B. he park and ride lot is consistent with the spirit and intent of Zoning rdinance provisions which allow off-site parking on property not zoned for the use for which the parking serves.. he use complies with the Plan which suggests the property is appropriate for public/semi-public use. 3 ransportation: he applicants are requesting a onditional Use on the property twelve (12) acres for a park and ride lot. his park and ride lot is intended to serve the Greater ichmond ransit ompany (G). he applicants have indicated that the park and ride lot has been in operation for approximately three and one-half (3.5) years, and has forty (40) to sixty (60) vehicles per day that are parked in the lot. In April 2008, the Board of upervisors adopted a Priority ist of ighway Projects. Included in that list is an item (Priority 15) identified as park/ride facilities commuter parking lots countywide. taff supports a park and ride lot on the property. he irginia epartment of ransportation s () hapter 527 regulations, dealing with development raffic Impact tudy requirements, have been enacted. At this time, it is uncertain what impact s regulations will have on the development process or upon zonings approved by the county. he applicant has indicated that a hapter 527 raffic tudy is not required for this zoning request. omprehensive Plan: A U ies within the boundaries of the Bon Air ommunity Plan which suggests the property is appropriate for public/semi-public use. his Plan, adopted in 1986, recognizes fixed and non-fixed route public transit and other shared-ride commuting as part of the Bon Air ommunity. he Plan identifies the importance of a safe and adequate transportation system within the community. Area evelopment rends: ther than commercial zoning and use on properties to the north, the area immediately surrounding the request property is zoned for, and occupied by, residential use. he Plan suggests that these uses are appropriate and should be maintained. evelopment tandards: o address concerns of area residents, the applicants agreed to restrict the location where users may board and exit buses as well as where users may park. (Proffered onditions 1 and 2) UI he Bon Air ommunity Plan, adopted in 1986, suggests the property is appropriate for public/semi-public uses and recognizes public transit and other shared-ride commuting as part of the Bon Air ommunity. he Plan identifies the importance of a safe and adequate P24-B-P

4 transportation system within the community. trategies suggested to meet this objective include making area road improvements, improving traffic flow, and reducing the number of through vehicle trips generated by residential development. upporting shared-ride commuting with the approval of a park and ride lot on the request property would assist in reducing a number of vehicle trips within the community, as suggested by the Plan. Further, as suggested by the Zoning rdinances, shared parking within the illage of Bon Air should be encouraged. Given the foregoing, approval of this request is recommended.
