2 Tri-Cities RC RULES 2011 Rev. 04/05/ CONTACT SHEET Beginning in the 2011 Club Racing Season, the Tri-Cities RC (TCRC) Direction Committee will be responsible for all decisions made with regard to the rules and the management of the club racing season. All rules and or organizational decisions will be made by majority vote with tie-breakers being decided by the track owner/operator. It is intended that this committee be made up of the primary people who could be involved in each round of this season s schedule. 3 1. GENERAL 1.1. DISCLAIMERS No person attending a TCRC club event will have any claim for damages, expenses, lawsuits, or otherwise against a promoter, track operator, the TCRC, its officials, agents, or employees, resulting from any damage to any car, personal injury, or monetary loss of any kind whatsoever All attendants waive any claim they may have against a promoter, track operator, or the TCRC, when they participate in any event being run under this set of rules By entering or attending a TCRC event you agree to these disclaimers wholly and by your own accord. In addition, you agree to the rules set forth herein and the penalties associated with infractions of said rules COMPETITION From time to time questions arise and need to be answered. To help cure the possible confusion over whom to ask what question, the following break-down has been provided: For clarification or inquires about an TCRC event (race day schedule, frequency changes, etc.), questions should be directed in this order: (1st) Race Director (2nd) Appointed Host Official For clarification or inquires about technical inspection at an event, questions should be directed in this order: (1st) Appointed Technical Director/Inspector (2nd) TCRC Director (3rd) Appointed Host Official For clarification or inquires about the TCRC (series points, upcoming TCRC events, etc.), questions should be directed in this order: (1st) TCRC Director (2nd) TCRC Webmaster The event host or race director has the right to refuse any entry upon a valid reason If the refused entry is a competitor that has scored TCRC points during the current series year, the Host must communicate with the TCRC Director prior to refusing entry All drivers are responsible for the actions of their pit crew and/or accompanying party All drivers and/or pit crew are required to wear closed toe shoes at all times while on the track or in the pit lane area Substitute drivers will not have those runs counted towards overall finish or series points for the person being substituted for Any driver that does not have complete control over his vehicle must immediately pull his car off the racing surface.

4 A driver s official time will be the total laps completed by his vehicle and the total time elapsed from the starting time until the vehicle crosses the finish line on the final lap. If the final lap is not completed, the driver will be credited with the number of full laps finished and the time for those laps If a car is broken then fixed, it must be restarted from pit lane (restarting from pit lane applies to both Electric and Gas classes) CLASSES The following classes will be awarded TCRC Championship Points and will be offered at all TCRC events: SPEC Slash RTR Brushed/17.5 Short Course X4 Short Course Open 2WD Short Course /10th 2WD Open Truck /10th 4wd Open Buggy /10th 2wd Open Buggy /8th Truck (Both Nitro and Electric) /8th Buggy (Both Nitro and Electric) Additional, non-series classes may be offered. 3 vehicles constitute a class REGISTRATION & ENTRIES The Northwest RC Speedway and Tri-Cities RC club races are open to all competitors unless previously banned from any race, competition, event or facility; no special membership is required unless specifically stated on an event flyer In the instance of previous banning; the competitor must file petition (providing all related information on said expulsion) with the TCRC Director The TCRC Director will contact all of the current years TCRC Operators/Directors for a decision on allowing said driver into series competition Entry fees may be waived for those approved by the TCRC Series Directors/Track Operators/RD In the event that a class is not run at the first 6 TCRC events, due to a lack of entries, that particular class will be dropped from the series driver s championship for the remainder of the year. The class may still run just not within the championship point s race In the event that a class is not run at 5 TCRC events, series awards will not be issued A minimum of 3 drivers starting an A-Main constitutes a class Entry limits (class size limits or number of non-series classes offered) will only be implemented if time constraints are of concern.

5 1.5. PRACTICE Practice is open to the general public without fee during considerate operating times unless full scoring system is running and available at which time operators may charge a fee not exceeding $5 per person It is highly recommended that this practice day end no later than 10pm QUALIFYING Qualifying for an TCRC event shall be a minimum of 2 rounds (weather permitting) and shall be scheduled to finish by 6:00pm on Saturday and Sunday Races and by 11:00pm on evening starts The format shall be 6min IFMAR Qualifiers utilizing the Rocket Round system (Most laps completed in fastest time) for Electric classes and 7min IFMAR Qualifiers utilizing the live loop method and based on Rocket Round system (Most laps completed in fastest time) for classes running Nitro vehicles No Resort is required but may be desired if multiple heats of a class are present After the resort the slowest qualifier rounds (per class) will run first, progressing through the class finishing up with the fastest (per class) qualifying rounds last While the order in which classes are ran is up to that specific race RD to decide, it is highly recommended that Electric and Nitro classes be intermingled during qualifying so that the Electric class entrants have sufficient preparation time between heats/rounds The tie breaker for qualifying shall be the awarded to the driver whom has the most laps in the least amount of time in the unused qualifying rounds MAINS All Mains for a TCRC event shall be held on the day in which it started (unless with special request), scheduled to finish within reasonable time The format of the Mains shall be: ELECTRIC CLASSES: All classes to get Single Mains of 8min (Exception the SPEC Class will stay 6 min) 2 bump-ups per Lower Main GAS CLASSES: 15-Min A-Mains 7-Min Lower Mains 2-Bump ups per Lower Main All competitors must start their main event with the car they qualified with It is illegal to change cars/trucks during a heat or main event The tie breaker for Multiple Mains (If Run) shall be awarded to the driver whom has the highest combined laps with the lowest combined time in the 2 rounds that were scored SHORTENING OF MAINS

6 Gas mains shall not be shortened unless the following has occurred: 1) No cars are on the track. 2) With the time remaining in the race no positions can change. 3) In the event the timing and scoring computer fails at any point beyond the halfway point of a 15 or 8 min main, all positions at the time of failure shall be used as the final results for that main event TIMING AND SCORING FAILURE In the event the timing and scoring computer fails before the halfway point of a 15 or 8 min Main, the main will be restarted with half of the mains original length to be run; regardless of the point at which the failure occurred Cars running or fueling in the pits at the time of the failure will be allowed to start the restart Any broken vehicles at the time of failure may be allowed to run the restart per director but shall start in the back of the grid A False Start called within the first 2 laps of a main is NOT a Timing and Scoring Failure If timing and scoring transponder fails during a heat or main event neither the Race Director nor the TCRC are responsible for lost or missed laps or the resulting position at which said driver will be credited with. Best efforts may be made to adjust for proper laps however The use of personal transponders are highly recommended, but not required. Use of personal transponders will greatly increase the reliability of counting drivers laps. Rentals are available during the day of the race and require a form of collateral RAIN-OUTS In the event of a rain out of: 1) The entire event: TCRC will reschedule the event at a later date with the host. 2) All of Mains: Qualifying shall be used to determine finishing positions and series points. 3) All of qualifying: The most current TCRC series standings shall be used to determine grid positions for the mains. 4) 2 rounds of Qualifying: 1 round of Qualifying shall be used to determine grid positions TURN MARSHALING It is required that all entrants turn marshal (or provide a replacement turn marshal) in the heat directly after: Their assigned controlled practice heat (whether they have driven or not) Their assigned qualifying heat (whether they have driven or not) Their assigned race heat (whether they have driven or not) Failure to turn marshal as specified by rule may result in penalties to be assessed by the officials listed. However due to the small nature of most club events it is per the TCRC director discretion whether it is feasible for the participant to Marshal.

7 Turn Marshals should not work on cars while marshaling and rather be focused on their duties as a marshal Turn Marshals shall be actual entrants of the event whenever feasible. The Operator/RD shall determine if substitutes who are not event entrants are deemed acceptable TECHNICAL INSPECTION FOR CLASSES REQUIRING INSPECTION (SLASH) At the earliest possible time prior to a TCRC event or during the drivers meeting prior to the start of qualifying the Appointed Tech Inspector shall be identified The Appointed Tech Inspector shall oversee the tech inspection process and may appoint associates to help in the tech inspection process Any appointed associates will have shown sufficient aptitude in understanding the tech inspection process The Appointed Tech Inspector shall instruct/train the associates on correct tech inspection processes The Appointed Technical Inspector may inspect any car, at any time for compliance with event and/or TCRC regulations All vehicles are required to pass requirements listed with these rules. While most likely not all rules will be inspected, it could happen and all entrants should be prepared for such a complete inspection It is highly recommended all cars pass through Technical Inspection at some point during the practice day Any questions with regard to Technical Inspection policies, practices or to the legality of a specific component are to be asked prior to the beginning of qualifying After the first qualifying heat for a particular class begins all cars within that class are subject to the technical rules and penalties set forth herein Failing technical inspection: 1st Offense: Warning 2nd Offense: Disqualification from the round, forfeiture of all points earned at that round for all classes entered In lieu of fuel capacity technical inspection for all Gas Class competitors, the drivers competing in the A and B Gas Mains will be required to make the following number of pit stops: Class A-Main (15min) 1/10th Gas Truck 1 1/8th Buggy (Nitro/Electric) 1 1/8th Truck (Nitro/Electric) 1 Monster Truck (Nitro/Electric) 1 A pit stop shall be defined as: 1. The car must enter pit lane (through the entrance of pit lane if under its own power, a car not under its own power may be carried to pit lane via a crew member or another party). 2. The car must be removed from the surface of pit lane, to a height and place as to NOT obstruct the driver s view of or any other vehicles path through pit lane. 3. The car must receive fuel, batteries, repairs, or brief inspection.

8 4. The car must be returned to the surface of pit lane. 5. The car must exit pit lane. Hopping the divider (pipe) entering or exiting pit lane during a pit stop will NOT be considered a pit stop and the stop will NOT count toward the required number of stops. A stop and go penalty is NOT considered a pit stop and does NOT count toward the required number of pit stops. A 2-lap penalty may be administered per pit stop missed PENALTIES The penalties listed through-out these rules are to be used as a reference. Depending on the severity of the infraction or the level of blatant disregard for a rule, the penalty applied shall be consistent with the circumstances The Race Director and the Appointed Host Official will have the authority to penalize, disqualify or eject any driver from their event for the violation of these rules The TCRC Director will have the authority to penalize or disqualify any driver from receiving series points for an event The following actions by a driver or his pit crew could result in disqualification and/or ejection from an event and/or the TCRC: Assaulting (verbally or physically) another individual Unruly or unsportsmanlike behavior Showing evidence of being under the influence of alcohol while the race program is running The use of illegal substances, showing evidence of being under the influence of illegal substances and/or being in possession of illegal substances on the facility premises Not reporting to the inspection area when requested Not providing equipment for technical inspection when requested Operating a car near the track that endangers others, or while a race is going on Turning on a radio during a race with the purpose of interfering with another drivers race Failing technical inspection and/or refusing repairs Any driver ejected from an event will not be refunded event entry fees for any reason The following actions by a driver could result in a time penalty or loss of a heat: Ignoring a penalty given by the Race Director Rough driving or hacking Failing to corner marshal on time.

9 Allowing individuals to substitute for you in a race (no penalty but no points awarded for that heat) Using a non-assigned radio frequency Failing to attend the morning drivers meeting A race official must witness the infraction before a penalty can be assessed. On track infractions (and/or the penalty itself) may or may not be announced during the race While any of the officials listed may access penalties, they shall be limited in scope to the following: The Race director shall primarily oversee on track and on drivers stand penalties The Technical Director shall primarily oversee technical infractions The Appointed Host Official and the TCRC Director shall primarily oversee all other infractions Any driver that has been penalized can protest the decision of the Race Director to the Appointed Host Official. The final decision will be made in combination between the Appointed Host Official and the TCRC Director PROTESTS If a competitor wishes to file a protest they may do so with the Race Director or Track Operator present. Best efforts will be made to eliminate illegal equipment and/or improper driving EVENT & SERIES AWARDS Event awards may be provided by the host for: The Top Qualifier, all classes Minimum 1st through 3rd places in the A-Main st place in the B Main, only if all A-Main drivers receive awards Series awards may be provided by the host for: Awards will be determined based on entry levels of said class for that season. With at least positions 1 st through 3 rd being awarded

10 1.13. TCRC DRIVERS CHAMPIONSHIP The Driver Championships will be awarded per class; based on high point totals from 7 best finishes over 12 Rounds with 5 throw-outs (7 best); using the TCRC Driver Championship points system outlined below Driver Championship points system: Position 1 st nd 99 3 rd 98 etc. (-1 point per each position through 0 points) Top Qualifiers (TQ) will be awarded 1 bonus point for the event As long as the driver makes an attempt to run his or her class in either qualifying or the mains they will receive points based on their finish for the day Year end Drivers Championship awards may be provided at the conclusion of the season (see section ) The tie breaker for the Drivers Championship shall be determined as follows: 1st Level: Wins; the driver with the most wins will be placed higher. 2nd Level: TQ s; the driver with the most TQ s will be placed higher. 3rd Level: Next highest finishing position in a round used for competitors points total. 4 th Level: The overall number of events attended by the individuals tied. (Please note the computer does not always perform this correctly and manual tie breakers may be performed) 2. EQUIPMENT 2.1. RADIO & RADIO GEAR While radio impound is not required to host and TCRC event, it may be enforced if racing at the same time as a ¼ scale event at Northwest RC Speedway Prior to operating a car in the pits, or changing a frequency for a race, all drivers must clear the radio frequency with the Race Director (or Verify via clothespin board) The following radios and channels are allowed for use in TCRC events: MHz: Channels 1 through MHz: Channels 61 through GHz All radios must conform to FCC rules Radios must have the ability to change frequencies Any changes in frequencies must be immediately reported to the Race Director The radio voltage is to be limited to the manufactures specifications. External transmitter battery packs are not allowed.

11 Any radios operating more than two channels are not allowed (Except for the Monster Truck Classes). More than one function is allowed per device, but a servo is limited to one output shaft The use of reverse may not be allowed in competition where points are available Antennas that protrude outside of a vehicles body must be flexible in nature. The use of rollover antennas is not permitted In case of a frequency conflict, the driver with the highest amount of points, or highest qualified driver, has first choice as to frequency to be used If there are more than six drivers on 27 MHz in a main, the slowest will have to change to 75 MHz or DSM to compete in that main event A driver who cannot or will not change frequency may be forced to forfeit his right to run his main event CHASSIS 2.2. VEHICLE All race vehicles must be conform to weight, height, and length requirements for each class found in this rulebook No hazardous or harmful material(s) or object(s) may protrude from anywhere on the chassis All vehicles must have functioning brakes capable of stopping the vehicle while under power Hydraulics of any kind are not allowed Any material used to add weight to a car must be securely fastened. If this weight falls off during the course of a race, that car may be disqualified if minimum weight is not met Multiple speed transmissions are only allowed in the Monster Truck Class The use of acceleration based traction control sensing devices are not allowed All batteries are to be securely mounted WHEELS & TIRES Any wheel manufactured for competition may be used as long as it meets the class specs Wheels must be securely mounted to the vehicle at all times Axles may not protrude more than 1/16" beyond the outer edge of the tire Tires must be of one piece in circumference No spikes, tubes, or additional items to be glued to the outside of tires or passed through from the inside Only tires manufactured for a specific class may be used within that class.

12 BODY Tires must be rubber or a combination of synthetic and rubber only and available as a tire for that class No tires created for other vehicle types even if they fit the specifications will be allowed (i.e. no 10th scale tires cut to fit 1/8th Buggies; no 1/8th Buggy tires cut/glued to fit 1/8 th Truck or Short Course) Cutting and/or sipping of the tread is allowed. (does not include dremel of tread) The tire/wheel measurement are defined as follows: (see Section 3) Mounting bead: this measurement is taken at the point where the tire bead meets the wheel. Maximum wheel diameter: this is measured at the widest portion of the wheel All vehicles must have an appropriate body prior to practicing or competing in a TCRC event Any car that loses its body must pull off the track until the body can be securely attached back onto the car GEAR COVER All vehicles are required to have a cover that will not allow a finger (or larger) to be caught or pulled into the gear mechanism under regular running conditions ELECTRIC SPECIFIC BATTERIES SPEC Any Sub C NiCad or NiMh cells are allowed. 6 Sub-C cells equal 1 pack. Any LiPo (2S max) are allowed. 1, 2S LiPo equals 1 pack OPEN Any Sub C NiCad or NiMh cells are allowed. 6 Sub-C cells equal 1 pack. (7 Cells in 4WD SC) Any LiPo (2S max) are allowed. 1, 2S LiPo equals 1 pack /8th Conversion Any LiPo configuration that equals no more than 4S is allowed MOTORS SPEC The Spec Motor is the TRAXXAS TITAN 12T Motor that is shipped with the 2WD Slash RTR KIT All motors must conform to ROAR Stock Motor Rules, Section 8.5 of the ROAR Rule Book. Brushed 27T and Brushless systems are allowed 17.5 along with BRUSHED motors that were shipped in RTR kits. Motors are NOT required to be ROAR Approved but should follow as guide OPEN All 1/10 scale 540 size Sensored or Sensor-less brushless systems are allowed. RTR Brushless systems fall in the open class structure.

13 4WD Short Course may use 550 size motors Brushed motors must be standard 05 (1/10 scale) size with a maximum length of 53mm /8th Conversion Sensor or Sensor-less brushless systems are allowed GAS SPECIFIC All vehicles should be able to sit still with the engine still running, while the brakes are applied Fuel tanks are to be securely mounted FUEL Fuels may contain methanol, nitro methane, and lubricants only The following additives are specifically prohibited: 1) Hydrazine 2) Hydrogen peroxide 3) Propylene oxide 4) Toluene ENGINE Any carburetor may be used as long as it conforms to the class restrictions A throttle return mechanism capable of closing the throttle upon the loss of radio signal OR if the servo horn becomes disconnected from the servo, is required on all gas powered vehicles Carburetor restrictors are allowed as long as they are securely fastened into place Ceramic main bearings are allowed The use of ceramic piston, rod and/or sleeve is not allowed Supercharging or turbo charging is not allowed Commercial quality plug gauges will be used to measure carburetor and crankshaft diameters as defined below A commercial quality digital calipers and depth gauge shall be used to measure engine components The following formula will be used to calculate engine displacement: ( X ((Bore Diameter / 2) 2) X Stroke) = CI (Bore and Stroke dimensions to be measured in inches) The maximum engine displacement allowed shall be: CLASS 2-STROKE 4-STROKE 1/10th Gas Truck.129 CI.259 CI 1/8th Buggy.219 CI.429 CI 1/8th Truck.329 CI.579 CI Monster Truck No Limit, ALSO RTR motors are allowed to exceed the CI displacement if run on the RTR vehicle it was intended for EXHAUST

14 Exhaust pipes are required on every gas powered car An exhausts outlet pipe may not face forward more than perpendicular (90-degrees) of the mainline of the muffler No crimping of pipe outlet is allowed. In case of damaged outlet pipe, the Technical Director must approve repairs before the pipe can be used; it must conform to the size requirements A car that loses its exhaust pipe must pull off the track until the exhaust pipe can be securely attached back onto the car Variable exhaust timing, porting, or exhaust pipes with moveable parts are not allowed.

15 3. CLASS 3.1. ELECTRIC SPEC Slash This Class is basically for the Ready-To-Race Version of the vehicle as shipped by Traxxas. The idea is to limit the amount of hop-ups or modifications to the factory supplied vehicle to control costs Body: All trucks must use the factory Traxxas body, or Any Manufacturer producing Slash specifc models. Body must resemble a Short Course Truck Body and be near the SC guidelines for the other classes, NO Rally or BUG Bodies Chassis: No modifications may be made to the chassis system. Vehicle must be raced in its stock form. Original Traxxas Replacement parts, as supplied on original model 5805 or 5803 truck kit, only for damaged/worn parts Suspension: Both the front & the rear suspension systems must remain in stock form. Original Traxxas parts only. No aftermarket/hop up replacement components may be installed. The Exception is the use of RPM rear hub carriers is allowed Legal Tuning Parts: Original 5805 or 5803 Traxxas Kit Shock white springs may be used. Shock Cap may be replaced with Alum Shock Cap #2667 Original Traxxas Turnbuckles maybe used 3139X, 3139A, 3737, 3737A Steering: No modifications may be made to the steering system. Original kit parts only Bearings: Any manufacturer Bearing may be used Electronics: Original RTR Kit electronics Speed Control (XL-5) & Servo (2075) only. You may install any different receiver if you so choose Motor: This class is restricted to a stock Traxxas Titan 12T R/C motor Battery: This class is limited to any 7.2 volt "NiCad", NiMh made up of 6 sub C size cells only or Lipo 7.4 volt Battery pack made up of 2 cells only (One 2S Lipo) Wheels: Original Traxxas Slash 2.2 wheel from 5805 or 5803 Traxxas Kit (Pro-Line and other aftermarket wheels are NOT allowed) Tires: Original Traxxas 2.2 Slash Tire from 5805 or 5803 Traxxas Kit (Pro-Line and other aftermarket tires are NOT allowed) Drive Line: Only the original Traxxas Drive Train may be used. No aftermarket or Hop-up replacement drive components may be installed. Any of the 3 Traxxas spur gears (4683, 4686, or 8690) are permitted. Any pinion gear that mounts without modifications needed may be used. Ball Differential is NOT permitted in the Spec Class Weight: Truck must weigh no less than 5.5 pounds Ready to Race this will be enforced.

16 Short Course 17.5/RTR Dimensional Specifications Motor: RTR KIT Brushed motor, 17.5 turn brushless or 27 turn brushed Two (2) wheel rear drive with ball or gear differential only No tire tread cutting, bald tires or custom cut tires allowed. Tires Tread width shall be no wider than 1.69 in The use of Ribbed tires is prohibited Body Specifications: Full fender truck body. Body must completely cover tires when viewed from above Windshield minimum setback centerline front of body to begin windshield. See diagram Cab roof minimum width and depth. See Diagram Cab minimum height and depth. See Diagram Cab Setback: Minimum setback is measured from a point equal to the Front (centerline) of the body to the beginning of the windshield/lower rock guard Cab Profile: Minimum depth of the cab is measured from the beginning point (centerline) of the windshield/lower rock guard to the rear reference point of the cab Roof Panel: Minimum width is measured from outer most points of the roof section to the upper side window reference line depth of the roof panel is measured (centerline) from No add on or integrated spoilers/wings allowed. Other than those included in approved bodies such as number plates and small side wings (ie Raptor Bodies by both proline and jconcepts) Vents and fans, or small reamer size holes may be cut in the rear of the bodies. Fenders and rear panel of truck must stay intact. No cutting of the front and side windows.

17 Tire Mounted: Minimum Diameter of the tire (mounted) is established to limit extremely low profile designs. The target dimension (new tire) is established at 4.30 Inches. To compensate for wear, molding tolerances, degradation of foam inserts, the pre- race minimum allowable diameter of a mounted tire is 4.20 inches.
