Financial code Vol-I as adopted by the Board and in exercise of the powers conferred on him vide B.P.Ms.244, Dt read with B.P Ms.226, dt.13-0i-1999 as adopted by EPDCL vide E.O.O.(P&G)-Per Iv1s.72,Dt , the Chairman & Managing Director/APEPDCL/ Visakhapatnam accords sanction for the Motor Car Advance of RsA,50,OOO/-each employee to 225 no.s of employees as indicated in the Annexure appended to this sanction for the purpose of the Motor Car Advance. 2) The advance sanctioned in Parat l) above carries interest at 5.5 % per annum for Motor Car advance subject to changes from time to time. The advance shall be recovered in monthly installments towards principal and interest there on as indicated against their names given in the Annexure appended to this sanction. In case of those, whose left over service is less, the installments of recovery shall be fixed so that the entire amount of the advance with 'interest there on is to be recovered before the employee retiring on superannuation as per E.O.O.11, dt i1. 3) The above advance should be drawn before the end of the fmancial year ) The Loanee shall purchase the Motor Car within one month, from the date of draw I of the Advance and they should immediately execute mortgage bond hypothecating the Motor Car as per Memo DS(Ser)/DM(BM)/PO(L)/2/3I48/94-I, Dt.05-0I-I995 as adopted by to APEPDCL and also insure the Vehicle as required under Article 230 of A.P.F.C. Volume-I. The insurance policy should be renewed every year and a Photostat copy of the same should be submitted to Corporate Office for veriftcation. 5) The Loanee shall show Motor Car purchased with the loan amount sanctioned by the EPDCL to the controlling officer under whom they are working after inspection of vehicle and verification of purchase bills etc., by controlling officer and the officer concemed shall send a certificate to the concerned pay drawing offtcer to the effect that he has seen the Motor Car, relevant documents hypothecation papers insurance policy etc.,to the Accounts Officer(Expenditure)/Operation CirclesIEPDCL, Accounts Officer(CPR)/ Corporate Office/ Visakhapatnam and Divisional Engineers/Operation
2 and Transformers Division for further action. 6) The Loanee shall produce a certificate within one month from the date of drawl of advance to the concemed pay drawing officer to the effect that advance was solely utilized in purchasing the Motor Car. Also a certificate to the effect that the Motor Car is in his name and in his possession and is in running condition should be fumished to the pay drawing officers every month till the advance is repaid in full. 7) If the cost of the Motor Car purchased is less than the advance drawn, the balance amount should forthwith be refunded to the APEPDCL. 8) The Motor Car when purchased will be the property of the APEPDCL until the advance is completely repaid. It shall not be sold or otherwise disposed off without the permission of APEPDCL and in the event of such a sale of disposal, sale proceeds should be remitted to the APEPDCL towards the repayment of the Advance together with interest. 9) The Agreement should be submitted by the loanee in the form as adopted in B.P.Ms.156, Dt as adopted by the EPDCL. 10) The expenditure sanctioned in para 1 above is debitable to APEPDCL - Capital receipt and expenditure - Expenditure Loans and Advances to employees etc., Advances bearing interest - (4) Purchase of Motor Car Conveyance A/c.
