1 RIDER 101 SHUTTLE BUS STATEMENT OF WORK - SPECIFICATIONS 1 OVERVIEW The University of Texas MD Anderson Cancer Center s department of Parking and Transportation ( Purchaser ) currently maintains a fleet of twenty two (22) para transit shuttle buses that are used to transport patients and employees throughout the campus located in and around the Texas Medical Center, Houston, Texas. These buses travel 10-15,000 miles per year in a stop and go environment. Distance between stops varies anywhere from one-quarter of a mile to several miles. Idle time at each stop is minimal. Existing buses accommodate fourteen (14) passengers and a driver, and are laid out per the attached Bus Floor Plan (Appendix A). The existing bus body is a twenty-two foot (22 ) Starcraft Allstar configured per Appendix B. The specification below describes a para transit shuttle bus manufactured on a Ford E- 450 cut-away chassis with a bus layout as depicted in Appendix A. Provisions have been made for stand-up entry; forward-facing seating for twelve adult passengers, provisions for two wheelchair space(s), lift and tie down(s), and flip-down seats for two additional passengers when either wheelchair space is not in use. School bus type vehicles are not acceptable. All body, floor and roof joints must be tightly sealed to eliminate drafts and water leaks. Units furnished to these specifications must meet or exceed all requirements herein. ALL VEHICLES DELIVERED IN ACCORDANCE WITH THIS SPECIFICATION MUST MEET THE NECESSARY REQUIREMENTS OF THE AMERICANS WITH DISABILITIES ACT. 1.1 All Standard and Common Features Shall be Furnished Standard and common features, some related to safety and others to driver and passenger convenience, which are generally provided in a transit vehicle without customer stipulation and considered to be standard equipment. Those features include but are not limited to: adjustable instrument lights, interior sun visors, exterior backup lamps, two-speed windshield wipers, windshield washers, windshield defroster, coolant recovery system, AM-FM stereo radio, etc. Standard and other common features if not specifically stated shall not be interpreted as items that can be omitted to reduce price or to provide any other bidding advantage. 2 GENERAL DIMENSIONS Wheelbase Interior height from floor to ceiling Interior height from floor to ceiling at aisle Height at first step Height at passenger door entrance Aisle width Interior width at floor level Gross Vehicle Weight Rating 158" min. 72" min. 75" min. 12" max. 78" min. 16" min. 76" min. 14,050 lbs. min. 3 ENGINE
2 3.1 Minimum 6.0 Liter diesel engine or 6.8 Liter gasoline engine equipped with radiator and fan of the maximum capacity available. Battery(ies) to be minimum 1,275 C.C.A. when diesel engine is furnished. 3.2 Seller should submit a separate bid for each engine type. Purchaser reserves the right to select either diesel or gasoline engine at time of award. 4 FUEL TANK 55-gallon nominal capacity. 5 TRANSMISSION Automatic-shift, five-speed forward, one reverse, with an auxiliary transmission or cooler. 6 DRIVE SHAFT GUARD Guard or guards to prevent drive shaft from dropping to the ground if broken. 7 STEERING Power assist and tilt. 8 BRAKES Power assist four-wheel disc. To include foot operated parking brake control at the operator's position. 9 SHOCK ABSORBERS Heavy-duty double acting type, front and rear, in lieu of the manufacturer's regular-duty shock absorbers. 10 WHEELS AND TIRES Wheels to be disc type; tires to be radial ply with steel-cord reinforcement and highway type tread. Wheels and tires to be of adequate capacity, as determined by reference to the Tire and Rim Association Yearbook, to support the fully loaded vehicle. Four (4) stainless steel, bolt-on wheel inserts shall be provided. The set shall be installed on the front wheels and rear dual wheels and be complete with all lug nut covers and centerpieces. Inner Dual Rear Wheels shall include Valve Stem Extenders (Pair). Also include Front Mud Flaps (Pair). Clip-type securement of wheel inserts are not acceptable. 11 BUMPERS Chassis manufacturer's standard front chrome bumper and bus manufactured standard rear bumper. Rear bumper to be of sufficient strength to allow the vehicle to be pushed without damage. 12 ELECTRICAL
3 12.1 Dual Motorcraft 105 ampere alternators or equivalent shall be provided Chassis manufacturer supplied batteries shall be mounted on a stainless steel roller mounted pull with insulating material to prevent shorts. Battery compartment should be vented and the battery shall be easily serviceable without removal from vehicle All wiring other than that provided with the OEM chassis shall be number and function coded every 6 inches and shall be color-coded. The body manufacturer shall furnish a complete wiring diagram with integrated body and chassis marked to show the codes used Fast idle solenoid with manual switch, volt sensor and light shall be installed. Solenoid is to automatically shut off when transmission is in gear or brake is applied The following instruments shall be provided: Speedometer/Odometer - Chassis manufacturer's standard design with trip set feature Fuel Gauge - Chassis manufacturer's standard fuel gauge Oil Pressure Gauge - Chassis manufacturer's standard gauge Water Temperature Gauge - Chassis manufacturer's standard gauge Voltmeter - the chassis manufacturer's standard voltmeter shall be installed. 13 WINDSHIELD WIPERS Dual electric 2-speed type with windshield washers, as required by Federal Motor Vehicle Safety Standards No LIGHTING 14.1 Overhead entrance and stepwell lights shall provide no less than five foot-candles of illumination on the entrance step area with the door open. This system shall be illuminated automatically when the door is open. Overhead and stepwell lights shall be wired to and activated automatically by door control and by a separate dash mounted switch. Light installation shall be designed to illuminate lift platform for night operation. Light switch shall be door actuated on-off with driver override Exterior Lighting Exterior lighting shall be in accordance with Federal Motor Carrier Safety
4 15 AIR CONDITIONING Regulations (393.11).All light shall have wire long enough to move light at least 6 inches from vehicle for service Marker lights shall be armored, surface mounted Lights shall be grounded to body framing structure All lights shall be sealed from moisture sockets mounted to top light where possible and the mounting to body shall be sealed Brake lights shall not override emergency flashers or turn signals. Backup lights adequate to illuminate for visibility when backing shall be furnished Rear center brake light shall be furnished Vehicle shall be equipped with Daytime Running Lights Air Conditioning Performance Specifications The installed air conditioning system shall cool the interior of the vehicle to 72 o F measured at a minimum of three points, located four feet above the floor at the longitudinal centerline of the vehicle. The three points shall be (1) near the driver's location; (2) at the mid-point of the body; and (3) two feet forward of the rear of the vehicle. The unit selected must work adequately in the Houston area. The entire rear air conditioning system shall be warranted for 24 months and shall cover 100% parts and labor. All air conditioning systems shall use R- 134a refrigerant Compressors Example: A/C Carrier Model AC 553MAX, 67,000 BTU/hr supplied system Chassis manufacturer's dual compressors shall be minimum 10 cu. in. displacement, driven off the vehicle's engine and shall have compression fittings Condenser The system shall be skirt mounted. The condenser fans and motors shall be enclosed within the condenser housing. Coil shall be copper tube, expanded into aluminum fins and vinyl-coated. Integral high/low pressure cut outs to be wired in to the clutch circuit. Ten-inch axial fans dynamically balanced with permanent magnet totally enclosed motors. The condensers shall blow air on an angle down from the bus chassis to prevent recirculation of hot air. Drier and sight glass to be included. Example: A/C model CM-3, each with a 76, equal Evaporator(s)
5 Shall have three-speed continuous duty permanently lubricated motors and shall include blower assembly rated at 1985 CFM. Copper coil with aluminum fins--four rows deep, galvanized heavy-duty frame and coil end sheets, drain pan and 'O' ring refrigerant connections at the expansion valve. Example: A/C model EM-1 rated at 48,000 BTU/hr., 1330 CFM at high speed or equal Driver's in-dash heavy-duty air conditioning shall be chassis manufacturer supplied system. Driver's in-dash heavy-duty evaporator shall be separately controlled from the passenger area system and shall have a three-speed continuous duty permanently lubricated motor. Air from dash unit shall have provision to divert air to defrosters. In-dash unit shall not interfere with removal or replacement of the engine cover or be blocked by the door control mechanism Controls The passenger area air conditioning system shall be separately controlled from a control station at the driver's position. Controls shall include on/off, three-speed blower switch and a rotary thermostat switch. 16 HEATING AND DEFROSTING A hot water heater with blower fan shall have a BTU rating of at least thirty thousand (30,000) shall be installed under a seat near the rear of the vehicle. The controls shall be readily accessible to the driver. Heater hose connections shall be installed above the floor of the vehicle body and through the fire wall to the engine compartment. Easily accessible all brass gate valve(s) shall be furnished to cut off the flow of coolant water to the rear heater. 17 SAFETY EQUIPMENT 17.1 First Aid Kit; Will be the standard State of Texas School Bus First Aid Kit. Kit shall be securely mounted near the driver's seat Fire Extinguisher; One 5-pound dry type (BC rated), securely mounted near the driver's seat Reflectors; Three folding triangle reflectors with storage container(s) Back Up Alarm; Meeting the requirements of SAE J994B or the latest revision thereto Fresnel Lens; Provided on the rear window of the bus. 18 MIRRORS 18.1 Exterior; Rearview mirror, manufacturer's exterior low mount type with extension arms (below eye level) wide view type mirror. Mirror shall be a minimum of 6 inches by 9 inches. Additionally minimum 5-inch convex mirrors to be mounted with brackets on top of the main mirrors on the left and right sides.
6 18.2 Interior; Day/night type, conforming to FMVSS No. 111 and affording a good view of the road to the rear as well as the passenger area. The mirror(s) shall be made of safety glass, having rounded corners and protective edges. If more than one interior mirror is installed, at least one of the mirrors shall have a minimum of 90 square inch of clear vision, reflective surface area Passenger Mirror; An additional minimum 6-inch by 10-inch interior mirror shall be furnished for the driver to view the passengers. 19 WINDOWS Driver's window shall be chassis manufacturer's standard tinted window. Side windows to be provided the full length of the vehicle. These windows may be either horizontal sliding transit type or transit type T-slider windows. Horizontal type sliding windows will have a positive lock to hold it in the open or closed position. Transit type T-windows will have positive lock in the closed position. At least one (1) window on each side shall be equipped with emergency release latches to provide emergency exits. Release instructions shall be provided at or near the release handles and an audible alarm shall be activated when any handle is released. Side windows, rear window(s) and glass in passenger entrance door shall be of uniform dark tint sufficient to permit no more than 31% light transmission. Tinted film is not acceptable. A smoked Plexiglas 3/8-inch thick panel behind driver from top of driver's seat to within 6 inches of ceiling to be provided. Stanchion and panel shall not impair driver's seat adjustment. 20 PASSENGER SEATS The seating arrangements and configuration will be as per Appendix A Bus Floor Plan. All seats, excluding flip seats shall be recessed track mounted with inverted T-type pedestal support legs and hardware. Seat tracks shall be welded to the body structure and shall not rely on screws alone. Floor anchorage shall be neat and of a non-tripable design. The seat frames shall be cold-roll one inch (1") steel tubing and be sixteen (16) gauge or metal of equal mechanical properties. Seat backs shall be high impact ABS material that is recessed to provide one and one half inches (1-1/2") of additional passenger hip to knee room. Aisle seats shall include an energy absorbent grab bar three quarter inch (¾"), twenty (20) gauge steel covered with custom molded, wear and vandal resistant eight (8) pound density, self-skinning polyurethane foam. Grab bar shall be located at the top of the seat frame except in the rearmost row. The front seat cushions shall have foam padding and be individually wedged to each passenger for occupant's comfort and retention. The indentation load deflection shall be sixty five (65) to eighty five (85) pounds. Seat cushion shall meet the flammability requirements of FMVSS-302. Seats shall be covered with LaFrance Mills Level 3 Asteroid #132 Charcoal fabric or equivalent. All seats shall be manufactured by Freedman Seating Company, American Seating or approved equal Two (2) fold-up, single seats with seat belts shall be provided in the wheelchair securement area. Flip seats shall be forward facing. Seat locking devices shall be of high quality, easy to latch and unlatch. The seats shall be of the same design as the other passenger seats All seats shall be equipped with seat belts for each designated seating position. An emergency locking retractor that has an anti-cinch capability shall be provided. The retractor must be attached to the seat structure. Each seat belt shall have a push
7 button release mechanism Driver's seat shall be adjustable pedestal type or the platform type giving approximately 4 Inches "Fore and Aft," with seat belts. Safety belts must be equipped with a seat frame mounted emergency locking retractor that has a certain feature to prevent it from progressively tightening the belt around the driver. 21 BODY CONSTRUCTION Sides and roof shall be constructed of metal or fiberglass panels. Roof shall be of sufficient height to provide at least 76 inches headroom at the center aisle. Attachments of all points of contact between any stringers and longitudinal members and other structural material shall be by means of welding, riveting, or bolting. Headroom may be reduced slightly in some areas of the vehicle to accommodate other specified equipment such as air conditioner components and the normal contour of the roof. The structure shall be watertight and shall meet the requirements of Federal Motor Carrier Safety Regulation No ROOF LINER May be of molded fiberglass or of vinyl clad or painted metal sheeting, neatly installed the full length so as to cover all protrusions. 23 PASSENGER ENTRANCE DOOR AND STEPS Passenger entrance door to be located at right front of passenger area unless otherwise specified on the floor plan. It shall be the two-piece transit type, and shall have a minimum horizontal opening of approximately 30 inches and a minimum vertical opening of approximately 78 inches. The door panels shall be synchronized and operated by a single electrically powered overhead actuator controlled by the driver by a switch located on the driver control console. The actuator shall be equipped with a manual release lever. The door mechanism shall be equipped with tapered bushings to provide door adjustment. The doors shall be designed to allow manual opening in case of an emergency. To prevent accidental opening while the bus is in motion, the door opening system shall require at least a 125-pound force applied to its center in order to manually open the door. Vehicle shall be equipped with an Exterior Passenger Entrance Door Key. Both vertical closing edges of the door shall be equipped with rubber or rubberized materials to seal the opening and to protect passenger's fingers. A provision shall be furnished to prevent wheel splashed material from being deposited on entry/exit steps if furnished with exterior steps The steps shall be designed so that the top of the first step is no more than 12 inches above the ground with the vehicle unloaded. Steps of at least 30 inches in width, approximately eight (8) inches deep and a maximum riser of 10-1/2 inches shall be fabricated and installed inside of the body to meet this requirement. The surface of all entrance steps shall have a non-skid material applied A two inch white safety nosing shall be placed on each step edge. 24 STANCHIONS, GRAB RAILS, AND MODESTY PANELS Vertical stanchions shall be provided at the aisle immediately behind the driver's seat, the stepwell, and the wheelchair lift. Two (2) 1 ¼" grab rails parallel to the entrance steps and one
8 (1) ceiling grab rail shall also be provided. A horizontal grab rail with padded modesty panel attached shall extend from the wall to each stanchion. A tinted Plexiglas panel shall be installed above the modesty panel and directly behind the driver s seat. A horizontal grab rail shall be mounted under the window next to the wheelchair station. 25 EMERGENCY EXIT (S) Emergency exit door and/or pop-out type windows to be provided at the rear of the vehicle. The door shall be equipped with a window and shall be of adequate size for adult use. Door to be operable from inside and outside the vehicle Audible alarm shall be activated when any emergency handle or emergency window is activated A roof ventilator - emergency exit shall be provided. (Trans Spec Ventilator Hatch or equivalent) A window shall be furnished on each side of the door if furnished with a door. 26 WHEELCHAIR LIFT AND DOOR 26.1 The wheelchair lift shall be fully automatic, including folding of platform and be electrohydraulically powered with a minimum test-net load capacity of eight hundred (800) pounds. The lift shall be totally self-contained and installed without modifications to the vehicle body or frame inside of the curbside. The entire assembly shall be installed with adequate protection to prevent accidental injury to passengers. The wheelchair lift shall comply with all Current Federal FMVSS, NHTSA 403 & 404 and ADA requirements. Wheelchair lifts shall be Braun Millenium Model NL917-2 or equivalent Side opening double outward opening doors shall be provided for the platform type wheelchair lift. Lift shall be mounted within the vehicle body on the curb side, behind the passenger entry door, as per the attached floor plan. Wheelchair door frame structure shall consist of minimum eleven (11) gauge steel, cleaned and powder coated to match vehicle exterior base color. A water deflector shall be integrated into door frame structure at the top. Door panels shall be made of non-corrosive material. Foam core doors with wood frame supports are not acceptable. Door panel hinges shall be piano type with a minimum three sixteenth (3/16") inch diameter pivot pin. Hinges and hinge fasteners shall be stainless steel to resist rust and corrosion. Door latch shall be vertical, rotating two-point type with latch rod at top and bottom. Each door panel shall have its own lockable latch assembly with two (2) keys, which shall consist of a pistol grip twist handle located at the inside center of the door panel. Door latch shall compress perimeter door seal to prevent leaks. Latch adjustment plates shall be located at the top and bottom of the door frame structure. Door panel holders shall be gas shock type mounted at the top and shall allow door panels to open a minimum of one hundred degrees (100º) from the closed position. Wheelchair door clear opening dimensions shall be a minimum of thirty-nine (39") inches by fifty-six (56") inches. Per NHTSA requirements, lift doors shall be interlocked by a panel door switch controlling the transmission that requires the transmission to be in the "Park" position before lift can be operated. Door windows shall be installed with two (2) piece black ozone treated extruded rubber, lock and key of one (1) piece fixed design.
9 Windows shall be glazed with three sixteenth (3/16") inch thick, thirty-one percent (31%) gray density, tempered safety glass. Each window shall be installed in the upper portion of the lift door panels in line with the passenger side windows. 27 FORWARD-FACING WHEELCHAIR PARKING AND SECUREMENT 27.1 Each wheelchair position shall be provided with restraint devices that will secure the wheelchair and its passenger while in the wheelchair. These devices shall be adjustable to accommodate varying track widths of wheelchairs. Each wheelchair shall have a four (4) point securement (2 front; 2 back) in the vehicle with recessed anchor points of sufficient strength to secure a wheelchair and/or three wheel scooter. The entire securement system shall comply with all applicable regulations including ADA There shall be four (4) retractor assemblies for each wheelchair position in the vehicle to secure the wheelchair to the tracks. Example: Q Straint QRT 8100 System, or approved equal. Each retractor assembly shall consist of a heavy duty series L track fitting, the front left and right retractor shall be equipped with manual tension knobs for manual tightening and/or release. Each retractor assembly shall be equipped with a quick release, push-button buckle and buckle connector All belts, straps, and harness assemblies shall be supplied in bundled sets and shall include a container in which to store them. 28 FLOOR AND FLOOR COVERING 28.1 The vehicle floor assembly shall be a lateral body support, structural design, incorporating longitudinal stringers welded in a perimeter structure of steel angle iron. The entire floor assembly shall be a jig welded steel structure. The substructure shall be bolted through the lateral outriggers, two (2) per outrigger to the chassis through rubber isolator grommets as provided by the chassis manufacturer. Welding of any body understructure to the chassis frame will not be acceptable. Over the sub floor structure shall be fastened a minimum five eighths of an inch (5/8"), five (5) ply, marine grade plywood which is pattern cut, edge sealed, and attached with quarter inch (1/4") diameter counter sunk Tek screws. Sub floor understructure shall be completely undercoated and sealed prior to being installed on steel frame understructure. All edges of the plywood shall be sealed prior to installation to resist moisture. All floor joints will be filled and sanded level to result in a smooth, flat floor ready for installation of the flooring material. The entire floor shall be thoroughly sanded and then completely cleaned of all sanding dust and foreign material The floor in the under-seat area and wheelchair position area shall be covered with RCA #TR766 or equivalent smooth rubber floor covering having a minimum thickness of.125 inch (1/8"). Cove Colored Rubber shall also be provided on the Sidewall to Seat Track. Floor covering in aisle and on steps shall be RCA #TR766 or equivalent, non-skid, wear-resistant, and ribbed. Minimum overall thickness shall be.1875 inch (3/16") measured from top of ribs. 29 VEHICLE PAINTING AND STRIPING The vehicle body shall be white. Exterior surfaces normally painted shall be thoroughly degreased, primed, and painted a single solid color. 30 DECALS
10 Decals shall be furnished as follows in both English and Spanish: 30.1 "NO FOOD, DRINK, OR TOBACCO USE ALLOWED" at the centerline or right of center on the front header "WATCH YOUR STEP" to be mounted on the front top riser step "WELCOME ABOARD" to be mounted on the front lower riser step 30.4 Diesel Fuel Only or Unleaded Fuel Only to be mounted above fuel filler door as determined by engine type In addition to the decals described above, safety decal(s) shall be furnished and shall be affixed at any applicable area; emergency exit, steps, wheelchair lift, etc. The decals shall include necessary warnings and precautions. Permanent decals are required The vehicle shall display the international symbol of accessibility on the rear, left side, and on the right side of the vehicle on the lift door The maximum capacity in pounds shall be posted on the wheelchair lift within easy view of operator and wheelchair passenger Plaque or decal indicating vehicle height to be posted within easy view of the driver.
