WHY ARE WE DOING THIS? In 2017, nationwide: 37,133: nationwide traffic fatalities in %: decrease in traffic fatalities 2016 to %: fatalities were a result of distracted driving Human error is involved in 94% to 96% of all accidents In 2017, in Ohio: 303,298: traffic accidents 108,298: injuries 1,179: fatalities in 1,094 accidents 4.2%: increase in traffic fatalities 2016 to 2017 #6: in the nation for traffic fatalities 18
HOW DO WE MAKE MOBILITY SAFER? V2V and V2I vehicle technology could address 80% of the crash scenarios V2I technology alone could reduce 26% of all target crashes annually Left Turn Assist (LTA) and Intersection Movement Assist (IMA) could prevent 592,000 crashes and save 1,083 lives per year 20

GRANT GOALS 33 Smart Mobility Corridor Goals Enhance Intersection Safety and Mobility Improve Roadway Congestion Serve as a Technology Leap-Ahead" Increase access to employment Corresponding Objective from Grant Application Improve pedestrian safety at transit stops and crosswalks. Provide next generation signal prioritization and dynamic timing based on DSRC. Improvement in travel time reliability. Reduction in average commute time to work. Reduce traffic queues and congestion for critical arterials. Increase the number of Connected Vehicles. Double the number of deployed Connected Infrastructure Components (RSUs) in the country. Serve as the "go-to" location for on-road tests of autonomous vehicle technologies. Provide the country's largest open research repository of J2735 message sets collected within an actual deployment. Increase ridesharing in the NW 33 Innovation Corridor. Reduce reoccurring congestion due to shift changes at manufacturing facilities in Marysville and Union County. 23
CV APPLICATION SELECTION PROCESS Goals and Objectives Possible Applications Aligned with Goals Application Readiness Assessment Selected Applications 24
CV APPLICATION READINESS ASSESSMENT 25
STRATEGIC GOALS AND PROJECT OBJECTIVES FAST ACT GOALS Demonstration, quantification, and evaluation of the impact of technology. Use of real time information to improve mobility Travel time reliability Reduction in commute time Reduction in queues Signal prioritization Pedestrian in Crosswalk Warning Spot Weather Impact Warning Queue Warning Red Light Violation Warning Accelerated deployment of V2V. Reproducibility. Reduction in crashes, increase in safety. Enhance Intersection Safety and mobility Improve pedestrian safety at transit stops and crosswalks Pedestrian in Crosswalk Warning Spot Weather Impact Warning Curve Speed Warning Queue Warning Reduced Speed Zone/Lane Closure Red Light Violation Warning Ramp Wrong Way Warning Railroad Crossing Warning 27
WHERE TO DEPLOY TECHNOLOGY 30
WHERE TO DEPLOY TECHNOLOGY 31
USE CASE: PEDESTRIAN CROSSINGS PEDESTRIAN CROSSWALK WARNING Improve safety for pedestrian crossings 32
USE CASE: PEDESTRIAN CROSSINGS 33
USE CASE: COLLISION AVOIDANCE AT SIGNALIZED INTERSECTIONS RED LIGHT VIOLATION WARNING Reduce potential for red light violation related crashes Broadcasts SPaT Using V2I, OBU interprets vehicle speed/heading and sends generates alert to the driver 34
V2I APPLICATION: RED LIGHT VIOLATION WARNING Vehicle approaching intersection too fast, signal is turning red Approaching vehicle receives SPaT message, identifies threat! 35 Human Machine Interface (HMI) alerts driver to brake Smart signal broadcasting Signal Phase and Timing (SPaT) 35
USE CASE: CRASHES INVOLVING HORIZONTAL CURVES CURVE SPEED WARNING OBU alerts driver when approaching a curve to fast for conditions (based on weather, vehicle type and size) Reduce off-road and rear-end crashes 36
USE CASE: ROAD CONSTRUCTION AND LANE CLOSURE REDUCED SPEED ZONE/ LANE CLOSURE WARNING Provide advanced warning for changes in speed or lane configuration Configured at TMC or at roadside Utilize the continuous RSU coverage to be adaptive 37
V2I APPLICATION: REDUCED SPEED WARNING/LANE CLOSURE Vehicle approaching lane closure or work zone Approaching vehicle receives TIM message, identifies threat Human Machine Interface (HMI) alerts driver of the situation Work zone message broadcast on TIM channel 38
PLANNED CV APPLICATIONS Pedestrian Crosswalk Warning Red Light Violation Warning Spot Weather Impact Warning Ramp Wrong Way Warning Curve Speed Warning Signal Phasing & Timing Reduce Speed Zone Warning/ Lane Closure Queue Warning 39
RSU PILOT DEPLOYMENT Purpose: The purpose of the RSU Pilot Deployment is to verify the ability to use and identify any gaps in the Ohio Department of Transportation s (ODOT) Connected Vehicle Purchase Contract (Invitation ) for the procurement, installation and testing of the roadside devices. 40
RSU PILOT DEPLOYMENT Site Selection Requirements: Criteria Line-of-Sight to RSU Controller GPS Signal Signal Cabinet Conduit fill Definition Ability to position the RSU radio in a good location that can provide a clear line-of-sight to vehicles approaching the intersection from all approaches and for a significant distance. Geometry of approach roadways was considered. Modern controllers and software capable of outputting the SPaT message Sufficient GPS signal to the RSU that is not blocked by buildings or other urban canyons. Sufficient space in the cabinet for additional hardware, wiring and power connections Sufficient space within existing conduits to run the ethernet cables to the proposed mounting location. Ethernet cable runs should be limited to 300 ft or less. 41
RSU PILOT DEPLOYMENT Marysville 4 th Street and Main Street 5 th Street and Plum Street 6 th Street and Main Street 5 th Street and Court Street Dublin Avery-Muirfield Drive and Hospital Drive/Perimeter Loop Road Avery-Muirfield Drive and Perimeter Drive 42
RSU PILOT DEPLOYMENT Field Investigations Line of Sight Controllers GPS Signal Signal Cabinet Conduit Fill 43
RSU PILOT DEPLOYMENT Expected Outcomes Configuration, Bench testing, then delivery Be skeptical of the equipment availability timelines Infrastructure is not straightforward RSU procurement/delivery in four weeks Installation of roadside units should be straightforward Configuration of the roadside units in early November 2018 Testing and Verification will occur Identify gaps in ODOT s procurement process ODOT will advertise new Connected Vehicle Purchase Contract Ambiguity in requirements Require items to be bid in blocks 46
47
RSU PILOT LESSONS LEARNED Total cost: $64k Some inaccuracies in the USDOT MAP Configuration Tool. Implication of not having GPS Radio Technical Commission for Maritime Services (RTCM) GPS correction data is unknown. SAE J2735 specification and left turns. Verification requirements responsibility. Lots of nuances between manufactures of OBUs. Placement of the RSU s takes some trial and error. 48
