All tanks are in potable water service. The thickness data, along with other test parameters is provided in the field inspection reports included herein. 20 Reinach Place: Both underground storage tanks located at 20 Reinach Place have a diameter of 10 feet 6 inches and length of 46 feet. Structural Deficiency Tank 1: STI SP131, Standard for Inspection, Repair, and Modification of Shop Fabricated Underground Tanks for Storage of Flammable and Combustible Liquids, Section 8.2, Structural Deficiency Limits states that a tank does not qualify for repair if the tank shell has an inward dent with a cross measurement greater than the radius of the tank head or which protrudes into the tank greater than 1 inch for every 1 foot of tank radius. Located at the middle weld seam of Tank 1, or third seam from the manway, is a large inward dent which measures 101 inches across and protrudes 18 inches into the tank. The total diameter of the tank head is 10 feet, 6 inches, making the radius 5 feet, 3
2 inches, the damage to the tank is not repairable as the cross measurement of the dent is 101 inches, and protrudes 18 inches into the tank. Structural Deficiency Tank 2: Tank 2, located inside the building at 20 Reinach Place, shows 3 indentations to the shell. 2 of which meet failure criteria under STI SP131, Section 8.2, Structural Deficiency Limits. The largest of these indentations measures 48 inches across, protrudes 12 inches into the tank, and is indicated at right by the red arrow. The other indentation, meeting failure criteria, is located at the bottom of the front shell course. This indentation measures 45 inches across and protrudes 6 inches into the tank. The third indentation is located at the rear shell course, measures 41 inches across and protrudes 4 inches into the tank and does not meet failure criteria. Recommendation for continued service: Both tanks, located at 20 Reinach Place, are not recommended for continued service as the damage to the shell is so extensive it does not meet the criteria for repair under STI SP 131 Sec Oak Ridge RD: The underground storage tank located at 99 Oak Ridge RD is in potable water service, has a diameter of 10 feet 6 inches and a length of 48 feet. All plate seams are of lap joint construction and are welded internally and externally. Foundation: The foundation to the tank is compromised, showing significant cracks indicated at right by the red arrows.
3 Coatings: External: The coating to the exposed portion of the tank shows moderate failure and subsequent minor corrosion along the foundation to shell interface, and spot failures with minor surface rust across the flat portion of the head. Internal: The internal coating of the tank has failed across over 75% of the surface. Moderate corrosion is shown across the interior surface with localized areas of pitting measuring inch at the deepest. Leaving over 50% of total wall thickness remaining and does not require repair by welding under SP131 Sec. 9.1-b. One such pit is indicated at right by the yellow arrow. Recommendation for continued service: This tank, located at 99 Oak Ridge RD is recommended for continued service with action items. Action Item 1: Repair the cracks to the foundation by re-grouting with similar material. Action item 2: To arrest the active corrosion to the interior, the tank should be abrasively blasted and coated with an NSF Certified liner. Recommendation: The front head and adjoining exposed shell portion should be abrasively blasted and recoated to arrest the corrosion to these areas. Is the condition of the paint such that it impacts on the tanks viability? Are there undercutting, cracking, penetration failure or other weld failures indicated? Is there corrosion or other defects that can impact the liquid tightness of the flange? Is there evidence of significant rust and corrosion? Is there evidence of significant rust and corrosion? Distortions that are tell tale of faulty vent, intense heat or design flaw? Does significant pitting exist? Has the tank been hit, dropped or is there other denting indicative of inadequate venting? Is there any type of cracking especially small clustered cracking at stress points? Does the tank design render it susceptible to brittle fracture? What was the general condition of the tank? The ultrasonic thickness survey was conducted with a 2012 Panametrics MODEL 38DL PLUS ULTRASONIC THICKNESS GAUGE as seen below.
