2 Page 7 Materials F, G,H,I All nuts, bolts, washers, and exposed linkages shall be zinc/cadmium plated, phosphate coated, stainless steel to prevent corrosion. all plywood shall be marine grade with sealed waterproof edges, impervious to rot, insects, and internal and external voids. All painted aluminum sheets shall be thoroughly cleaned and coated on the outside with zinc chromatid protective paint, epoxy primer prior to assembly on or in the vehicle. All joints shall be treated to prevent corrosion, materials and application shall be the approved method of the manufacturer. The protection of Gatorshield comes from an inline hot dip galvanizing process. Allied's signature Flo Coat galvanized process produces superior corrosion resistance by producing a triple layer of protection. first, 99.99% pure zinc is applied, followed by a conversion coating. Finishing in the process is a clear organic top coat that seals into he protection and produces a smooth, shiny appearance. The galvanizing process is performed on the mill to produce a finished product, that does not require secondary operations such as a batch hot dip galvanizing. Fully Galvanized Structure Flo Coat square turbo for ultimate rust protection. Galvanized wheel wells, Step Wells, rust prevention at high corrosion areas. From eh discussion at the pre solicitation meeting, it was made clear that Tri County wishes to eventually have the option to convert their units to LPG. For this conversion to take place, the only option currently available in this class of vehicle is the Ford F650 with the 6.8L V10 gasoline motor. Freightliner and Navistar do not currently offer gasoline engines in their chassis and we are unaware of any product to hit the market in the near future. Can Tri County please clarify the type of chassis they wish to utilize for this solicitation? If they wish to have both a gasoline and diesel option, the Ford F 650 can provide both options. This combination is engineered to match the weight rating of the passenger capacity for the best ride characteristic of the bus. We can provide the suspension ratings requested, however the ride will be very rigid. Insufficient GVW We request approval of IEM tires, 255/70R 22.5H Goodyear G661 HSA (564 rev/mile). We do not have the ability to choose the model/brand of tires when ordering from Ford Motor Company. Bidder shall provide Engine/Transmission diagnostic/programming capabilities. Rohrer Bus recommends requiring the B220 transmission for fixed route service with fare box option is ordered. Can Tri County add this as an option at an additional cost? We request approval of the Silent Drive rear air suspension system. The rear air ride suspension is not available from Ford Motor Company in conjunction with the 6.8L V10 engine. please clarify this requirement to allow the bidder to provide what the OEM will allow us to provide, as there will be limitations as to what Ford will allow end users to have access to. Allison 2200PTS or B220 transmission is for a diesel engine. A diesel engine is no longer an option on the RFB Provide a handheld diagnostic data reader kit with OEM updatable software

Diesel engine or a Ford or approved equal that meets minimums of 6.8L, 362 HP, 457 lbs. of torque, V10 Gasoline engine. The Ford 6.8L 3V SEFI V10 Gasoline has ratings of 3900 RPM, 460 lb. ft RPM. Request approval of these specifications as they are available from Ford in these ratings in the new Ford F 650 chassis. Page 11 Engine: E Page 11 Transmission: A Chassis shall be equipped with an OEM speed control (road speed governor), preset by the chassis OEM to a maximum speed of 75mph The transmission shall be a six (6) speed Allison 2200 PTS series or approved equal or six (6) speed Ford TorqShift series or approved equal fully automatic, electronically controlled unit that met requirements of the approved engine. Request the acceptance of an OEM speed control of 70mph. Ford Motor Company only offers a 65 or 70 mph speed limiting feature in the he 6.8L gasoline and 6.7L diesel engine. Request the acceptance of the Ford TorqShift HD 6 speed Automatic, Double Overdrive, less PTO provision. The transmission shall be a six (6) speed Allison 2200 PTS series or approved equal or six (6) speed Ford TorqShift series or approved equal fully automatic, electronically controlled unit that met requirements of the approved engine. Request the removal of the Allison 2200 PTS series transmission from the specifications. The PTS series transmissions fro Allison are not authorized in FTA funded applications and use in this application can result in the voiding of the Allison transmission warranty. We recommend the use of the Allison B220 transmission in this application due to its design to be utilized in FTA applications. It should also be noted that the Allison 2200 PTA transmission has a maximum GVWR rating of 26,000 lbs. and conflicts with the GVWR requested. Page 11 Transmission: A Page 11,12,13 Body, Frame, Exterior Body, Frame, Exterior... Allison 2200PTS or B220 transmission is for a diesel engine. A diesel engine is no longer an option on the RFB Page 12 Body, Frame & Exterior: D Exterior wall panel(s) shall be durable aluminum alloy. This paragraph states the exterior wall panels will be aluminum alloy, whereas paragraph S in this section also allows fiberglass and other non specified, pre painted skins. Please accept our standard offerings of pre painted aluminum alloy or pre painted galvanized steel. Page 12 Body, Frame & Exterior: G A manufacturer's certification shall be provided, stating that all components listed above have been zinc coated prior to finish coating application. Please delete the last sentence that calls for the chassis OEM manufacturer to provide a certification of zinc coating of the specified components. This certification is not available from the chassis manufacturer. However, the corrosion warranty period will still be met or exceeded.

5 Page 13, 14, & 19 Insulation, Fire Safety, & Body Interior: K All materials used in construction of vehicle interior (except acrylic and plastic window glazing) shall be fire resistant and meet or exceed Docket 90. In lieu of Docket 90, please accept compliance with FMVSS 302 Flammability of Interior Materials, which is the generally accepted industry standard. Docket 90 compliance for "all materials used in the vehicle" is virtually impossible to meet. Page 13 Fuel and Exhaust System: C Page 13 & 14 Body Frame & Exterior: B,C,D & E Page 14 Floor & Stepwell: A Page 14 Body Frame & Exterior: F Fuel tank shall be installed between the frame rail and have an inside floor access panel. The body including the roof shall be of sufficient strength to support the entire weight of the fully loaded vehicle on its top or side, if overturned when the vehicle is stationary. Body and roof support frame shall be welded, all steel rollover cage, adequately reinforced at all joints or where stress concentrations may occur. Passenger compartment rollover cage must extend over driver's area. Bidders must provide evidence from an independent testing agency that the body meets the requirements of FMVSS220. The sidewalls of the vehicle shall be constructed to provide a straight vertical panel from floor to ceiling. Exterior wall panel(s) shall be aluminum alloy. The number of exterior panels shall be kept to a minimum to minimize the number of body seams. All exterior panels shall overlap the adjacent panels by a minimum of one (1) inch to prevent water or moisture from penetrating the exterior skin of the vehicle. All fixed exterior panels shall be closed end riveted, boded, welded, or securely fastened to the body structural members with a method approved by TCC. No exposed metal screws shall be permitted. Where applicable, sidewall structure shall be adequately reinforced to support attachment of wheelchair related securements, seat belts and shoulder harnesses. A galvanized steel or aluminum sub floor (moisture barrier) shall be installed beneath the plywood and shall be suitably sealed and completely undercoated prior to installation, with attention to the rear wheel wells. Request the acceptance of the Ford placement of the 60 gallon tank which is RH, saddle mounted on the frame. Ford does not offer this tank inside the frame rail. The floor structure is bolted to the chassis frame. A 1/4 rubber isolator is placed between the hat channel and the chassis frame rail running the length front to back and fastened down using 1/2" 13 grade 5 bolts required to lbs. Sidewalls are fastened to the floor structure with 3/8" 16 grade 5 bolts passing through the bottom C channel into mounting tabs which are welded to the floor cross members every 24". The rear wall is welded to the sidewall, roof, and floor structure at mounting tabs located at points around the perimeter of the rear wall. The front cap, rear cap and door seams are trimmed with an aluminum trim channel with a white vinyl cover. Any fastener exposed to the elements is constructed of zinc, stainless steel, or black oxide. The roadside and curbside sidewalls are constructed of 1.5"x1.5" 18 gauge Flo coat galvanized tubes welded on 24" centers. A modified galvanized C Channel is welded to the bottom of the wall and a 1.5" galvanized angle is welded at the top. the exterior skin is.024" galvanized steel with white exterior face laminated to 2.7mm lauan. All wall cavities are filled with 1.5" block foam insulation. This insulation meets a value of R 7. The components are vacuum laminated using a water activated urethane adhesive. The rear wall structure is constructed of 1.5"x1.5" 18 gauge Flo Coat galvanized tubing. The exterior skin is.025" galvanized steel with white exterior face laminated to 2.7mm lauan. All wall cavities are filled with 1.5" foam block insulation. This insulation meets a value of R 7. The interior panels are 3.2mm gray vinyl covered lauan. The components are vacuum laminated using a water Please accept that our galvanize steel underbelly (moisture barrier) is undercoated at the end of the assembly process, in lieu of "prior to installation". In that manner, all the fasteners that protrude through the flooring are undercoated as well. The roof shall be constructed so that there will be a minimum of 79 inches of interior headroom in the entire vehicle. We request that 78.5" of interior height be accepted Bidders must provide evidence from an independent testing agency that the body meets the requirements of FMVSS220.

6 Page 14 Body Frame & Exterior: F the roof shall be constructed so that there will be a minimum of 79 inches of interior headroom in the entire vehicle. Twisting motion of the vehicle must not cause a separation of the sealer at the joints of the roof and the side panels of the vehicle. Roof super structure shall be constructed of a 1 piece seamless construction. Roof panel shall be sealed and overlap side panels by minimum of 1 inch. The overlapping panel construction is to prevent water leakage to the vehicle. Other assembly methods will be evaluated providing the Bidder submits an approved equal. Panels shall be riveted, bonded or welded to the superstructure. We request that our FRP front cap and ABS rear cap materials and installation be accepted. The front cap consists of three fiberglass components, a front overhead cap, a driver's side transition panel and either a Mor View or a curb side transition panel. These panels overlap the roof and sidewalls and are mechanically fastened at the seams with an aluminum trim and vinyl cover. The rear cap consists of five ABS components, a top halo, and both an upper and a lower vertical piece on each side. These panels overlap the roof and sidewalls and are mechanically fastened at the seams with an aluminum trim and vinyl cover. Page 14 Body Frame & Exterior: G Minimum OEM chassis corrosion protection warranty shall be five (5) years unlimited mileage. We request the approval of the Ford OEM warranty: Basic: 24 months/unlimited miles. Powertrain: 60 months/100,000 miles. Corrosion Perforation: 60 months/unlimited miles. Roadside Assistance: 24 months/unlimited miles. Page 14 Body Frame & Exterior: G Page 15 Emergency Exit Door The interior of doors, walls, pillars windshield framing, headers, headlamp recesses, hood braces, all double panel areas, and all their enclosed areas, including the interior surfaces of all tubular construction, must be treated with a rust proofing process. Holes drilled in doorposts and edges, sills, etc. for the application of the material shall be plugged with rubber, neoprene or plastic plugs. A manufacture's certification shall be provided, stating all their components listed above have been zinc coated prior to finish coating application Minimum Dimensions shall be 57"x36". The protection of Gatorshield comes from an inline hot dip galvanizing process. We request that the Gatorshield and Flo Coat process be accepted for this solicitation. Please accept our standard emergency exit door clear opening of 30"x52". Page 15 Body Frame & Exterior: H the entire body frame understructure is to be rust proofed/undercoated at the body manufacturer's site or at a location in close proximity to this factory. Undercoating must be applied in compliance with all supplier and applicable federal standards. We request the approval of Pure Asphalt #7960 undercoating. Undercoating is a semi fluid modified petroleum waterborne coating for the protection of the underbody components of mobile homes, trailers, utility bodies, bus bodies, RV's and other vehicles. It provides a tough, pliable coating for protection against abrasion and corrosion. It resists salt, alkalis and seals out moisture. It affords sound deadening and vibration dampening to metal and fiberglass surfaces. Pure Asphalt #7960 is composed of an abrasive free material, formulated with emulsified petroleum, additives and inert fillers.

7 Page 16 Doors The wheelchair lift service door shall be of a single door design with a non locking mechanism. Doors shall be held in the open position by means of a gas strut. In paragraph A, it says the lift door should consist of 2 panels, whereas further down, under Wheelchair Lift Service Door, the second paragraph calls for a single door design. Please clarify. with single door, the reference to 2 doors was a typo Page 16 Floor & Stepwell: D Page 17 Floor & Stepwell: H The flooring shall be 3/16" ribbed in the stairwell, aisle and smooth under the seats. All joints shall be sealed to prevent moisture intrusion onto the subfloor. The floor shall have excellent resistance to scuffing, temperature changes and tearing. All materials shall be color matched and subject to approval by TCC. An access panel will be added to the floor for access to the top of the fuel tank. We request the approval of Tarabus slip resistant flooring "SIRIUS NT" Series. We request approval of the Ford OEM fuel tank. This 60 gallon tank with cover would eliminate the need for a floor mounted fuel tank access panel. Page 17 Doors, Rear Emergency Exit Door: 1 Page 18 Body Interior: F & G ****should be listed separately****** Page 18 Body Interior: G Minimum dimensions of the clear door opening shall be 57"x36" minimum. All grab rails, stanchions, and fittings in or adjacent to the passenger compartment and in the stepwell shall be polyethylene coated Dura Diamond yellow and must meet or exceed standards required by state regulations. All energy absorbent materials shall be yellow. We request the approval of the construction of the Glaval emergency exit door with clear open dimensions of 33"x62.5" tall. These dimensions do not interfere with rear seats (if utilized in rear of bus) and provide sufficient clearance for exiting the vehicle in an emergency. Paragraph F calls for stainless steel tubing, whereas Paragraph G calls for a Dura Diamond surface, which is not available in stainless steel (only standard carbon steel). Please accept carbon steel tubing for the stanchions and grab rails if a Dura Diamond(embossed) surface is required, or allow a yellow powder coat finish (smooth yellow finish) if stainless steel tubing is required. for carbon steel tubing This specification doesn't specifically call for padded stanchions. Are padded stanchions required? Padded stanchions are not required. Page 18 Body Interior Drivers Compartment: H Driver's compartment including floor bulkhead, dashboard and modesty panels shall have a matte black non reflective finish. Please accept the standard interior non reflective finish for the following: Driver's compartment: Dark Gray. Floor: Black. Dash: Dark Gray. Modesty Panel: Dark Gray. Page 18 Item H Spec calls for matte black non reflective finish Rohrer Bus requests clarification on this item Page 19 Headlights shall be the quartz halogen sealed beam type We request the approval of the Ford OEM headlights with Exterior Lighting: B with Daytime running lights. daytime running lights. Please confirm that the seat is to be Citi shell only as in Page Spec requires Citi Seats with no reference to inserts attached drawing Any dark color that is non reflective will be accepted. Inserts are acceptable, see page 19, section C

8 Page 20 Interior: A Sidewall, rear wall and ceiling trim panels shall be smooth fiberglass gelcoat or vinyl applied in one or more sections. Trim molding of stainless steel, anodized aluminum, shall be used to cover seams. All interior panels, materials and treatments shall be flame retardant and treated to be easily cleaned. The interior liner is installed in a multi piece design. Alum H rails are mechanically fastened longitudinally to the roof rails running from front to back. A plastic divider bar is placed horizontally across the rear roof bow & mechanically fastened. Depending upon the liner material used, either a wood strip backer or a double sided foam tape is applied to the back side of the liner. A urethane adhesive is applied to the roof bows. The liner is then placed onto the roof structure & the edges are slid into the plastic divider bars. After all the panels have been placed, they are mechanically fastened into each roof bow. The roof is constructed to prevent vibration, drumming & flexing. The cab ceiling liner is constructed in the same manner as the body liner. The front & sides are then trimmed with a combination of ABS & fabric covered plywood. Page 20 Passenger Seats: F Page 20 Wiring Page 20 item G Page 21 Batteries and Charging: Alternator A The forward most row of seats shall be equipped with DOT/FMVSS approved child seat anchors. All body harnesses shall join on a terminal strip made of a high strength dielectric material and sealed in a weather resistant compartment. Spec calls for very specific dimensions that differ from Freedman seating spec Vehicle is to be supplied with a 320 amp alternator. Please delete the requirement for child seat anchors in the front row as they are not available on Freedman Citi Seats. Please accept Delphi's Weather Pack connectors on exterior connections exposed to the elements, in lieu of "located in a weather tight compartment". Champion Bus Inc. requests that the attached specs from the Freedman for the Citi Seat be approved. Citi Seats are approved with insert Please accept our Leece Neville 240 amp high output alternator. Through the multiplex electrical design of our bus a 240 amp alternator exceeds the amperage needed to operate the bus we are offering. Page 22 C Spec requires ammeter or voltmeter Freightliner voltmeter is digital and a part of the driver display unit that displays numerous other chassis readings. An independent meter is not provided, will you accept? approved We are removing the diesel engine option on this RFB. Gasoline engine will be the only option. The Ford F650 chassis will be the only option for this engine Page 23 Batteries & Charging System: A 7 B The vehicle is to be supplied with a 320 amp alternator to power the 12 volt extreme duty electrical system. All components are to be selected and integrated to function in an environment characterized by low engine speeds and high amperage draws (due to lights, air conditioning systems and other accessories in constant operation). A single OEM alternator of 320 amps rated output at fast engine idle of approximately 2,000 rpm is required. The Ford F 650 with the 6.8L gasoline engine is equipped with a single Mitsubishi 175 amp alternator. We request approval to upgrade the alternator with an after market Ford 225 amp alternator to meet the electrical needs of the vehicle.

9 Page 23 Heating, Air Conditioning, and Ventilation System: M Refrigerant fittings shall be "O" ring type. In lieu of refrigerant fittings that use O rings, which are subject to leaking from wear and tear, please accept our standard BurgaFlex fitting system, as described in the attached literature, and recommended by our a/c supplier. Page 24 Heating Air Conditioning Vent System Performance: 8 System shall utilize a roof mounted 3 fan condenser under the Air Conditioning section titled "Performance", item 3 calls for the Trans Air model TA774. Item 8 Calls for a rooftop condenser. Please note that when a rooftop condenser is added to the TA774 system, the model number becomes TA44R90, designating the TA77 evaporator and the R90 Condenser. thanks for clarifying the stock numbers Page 26 Option 1 Electronic Destination Signs Spec require Twin Vision LED Note Full Function sign is discontinued, The only sign available is Mobilife. Page 26 Wheelchair Securement: The storage system shall be a storage container with an F attached secured lid. Rohrer Bus requests changing the spec to require the front sign with 16 pixel high count and 12 pixel count for side sign.
