3 i INTRODUCTION This yearbook mainly uses statistical tables to report the R.O.C. social-economic development in Taiwan-Fukien Area 1 for the period from 1972 to To facilitate international comparison, a cross-reference table of the correspondent statistical table numbers between the 1998 Statistical Yearbook of the United Nations and the R.O.C Statistical Yearbook is placed before the list of contents in this publication. 2. The introduction to compilation methodology for each section of statistical tables is condensed to a maximum of two pages and put at the start of the related section. This yearbook divided into 16 sections, and 160 tables. 11 LAND AND CLIMATE 1 LAND AND CLIMATE This chapter is concerned with the land and climate in Taiwan Area. The information on land is obtained from data compiled by the Land Administration Department, the Ministry of the Interior. Please refer to the Statistical Abstract of Interior of the Republic of China for details. The information on climate comes from data collected by the eleven weather observatories of the Central Weather Bureau located all over Taiwan Area and published in the Monthly Statistics of Transportation and Communications, R.O.C. and the Statistical Abstract of Transportation and Communications, R.O.C. by the Ministry of Transportation and Communications as well as in the Climatological Data Annual Report by the Central Weather Bureau. The size of Taiwan Area, calculated at the time of full tide, is 35, square kilometers which excludes the reclaimed tidal land. The data of reclaimed tidal land is provided in the table for reference only. The cultivated land contains all types of registered land and unregistered land, including reclaimed river bed, reclaimed tidal land, slope-land, and virgin land, which have been used for farming purposes. Before 1995, data of forest land area is obtained from an aerial survey from 1973 to 1977 while data of 1995 was from survey from 1983 to 1994; however, the data prevailing before the survey is still cited for the Penghu District because Penghu was not covered by the aerial survey. The climatic observation time adopts the central standard time at the meridian 120 E except the number of sunshine hours for which apparent solar time is used. Each climatic observatory conducts general observation for eight times a day once every three hours from 2 a.m. The number of days with precipitation refer to the days in each of which the rainfalls amount to one-tenth of millimeter and above. The seismic data are collected by the Seismic Observation and Reporting Center of the Central Weather Bureau from its 24-hour observation of the region from 21 to 26 North Latitude and from 119 to 123 East Longitude. The Republic of China (ROC) Government currently controls the Taiwan, Kinmen and Matsu areas. The Taiwan Area with 36,006 square kilometers includes Taiwan proper, the Penghu Islands, Green Island, Orchid Island, and Tiaoyutai Islets. Taiwan, also know as Formosa, is an island about 160 kilometers off the southeast coast of mainland Chain. It is separated from Fukien Province on the mainland China by the Taiwan Straits. The island measures 377km long and 142km wide at its widest point. The Central Mountain Range slopes gently to a broad and fertile plain in the west. In the east, the mountains descend precipitously to the Pacific. The island's uplands are so extensive that only about one-fourth of Taiwan is arable. Shorelines are fairly straight and good natural harbors few. Rivers are short and useful for power generation, but not for navigation. Physiographically, Taiwan has five major divisions: the Central Mountain Range, volcanic mountains, foothills, tablelands, and coastal plains and basins. The Kinmen and Matsu, with 182 square kilometers, are two island groups just off the mainland China.

19 POPULATION AND HOUSING 9 POPULATION AND HOUSING This chapter is concerned with population and housing. On the front of population, it contains information on population growth as well as the current status and projections of population. The population projections are obtained from the Projections of the population of the Taiwan Area, Republic of China 2000 to 2051 prepared by the Manpower Planning Department of Council for Economic Planning and Development, Executive Yuan. Other population statistics come from the Taiwan-Fukien Demographic Fact Book, R.O.C., the Taiwan-Fukien Demography Quarterly, and the Abridged Life Tables of Taiwan Area, the Republic of China, published by the Ministry of the Interior, and the Report on Population and Housing Census, Taiwan-Fukien Area, R.O.C., published by Census Office of the Executive Yuan. Data on living standards of households are obtained from the personal income distribution survey (Please refers to the chapter on national economy for details.) The population statistics mainly come from the household registration and the household/population census. According to the provisions of laws and regulations, the registered population refers to all of the R.O.C. nationals maintaining household registration in Taiwan-Fukien Area. The demographic data can be divided into two types: i.e., static year-end stocks and dynamic changes about registered population. Included in the first type are demographic data on composition in sex, in age and population by education, marital status, industry, occupation, and employment status. Contained in the seconds type is data concerning birth, death, marriage, divorce, and migration. All of the static demographic data were based on the fact registered as of December 31, except for statistics about population classified by economic activities, industries, occupations, and employment status that were based on the fact prevailing in the period from December 1 to 31. An annual year-end household check, except for the census year, has been conducted to correct errors, omissions, and other incorrect data, in an effort to make demographic statistics more accurate and reliable. The population projection, designed to provide data required by the government in drawing up its national economic plans as well as in formulating its policies, adopts the cohort-component approach by which moving projection is calculated separately for each age group with a compute program derived from one used by the US. Census Bureau in its projection of population for a specific age. Fertility Rates -- Four kinds of fertility rates are presented in this section, i.e., general fertility rate, total fertility rate, gross reproduction rate, and net reproduction rate. The general fertility rate refers to the number of live births per thousand of mid-year childbearing age women(aged 15 to 49). The total fertility rate refers to the birth rate derived from the total number of births likely to come out from the current generation of childbearing age women during their childbearing period without death. The gross reproduction rate refers to the number of live female infants given by every 1,000 childbearing age women during their childbearing period. The net reproduction rate refers to the number of live female infants given by every 1,000 childbearing women surviving during their childbearing period. Housing Unit -- The housing unit refers to a residential building or any other place which, bearing an address and occupied or available for occupation by household, is equipped with a complete set of housing facilities. In addition to the above publications, demographic data can also be found in the Monthly Bulletin of Interior Statistics Taiwan and Fukien Area, R.O.C., and the Statistical Yearbook of Interior of the Republic of China published by the Ministry of the Interior. Housing data can also be found in the Report on the
