Purpose: 1.1. To establish the dispatch complement for each reporting district type and type of situation reported. 2. Authority: 2.1. Section 9-1 (9) (b) of Article I, Chapter 9.1 of the Prince William County Code provides that FRA Policies and Procedures shall be effective upon approval by the board of directors, or by the executive committee as provided in this chapter, or following an appeal as outlined herein, and shall be binding on the members of the Fire and Rescue Association. 3. Definitions: 3.1. Air Unit (Air Trench Rescue ATR) An air unit that is set up to support a collapse unit at structural collapse and trench rescue operations. See Attachment B for a list of current units Ambulance A BLS transport unit Appliance Fire Used for household appliances that are overheating, smoking, or smell hot, but are not burning with flames outside of the appliance cabinet or cover. Typical appliances include toasters, dishwashers, dryers, clothes washers, and trash compactors, as well as food in the oven, where the fire is out and there has been no extension into the adjacent cabinetry Assisted Living Facility Apartments or condominium buildings used exclusively as residence for senior citizens or by individuals in need of daily assistance with basic needs ALS Support Unit Any staffed unit carrying two or more personnel able to provide BLS care, one which is an OMD endorsed BLS provider; and staffing support for the medic unit.
4 Page: 2 of 5 ASSOCIATION PROCEDURE Number: Boat-General Purpose Rigid hull boat used for lakes with lots of debris. These boats are on trailers and can be requested to respond on any water call. See Attachment B for a list of current units Boat-Inflatable Rescue (Swift Water) A foot inflatable boat with an outboard motor that is highly maneuverable and stable in swift water or a lake. These boats are on trailers and can be requested to any water call. See Attachment B for a list of current units Boat - Potomac River A large boat with fire and/or rescue capabilities for use on the Potomac River. Boats are equipped with radar and night vision equipment for use on open water. These boats cannot be used inland from the Potomac or upstream of the Occoquan Dam. See attachment B for a list of current units Class 4 Fire Day Virginia Department of Forestry rating describing the ease of fire to start and spread. A Class 4 day is very high and fires start readily and spread quickly Class 5 Fire Day Virginia Department of Forestry rating describing the ease of fire to start and spread. A Class 5 day is extreme, meaning severe fire conditions and the potential for fire disaster is high Engine (Confined Space Support CSS) An engine company staffed to assist with confined space rescue and high-angle rescue operations. It is the sister engine company of a rescue (confined space). See Attachment B for a list of current units Engine (Rope Rescue Support RRS) An engine company staffed to assist with high-angle rescue operations. It is the sister engine company of a rope rescue special piece. See Attachment B for a list of current units Engine (Trench Rescue Support TRS) An engine company staffed to assist with structural collapse, trench rescue and high-angle rescue operations. It is the sister engine company of a rescue (trench rescue). See Attachment B for a list of current units Event Location Type Single-Family Any single-family residence or commercial business located in a single-family detached home Commercial Any commercial occupancy (not elsewhere classified) including churches, day care centers, restaurants, office buildings, gas stations, self-storage, and libraries.
5 Number: ASSOCIATION PROCEDURE Page: 3 of Apartments Any apartment or condominium building used as a residence Townhouse Any multi-family townhome building used for a residence or commercial purposes Interstate Interstates 66 and River Occoquan (below dam) and Potomac Rivers Fire Support Unit An engine, rescue squad, truck, or attack (searched in that order) Lake Any body of water called a lake, including the Occoquan Reservoir Mass Casualty The combination of number of injured people and types of injuries going beyond the capabilities of an entity s normal first response Medic Unit An ALS transport unit Opposing Direction A response to a location from a direction different from the first-due station. As an example, an auto accident is dispatched to Interstate 95 northbound. The units responding southbound are responding from the opposing direction Rescue (Confined Space CS) A rescue equipped and staffed to mitigate confined space rescue and high-angle rescue operations. See Attachment B for a list of current units Rescue (Trench Rescue TRR) A rescue equipped and staffed to mitigate structural collapse, trench rescue and high-angle rescue operations. See Attachment B for a list of current units Rope Rescue Special Piece (RR) A special piece equipped and staffed to mitigate high-angle rescue operations. This includes designated trucks or towers, Rescue (Trench Rescue TRR) and Rescue (Confined Space CS). See Attachment B for a list of current units Swift Water Any body of water that does not meet the definition of a river or lake Tanker Task Force A minimum of four tactical units (three tankers and an engine, the engine is from a tanker station that is not part of the initial dispatch complement) which will provide the minimum equipment utilized for rural water supply operations.
6 Page: 4 of 5 ASSOCIATION PROCEDURE Number: Type of Situation Reported The situation reported by a caller that the caller feels requires emergency assistance. 4. Procedure: 4.1. The complement of apparatus to be dispatched on each type of situation reported will be in accordance with the guidelines in Attachment A. Any type of situation reported not covered under this procedure or modification of dispatch complements will be at the discretion of the Office of Public Safety Communications (OPSC) Uniformed Fire and Rescue Officer (UFRO). A dispatcher may exercise this discretion in the absence of the OPSC UFRO or supervisor ALS units may be added to BLS calls when the ALS unit is the closest unit to facilitate a faster system response time. However, efforts should be attempted to maintain the availability of ALS resources for ALS incidents. EMS resources may facilitate a faster in-service time for their unit by electing to either begin patient transport and meet ALS responding resources or treat and transport the patient to the hospital rather than waiting for arrival of an ALS unit responding from a distance. This allows for definitive care to be provided to the patient quicker If the closest unit of the required type is not staffed, a staffed unit of the desired type should be added to the incident. BLS units will automatically be dispatched up to their 5 th due If any unit initially dispatched for any of the above dispatch complements does not respond within three minutes, an additional unit of the same type will be dispatched from the next available station. When a dispatched unit of the required type responds, the UFRO, supervisor, dispatcher, or at the request of another responding unit may stop additional dispatches Consideration should be given to send an additional support unit for those incidents where a single unit is responding to calls that have an associated safety concern (i.e., weapons involved, etc.) At any time the first-due chief may request that a dispatch complement be modified to something other than the standard. This request shall be made in writing to the OPSC Center director. The first-due chief may also request that a standard dispatch complement be modified for a single address or a small group of addresses. This request shall also be made in writing to the Fire and Rescue Association Executive Committee and will be reviewed on a case-bycase basis. The Executive Committee will direct any needed dispatch complements changes to the OPSC Center director. No chief shall modify a
7 Number: ASSOCIATION PROCEDURE Page: 5 of 5 dispatch complement for his/her entire first-due area without modification of this procedure It shall be the responsibility of the first-due chief to update the OPSC Center director on any areas within their first-due area that are either non-hydranted, have an inadequate water supply, or have newly installed hydrants to ensure the proper dispatch complement. These requests should be made in writing to the OPSC director from the first-due chief The intent of this procedure is to document and standardize the dispatch complement for each reporting district type and type of situation reported. It shall not prohibit units from requesting additional apparatus as needed. It also shall not prohibit the UFRO or dispatcher from modifying a dispatch complement as they feel necessary due to lengthy response times, call volume, or other extenuating circumstances. 5. Responsibilities: 5.1. First-Due Fire and Rescue Chiefs Notify the Office of Public Safety Communications Center director of reporting district changes within their first-due area(s) Office of Public Safety Communications Follow the general guidelines outlined in this procedure unless extenuating circumstances exist.

Purpose: 1.1. The purpose of this policy is to govern how technical rescue services and swift water rescue are provided by Fire and Rescue Association (FRA) member departments. 2. Authority: 2.1. Section 9-1(9) (b) of Article I, Chapter 9.1 of the Prince William County Code provides that FRA Policies and Procedures shall be effective upon approval by the board of directors, or by the executive committee as provided in this chapter, or following an appeal as outlined herein, and shall be binding on the members of the Fire and Rescue Association. 3. Special Piece Ladder truck, tower or rescue squad Technical Rescue Includes, but is not limited to, the disciplines of confined space rescue, rope rescue, structural collapse rescue and trench rescue. It does not include vehicle rescue. 4. Policy: 4.1. Technical rescue disciplines and swift water rescue shall be provided via FRA designated special pieces Special pieces and boats identified in Attachment A to deliver technical rescue capabilities and swift water rescue need an adequate level of staffing trained in the appropriate disciplines to safely, effectively and efficiently provide these services as outlined in the FRA Uniform Rank Structure Policy Virginia Department of Fire Programs (VDFP) Heavy & Technical Rescue (HTR) classes sponsored by the Training Division will primarily be for FRA member volunteer fire and/or rescue agencies that provide technical rescue services.
9 Page: 2 of 3 ASSOCIATION PROCEDURE Number: Attendance by personnel is governed by FRA Policy 4.5.7, Allocation of Course Attendance Slots For the purposes of the FRA Uniform Rank Structure Policy, the following technical rescue training programs are equivalent to VDFP HTR classes County technical rescue and vehicle rescue classes delivered by Department of Fire and Rescue (DFR) Training Division Instructors using VDFP HTR curriculum (modified for local delivery) These classes are primarily for DFR personnel Recognized regional technical rescue training programs that follow the latest edition of National Fire Protection Association1006 Standard for Technical Rescuer Professional Qualifications, specifically the Technical Rescue Programs of all Metropolitan Washington Council of Governments member Fire and Rescue Departments such as Fairfax County s Technical Rescue Operations Team training curriculum Other technical rescue training curriculum and courses shall be evaluated for acceptance by the Uniform Rank Structure s Certification Board per FRA Policy, 4.5.1, Uniform Rank Structure, with assistance from the FRA Special Operations Sub-Committee, as requested Each Department must develop and implement a continuing education program for their respective technical rescue discipline(s) and/or swift water rescue. 5. Procedure: Each department shall track their personnel s attendance at training and drills Each department shall conduct an annual performance evaluation for each of their duty crews/shifts A written evaluation of each provided discipline is required If a Department that currently does not provide a technical rescue discipline(s) and/or swift water rescue wishes to add one or more to their existing special piece(s), they shall use the following format to present a proposal to the FRA Proposal details include: Current situation that prompted request Justification for adding new capability Ability of requesting department to consistently provide new service

If a Department wants to withdraw a currently offered technical rescue discipline(s) and/or swift water rescue, they shall petition the FRA for permission. 6. Responsibilities: 6.1.
