IMA Date: 13 th October 2010 Reference: IMA Code of Practice v1.8 For the use by buses and coaches of the University of Bath Public and private bus and coach service operators that the University of Bath has permitted to enter its campus are required to comply with this Code of Practice which has been designed to ensure a safe environment for passengers, bus operators and other users of the campus. Operators are only permitted to operate services on the campus that have been agreed in writing by the University, and this shall include any non timetabled duplicate services. The University shall be consulted on any proposed change to agreed timetables or provision of duplicate services, and shall have the right refuse the proposed change if, in its opinion, the proposed change would not be in the best interests of the University or those travelling to and from it. The University reserves the right to withdraw its permission to enter the campus from any contractor whose drivers fail to comply with this code. The University reserves the right to update the code from time to time to reflect changes to: the campus; the number of operators permitted to use the campus; and the way in which buses and coaches are permitted to operate. Permitted operators will be promptly informed of changes to the code and will be required to operate in accordance with the amended code. General University Code of Practice for All Users 1. At all times all vehicles must adhere to posted speed restrictions in place throughout the campus. Vehicles must not exceed 5mph whilst in the Arrivals Square. 2. Plan 1 shows the speed restrictions that apply throughout the campus as at the date of this code. 3. At all times drivers should look out for pedestrians crossing the road or walking within the carriageway, especially at crossing points, close to junctions and at lay bys. 4. Drivers must not drive aggressively or use the horn to hurry pedestrians or cyclists out of their way. 5. No vehicle shall travel anti-clockwise around the Arrivals Square. Regular Services - Exhaust Emission Standards 6. Unless otherwise agreed by the University, all buses used to serve the University must comply with Euro 3 Exhaust Emission Standard.

Where a bus was registered as a new vehicle before 1 January 2006, the operator must produce, at the request of the University, a certificate from the manufacturer of the engine fitted to the bus, stating that the engine fitted in the vehicle meets the required standard. 8. By 1 March 2012, all buses will comply with Euro 4 or higher exhaust emission standards. Regular Services Using the Arrivals Square (See Plan 2) 9. The Arrivals Square shall be for the use of scheduled bus services, or for the manoeuvring of coaches only. Coaches shall not drop off or pick up passengers from within the Arrivals Square unless with the express permission of the University. 10. For the first two weeks of the academic year, operators of scheduled bus services shall provide a supervising member of staff on site between the hours of and 10.15, and and to assist bus users in boarding and alighting, and to ensure the safe and efficient operation of the Arrivals Square, although this period may be reduced by agreement with the University if it is clear that the Arrivals Square is operating safely and efficiently. Operators will, at the written request of the University, provide a supervising member of staff for such periods as the University shall indicate if it considers it to be necessary due to safety concerns or operational problems within the campus. 11. Vehicles should not need to reverse in the Arrivals Square. However should the need arise, its reversing horns should be used at all times and reversing should only be undertaken under the supervision of a suitably responsible person. 12. Vehicles shall only park within the allocated and marked pickup/drop off bays. This includes in the middle section of the Arrivals Squares. 13. Drivers shall not obstruct the passage of other buses, nor drive in a way which would compromise the safety of other buses and their passengers. 14. Bus companies must only pick up passengers from their allocated pick up stand. Plan 2 shows the location of the Wessex and First pickup/drop off bays, together with the new stop (coloured yellow). 15. Once a vehicle has started to exit its designated pick up bay, drivers must not subsequently stop to pick up further passengers. 16. The Wessex bay has the capacity to easily fit one single deck bus (U18) and a midi bus (20A/C) but can accommodate 2 single deck buses with careful positioning. It is important to the operation of the Arrivals Square that the front bus pulls as far forward as possible within the marked bay. 17. The First bay has the capacity to fit two bendi-buses at one time with careful positioning. It is important to the operation of the Arrivals Square and the northern access road that the front bus pulls as far forward as possible within the marked bay to allow a second bendi-bus to park fully within the Arrivals Square. 18. Operators should ensure that they maintain sufficient space on their stands to accommodate arriving buses with passengers on board. Buses may only discharge
3 passengers at their designated pick up/drop off bay or in accordance with paragraph 19 below. If necessary buses laying over can be directed to the Bus Holding Area/Coach Parking Area in the East Car Park (see Plan 3) until the appropriate space becomes available in the Arrivals Square. 19. Unless otherwise agreed with the University, the new stop shall be used as temporary drop off point for use by either operator only when their stands are full. Buses must not wait at the new stop once unloaded, they shall be moved off either to leave the site, move to the operators stop if a space has become available or move into the waiting area in the East car park if they need to wait for a period of time. Wait times at the new stop should be 2-3 minutes at most. 20. Bus Holding Area 21. The bus holding area will be located in the East Car Park and is adjacent to the coach parking area and is the area that is normally used by the park and ride service on a Saturday. The layout and location of the bus holding is highlighted in Plan On a Saturday buses should not lay over using the Park and Ride area. Should the need arise for a bus to lay over, it should do so within the coach parking area. 23. When a bus is waiting in the bus holding area it should not leave the holding area until it knows that its pick up bay is clear of vehicles. Park and Ride 24. The pickup/drop off point for the park and ride buses that run on a Saturday is located inside the East Car Park and is highlighted in Plan All buses must enter the pickup/drop off bay from the south and exit to the north. 26. While travelling through the university and through the car park in particular, the driver must look out for pedestrians and cyclists. 27. Once a vehicle has started to exit its designated pickup bay, drivers must not stop to pick up intending passengers. 28. In the rare event that a vehicle has to reverse its reversing horns should be used at all times or the contractor should ensure that the reversal manoeuvre is undertaken under supervision. Coaches 29. Coaches shall not drop off or pick up passengers from within the Arrivals Square unless with the express permission of the University. Coaches can use the arrivals square for manoeuvring only. 30. Unless otherwise permitted by the University, coaches are only allowed to drop off/pickup passengers from either the coach bay outside of the Sports Training Village, or the East Car Park Entrance Bay (see Plan 4).
4 31. Coaches must not park in either the East Car Park Entrance Bay or the Sports Training Village Bay - they must move on immediately after loading/unloading. Coaches are able to utilise the coach parking area in the East Car Park to wait between dropping off and picking up passengers. 32. Coaches should make every effort to load as quickly as possible. This will include ensuring all of the passengers are present at the bay before the coach leaves the Coach Parking Area. 33. Drivers must look out for pedestrians and cyclists especially at the points where buses turn into the Arrivals Square and within the East Car Park area. 34. In the rare event that a vehicle has to reverse its reversing horns should be used at all times and should only be undertaken under the supervision of a suitably responsible person.
