1 3. 3. EMPLOYMENT AND EARNINGS The Bureau of Labor Statistics (BLS) in the U.S. Department of Labor publishes state, regional, and national data on employment and earnings. The Employment Cost Index (ECI), first published by BLS in 1976, gives quarterly indices for national, regional, and metropolitan/nonmetropolitan areas for the civilian non-farm economy (excluding private household workers and federal government employees). Because these indices measure change in employers costs for employee compensation over time, the ECI does not estimate wage or compensation levels, but rather the change in levels. Tennessee cooperates with the BLS in the provision of sub-state employment statistics. The Tennessee Department Labor and Workforce Development provides summary payroll data on workers covered by unemployment insurance laws. These data, collected from employers, provide a count of jobs held detailed by major industry group. Another report, Annual Average Labor Force and Non-Agricultural Estimates, features the results of sample surveys used to estimate the size of the civilian labor force, employment and unemployment rates for the state, metropolitan statistical areas, nonmetropolitan counties, and nonagricultural employment or jobs by industry group. The labor force includes persons 16 years or older classified as employed, unemployed, or members of the armed forces. Employed persons include those counted during the survey week who worked for pay or profit or worked 15 or more hours unpaid in family enterprises and those who had jobs but were temporarily absent for noneconomic reasons. Unemployed persons are those not at work during the survey week but who had attempted to find work within the previous four weeks and were still available to work, or those laid off or waiting to report to a new job within 30 days.
