1 June, 7 Mr. Masood Mirza, PE Marion County Office of the County Engineer SE th Avenue Ocala, FL 7 RE: Revised Traffic Study Methodology for Golden Ocala PUD; Marion County Project # 9999, Methodology Application #7 Kimley-Horn Project No. Dear Mr. Mirza: Kimley-Horn and Associates, Inc. is pleased to submit this methodology for the forthcoming traffic study associated with the Golden Ocala PUD. A methodology document was submitted on May th and review agency comments were received on June 6 th. A methodology meeting was held on June th, 7with Marion County to discuss the comments. This revised methodology submittal has been developed consistent with the discussion during the methodology meeting, and includes information to address the review comments from Marion County on the previous methodology submittal. The project site is generally located on the south side of US 7, north side of SR, west side of CR A/NW 8 th Avenue, and east side of NW th Ave in Marion County, Florida. The site is proposed to contain a mixture of residential and non-residential uses. Tables and figures are attached which detail the project s trip generation potential, trip distribution, and proposed study area. Following is a discussion related to the preliminary analyses and proposed methodology for the traffic study, which will include analysis of the full PUD as well as analysis specific to the equestrian event center. Background Information The project includes the existing Golden Ocala Planned Unit Development (PUD) and an additional +/-, acres of adjacent parcels. A Comprehensive Plan Amendment (CPA) has been submitted through Marion County for the project. The CPA traffic analysis showed that the proposed future land uses have a lesser trip generation potential than the current future land use designations. This letter details the proposed methodology for a traffic study to support the PUD rezoning application for the proposed site, consistent with Marion County guidelines. An analysis will also be performed to support the special use permit for the equestrian event center. The following uses and intensities are proposed within the Golden Ocala development (including the existing Golden Ocala PUD).,6 single-family residential dwelling units 8 residential condominiums/townhouses 8 hotel rooms space RV storage parking lot, seat equestrian facility, with ancillary clubhouse and banquet hall uses, square feet of commercial retail uses kimley-horn.com 8 SE Fort King Street, Suite, Ocala, FL 7 8

2 Page A portion of the Golden Ocala development is currently entitled with vested land uses and trips approved by Marion County. The current vested entitlements for the Golden Ocala PUD include the following uses. 798 single-family residential dwelling units hotel rooms, square feet of commercial retail uses Of the vested development program, 8 residential dwelling units have been built, of which are currently occupied. The existing occupied dwelling units are included in the existing traffic volumes on the transportation network, and will not be included in the analysis. The traffic analysis will be performed to evaluate the transportation impacts of the new external trips generated by the development, which are in addition to the trips associated with the vested portions of the PUD. The traffic analysis will identify transportation impacts and improvement needs that will be required within the timeframe expected for project buildout. The estimated buildout timeframe for the development is years (year 7). The project will be evaluated as a single-phase development; any interim phasing proposed for the development will be identified within the traffic study. Project Trip Generation The Institute of Transportation Engineers (ITE) Trip Generation Manual,9 th Edition will be used to calculate the trip generation potential for the project. A credit will be taken for the trips associated with the vested portions of the development. The mixed uses within the site are internally connected through an internal transportation network, which is illustrated on the attached conceptual master plan. Internal capture and pass-by calculations will be prepared in accordance with the methods established in the ITE Trip Generation Handbook, rd Edition. The calculated pass-by based on ITE methods was checked against % of the future traffic volumes on the adjacent roadway segments of US 7and NW 8 th Avenue. The applied pass-by was limited to % of the projected adjacent street traffic volumes. Table provides the weekday daily and PM peak hour trip generation calculations for the proposed PUD development program. The trip generation was calculated using the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition. Land use codes (Single-Family Detached Housing), (Residential Condominium/Townhouse), (Hotel), (Horse Racetrack), and 8 (Shopping Center) were utilized. ITE does not have a land use code for RV parking storage facilities. Therefore, the daily trip generation potential for the RV storage was calculated assuming full occupancy with an average -day parking period. The PM peak hour trip generation for the RV storage was calculated by applying the hourly variation in shopping center traffic provided in ITE (7.6% of the daily traffic occurring during the PM peak hour). A credit was taken for the vested portion of the Golden Ocala PUD for the purpose of the traffic concurrency analysis. The project is anticipated to generate 8,7 net new daily trips and,7 net new PM peak hour trips in addition to the trips already vested for the development. 3 Page Project Trip Distribution Version 6. of the Central Florida Regional Planning Model (CFRPM), which is based on the Florida Standard Urban Transportation Model Structure (FSUTMS), will be used as a basis for determining the project s trip distribution. Trips will be manually assigned to the adjacent roadway segments based on the development layout and access scenario. Based on discussions with County staff, a manual project assignment has also been made to NW st Street, which is not included within the CFRPM model. Figure illustrates the proposed trip distribution. The CFRPM model plot is also provided as an attachment. Study Area The project impact on the surrounding roadway network was calculated as the PM peak hour trip assignment on that roadway segment divided by the segment s peak hour peak direction service volume. The study area is proposed to be developed based on Section.. of the FDOT Transportation Site Impact Handbook () for determination of study area for Developments of Regional Impact (DRI), which is a % impact significance. Roadway segments with a % impact, plus one segment beyond, will be included in the study area and evaluated during the PM peak hour, unless the project impact is de minimus. Additionally, roadway segments with a % or greater impact have been included within the study area, per the request of Marion County. In addition to performing peak hour level of service analyses for the roadways within the study area, we propose to perform PM peak hour intersection level of service analyses at the intersections listed below. The list of study area intersections includes additional intersections requested to be included by Marion County during the original methodology review process. 4 Page Site Access Several access connections to the property are proposed along US 7, along SR, along NW th Avenue, and along NW 8 th Avenue. The traffic analysis will include evaluation of the site access locations for the appropriate control and geometry needed at buildout of the PUD. Planned and Programmed Improvements Widening of US from SW th Place Lane to SR is planned for widening from a -lane undivided facility to a four-lane divided facility (FDOT FM# 868-). Funding for the construction phase of the project has been allocated within the next three years of the current five-year FDOT work program. SW 8 th Avenue is planned for widening from a -lane undivided facility to a fourlane divided facility through the ARDO for On Top of the World. These committed roadway improvements will be considered in the future conditions analysis. Future Conditions Analysis The traffic analysis will identify transportation impacts and improvement needs for roadways and intersections within the study area under weekday PM peak hour future background and project buildout conditions. The estimated buildout is years (7). Per Florida State Statute, transportation improvements identified to be needed under future background conditions (prior to the addition of project traffic) will be considered to be in place for the buildout conditions analysis. Turning movement counts will be collected at the study area intersections during the weekday PM peak period (PM-6PM). The observed turning movement volumes will be adjusted to peak season using peak season adjustment factors published by FDOT for the existing conditions analysis. The approach and departure volumes at the study area intersections will be used to calculate the existing traffic volumes on the study area roadway segments, as well as published traffic data from Marion County and FDOT. Future traffic volumes will be calculated by applying background growth rates to existing traffic volumes and including committed development traffic from the vested unbuilt portions of the Golden Ocala PUD and On Top of the World. Historic AADT data within the study area was reviewed to determine the annual growth rates to apply for the future conditions volume development. Historic -year and -year growth rates were calculated for roadway segments within the study area based on the latest (6) published AADT from the Ocala/Marion County Transportation Planning Organization (TPO) and the Florida Department of Transportation (FDOT). As discussed during the methodology meeting, many of the -year historic growth rates are zero or negative. The proposed build-out timeframe for the traffic analysis is -years. The current growth is not anticipated to sustain over a -year period. Additional input was received from Marion County and Ocala/Marion County TPO staff following the June th methodology meeting and it was agreed that a % annual growth rate will be applied universally to all study area roadway segments. The Synchro 9 software package will be utilized to evaluate the intersection operations during the PM peak hour under existing, future background (without project traffic), and PUD buildout conditions. Roadway segment volumes under existing, future background, and buildout conditions will be compared to the adopted and/or committed service volume. kimley-horn.com 8 SE Fort King Street, Suite, Ocala, FL 7 8

5 Page The traffic study will provide a summary of the analysis results and necessary improvements to achieve an acceptable level of service within the study area. A proportionate share calculation will be provided for any transportation improvements requiring mitigation from the development. Crash Data Review Historic crash data as provided by Marion County will be reviewed and summarized for the following roadway segments that have direct driveway access: CR A/NW 8 th Avenue from SR to US 7 SR from NW th Avenue to CR A/NW 8 th Avenue NW th Avenue from SR to US 7 US 7from NW th Avenue to CR A/NW 8 th Avenue Equestrian Event Center Analysis The Equestrian Event Center is envisioned primarily for equestrian related events, but will allow for a variety of uses similar to those that may occur at a convention center. The existing HITS events in Marion County are the model for many of the equestrian events that the Center is being designed and constructed for. The HITS and related equestrian events occur such that participants and spectators arrive and depart over a large, dispersed, and varied timeframe. Spectators and participants do not arrive and depart during a concentrated peak hour period but rather throughout the day and throughout the weekend as many participants will stay on-site for a weekend event time period. The varied activities that occur throughout the event period result in a trickle effect for ingress and egress for traffic at the site. Trip generation data was collected for a previous unrelated study during a major HITS event on a Sunday. The data collected at the HITS event, as well as input from the Owner, show the peak hour of entering event traffic to be 7AM 8AM and the peak hour of exiting event traffic to be :PM : PM on a Sunday. The traffic data collected at HITS (Post Time Farm on US 7) is provided as an attachment. The trip generation for the equestrian event center has been calculated based on ITE Land Use Code (Horse Racetrack), with seats as the independent variable. The trip generation calculated with this method yields a project traffic volume of 6 PM peak hour weekday trips for the equestrian event center. This method provides a conservative (i.e. high) estimate of the anticipated traffic for this use when compared to the trip generation observed at the HITS event during a peak event period. The HITS trip generation showed a total of 86 project trips during the peak entering hour of the trip generator (6 in and out) and a total of project trips during the peak exiting hour of the trip generator (7in and out). An operational analysis will be provided for the Sunday peak hour of entering traffic of the equestrian event center (7AM 8AM) and the Sunday peak hour of exiting event traffic (:PM : PM). The trip generation will be calculated using the ITE trip generation rate for the peak hour of generator for ITE Land Use Code. Using this method, the peak hour of generator is estimated to produce, trips during the peak hour. This method of calculating anticipated trips from the proposed event center provides an extremely conservative (i.e. high) estimation of project traffic as kimley-horn.com 8 SE Fort King Street, Suite, Ocala, FL 7 8

6 Page 6 it is between and 6 times that observed during a major event at the HITS site, for which this equestrian event center is being modeled. Based on the current special use permit, the equestrian event center is limited to access to SR and NW 8 th Avenue. The operational analysis will be performed for the equestrian event center access locations on NW 8 th Avenue and SR, as well as the intersections of NW 8 th Avenue with US 7and SR. The other uses within the PUD will have nominal trip generation during the Sunday peak entering and exiting times of the equestrian event center. However, these trips will be considered in the evaluation. The trip generation for the peak hour of the equestrian event center on a Sunday is provided in the attached Table. The analysis will be performed considering the buildout timeframe of the PUD (7). The trip distribution for the equestrian event center is illustrated in Figure. The trip distribution is based on information from the Owner on the users and attendees for the site, as well as information from the traffic data collected at a HITS event. Parking for the equestrian event center will be located on-site. Summary This methodology has been prepared consistent with the discussion with Marion County during the methodology meeting on June, 7. We trust that this methodology document, along with the response letter, addresses the review agency comments on the previous methodology submittal.
