Absence from representatives from CAA Pakistan was regretted. Meeting agenda is attached in annex 2. SUMMARY 1. General: The 1 st SARI 21 WG meeting was held in Bangkok instead of Male as initially planned due to the difficulties to arrange meetings in Maldives during peak tourism season and in order to accommodate few observers from the SEA region who are showing interest in initial airworthiness regulation developed from EASA Part 21. The meeting agenda was developed to provide the SARI Member States as well as the SEA observers with a clear understanding of the main EASA Part 21concepts and to identify the existing regulations addressing Initial Airworthiness currently in force in the SA and SEA regions. In that respect the meeting relied on presentations delivered by SARI 21 WG-1st meeting Summary Final issue 1 / 8

2 EASA on Part 21 and by the SARI Member States, Singapore and Malaysia regarding their respective Initial Airworthiness regulations. The meeting also identified the priorities the SARI MS wish to be addressed during the development of SARI Part 21 and introduced the SARI 21 WG Terms of Reference. 2. Presentation from EASA: The presentation from EASA focused mainly on the EASA Part 21 Section A Type Certificate (Subpart B), change to Type Certificate (Subpart D), Supplemental Type Certificates (Subpart E), Production Organisation Approval for Products, Parts and Appliances (Subpart G), Design Organisation Approval (Subpart J) and Repairs (Subpart M). It was emphasised that as for other regulations, the overall concept of Part 21 was introduced by the Basic Regulation, which serves as a European kind of Civil Aviation Act. The Commission Regulation (EU) 748/2012 is the actual Implementation Regulation (IR) laying down the implementing rules for airworthiness and environmental certification of aircraft and related products, parts and appliances, as well as for the certification of design and production organisations. The actual Part 21, which contains the technical requirements, is an annex to this IR. Several questions concerning type certification process and certification specifications were raised. EASA will investigate how to provide relevant information on CS 25 (Large Aircraft) which seems the most critical area for the SARI MS. As the development of SARI Part 21 will not create the forum to provide information on CS 25 the WG members and in particular those from the industry were invited to attend training courses delivered by European, Canadian or US organisations on this matter which is now quite harmonised between Europe and the other western countries. (EASA to investigate ways to arrange training on CS 25). As the MS have mainly a maintenance experience several questions showed confusion existed in the responsibilities of organisations operating under Part 21, Part M or Part 145. EASA will prepare a summary for the next meeting explaining the links between these 3 regulations and the respective responsibilities they establish. EASA presentations will be available on the SARI website. 3. Presentations from the participating CAAs: a) Among the SARI Member States only India has implemented a regulation based fully on EASA Part 21. The others SARI MS have a local regulation in place for approval of modifications which mainly relies on ICAO Annex 8 and more or less on EASA Part 21. Presentations from the SARI MS will be available on the SARI website. b) Singapore and Malaysia have their own National regulation which covers almost the entire scope of EASA Part 21. 3 4. SARI 21 Working Group Terms of Reference: All the SARI MS confirm the need to develop SARI Part 21 and their intention to participate in the WG activities. As agreed during the 8 th SARI SC meeting MS facing difficulties to commit resources may chose not to attend systematically the SARI 21 WG meetings. In such case they will rely on the other MS and accept their decisions and ultimately the content of SARI Part 21 the WG will have developed. The SARI 21 WG Terms of Reference will be developed using as a reference the latest issue of the SARI M WG terms of reference. The draft document will be distributed to the SARI 21 WG members before the end of November Comments or approval of these TOR will be provided before the 2 nd SARI 21 WG meeting. (Action: SARI Coordinator to complete and release the draft TORs before the 15 th of November 2012; SARI 21 WG Members to provide comments or approval of these TORs during the 2 nd WG meeting). CAA Singapore and DCA Malaysia are kindly invited to follow the SARI 21 WG activities and to attend each of the meeting. (EASA to send official request to CAA Singapore and DCA Malaysia) 5. SARI 21 Working Member List: Every SARI MS has now nominated members from its CAA. Some MS have nominated representative from their industry as well (Sri Lanka, Nepal, Maldives and ). Given its experience in DOA and POA matters, India is strongly encouraged to ask its industry to join the WG and to nominate members. The list of SARI 21 WG members will be published before the end of November (Action: SARI Coordinator to publish the list of SARI 21 WG members) 6. Development of SARI Part 21: The SARI Parts are not based on the European regulations structure therefore the structure of SARI Part 21 will follow the structure of the SARI Parts previously issued which includes a foreword as well as a Subpart A entitled General providing the terminology used as well as the applicability. Annex 1 to EU 748/2012 as well as the EASA Executive Director Decisions (ED) providing AMC and GM will be used to develop SARI Part 21. The list of EDs to be considered to developed SARI Part 21 will be agreed during the 2 nd SARI 21 WG meeting. In addition to Subpart A, SARI Part 21 will include the following Subparts: B, C, D, E, G, H, I, J, K, M and P. Subparts B and D and E may need to be restructured. (Action: SARI Coordinator to make proposal during 2 nd SARI WG meeting). Subpart B, D, E, G and J will be addressed in priority. The 2 nd SARI WG meeting will focus on the development of Subpart J (Design Organisation Approval). Should any regulatory issue be raised concerning interpretation of EASA / SARI Part 21 the SARI 1 WG members are encouraged to use the Regulation Review Item SARI 21 WG-1st meeting Summary Final issue 3 / 8
