1 MOBILIZATION REPORT OBEY THE SIGNS OR PAY THE FINES 2007 NORTH REGION SPEED CRACKDOWN 2007 OBEY THE SIGNS OR PAY THE FINES CAMPAIGN Speed-related crashes are on the rise in New Jersey, having increased by nearly 50% from 2002 to 2006, according to New Jersey Department of Transportation traffic crash data. In 2006, there were 21,865 reported speed related crashes, up from 14,624 in In addition, according to the National Highway Traffic Safety Administration (NHTSA), speed is a contributing factor in 30% of all fatal motor vehicle crashes nationwide. For 2005, the most recent year for which complete national statistics are available, 86% of fatal crashes occurred on county and local roadways. Only 14% of fatalities happened on interstate highways. Excessive speeding on residential roadways is a common quality of life complaint in New Jersey communities. In response to the pervasive problem of speeding on all types of roadways in New Jersey, the New Jersey Division of Highway Traffic Safety (DHTS) conducted a region-wide speed crackdown with its law enforcement partners during July, The campaign took place throughout the Division s seven-county North Region (Bergen, Essex, Hudson, Morris, Passaic, Sussex, and Warren Counties). The campaign was designed to build on the success of the 2006 NHTSA Tri-State Speed Enforcement Campaign, which included four Northern New Jersey counties (Bergen, Essex, Hudson, and Passaic). During that campaign, 114 participating police agencies in the state issued 6,357 speeding citations. The goals of the 2007 Obey the Signs or Pay the Fines Speed Crackdown were to expand the 2006 pilot program to include the entire seven-county North Region, to mobilize all 187 police agencies in the region in a concerted speeding crackdown, and to raise awareness both locally and statewide about the dangers of excessive speed. THE RESULTS The 171 participating agencies, a 50 percent increase over last year, represent 91% of the total agencies (187) in the region. These agencies issued 10,898 speeding summonses during the four-week campaign, up from 6,357 during the 2006 pilot. Other important categories included: 4,217 seat belt citations, 1,270 child restraint citations, and 470 DWI arrests. The campaign garnered extensive media coverage both statewide and locally. A news release issued by DHTS was picked up by numerous television, radio and newspaper outlets. In addition, participating police agencies issued their own releases, generating hundreds of local news stories. This media component served to raise awareness about the campaign and support for the enforcement effort.
