1 Providing information for those in the Village of Harrison Harrison Reunited Reunited and it feels so good. After four years and many lengthy court battles, the Town of Harrison and the Village of Harrison have finally been reunited as the Village of Harrison. After the initial incorporation of the Village of Harrison and subsequent boundary change, many town residents on the west side of the village wished to become a part of the new village. The reason often cited was that they did not want to be annexed by the City of Appleton or the City of Menasha due to their high taxes. Through the hard work and leadership of a number of neighborhood residents, multiple annexation petitions were put together and submitted to the Village Board for approval. The last of these petitions was submitted and approved by the Village Board on July 25 th, The reunification will result in more efficient municipal operations for all residents. Taxpayers will save money by not having to fund both a town board and village board, while staff will no longer be required to run two elections, two board meetings and create two budgets for both the town and village. This will help everyone save time and money. Congratulations to everyone involved on their hard work and determination to reunite the community as the Village of Harrison. Name Change Coming for the Waverly Sanitary District The Waverly Sanitary District will soon be changing their name to Harrison Utilities. This name change is due to the recent annexation of the Waverly Sanitary District by the Village of Harrison. Under state law (Wis. Stats ), when all of a town sanitary district is annexed by a city or village it transfers to the annexing city or village. In this case, the Waverly Sanitary District has now been transferred to the Village of Harrison. Deadline to Run for the Village Board What this means for customers of the Waverly Sanitary District is that they may see a name change on their bills in the coming months. The Harrison Village Board will also replace the Waverly Sanitary District Commission as the governing authority of the utilities. What hasn t changed is the operation and maintenance of the sewer and water system. It will continue to operate in the same manner as it has been when it was the Waverly Sanitary District. The staff will also remain the same. This means customers will still receive the same great service from the same great people as they have in the past. Any resident interested in running for Village Trustee must file papers with the Village Clerk by 5:00pm on January 2, There are three (3) village trustee positions up for re-election on April 3, These are two (2) year terms. 4 Property Tax Bills Coming in December 2017 FALL 2017 The Calumet County Treasurer s office will mail out tax bills in December. If you have any questions on yours, please contact the County s office at (920) x 457. The deadline for the first installment payment is January 31, Our office accepts cash, check, or money order payments, we do not accept credit cards. If you choose to pay installments, the second portion is due to the Calumet County Treasurer (not the Village of Harrison) by July There is a $25.00 charge for all NSF checks. If you have an escrow check, be sure that the signatures on the back match the names on the front. If the check is payable to Mr. & Mrs., both must sign on the back. If your escrow check is short of the full amount due, you can write out a personal check for the difference. If you owned your home on January 1, 2017 and did not receive the lottery credit, you can still submit the form (LC-100) to our office to receive the credit. The forms are available on the WI Dept of Revenue website or in the lobby of the Harrison. Get Your Dog Licensed 2018 Tags Available for Purchase Starting November 27, 2017 As a reminder, dog licenses are required by state law for any dog over the age of 5 months. You must show proof of the rabies vaccination when you purchase the license. The cost is $5 for spayed/neutered dogs and $10 if not. Dog owners must purchase a license by March 31, Any request processed after April 1st will be charged a $5.00 late fee. Licenses can be purchased at the Harrison Municipal Building weekdays between 7:30am and 3:30pm or by mail. October 31st 4-7pm Fall Yard Waste Pick-Up Monday November 13th Advanced Disposal will pick-up yard waste from residential properties on Monday, November 13th. Crews will visit each road once so have your yard waste prepared and at the curb by 6:00am Monday morning. Acceptable yard waste consists of leaves, grass clippings, garden debris and brush that is no greater than 6 in diameter. Advanced Disposal will not take stumps, roots, shrubs with root balls, and brush greater than 6 in diameter. These guidelines must be followed in order for your yard waste to be picked up: 1. Place leaves, grass clippings, garden debris and small twigs in a plastic or galvanized container with handles. If you must use bags, make sure they are biodegradable (bags can be purchased from local hardware stores). 2. DO NOT use plastic bags! These bags are not biodegradable and cannot be mixed in with yard waste. Any material placed in plastic bags will be left behind. 3. Brush should be securely tied in bundles no greater than 4 ft. long and 2 ft. in diameter. 4. Place your garbage/recycling carts at least 5 feet from your yard waste. 5. 5 Saving Time 5 FALL 2017 In 2017, time is a valuable commodity. There never seems to be enough of it in our very busy schedules and lives. In an emergency, time becomes a factor in the equation that might mean life or death. If you or a loved one suffers a life threatening medical event or trauma, the time it takes to begin medical interventions is a critical component. If yours or a neighbor s home catches fire, that fire could double in size every minute. In the world of emergency service, time is a critical statistic. There are two things that YOU can do today to improve the time it takes for help to reach you. The volunteer firefighters and first responders of Harrison Fire Rescue, which provides fire and EMS services to the Village of Harrison, the Village of Sherwood, the western 1/3 of the Town of Woodville, and provides First Responder service to those areas plus the southern portion of the Town of Holland, asks for your help in two main areas. First, how easy is it to identify your address? If your home is currently equipped with a green reflective number placed near the road, then it is no problem. Our members can easily find your home. Please ensure that number is easily visible from both directions on the road as a vehicle would approach. If you do not have a reflective number, can your address be read from the street? Is your house number a contrasting color from the exterior from your home? Are the numbers large enough to see from the street? You, and likely your postal carrier know where you live. Please help those, who desire to help you in your time of need, find your home quickly. Second, are you in an area that is protected by a fire hydrant protections system? Fire hydrants improve our service delivery by allowing us to commit resources and manpower to the extinguishment of your fire, rather than having personnel and equipment being used to shuttle water to the scene of the fire. This works best when our firefighters can easily find the hydrants near the fire scene. If there is a hydrant near your home, Harrison Fire Rescue asks that you adopt that hydrant. Please keep snow removed in a six foot radius around the hydrant and between the hydrant and the street. Our friends, the snow removal crews, remove the snow from the roadways, but periodically, our fire hydrants will get buried by all that snow removed from the roadway. You can help us by making those hydrants easy to find. It s not just winter that Harrison Fire Rescue needs your help. Our community is a beautiful place and our residents continue to make it even more beautiful with their landscaping. Sometimes, plants can fill in or grow more than we intend when we plant them. If you look carefully at this photo, you will find a fire hydrant in the middle of those wonderful flowers. In the chaos of an emergency, our firefighters could miss this, slowing the availability of a valuable water source. Harrison Fire Rescue appreciates your desire to make your yard and our community a beautiful place, but please do not landscape around fire hydrants. This hydrant will need to be tested periodically or it might need to be used in an emergency. Either way, someone will likely unintentionally trample your hard work. Please put those efforts into another area of your yard. Please take some time to ensure we can find your address and adopt a hydrant near your home. One hydrant could be adopted by several neighbors, reducing the work involved for each of you. These are just two small things you can do to make a big difference in the emergency service delivery in our community. Harrison Fire Rescue thanks you in advance for your assistance. Now Hiring Harrison Fire Rescue has a small number of openings at its Sherwood station. We are seeking a few people to join our volunteer firefighting company. Harrison Fire Rescue is authorized to have 30 members at its Sherwood location, currently there are 26 members serving, 17 of those members already have 15 or more years serving our community. Now is a great time to learn from their experience and ensure that great service will continue to be provided in the future. Harrison Fire Rescue doesn t just respond to fires, although that is one of the most important things we do and you do not need to have any experience. We also respond to auto accidents and we have the ability to remove victims from vehicles using hydraulic cutting tools. Harrison Fire Rescue also has several technical rescue teams that assist with rescues at High Cliff State Park, on Lake Winnebago, and anywhere someone might need assistance that requires specialized training. Do you have a sense of community, a desire to serve or volunteer, need to add a little adventure in your life, or build some strong bonds with others in this community? 6 Harrison Address is Available! Great news for Village of Harrison residents and businesses! At long last, as a result of various inquires and requests, the Village of Harrison was given permission from the U.S. Postal Service to utilize Harrison, WI as an acceptable city for addressing within all zip codes of the Village. The new addressing option is effective immediately. Thus, any zip code within the Village 54915, 54952, 54130, 54129, and can officially use Harrison, WI, if you choose to. Please note this additional addressing option will have no other impact. The following are some frequently asked questions 1. What is an alternate last line? A: It is another option residents and businesses can use for their mailing address. For example, the primary mailing address last line might be Appleton, WI ; the alternate mailing address last line would be Harrison, WI Do I have to change my address? A: No, you can continue to use your existing mailing address. The alternate last line is just an option. 3. Do I have to use the alternate last line? A: No, the alternate last line is an option. If you do not want to change your address you do not have to. 4. Will I receive mail with the alternate last line even though I didn t change my address? A: Yes, you may. Bulk mailers or other mailers may choose to use the alternate last line instead of the primary last line. Bulk mailing is typically based on ZIP Codes. 5. Who can use the alternate last line? A: Only residents and businesses located in Harrison are allowed to use the alternate last line. 6. Will it affect my service or change the post office where my mail comes from? A: No, your same postal delivery person will continue to deliver your mail. The ZIP Code will not change so you can continue to use the same post office. 7. Is there a new ZIP Code with the alternate last line? A: No, your ZIP Code will remain the same. For example, if your current last line is Appleton, WI then the alternate last line will be Harrison, WI The process for changing or creating a new ZIP Code is different and much more difficult. The only change in the alternate last line is the postal city name. 8. I thought there was going to be a survey about the address option? A: Initially a survey was going to be required before any alternate address option was approved by the U.S. Postal Service. However, the USPS was able to accommodate the request without a change to the zip code boundaries so a survey was not required. Managing Leftover Latex Paint Whether you have 1 or 100 cans of partially used latex paint cluttering up the basement or garage, getting rid of it can be a fairly simple process. Latex paint is a water-based product and therefore NOT a hazardous waste, unlike lead-based paints or stains, which ARE hazardous. If your latex paint is fairly new and has never been frozen, consider donating it. If donation is not an option, harden the liquid paint by opening paint container lids and exposing the paint to sun and warm temperatures. This technique works best in the summer and with small amounts of leftover paint. Place the container in the trash after the paint has hardened. To speed up the drying process, purchase a commercial paint hardener (available at home improvement centers), or add some other type of absorbent agent like kitty litter to the container. For larger quantities of latex paint, line cardboard boxes with thick plastic, and pour the paint onto the plastic in layers, allowing each layer to dry before adding more, place the container in the trash after the paint has dried. Village of Harrison residents have the opportunity to dispose of unused and unwanted pet and human medications at these locations: Calumet County Sheriff s Department (206 Court St., Chilton Use Entrance C at the Courthouse) Appleton Police Department (222 S. 7 Winter Reminders from the Public Works Department There are no state laws that prohibit you from passing a snowplow. However, it is illegal to follow a snowplow closer than 200 feet upon any highway having the posted speed limit of more than 35 mph if the snowplow is engaged in snow and ice removal. The majority of crashes involving snowplows and vehicles happen when a snowplow is rear ended or hit while being passed. Snowplows have wing blades that can extend anywhere between 2 and 10 feet beyond the width of the truck. This wing blade is often not seen because of the snow cloud being kicked up by the snowplow. These wing blades can often weigh as much as a compact car. Pushing snow or other materials onto or across roadways from private driveways is ILLEGAL! In addition, no person shall push, shove, or in any way deposit any snow or ice onto any public street, alley, sidewalk or public land dedicated to public use. This includes sump pump discharge onto curb lines or roadways. The State Patrol along with the Calumet County Sheriff s Department, Calumet County Highway Commission, and the Village of Harrison will be working together regarding the enforcement of this law. Violating this law can result in a $ fine. Place garbage and recycling containers at least 5 feet back from the roadway. The drivers have a hard time seeing these containers on snowy nights. Road Conditions Report any dangerous road conditions to the Calumet County Sheriff s Dept at (920) or the Village Public Works Dept at Snow Removal Required from Sidewalks Per local ordinance, the owner, occupant or person in charge of any lot which abuts a sidewalk shall keep the sidewalk clear of all snow and ice. The removal of snow and ice must be within 24 hours from the time the snow ceases. Sidewalks are to be kept clear to a minimum of five feet in width. In the event that the ice has formed on any sidewalk in such a manner that it cannot be removed, the sidewalk shall be sprinkled with material to accelerate melting or prevent slipping. Owners with sidewalks that have a terrace of less than three feet from the roadway are exempt from complying with this ordinance. Overnight Parking is Prohibited Year Round There is NO overnight parking allowed on village roads year round. This ordinance is strictly enforced in the winter months and the fine is $10.00 per ticket. The fine for parking on the road during a snow emergency is $ Policy Regarding Damaged Mailboxes Please contact the Public Works Department immediately at # if your mailbox has been damaged by a plow. Make sure to leave a message with the date of the incident and your address. If it is confirmed that the damage was caused by one of our plows, the Public Works Department will replace your mailbox with a basic model and wooden post or you can replace it yourself. The Village will reimburse up to $ You must turn in a receipt to the Clerk or Public Works Director in a timely manner in order to be reimbursed. As a reminder, the reimbursements are for damage caused by plows/wings and not by snow being pushed up or against the mailbox. Annual Yard Waste Sticker The $5 sticker is an annual fee with a limit of 2 per household. The sticker can be purchased in our office: Monday Friday 7:30am-3:30pm Site Hours CLOSING for the season NOVEMBER 11TH Monday, Wednesday, Friday 7:30am-3:30pm Tuesday, Thursday 7:30am-7:30pm Saturday 8:00am-4:00pm Garbage Cart Reminders Please leave at least 5 feet between garbage/recycle carts and fixed objects such as mailboxes, utility poles, etc. Garbage must be placed curbside the night before the collection day, or prior to 6am on the scheduled day of collection. Households are limited to disposing of garbage that can be contained in the provided 95-gallon container. 7 Dumping Please do not use vacant lots, farm fields or ditches as dumping grounds. Dumping grass clippings, rocks, concrete, etc. in ditches or on vacant lots is strictly prohibited! Christmas Tree Disposal Harrison residents will be able to drop off Christmas trees at the yard waste site anytime during the months of December and January. The site is located behind the.
