5 Feasibility Report 2018 Overlay Improvements Prepared for City of Sauk Rapids 1 Introduction As authorized by the City Council, this feasibility report was prepared for street improvements to Lincoln Avenue, Franklin Avenue, and 4 th Street South as shown on Figure 1. The improvements include full depth milling and new pavement for Lincoln Avenue, reclaiming and overlaying existing pavement for Franklin Avenue, and edge milling and overlaying of 4 th Street South, and replacing and adding roadway striping. The project also includes replacing existing pedestrian ramps in the project area to current ADA standards. This report contains cost estimates and design recommendations for overlay improvements. This report has been developed based on preliminary field observations and discussions with City Staff. 2 Feasibility and Recommendations The project, as presented in this report, is both cost effective and feasible from an engineering standpoint. The estimated project costs are presented to assist the City in deciding the feasibility of the project from a monetary standpoint. The improvements are necessary to improve deteriorating streets in the area. 3 Project Improvements 3.1 Street The proposed street improvements are shown in Figure 1. The proposed improvements to Lincoln Avenue include a full-depth mill and overlay with 4.5-inches of bituminous placed in two lifts, replacing centerline striping and adding fog lines on both sides of roadway. The improvements to Franklin Avenue include a full-depth reclamation, with 3.5-inches of bituminous, placed in two lifts. The project improvements to 4 th Street South include 8 foot edge milling with a 2-inch overlay and replacing pedestrian ramps in project area to current ADA standards. Page 1 SAUKR
6 4 Opinion of Probable Cost Itemized breakdowns of probable cost are presented in Appendix A. The breakdowns are presented to provide insight into costs of various items of the total project. Total project costs are summarized in the following table. Based on the City s assessment policy, these types of projects are generally financed through special assessments to benefiting properties in the project area. The City must ultimately decide the method of financing and the time when City fees and charges will be collected. Working with City Staff, it has been determined financing costs do not need to be included for this project. The following breakdowns are provided to assist the City in determining what portion of the total project cost the City may be responsible for. These figures are estimates, and final figures would be determined by City Staff when the project is complete. 5.1 Street For this report, it is assumed 25 percent of the street costs will be assessed to benefiting properties. The remaining costs are assumed to be a City cost. Commercial / Industrial Assessments - Lincoln Avenue and Franklin Avenue: The per acre commercial assessment was developed by: Only 50% of the project costs for Franklin Avenue has been included in the assessment calculation since it is a one sided benefit. 25% of the project costs for Lincoln Avenue and Franklin Avenue were divided by the total area of the benefitting properties to develop the per acre assessment rate for the commercial and industrial properties benefiting from this project. The preliminary assessment rate for the commercial and industrial properties is $4,542 per acre. FEASIBILITY REPORT SAUKR Page 2
7 Large Parcel Assessments 4 th Street South: The per acre assessment for the school and one large residential property was developed by: Taking the project cost for the portion of 4 th Street South that is fronted by the school and/ or cemetery properties, and then dividing the project costs by the benefiting property areas. Although cemeteries are exempt from assessments, the area of the cemeteries have been included in the assessment calculation. The preliminary assessment rate for the large parcels is $197 per acre. Residential Assessments 4 th Street South: The per unit residential assessment for 4 th Street South was developed by: The width of the road thru the residential area is 32 wide; therefore the equivalent 32 wide road assessment does not apply. Taking the project cost for the portion of 4 th Street South that is fronted by residential properties, and then dividing the project costs by the number of residential properties that are benefited.
