SUMMARY: Division II, Article 500, Section 501 of the San Francisco Transportation Code establishes vehicle weight restrictions on certain streets. This resolution amends the Transportation Code to update street names, consolidate overlapping street segments, and remove an expired weight restriction. No change to any existing vehicle weight restriction on any street is proposed in this legislation. Division II, Article 700, Section 702 of the San Francisco Transportation Code establishes various speed limits on certain streets. This resolution would update the Transportation Code to reflect various speed limit changes that the SFMTA Board has already approved by Resolution. Division II, Article 800, Section 801 of the San Francisco Transportation Code establishes various special on-street parking permit areas where the SFMTA has restricted parking to only designated vehicles. This resolution updates the Transportation Code to reflect parking restrictions for the Civic Center Farmer s Market and Lech Walesa Street. ENCLOSURES: 1. SFMTAB Resolution 2. PURPOSE Resolution amending Transportation Code, Division II, Articles 500 (Size, Weight, Load Restrictions) Section 501 to update the streets subject to vehicle weight restrictions, 700 (Speed Limits) Section 702 to designate the streets subject to 30, 35, and 45 miles per hour speed limits, and 800 (Special On-Street Permit Parking Restrictions) Section 801 to amend the locations subject to on-street parking permit restrictions. GOAL This action supports the following SFMTA Strategic Plan Goal and Objectives: Goal 1: Create a safer transportation experience for everyone Objective 1.1: Improve security for transportation system users. Objective 1.3: Improve the safety of the transportation system. Goal 2: Make transit, walking, bicycling, taxi, ridesharing and carsharing the preferred means of travel Objective 2.1: Improve customer service and communications. Objective 2.2: Improve transit performance. Objective 2.3: Increase use of all non-private auto modes. Objective 2.4: Improve parking utilization and manage parking demand. DESCRIPTION Vehicle Weight Restrictions on Certain Streets Updates Section 501 of the San Francisco Transportation Code establishes various vehicle weight restrictions on certain streets. This resolution amends the Transportation Code to update street names, consolidate overlapping street segments, and remove an expired weight restriction in Section 501(d)(8). No change to any existing vehicle weight restriction on any street is proposed in this legislation. Speed Limit Updates Section 702 of the San Francisco Transportation Code establishes various speed limits on certain streets. This resolution would update the Transportation Code to reflect various speed limit changes that the SFMTA Board has already approved by Resolution. These changes include the following: 1. 8 th Street, between Market Street and Townsend Street, changed speed limit from 30 MPH to 25 MPH (Resolution ) 2. Bryant Street, between The Embarcadero and 10 th Street, changed speed limit from 30 MPH to 25 MPH (Resolution ) 3. Folsom Street, between 13 th Street and The Embarcadero, changed speed limit from 30 MPH to 25 MPH (Resolution ) 4. Harrison Street, between The Embarcadero and 13 th Street, changed speed limit from 30 MPH to 25 MPH (Resolution ) 5. Howard Street, between The Embarcadero and 13 th Street, changed speed limit from 30 MPH to 25 MPH (Resolution ) 6. John Muir Drive, between Skyline Boulevard and a point 2,500 feet southeasterly, changed speed limit from 35 MPH to 30 MPH (Resolution )

3 PAGE Broadway Tunnel, changed speed limit from 40 MPH to 35 MPH (Resolution ) 8. John Muir Drive between the County Line and a point approximately 3,300 feet northwesterly, changed speed limit from 45 MPH to 40 MPH (Resolution ). 9. Winston Drive, between Buckingham Way and Lake Merced Boulevard, change speed limit from 25MPH to 30MPH (Resolution ). Special On-Street Parking Permit Restrictions Updates Section 801 of the San Francisco Transportation Code establishes various special on-street parking permit areas where the SFMTA has restricted parking to only designated vehicles. This resolution updates the Transportation Code to reflect parking restrictions for: 1. The Civic Center Farmer s Market in the Hyde and Fulton Street area. Parking restrictions are updated to include Fridays and remove street segments that were previously rescinded. On-street parking regulations for this permit area are already in effect. 2. Lech Walesa Street. The San Francisco Department of Public Health re-assessed their permit parking needs on Lech Walesa and indicated to SFMTA that they no longer needed certain on-street permit parking areas. The permit parking for these areas was then rescinded following a public hearing and replaced with parking meters. ALTERNATIVES CONSIDERED As an alternative, no changes can be made to the Transportation Code; however, this is not recommended because the speed limit changes are necessary for compliance with State laws to allow radar enforcement of the speed limit. The other changes are recommended for clarity, internal consistency, and to fulfill public requests. FUNDING IMPACT None CEQA/ENVIRONMENTAL REVIEW All parking and speed limit changes included in the Transportation Code Division II resolution were determined to be exempt from environmental review prior to the public hearing at which they were approved by the SFMTA Board of Directors as part of its consent calendar. All items, except the speed limit change on Winston Drive, were determined to be categorically exempt from environmental review as Class 1(c)(9) changes because they did not establish a higher speed limit or result in more than a negligible increase in the use of the street. The Winston Drive speed limit increase was determined to be environmentally exempt by the Planning Department under Class 1(c) on March 27, Please see the attached PDF document. OTHER APPROVALS RECEIVED OR STILL REQUIRED All of the parking and speed limit changes included in the Transportation Code Division II resolution were approved at public hearings held by the SFMTA prior to approval by the SFMTA Board of Directors, as is the case with all parking and traffic changes typically considered under the Board s consent calendar. The City Attorney has reviewed this calendar item.

RECOMMENDATION Staff recommends that the SFMTA Board of Directors approve amending Transportation Code, Division II, Articles 500 (Size, Weight, Load Restrictions) Section 501 to update the streets subject to vehicle weight restrictions, 700 (Speed Limits) Section 702 to designate the streets subject to 30, 35, and 45 miles per hour speed limits, and 800 (Special On-Street Permit Parking Restrictions) Section 801 to amend the locations subject to on-street parking permit restrictions.

5 SAN FRANCISCO MUNICIPAL TRANSPORTATION AGENCY BOARD OF DIRECTORS RESOLUTION No. WHEREAS, Section 501 of the San Francisco Transportation Code establishes vehicle weight restrictions on certain streets; and, WHEREAS, The proposed amendments to Section 501 update street names, consolidate overlapping street segments, and remove an expired weight restriction but does not change any vehicle weight restriction on any existing street; and, WHEREAS, Section 702 of the San Francisco Transportation Code establishes various speed limits on certain streets; and, WHEREAS, The proposed amendments would update the Transportation Code to reflect various speed limit changes that the SFMTA Board has already approved by Resolution; and, WHEREAS, Section 801 of the San Francisco Transportation Code establishes various special on-street parking permit areas where the SFMTA has restricted parking to only designated vehicles, including for the Civic Center Farmer s Market and Lech Walesa Street; and, WHEREAS, The proposed amendments would update the Transportation Code to change the on-street permit parking restrictions for the Civic Center Farmer s Market and Lech Walesa Street; and, WHEREAS, All of the parking and speed limit changes included in the attached Transportation Code Division II resolution, except the speed limit change on Winston Drive, were determined to be categorically exempt from environmental review as Class 1(c)(9) changes that did not establish a higher speed limit or result in more than a negligible increase in the use of the street; and, WHEREAS, The Winston Drive speed limit increase was determined to be exempt from environmental review by the Planning Department under Class 1(c) on March 27, 2012; and, WHEREAS, Said CEQA determinations are on file with the Secretary to the SFMTA Board of Directors and are incorporated herein by reference; and, WHEREAS, All of the parking and speed limit changes included in the attached Transportation Code Division II resolution were previously approved by the SFMTA Board of Directors; and, WHEREAS, The attached Transportation Code Division II resolution updates the Transportation Code to reflect these changes; now, therefore, be it

6 RESOLVED, That the San Francisco Municipal Transportation Agency Board of Directors amends Transportation Code, Division II, Articles 500 (Size, Weight, Load Restrictions) Section 501 to update the streets subject to vehicle weight restrictions, 700 (Speed Limits) Section 702 to designate the streets subject to 30, 35, and 45 miles per hour speed limits, and 800 (Special On-Street Permit Parking Restrictions) Section 801 to amend the locations subject to on-street parking permit restrictions. Article 500 of Division II of the Transportation Code is hereby amended by amending Section 501, to read as follows: SEC VEHICLE WEIGHT RESTRICTIONS (a) The operation of a vehicle with gross weight in excess of 6,000 pounds on the Streets listed in Section 501(b), or the operation of a vehicle with unladen weight in excess of 18,000 pounds on any Street listed in Section 501(c) is a violation of Division I, Section (Weight Restricted Streets). (b) 6,000 lbs Limits. No person shall operate a vehicle of a gross weight in excess of 6,000 pounds on the following Streets: (1) 25th Street between Sanchez and Dolores Streets. (2) 26th Street between Church and Sanchez Streets. (3) 27th Street between Douglass and Castro Streets. (4) 28th Street between Douglass and Diamond Streets.
