3 A parking strategy for downtown Thorold that: Addresses the parking needs of downtown customers (along with needs of business owners, employees and area residents) Is financially sustainable Ultimately, promotes a vibrant downtown (encourages growth and development) 3

(Partial)) Proper signage / messaging for customers Enforcement to minimize abuse - violating vehicles will be ticketed and/or towed at owners expense Messaging to store owners seeking their cooperation in keeping on street parking for customers only (and they and their employees should parking at designated areas) 10

One machine to be located at the Albert Street Parking Lot (Lot 4) and the other at Market Square Parking Lot (Lot 2). That the Parking Committee recommend to Council that parking enforcement software be purchased to monitor parking and that additional resources be put in place as required. That the Parking Committee recommend to Council that additional parking signage be posted. That the Parking Committee recommend to Council that parking permits be issued for Lot 1 (Lower Front Street), Lot 3 (Albert Street Lot) and part of 2 (Market Square Lot). That the Parking Committee recommend to Council that additional illumination be installed in parking lots 1, 2 and 3. That the Parking Committee recommend to Council that parking permits be issued at a cost of $45.00 per month for lots 1, 2 and 3. 18
