7 3- R Principle 7 Reduce Reuse Recycle Better project planning and design to reduce public fill generation Sort the construction waste to recover the reusable public fill Set up crushing facility to produce recycled products for use in government projects Store the surplus fill at temporary fill banks for future re-use

8 Reclamation to Absorb Surplus Public Fill 8 Public fill are mainly reused in reclamation projects About 500 to 700 ha of land was reclaimed every five years from 1985 to 2004 Year Land Reclaimed (ha) * * Excluding reclamation of 1,274 ha at Chek Lap Kok and West Kowloon

9 Stockpile of Surplus Public Fill 9 With the pace of reclamation slowed down in early 2000s, two fill banks were set up at Tseung Kwan O and Tuen Mun in 2002 to stockpile the surplus materials temporarily In end 2015, Tseung Kwan O Fill Bank Tuen Mun Fill Bank Stockpile 11.9 million tonnes 5.7 million tonnes Capacity 12.6 million tonnes 5.9 million tonnes Fill banks are practically full Total stockpile = 17.6 million tonnes (15 storeys high if stacked in Victoria Park)

10 Delivery Scheme to Mainland 10 Fill banks cannot handle surplus public fill alone In 2004, the then ETWB entered into cooperation agreement with State Oceanic Administration (SOA) ( 國家海洋局 ) to deliver surplus public fill to Mainland for disposal CEDD worked with SOA South China Sea Branch ( 南海分局 ) and in 2006 obtained approval of a disposal site in Taishan ( 台山 ) Delivery started in 2007 In 2015, 13 Mt of public fill was delivered to Taishan. (Note: public fill received at fill bank in 2015 was 16 Mt)
