (Domestic Coal): NLC issued LOA on for MTPA Coal Linkage for Unit-1, DBMPL has applied to SLC for Coal Linkage for Unit-2 Environmental clearance: Received from MoEF for 1 st unit. EC not yet accorded for 2 nd unit. Page 14 of 24

19 Commissioning schedule indicated by the developer is U#1-April 2018, U#2- October PPA signed with MP Power Trading Company Ltd, Jabalpur for 30% of power on January Dedicated Transmission System: DBPMPL has requested CTU to change connectivity from Vindhyachal Pooling Station to Dhanwahi Pooling station approved under additional transmission system strengthening for Sipat STPP (2x500+3x660MW) in 36 th meeting of the Standing Committee on Power System Planning in Western Region held on 29 th Aug, POWERGRID informed that they shall take-up their request in next Standing Committee Meeting in Western Region. E. Transmission system for connectivity (i) MB Power (M.P) Limited (2x600MW) Representative of M/s MB Power MP Ltd (MBPMPL) submitted the status report as under: PPA signed with PTC for 420 MW, PPA for 30% power signed with MPPTCL and DISCOMS and 5% power signed with GoMP. Long term PPA for 361MW signed with PTC India Ltd. PTC in turn signed PPA with UP Discoms for a period of 25 years. This net capacity of 361MW translates into 386M after accounting for auxiliary consumption. They also informed that they have participated in case-i bidding invited by Rajasthan and submitted its bids for 200MW against the requisitioned capacity of 1000MW+10%. The company has qualified the technical eligibility criteria and the bid is under finalization. The company is also following up with other states in NR for tie-up of balance power. Commissioning schedule for U#1: Jul 14 and U#2: Oct 14 (as against U#1: May 14, U#2: Sep 14 as per 6 th JCC). Dedicated Transmission System is under implementation by POWERGRID. POWERGRID informed that MB Power shall be liable to pay transmission charges of the dedicated line from its commissioning till the date COD of generation is achieved. (ii) Essar Power Gujarat Ltd (2x x150 MW) Representative of M/s Essar Power Gujarat Ltd (EPGL) submitted status report as under: M/s EPGL informed that they are not taking up 2x660MW unit, therefore installed capacity shall reduce from 3240MW (4x150+4x660MW) to 1920MW Page 15 of 24

20 (4x150+2x660MW). In this regard, POWERGRID informed to EPGL that the quantum for Connectivity needs to be reduced accordingly. Land: For 2x660MW Project- 100% (100Ha) of total land is under possession, however, corridor land for water and coal is still pending from Govt. of Gujarat. For 4x150MW Project 100% (77Ha) of total land is acquired whereas necessary lease agreement for the same is in progress. Fuel: For 2x660MW Project- Fuel (Imported Coal), FSA signed with Essar Shipping & Logistics Ltd dated 17 th Dec 2009 for Long-term supply of Imported Coal from Indonesia / Mozambique and other countries. However, the same is under renegotiation due to price rise in Indonesian coal price. For 4x150MW Project-Fuel (Pet Coke/Imported Coal), FSA signed with ESSAR Oil Ltd. dated 30 th Sept 2010 for Long-term supply of Pet Coke from ESSAR refinery. Environmental clearance: For 2x660MW Project- MOEF clearance is still pending due to linking of the same to forest clearance of coal/water corridor. For 4x150MW Project- TOR cleared in the meeting held by EAC on Draft EIA report submitted to Gujarat SPCB. Public hearing conducted on Final EIA report submitted to MOEF on EPC Contract Status: For 2x660MW Project- EPC contract signed for Main Plant (BTG) & BoP with Essar Projects (India) Ltd and Global Supplies (FZE). Boiler- Harbin Power Equipment, China, STG Toshiba, Japan. Manufacturing on hold. Renegotiation is in process due to delay in progress of project. Commissioning schedule indicated by the developer is U#1 (660MW)-Mar 16 subject to receipt of approvals PPA Status: For 2x660MW Project- PPA signed on 15 th May 2010 between Essar Power Gujarat Ltd and GUVNL for supply of 800MW. Discussion with GUVNL is in progress for extension of delivery date due to delay in approval beyond EPGL control and also revision in tariff considering the Indonesian coal price hike. For 4x150MW Project Project on hold due to pending approvals and no power off-take beneficiaries in place. PPA signed for 35% with MPPTCL. Medium-term, Short-term sale of power (210MW) tied up with Reliance Energy Trading Co. Ltd. in 09/12/2011. For dedicated transmission system: 177/207 nos tower foundation completed, 166/207nos tower erection completed, 13.34/65.2KM stringing completed. Forest clearance- 4 nos tower footing falling in forest land. Approval expected by mid Oct 13. PTCC Clearance File with railways for final approval. NHAI clearance available. Railway clearance available. The line is expected to be commissioned by Apr 14. POWERGRID stated that Jhabua Power has applied for connectivity and LTA of only one unit of 600MW whereas status submitted for (1x600+1x660MW). Jhabua Power submitted that 2 nd unit of 660MW is planned in phase 2 of the project. POWERGRID stated that LTA has been granted to Jhabua Power only for 1 unit. If Jhauba Power is planning expansion of the project, they should immediately apply for Connectivity and LTA for the 2 nd unit, so that transmission system may be planned / implemented for power transfer from the 2 nd unit. It was clarified to Jhabua Power that w/o separate connectivity and LTA application from 2 nd unit, the same cannot be connected to ISTS or bus bar of 1 st unit. M/s Jhabua Power indicated that 80MVAR bus reactor is being provided at their generation switchyard which shall be replaced by 125MVAR with their 2 nd unit. POWERGRID informed that the reactor size should match as specified in intimation letter. Connection agreement shall be signed only after meeting his requirement. (ii) Essar Power MP Ltd (2x600 MW) Representative of M/s Essar Power MP Ltd (EPMPL) submitted status report as under: Commissioning schedule indicated by the developer is U#1-Apr 13 (already commissioned), U#2-Nov-14 PPA for 300MW with Essar Steel (I) Ltd.
