3 NASS General Estimates Systems (GES) 2003 Codebook - Version 28Jul04 Introduction This codebook documents data sets describing a sample of motor vehicle accidents that occurred in the USA during calendar year The data sets were generated by the Transportation Data Center at the University of Michigan's Transportation Research Institute (UMTRI) from data collected by the National Center for Statistics and Analysis (NCSA) of the National Highway Traffic Safety Administration (NHTSA). The cooperation of NHTSA is gratefully acknowledged. These data are a copy of the NHTSA files made on July 28, The data are a sample of the 2003 motor vehicle accidents for which candidate accidents were chosen with varying probabilities according to a scheme detailed in the Users Manual. 1 Accident reports chosen for inclusion represent accidents of all types with personal injuries ranging from minor to serious that were drawn from geographic areas reflecting the geography, roadway mileage, population, and traffic densities typical of the continental United States. The data set supplied by NHTSA is relational in structure with three separate relations that describe accident parameters, vehicles and drivers, and persons (i.e., occupants and nonmotorists). This structure has been reformatted into a set of four rectangular files described below. 4 GES 2003 Introduction In the 2003 GES file there are 344 vehicles with no occupants and these vehicles are not represented in the occupant level data set. Prior years of GES data had a similar number of such cases. The characteristics of the four system data sets that have been developed are presented in the table below. The univariate frequencies and percentages displayed in each section are taken from the corresponding data set: vehicle and driver frequencies from GES03VEH, nonmotorist frequencies from GES03NMT, etc.). An index at the end of the codebook cross references words used in the codebook by variable and code value number. The GES investigation STRATUM (variables 30, 78, 154, 217, 317), groupings of Police Accident Reports (PARs) at the PSU, are defined as: Group 1L - apllies if an occupant of a towed, passenger vehicle is killed. Stratum L also applies when the crash involves one passenger vehicle, the passenger vehicle is towed and one of the occupants receives an A injury and is transported to a ii Version 28Jul04

5 Introduction GES 2003 medical facility for treatment -or- the crash involves two or more passenger vehicles, at least two passenger vehicles are towed and one of the occupants of the towed passenger vehicles receives an A injury and is transported to a medical facility for treatment. No medium or heavy trucks may be involved. Group 2 - applies if the NASS crash does not qualify for Group 1-Stratum L, M or N; but involves at least one medium or heavy truck and either a vehicle which is towed due to damage or at least one involved person that has a police reported injury of K, A, B, or C. Group 3 - applies if the NASS crash does not qualify for Group 1-Stratum L, M or N or Group 2; none of the vehicles involved in the crash are medium or heavy trucks and at least one person involved in the crash has a police reported injury of K, A, or B. Group 4 - applies if the crash does not qualify for Group 1- Stratum L, M or N; Group 2 or Group 3. Further clarification: No one in the crash can receive a K, A or B injury. A person can receive a C injury if there are no medium/heavy trucks involved in the crash. Group 1M - is used if the NASS crash does not qualify for Group 1-Stratum L, but at least one occupant of a towed passenger vehicle is injured and transported to a medical facility for treatment. No medium or heavy trucks may be involved. Group 1N - is used if the NASS crash does not qualify for Group 1-Stratum L or Group 1-Stratum M, but a passenger vehicle is towed and no medium or heavy trucks are involved. Version 28Jul04 iii
