7 Introduction VINCe. Fabric and Garment Testing Manual, which supersedes all previously published versions, sets forth the policies, procedures and testing protocols that must be utilized by all of VINCe. s agents, vendors, factories and suppliers ( Suppliers ) to ensure that all fabrics, garments and trims utilized by, and produced on behalf of VINCe. Are Compliant with all destination country s applicable laws and regulatory requirements VINCe. Established and approved quality standards Produced safely o American Apparel and Footwear Association s Restricted Substance List ( AAFA RSL ) o California Proposition 65 o European Union s REACH program o Substances of Very High Concern ( SVHC ) To ensure the safety of VINCe. s products, VINCe. Has adopted guidelines as listed above. All testing shall be performed at SGS, Bureau Veritas ( BV ), or Intertek, all VINCe. Approved and U.S. Consumer Product Safety Commission ( CPSC ) accredited laboratories. Locations and contact information found within this manual. In the event a VINCe. Supplier requests that testing be done at a laboratory other than approved and accredited as stated, VINCe. Must be notified and approve of the laboratory. 13 CANDIDATE LIST SUBSTANCES OF VERY HIGH CONCERN (SVHC): Below are one hundred & seventy three (173) substances in the Candidate List of Substances of Very High Concern (SVHC) for authorization published by European Chemicals Agency (ECHA) concerning REACH. According to article 33 of the REACH regulation, any EU & EEA supplier of an article, which may include finished consumer products, components and packaging, containing SVHC from the candidate list above a concentration of 0.1% weight by weight (w/w) shall provide the recipient of the article (such as the distributor, retailer or professional user) with sufficient information, available to the supplier, to allow safe use of the article including, as a minimum, the name of that SVHC substance. This is also applicable upon request by a consumer by any supplier of an article containing a SVHC substance > 0.1 % weight by weight (w/w), free of charge, within 45 days of receipt of the request. Disclosure of the following 173 substances present in the product at 0.1% or more weight by weight is required in compliance with Article 33 of Regulation (EC) 1907/2006 (REACH). NO.
