9 Santa Susana Field Laboratory The Boeing Company Nitrogen Depot, Area III Document Review and Operations Certification I certify that, to the best of my knowledge and belief, no radiological research and development activities were conducted in the Nitrogen Depot. No radiological incidents have been reported at the nitrogen depot involving contamination from nuclear or radiological operations. No radioactive materials use authorizations were ever requested or approved for the Nitrogen Depot. A common practice at most of the industrial facilities of SSFL during its operational history was to conduct industrial field radiography of tanks, vessels, piping, etc., using sealed, shielded cobalt- 60 or iridium-192 radiography sources. Although there is no direct evidence that field radiography was ever conducted at the Nitrogen Depot, these operations were conducted, and the sealed sources managed, in accordance with stringent operational procedures and state licensing requirements. During use, the sources were routinely inventoried and leak tested to verify that the sources remained intact. When no longer required, sources were disposed of as low-level radioactive waste or returned to the original vendor for re-use. In recent years, field radiography has been conducted only by third party contractors with contractor-owned sources. There are no remaining radiography sources at SSFL. 11 Santa Susana Field Laboratory The Boeing Company Introduction Nitrogen Depot, Area III Radiological Release Survey and Waste Certification This data package provides the pre-demolition radiation survey results of the Nitrogen Depot in Area III. This survey complies with Standard Operating Procedures: Building Demolition Debris Characterization and Management 1 and Boeing procedure RS Methodology Instrument measurements (1 minute static counts) were made for alpha and beta/gamma total surface activity (Ludlum 2224 plus Ludlum plastic scintillator probe) and gamma exposure rate (Bicron microrem meter). Wipes were taken for removable alpha/beta activity and counted in a low-background Tennelec laboratory alpha/beta counter. Instrument minimum detectable activities (MDA) for total activity measurements were 364 to 529 dpm/100 cm 2 alpha and 770 to 991 dpm/100 cm 2 beta (Ludlum probe). Removable activity MDAs for the Tennelec were 9 to 14 dpm/100 cm 2 alpha and 23 to 24 dpm/100 cm 2 beta. These MDAs meet the regulatory limits for surface activity shown in Appendix 1. The Bicron MDA is ~4 µr/hr. Results 512 surface activity measurements and 128 exposure measurements were taken of the Nitrogen Depot lots, drives, pads and structures. See Appendix 2 for results of all measurements. All of instrument surface activity measurements and wipe tests were non-detect (i.e. less than the MDA) and are therefore indistinguishable from background. The dose from any resulting post-demolition solid debris would therefore be zero mrem per year. If it were conservatively assumed that all the debris was actually contaminated at the MDA levels, then the effective dose would be much less than 1 mrem per year 3,4. 1 Standard Operating Procedures: Building Demolition Debris Characterization and Management. 12 Santa Susana Field Laboratory The Boeing Company The majority (511 of 512 or 99.8%) of instrument surface activity measurements and wipe tests meet the most restrictive regulatory surface activity limits for release/clearance of equipment and material for unrestricted use from former radiological facilities 5,6,7. All the surface activity measurements meet the general surface activity limits for release/clearance of equipment and material for unrestricted use from former radiological facilities 5,6,7. See Appendix 1 for regulatory limits for surface activity. Conclusions The Nitrogen Depot is not a former radiological facility. Based on measurements taken, the post-demolition debris is radiologically acceptable for off-site disposal and/or recycling. There are no radiological controls or restrictions imposed on future disposition or use of this debris. Waste from this demolition project meets the requirements of disposal facility permits 8,9 and complies with the California Health & Safety Code 10. The Governor s Executive Order D (September 2002) prohibits the disposal of decommissioned materials to Class 3 landfills or unclassified management units. Because the regulatory dose limit to members of the public has since been lowered to 100 mrem per year, CDPH/RHB conservatively utilizes the lower dose for purposes of defining significant radioactive contamination in this Article of the California Health and Safety Code. The survey in this certification has therefore been conducted as a best management practice, which also complies with the requirements of D Verification surveys and/or approval by the California Department of Public Health (CDPH) Radiologic Health Branch (RHB) are not required for the off-site disposal of decommissioned material or of the subject material 11. The California DPH has not imposed a requirement that Boeing or the Department of Energy (DOE) seek DPH verification sampling or approval of all decommissioned material destined for Class I or II landfills in compliance with the Governor's Executive Order. 44 Introduction Nitrogen Depot In-Situ Concrete, Roadbase, and Asphalt Waste Characterization Report The Nitrogen Depot site has been variously called the "Linde Plant," the "Big Three Pipeline, and the "Praxair Plant." Historical references indicate that the site has been continuously used for gaseous Nitrogen supply from before 1965 to A liquid Nitrogen gas generator plant was operated by Linde Air Products, which leased the Nitrogen Depot site and provided gaseous Nitrogen to SSFL during the early years of the SSFL facility. In 1965, planning was in work by Rocketdyne, Atomics International, and the Big Three Industrial Gas and Equipment Company for installation of a pipeline to distribute gaseous Nitrogen produced at a new Simi Valley plant. The pipeline was apparently completed in 1967 when Linde s lease expired. At some point, Praxair installed its own Nitrogen supply plant that included permanently mounted heat exchangers and 26,000 gallons of liquid Nitrogen storage. The most recent operation to be in service at the Nitrogen Depot site was a supplier-owned temporary liquid-to-gas Nitrogen conversion plant. The supplier-owned equipment was removed at the end of 2012 by the supplier. Available records and the recollections of former employees indicate that the Nitrogen Depot has primarily hosted equipment and operations with low-contamination risk throughout its history. Some former employees have recounted memories of compressor banks at the site, which may contribute to lubricant impacts in the surrounding area. Currently existing evidence at the site, including cut-off mounting studs in one of the concrete pads, corrosion stains, and remnant piping supports this possibility. No formal records indicating usage of persistent chemicals were located, and the hazardous materials inventory in the Business Plan lists only common calibration gases, none of which would leave persisting chemical impacts. In preparing for demolition of the Nitrogen Depot, characterization of materials requiring recycling or disposal was conducted to facilitate management of generated wastes. Characterization of potential waste from the Nitrogen Depot demolition project involved: 1) A review of existing records related to laboratory analyses from environmental sampling in the area, as well as historical documents pertaining to the occupancy and activities within project boundaries. 2) Visual inspection of concrete and other potential wastes at the project site. 3) Sampling and laboratory analysis of concrete and interior wall surfaces that will constitute discarded wastes. Figures showing the Nitrogen Depot waste sample collection points and the resulting analytical results are presented in Appendix B: Sample Collection Points and Results." Concrete Characterization A comprehensive visual inspection was conducted of concrete surfaces present at the Nitrogen Depot site. A total of eight sample collection points were identified. Most of the samples were collected from areas that were identified based on indications of concrete impacts such as staining or surface degradation. One sample was collected from a randomly identified location. All concrete samples were analyzed for CAM 17 Metals, Polychlorinated Biphenyls (PCB), and Semi-Volatile Organic Compounds (SVOC). Petroleum Hydrocarbons were not analyzed because the concrete surfaces were well scoured by weather. Analytical results for the concrete Page 42 of 64 Page 1 of 14

45 samples collected in the low-bay are presented in Appendix A: Waste Characterization Analytical Results. Chromium in five of the eight samples was found to exceed the 10 X STLC thresholds of 50 ppm, while one of those also exceeded the 20X TCLP threshold of 100 ppm. TCLP and STLC tests were performed to determine the degree to which contaminants were mobile. The total concentrations detected and subsequent leachate test results follow: Total Chromium Detected TCLP Result STLC Result 230 ppm ND ppm N/A ppm N/A ppm N/A ppm N/A 1.6 None of the leachate test results exceeded the TCLP or STLC limits, both of which are 5 mg/l. Other than Chromium, the next most significant detection of a Regulated Metal was Selenium, with a maximum concentration of 9.8 ppm, compared to the 10 X STLC threshold of 10 ppm. No PCBs were detected, despite acceptably low Method Detection Limits (MDL) at the laboratory. SVOC detections were limited to Isophorone at a maximum concentration of 3.4 ppm, Benzoic Acid at 0.17 ppm and Bis(2-ethylhexyl)phthalate at 0.17 ppm. Disposition Based upon the analytical results discussed above and the concrete recycling explanation found later in this document, the Nitrogen Depot concrete will be managed as Non-Hazardous Waste. 1) All concrete, with the exception of the northernmost pad, is suitable for recycling. 2) The concrete from the northernmost pad, which exceeds the U.S. EPA Region IX Preliminary Remediation Goal (as explained in the concrete recycling explanation found later in this document) of 210 ppm for total Chromium, will be transported to a Class 3 landfill for disposal. Concrete dispositions are presented in Appendix C: Waste Dispositions. Roadbase A considerable area of the Nitrogen Depot is surfaced with asphalt pavement. Consequently, a significant volume of base material is also associated with the site. A total of nine samples were collected. Of these, six were collected from randomly identified locations. Three additional sample collection locations were identified based on the presence of significant cracking and evidence of staining or water collection. The roadbase samples were analyzed for Petroleum Hydrocarbons, CAM 17 Metals, PCBs, SVOCs, VOCs, ph, and 96-Hour Acute Aquatic Toxicity LD50. 46 According to analytical results, the roadbase exceeded a regulatory threshold in one sample. Chromium was detected at 58 ppm, exceeding the 10 X STLC threshold of 50 ppm. Among the remaining Regulated Metals, the most significant detection was Lead at a concentration of 29 ppm, compared to the 10 X STLC threshold of 50 ppm. Trace concentrations of PCBs were detected in the five of the samples. Aroclor 1254 was detected at concentrations ranging from ppm to ppm, below the 10 X STLC threshold and TSCA action limit of 50 ppm. No SVOCs were detected. However, an elevated concentration of 2,4-Dinitrotoluene, a RCRA regulated compound, was detected in asphalt located at the southeast corner of the Nitrogen Depot paved area. The nearest roadbase sample collected in this area was approximately 50 feet to the northwest and resulted in non-detect for 2,4-Dinitrotoluene. A MDL of 0.16 ppm applied to this sample, which is below the 20 X TCLP threshold of 2.6 ppm. The asphalt detection was observed in the regulated SVOC TCLP analyses that are routinely conducted on asphalt. These analyses are conducted to assure that matrix interference induced elevated MDLs do not obscure the presence of hazardous concentrations of regulated SVOCs. As the asphalt in the impacted area is highly cracked and the TCLP results indicate that the 2,4- Dinitrotoluene is mobile, the roadbase has also been determined to be impacted. All samples passed the Acute Aquatic Toxicity test. Disposition Based upon the analytical results and the discussion regarding 2,4-Dintrotoluene presented above, the roadbase at the Nitrogen Depot will be managed as follows: 1) All roadbase, with the exception of material in the southeast corner as described below, will be managed as Non-Hazardous Waste with disposal at a Class 3 landfill. 2) All of the roadbase in the southeast corner of the site, extending from the extreme southeast end of the truck turnaround to 40 feet to the northwest, will be managed as RCRA Hazardous Waste for 2,4-Dinitrotoluene and transported to a Class 1 landfill for disposal. The roadbase dispositions are presented in Appendix C: Waste Dispositions. Asphalt Asphalt pavement at the Nitrogen Depot is generally in slightly less than fair condition, with significant cracking but only moderate weathering. Staining and other suspicious surficial aspects are present, they are not numerous. Significant anomalies were sampled, with collection of six asphalt samples. Two of the samples were associated with indications of water accumulation and sediment settling. One sample involved white painted lines on the asphalt, and in another case, light colored staining leading to a stormwater drain was sampled. A final sample was collected in an area where a black substance was deposited on the asphalt surface. The samples were analyzed for CAM 17 Metals, total PCBs, STLC PCBs, total SVOCs, and TCLP SVOCs. According to analytical results, no Regulated Metals exceeded regulatory thresholds or limits. The most significant Metal detection was Chromium at 16 ppm. This is well below the 10 X STLC threshold of 50 ppm. No PCBs were detected, either in terms of total concentrations or STLC leachate. No SVOCs as total concentrations were detected, but this is not unexpected with asphalt considering the elevated MDLs ranging from 12 ppm to 250 ppm, depending upon the analyte. For this reason, TCLP analyses are performed routinely when asphalt is tested, and these results were also non-detect in all but one case, despite acceptably low MDLs below Page 44 of 64 Page 3 of 14

47 regulatory limits. One TCLP analysis did yield a detection for 2,4-Dinitrotoluene at 0.14 ppm. This exceeds the RCRA TCLP limit of 0.13 ppm. Disposition Based upon the analytical results presented above, the asphalt at the Nitrogen Depot will be managed as follows: 1) All asphalt, with the exception of material in the southeast corner as described below, will be managed as Non-Hazardous Waste and is suitable for recycling. 2) All of the asphalt in the southeast corner of the site, extending from the extreme southeast end of the truck turnaround to 40 feet to the northwest, will be managed as RCRA Hazardous Waste for 2,4-Dinitrotoluene and transported to a Class 1 landfill for disposal. The asphalt dispositions are presented in Appendix C: Waste Dispositions. Concrete Recycling An attempt is made to recycle as much SSFL concrete as possible in compliance with governmental landfill waste diversion programs, but only when the material is clearly suitable for this purpose. Although concrete must be non-hazardous to be eligible for recycling, regulations further stipulate that no soluble pollutants can be present at concentrations in excess of applicable water quality objectives. Boeing SSFL generally employs U.S. EPA Region IX Preliminary residential soil Remediation Goals (PRG) for the purpose of determining whether or not non-hazardous waste concrete is suitable for recycling. Although the PRGs were not developed for this purpose, no numerical standards exist that specifically address recycling requirements. In this context, the PRGs do provide an indication of soil safety as it relates to human and environmental health. Recycled concrete from SSFL is typically transformed into Miscellaneous Base for roads and similar applications. This recycled product is not nearly as finely divided as soil, any concrete impacts are likely to exhibit a greater degree of adhesion and/or pore containment than those adsorbed to soil, and the product is used in situations where it is placed beneath a generally protective surface such as pavement or a concrete pad. For these reasons, when PRGs are applied to concrete recycling, the result is far more conservative than originally intended where environmental leaching and human exposure are unrestrained. PRGs are directly applied to all detected impacts to concrete when determining whether it is suitable for recycling, with the exception of PCBs, Arsenic, and impacts that are not addressed by PRGs. A total summative Aroclor limit of 1 ppm has been set for PCBs based on SSFL recycled concrete usage and penetration data. Concrete is also determined to be unsuitable for recycling when it exhibits an Arsenic concentration of 10 ppm or greater, based on SSFL recycled concrete usage, penetration data, and background Arsenic studies in California.
