9 UVOD INTRODUCTION Statistička izvješća Državnog zavoda za statistiku publikacije su s detaljnim podacima iz različitih područja statističkih istraživanja, a svako sadrži cjelovit pregled podataka jednoga statističkog istraživanja ili nekoliko njih. Serija publikacija Statistička izvješća nastavak je serije Dokumentacija koja se od objavljivala povremeno i to kao Bilteni, Publikacije i Saopćenja. Od objavljuje se redovito, a od nosi sadašnje ime. U ovom Statističkom izvješću objavljuju se podaci o zaposlenima i prosječnoj isplaćenoj plaći dobiveni redovnim godišnjim statističkim istraživanjem pod nazivom Godišnje istraživanje o zaposlenima i isplaćenoj plaći na obrascu RAD-1G, a temelji se na Zakonu o službenoj statistici (NN, br. 103/03. i 75/09.). Cilj ovog istraživanja jest dobiti podatke o osnovnim obilježjima zaposlenih osoba, spolu, školskoj spremi, radnom odnosu, radnom vremenu, satima rada, strukturi prema visini neto plaće, neto plaći prema stupnjevima stručne spreme, a posebno je važno dobiti podatke na svim razinama Nacionalne klasifikacije djelatnosti za Republiku Hrvatsku, županije i općine/gradove. Statistička izvješća sadrže uvod, metodološka objašnjenja, komentar, tablični i grafički pregled. Na kraju Statističkih izvješća objavljuje se popis izdanih publikacija iz obrađenog područja. Rezultati istraživanja iz područja statistike tržišta rada objavljuju se i u drugim statističkim publikacijama: Statističkom ljetopisu, Mjesečnome statističkom izvješću, Statističkim informacijama i Priopćenju. Statistical reports of the Croatian Bureau of Statistics are publications with detailed data from different areas of statistical surveys, where each of them contains complete data of one or several statistical surveys. The series entitled the Statistical Reports is a continuation of the series under the heading Documentations, which was published periodically as Bulletins, Publications and Releases until Since 1965, it has been published regularly and, since 1997, it has been published under the present heading. In this Statistical Report, data on persons in employment and average paid off earnings were obtained by a regular annual statistical survey under the title "The Annual Survey on Persons in Employment and Earnings on the RAD-1G form, and is based on the Official Statistics Act (NN, Nos. 103/03 and 75/09). The aim of this survey is to obtain data on basic characteristics of persons in employment, sex, education, type of employment, working time, working hours, structure according to the amount of net earnings, net earnings by professional attainment and, finally, it is particularly important to obtain data at all levels of the National Classification of Activities for the Republic of Croatia, counties and municipalities/towns. Statistical reports contain introduction, notes on methodology, tables and graphs. At the end of Statistical Reports, the list of issued publications from the surveyed area is published. Results of surveys from labour market statistics are published in other statistical publications as well: the Statistical Yearbook, the Monthly Statistical Report, the Statistical Information and the First Release. 11 METODOLOŠKA OBJAŠNJENJA NOTES ON METHODOLOGY Izvori i metode prikupljanja podataka Podaci o zaposlenima i plaći, iskazani u ovoj publikaciji sa stanjem 31. ožujka, rezultat su obrade godišnjeg istraživanja koje se provodi jedanput godišnje, sa stanjem 31. ožujka. Do zaključno provodilo se dva puta godišnje, sa stanjem 31. ožujka i 30. rujna. Godišnji prosjek zaposlenih se do izračunavao kao aritmetička sredina dvaju stanja: 31 ožujka i 30. rujna, a od nadalje računa se na temelju podataka mjesečnog istraživanja (obrazac RAD-1), korigiranog punim obuhvatom. Podaci se prikupljaju izvještajem (obrazac RAD-1G) koji se u pravnim osobama ispunjava na osnovi evidencija o zaposlenima i plaći. U iskazivanju podataka o zaposlenima pravne osobe primjenjuju organizacijsko-teritorijalno načelo i načelo čistih djelatnosti. Teritorijalna razina na kojoj se podaci iskazuju je grad/općina. Za djelatnosti podaci se iskazuju na razini razreda Nacionalnoj klasifikaciji djelatnosti NKD Podaci o zaposlenima u obrtu i u djelatnostima slobodnih profesija dobivali su se redovitim tromjesečnim istraživanjem koje se provodilo sa stanjem 31. ožujka, 30. lipnja, 30. rujna i 31. prosinca, a prikupljali su se od područnih službi Hrvatskog zavoda za zdravstveno osiguranje. Od ožujka ti podaci prate se mjesečno i obrađuju na osnovi matične evidencije o aktivnim osiguranicima mirovinskog osiguranja. Sources and methods of data collection Data on persons in employment presented in this publication with the situation as on 31 March are the result of annual survey, carried out once a year, with the situation as on 31 March. Until the end of 1995, it was carried out twice a year, with the situation as on 31 March and 30 September. The annual average of persons in employment was calculated, until 1995, as an arithmetic mean of two situations: as on 31March and on 30 September, while, since 1996, it has been calculated on the basis of monthly surveys data (RAD-1 form), corrected by full coverage. Data are collected by the report (RAD-1G form), which is filled in by legal entities on the basis of their respective payrolls and registers of persons in employment. When expressing data on persons in employment, legal entities apply organisational and territorial principle and the kind-ofactivity principle. The territorial level of expressing data is town/municipality. Data on are expressed at the level of classes of the National Classification of Activities, version 2007 (NKD 2007.). Data on persons employed in crafts and trades and free lances were collected by a regular quarterly survey, which was carried out with the situation as on 31 March, 30 June, 30 September and 31 December and submitted by the Health Insurance Institute branch offices. Since March 1988, these data have been collected monthly and processed on the basis of the Register of Active Beneficiaries of the Pension Fund. Obuhvat i usporedivost Istraživanjem o zaposlenima u pravnim osobama obuhvaćene su pravne osobe svih oblika vlasništva na teritoriju Republike Hrvatske koje uključuju trgovačka društva, poduzeća, ustanove, tijela, fondove, udruge, organizacije i dijelove onih pravnih osoba koje obavljaju djelatnost različitu od pravne osobe, kao i one čije je sjedište na području drugoga grada/općine. Izvještaj podnose i pravne osobe u osnivanju, kao i one koje su u likvidaciji. Obuhvaćeni su svi zaposleni koji imaju zasnovan radni odnos bez obzira na vrstu radnog odnosa i dužinu radnog vremena. Do nisu obuhvaćeni zaposleni u policiji i obrani, kao ni osobe koje svoju aktivnost obavljaju na individualnim poljoprivrednim gospodarstvima. Da bi podaci bili što potpuniji, od u broj zaposlenih uključili smo procijenjene podatke o zaposlenima u policiji i obrani, a od ti podaci uključeni su na osnovi dostavljenih izvještaja od nadležnih ministarstava. Podaci o broju zaposlenih u Republici Hrvatskoj od nadalje sadrže procjenu broja zaposlenih u pravnim osobama koje imaju manje od 10 zaposlenih, a za koje nismo primili izvještaje. Procjena je napravljena prema podacima godišnjih financijskih statističkih izvještaja koje prikuplja i obrađuje Financijska agencija (Fina). Od ove su procjene uključene u broj zaposlenih po županijama. Podaci o zaposlenima po gradovima/općinama ne sadrže ove procjene. U broj zaposlenih prema oblicima vlasništva, procjena broja zaposlenih u pravnim osobama koje imaju manje od 10 zaposlenih uključena je u privatno vlasništvo. U podatke koji prikazuju broj zaposlenih prema stupnju stručnog obrazovanja, vrsti radnog odnosa, vrsti radnog vremena, starosti i satima rada nije uključena procjena broja zaposlenih u pravnim osobama koje imaju manje od 10 zaposlenih, a za koje nismo primili izvještaj, jer se obrada prema navedenim obilježjima vrši samo na temelju dostavljenih izvještaja. Coverage and comparability Data on persons in paid employment in legal entities include legal entities of all forms of ownership on the territory of the Republic of Croatia that include trade companies, enterprises, institutions, bodies, funds, associations, organisations and parts of legal entities whose differ from the activity of the legal entity as well as those whose headquarters are located on the territory of another town/municipality. Report is also submitted by legal entities in the process of establishment as well as those in liquidation. All persons in paid employment in legal entities are covered, irrespective of the type of employment and the contractual working time. Until 1998, neither persons in employment in police an defence nor persons who performed their activity at private farms were included. In order to obtain as full data as possible, the number of persons in employment has included, since 1998, the estimated data on persons in employment in police and defence and, since 2004, these data have been included on the basis of reports submitted by competent ministries. Since 1996, data on the number of persons in employment in the Republic of Croatia have contained the estimated number of persons in employment in legal entities employing up to 10 persons for whom reports were not submitted. The estimate was done on the basis of annual statistical financial reports collected and processed by the Financial Agency (Fina). Since 1997, these estimates have been included in the number of persons in employment by counties. Data on persons in employment by towns/municipalities are not included in these estimates. Within the number of persons in employment by types of ownership, the estimate of the number of persons in employment in legal entities employing less than 10 persons is included in private property. Data on the number of persons in employment by level of professional attainment, type of employment, contractual working time, age and working hours do not include the estimate of the number of persons in employment in legal entities employing up to 10 persons for which reports were not submitted. 12 Istraživanjem o zaposlenima u obrtu i djelatnostima slobodnih profesija obuhvaćeni su vlasnici i zaposlenici prijavljeni službama Hrvatskog zavoda za mirovinsko osiguranje. Do ti podaci prikupljani su polugodišnje i u podatke nisu bili uključeni vlasnici obrta, odnosno vlasnici koji obavljaju djelatnosti slobodnih profesija. The owners and employees reported to the register of Croatian Institute for Pension Insurance are covered by the survey on persons in employment in crafts and trades and free lances. Until 1991, these data were collected in a half-year dynamics, not including owners in crafts and trades and free lances. Serije podataka i primjena NKD-a Od siječnja statistički podaci prate se, obrađuju i iskazuju prema Nacionalnoj klasifikaciji djelatnosti NKD Ta klasifikacija stupila je na snagu 1. siječnja (NN, br. 58/07. i 72/07.). Sadržajno i strukturno u potpunosti odgovara klasifikaciji NACE, Rev. 2. Njezinom primjenom osigurat će se kvalitetna međunarodna usporedivost statističkih podataka. Ta klasifikacija ima različitu strukturu u odnosu na NKD i sve bitne promjene koje su se dogodile u Nacionalnoj klasifikaciji NKD objavljene su u Metodologiji za statističku primjenu Nacionalne klasifikacije djelatnosti NKD (NN, br.102/07. i 123/08.). Do za prikupljanje i objavljivanje statističkih podataka primjenjivala se Nacionalna klasifikacija djelatnosti (NKD). Ta je klasifikacija stupila na snagu objavom u Narodnim novinama br. 3/97 i 7/97., a nova verzija pod nazivom Nacionalna klasifikacija djelatnosti NKD usklađena s NACE Rev stupila je na snagu (NN, br. 13/03.) i primjenjivala se od 1. siječnja do 1. siječnja Kod iskazivanja podataka o zaposlenima u obrtu i slobodnim profesijama koji se preuzimaju iz drugih administrativnih izvora, nije moguće preračunati podatke o zaposlenosti i prikazati ih prema NKD-u za godine prije Data series and the application of the NKD Since January 2009, the National Classification of Activities, 2007 version (NKD 2007.), has been applied in observing, processing and presentation of statistical data. The classification entered into force on 1 January 2008 (NN, Nos. 58/07 and 72/07). Its contents and structure are completely harmonised with the NACE Rev. 2. Its implementation ensures the quality international comparison of statistical data. The structure of this classification differs from the NKD All major changes that occurred in the National Classification of Activities, 2007 version NKD 2007., have been issued in the Methodology for the Statistical Implementation of the National Classification of Activities, 2007 version (NN, Nos. 102/07 and 123/08). Until 2004, the classification used in collection and releasing of statistical data was the National Classification of Economic Activities (NCEA). That classification had entered into force upon its publication in Narodne novine Nos. 3/97 and 7/97, while the new version, entitled the National Classification of Activities, 2002 version NKD and harmonised with the NACE Rev. 1.1., entered into force in 2003 (NN, No. 13/03) and was implemented from 1 January 2004 until 1 January In expressing data on persons employed in crafts and trades and free lances, which are taken over from other administrative sources, it was not possible to backcast data on employment and present them according to the NKD for years before Definicije Zaposleni su sve osobe koje su zasnovale radni odnos s poslodavcem, na određeno ili neodređeno vrijeme, neovisno o duljini radnog vremena i vlasništvu poslovnog subjekta. U zaposlene uključujemo pripravnike (vježbenike), osobe na porodnom ili roditeljskom dopustu, bolovanju i osobe koje su iz bilo kojeg razloga odsutne s posla, do prekida radnog odnosa. U zaposlene spadaju i osobe koje rade u vlastitome trgovačkom društvu, poduzeću, obrtu i slobodnoj profesiji. Stupanj stručnog obrazovanja podrazumijeva najvišu obrazovnu razinu koju je zaposleni stekao završavanjem odgovarajuće škole, završavanjem tečaja ili polaganjem ispita kojima se dobiva obrazovni stupanj ili provjeravanjem stručnosti u poslovnom subjektu. Za svaki stupanj stručnog obrazovanja osoba posjeduje odgovarajući službeni dokument (diplomu, svjedodžbu, rješenje ili uvjerenje). Puno radno vrijeme jest 40 sati tjedno, ako zakonom, kolektivnim ugovorom ili ugovorom o radu nije drugačije određeno. Nepuno radno vrijeme postoji u slučajevima kada je opseg poslova takav da ne zahtijeva puno radno vrijeme. Skraćeno radno vrijeme odnosi se na poslove na kojima, uz primjenu mjera zaštite na radu, nije moguće zaštititi zaposlenika od štetnih utjecaja. Izvršeni sati rada uključuju efektivne sate rada, sate čekanja, zastoja i prekida u radu za koje nisu odgovorni zaposleni. Neizvršeni sati rada plaćeni u pravnoj osobi uključuju sate godišnjeg odmora, sate odmora za blagdane i neradne dane određene zakonom, za stručno obrazovanje, sate bolovanja koje plaća pravna osoba, plaćeni dopust i ostale sate odsutnosti uz naknadu plaće. Definitions Persons in employment are persons who have signed a work contract with the employer for a fixed or unspecified period of time, irrespective of their contractual working time or of type of ownership of the business entity. Persons in paid employment include trainees, persons on maternity or paternity leave, on sick leave or absent from work for other reasons, until the cessation of employment. They also include self-employed persons who work in their own trade company, enterprise, craft or free lance. Professional attainment is the highest level of education acquired by a person upon completing an appropriate school or course, sitting for exams or receiving recognition based on proving professional attainment in a business entity. The level acquired can be proved by the appropriate official document (diploma, certificate, degree). Full-time work lasts 40 hours a week, if not proscribed otherwise by law, collective agreement or work contract. Part-time work is practiced in the case when the quantity of work is such that it does not need full working time to be completed. Short time work is practiced in the case when the nature of work is such that the employee cannot be protected from harmful effects by safety measures at work. Hours actually worked include effective hours of work, hours of waiting, stoppage or interruption at work which employees are not responsible for. 13 Neizvršeni sati rada plaćeni izvan pravne osobe uključuju sate bolovanja dužega od 42 dana, sate za vrijeme porodnog dopusta, sate skraćenoga radnog vremena roditelja i slično. Neplaćeni sati rada uključuju neplaćeni dopust i druge neizvršene sate rada za koje se ne prima naknada plaće. Vlasnik obrta ili djelatnosti slobodne profesije jest osoba koja je vlastitim sredstvima osnovala obrtničku radnju ili slobodnu profesiju u kojoj u svoje ime i za svoj račun sama ili uz pomoć zaposlenika obavlja djelatnost. Zaposlenik u obrtu ili slobodnoj profesiji jest osoba koja ima ugovor o radu s poslodavcem na neodređeno ili na određeno vrijeme. Godišnji prosjek broja zaposlenih izračunava se aritmetičkom sredinom iz podataka dvaju polugodišnjih stanja za podatke do zaključno 1995., a za nadalje, na temelju podataka mjesečnih stanja za određenu godinu, korigiranih podacima punog obuhvata sa stanjem 31. ožujka. Prosječna mjesečna isplaćena neto plaća obuhvaća plaće zaposlenih u pravnim osobama za izvršene poslove prema osnovi radnog odnosa i naknade za godišnji odmor, plaćeni dopust, blagdane i neradne dane određene zakonom, bolovanja do 42 dana, odsutnost zbog stručnog obrazovanja, zastoje na poslu bez krivnje zaposlenoga, i primitke po osnovi naknada, potpora i nagrada u iznosima na koje se plaćaju doprinosi, porezi i prirezi. Mjesečna bruto plaća obuhvaća sve vrste neto isplata prema osnovi radnog odnosa i zakonom propisana obvezatna izdvajanja, doprinose, poreze i prireze. Average monthly paid off net earning includes earnings of persons in paid employment in legal entities earned for work done during regular working hours, and pays for annual leave, paid leave, public holidays and free days established by the law, sickness pay for up to 42 days, absence for the continuing professional education, job stops caused against a person s will or no fault of his own and receipts on the basis of reimbursements, supports and awards in amounts for which contributions, taxes and surtaxes must be paid. Gross monthly earning covers all what is included in the monthly paid off net earning plus participation, co-payments, contributions and taxes, as prescribed by law. U usporedbi s istim stanjem prethodne godine, broj zaposlenih pao je za 4,1%, a broj zaposlenih žena padao je za 2,3%. Promatrajući po djelatnostima, u usporedbi s istim stanjem 2009., broj ukupno zaposlenih u pravnim osobama pao je u 12 područja djelatnosti: Djelatnosti pružanja smještaja te pripreme i za 0,1%, Javna uprava i obrana; obvezno socijalno osiguranje za 0,2%, Opskrba električnom energijom, plinom, parom i klimatizacija za 1,3%, Stručne, znanstvene i tehničke djelatnosti za 1,6%, Umjetnost, zabava i rekreacija za 2,9%, Financijske djelatnosti i djelatnosti osiguranja za 3%, Poljoprivreda, šumarstvo i ribarstvo za 4,5% Prijevoz i skladištenje za 4,8%,Trgovina na veliko i na malo; popravak motornih vozila i motocikala za 7,2%, Prerađivačka industrija za 7,4%, Građevinarstvo za 12,9% te Rudarstvo i vađenje za 14,5%. COMMENTARY The number of persons in paid employment in legal entities of the Republic of Croatia with the situation as on 31 March 2010 was persons, out of which were women. In comparison with the same situation in the previous year, the number of persons in employment was by 4.1% and the number of women in employment by 2.3% lower. Reviewed by, as compared to the same situation in 200, the total number of persons in employment in legal entities was lower in 12 activity sectors, as follows: in Accommodation and food service by 0.1%, in Public administration and defence; compulsory social security by 0.2%, in Electricity, gas, steam and air conditioning supply by 1.3%, in Professional, scientific and technical by 1.6%, in Arts, entertainment and recreation by 2.9%, in by 3%, in by 4.5%, in Transportation and storage by 4.8%, in Wholesale and retail trade; repair of motor vehicles and motorcycles by 7.2%, in by 7.4%, in by 12.9% and in by 14.5%. The increase in the number of persons in employment was recorded in the remaining seven, as follows: in by 6.7%, in Administrative and support service by 3.9%, in by 1.8%, in Water supply; sewerage, waste management and remediation by 1.5%, in by 0.9% and in Other service as well as in Human health and social work by 0.6% each. 14 Istovremeno, broj žena zaposlenih u pravnim osobama sa stanjem 31. ožujka 2010., u odnosu na isto stanje prethodne godine, bilježi pad u 10 područja djelatnosti: Informacije i komunikacije za 1,7%, Opskrba električnom energijom, plinom, parom i klimatizacija za 1,9%, Umjetnost, zabava i rekreacija za 3%, Financijske djelatnosti i djelatnosti osiguranja za 4,1%, Poljoprivreda, šumarstvo i ribarstvo za 5,3%, Trgovina na veliko i na malo; popravak motornih vozila i motocikala za 5,7%, Prijevoz i skladištenje za 6,1%, Prerađivačka industrija za 6,9%, Građevinarstvo za 8,6% te Rudarstvo i vađenje za 29,7%. U preostalih devet područja djelatnosti zabilježen je porast broja žena zaposlenih u pravnim osobama: Administrativne i pomoćne uslužne djelatnosti za 4,3%, Opskrba vodom; uklanjanje otpadnih voda, gospodarenje otpadom te djelatnosti sanacije okoliša za 3,3%, Obrazovanje za 2,2%, Poslovanje nekretninama za 1,8%, Ostale uslužne djelatnosti za 1,7%, Javna uprava i obrana; obvezno socijalno osiguranje za 1,3%, Stručne, znanstvene i tehničke djelatnosti za 0,8%, Djelatnosti zdravstvene zaštite i socijalne skrbi za 0,6% te Djelatnosti pružanja smještaja te pripreme i za 0,3%. Promatrano po županijama, pad broja zaposlenih u pravnim osobama sa stanjem 31. ožujka u odnosu na stanje na isti dan prethodne godine, zabilježen je u svim županijama: Koprivničko-križevačkoj za 8,4%, Brodsko-posavskoj i Osječko -baranjskoj za 7,5%, Bjelovarsko-bilogorskoj za 7,1%, Šibensko- -kninskoj za 6,3%, Virovitičko-podravskoj za 6,1%, Karlovačkoj i Međimurskoj za 5,8%, Zagrebačkoj za 5%, Požeško-slavonskoj za 4,8%, Krapinsko-zagorskoj za 4,7%, Vukovarsko-srijemskoj za 4,4%, Primorsko goranskoj za 4%, Zadarskoj, Varaždinskoj i Splitsko-dalmatinskoj za 3,3%, Gradu Zagrebu i Sisačko- -moslavačkoj za 2,9%, Istarskoj za 2,7%, Dubrovačko- -neretvanskoj za 2,4% te Ličko senjskoj za 2,3%. Istodobno je porast broja žena zaposlenih u pravnim osobama zabilježen u Primorsko-goranskoj županiji za 0,1%, a u preostaloj 21 županiji zabilježen je pad broja zaposlenih žena: Ličko- -senjskoj za 0,2%, Sisačko-moslavačkoj za 0,4%, Dubrovačko- -neretvanskoj i Vukovarsko-srijemskoj za 1%, Istarskoj za 1,2%, Zadarskoj za 1,3%, Šibensko-kninskoj za 1,5%, Požeško- -slavonskoj za 1,7%, Gradu Zagrebu za 1,9%, Splitsko- -dalmatinskoj za 2,2%, Zagrebačkoj za 2,6%, Koprivničko- -križevačkoj za 2,7%, Bjelovarsko-bilogorskoj za 3,1%, Virovitičko-podravskoj za 3,8%, Krapinsko-zagorskoj za 3,9%, Međimurskoj za 4,4%, Osječko-baranjskoj za 4,7%, Karlovačkoj za 4,8%, Brodsko-posavskoj za 5,5% te Varaždinskoj za 5,9%. U ukupna zaposlenost u pravnim osobama Republike Hrvatske iznosila je zaposlenih, što pokazuje pad za 3,5% u odnosu na Registrirana nezaposlenost u iznosila je osoba, što je u odnosu na porast od 14,9%. Stopa registrirane nezaposlenosti za iznosila je 17,4%. Prema godišnjem istraživanju o prosječnim plaćama, prosječna mjesečna isplaćena neto plaća u pravnim osobama Republike Hrvatske za iznosila je kunu, a bruto plaća kuna. Najveća isplaćena neto plaća u pravnim osobama za isplaćena je u Gradu Zagrebu i iznosila je kuna, a najmanja u Međimurskoj županiji i iznosila je kuna. Prosječna mjesečna bruto plaća u pravnim osobama po županijama kreće se od kune u Međimurskoj županiji do kuna u Gradu Zagrebu.
