3 1.0 Executive Summary This report presents Pre and Post- utility allowances for the public housing developments managed by the Park City Communities (PCC) (formerly Bridgeport Housing Authority) on a monthly and annual basis for each unit type. Although there are two sets of utility allowance (Pre and Post-) supplied in this report, PCC should implement the Post Allowance sets (found in Sections 3.0 and 4.0). The Post Allowances for both scattered and defined sites represent the adjusted utility allowances reflective of measures installed through the Energy Performance Contract (EPC) with Siemens. The Pre allowances listed in this report represent the unit conditions prior to installation of the energy conservation measures installed as part of the EPC. The Pre utility allowances are included in this report as reference, since they are the basis of calculating the resident paid utility allowance incentive, captured annually in the HUD funding forms. The establishment of the building allowances is based on accepted engineering heat loss/gain calculation methods that recognize the thermal design characteristics of each representative unit type. The utility allowances are based on building related requirements including heating, lighting, refrigeration, small appliances, domestic hot water heating, and cooking, as required in 24 CFR, Part 965 of the Code of Federal Regulations. This study is a result of two interrelated phases; the on-site survey and the energy savings analysis completed by Siemens. The original on-site survey became the basis of establishing the baseline or Pre utility allowance study. This on-site survey or IGEA (investment grade energy audit) entailed a combination of management and staff interviews, representative unit surveys to include but not be limited to: standard of living; building construction; type of HVAC equipment; peripheral equipment; use of building plans to determine wall, roof, ceiling and window areas; local climatological data; and operating hours for lighting, HVAC equipment, and Authority and tenant-supplied appliances. The on-site data was analyzed combining essential as well as specific "standard of living" allowances to determine the total Pre utility allowances for each particular unit type. After the EPC program was identified, Siemens created a second set of allowances the Post utility allowances, in which the gas and electric consumption was decreased to reflect the higher efficiency equipment installed through the program. This utility allowance report is divided into the following sections: Section This section presents an overview of how the allowances were created and the methodology used for calculation. Section This section includes summary tables of the 2017 pre and post project utility allowances for the defined sites (larger developments, generally consisting of 10 or more typical units). Section 4.0 This section includes summary tables of the 2017 pre and post project utility allowances for the scattered sites, which utilize a Section VIII utility allowance format. The scattered sites are generally duplexes, garden low-rise apartments, and single family homes. 5 2.0 Allowance Study Methodology There are several factors to be taken into account when creating utility allowances. The first of which is what type of methodology to use. There are two accepted approaches, which are defined below. Siemens utilizes the Engineering-Based Methodology in calculation of both the Pre (Baseline) and Post- Utility Allowance Studies. 1. Engineering-Based Methodology Allowances based on engineering calculations and standard consumption tables. 2. Average Consumption-Based Methodology Allowances based on actual resident utility bills. The second important consideration when creating an allowance study is to follow HUD s Federal Regulations concerning Resident Paid Utility Allowances. HUD gives the freedom to each housing authority to develop their allowances choosing the methodology that works best for their organization, however requirements are placed on which end uses are covered by the allowances. The main goal of the allowances should be to encourage energy conservative households; the residents should be consuming energy in a fashion that meets their needs and affords them to live comfortably, while staying within the guidelines or regulations established by HUD. Operational standards can be implemented as guidelines by each housing authority. For example, some operational characteristics that were standardized for PCC were: Furnace set-point temperatures Gallons per person per day of hot water Lighting burn-hours Domestic water heating set-point temperatures Regardless of which methodology is chosen, steps have to be followed in developing the utility allowances. The first is identification of the equipment and allowable end-uses covered in the allowances. The equipment was identified by visiting each type of floor plan at all developments. After surveying these units, we developed an understanding of the most typical heating, cooking, lighting, and water heating equipment in each unit. Climatic Data - Besides determining approved end-uses, climatic data must also be incorporated into the study because depending on the region of the country, the heating and cooling requirement varies. Weather data used in this study can be found in Appendix 11.1 of this report. Conservative energy use as defined by HUD is energy use based on necessity and not luxury; for our purpose HUD has deemed air conditioning as not an approved end-use, therefore loads incurred by air-conditioning have been eliminated from our study. By taking into account climatic conditions, we can determine the amount of energy required for the load due to heating, specifically for Bridgeport, Connecticut. Unit Data Another factor considered when developing the allowances were the size of each unit, their construction type, and occupancy. Occupancy is important when developing a water consumption allowance and/or determining the energy consumed for water heating, because the amount of water required for a household rests heavily on its occupancy. 7 Pre vs. Post- Allowances Defined Sites Tables 3.1 and 3.2 on the following pages reflect the Pre and Post- monthly consumption and dollar allowances. As shown in these tables, the monthly difference between the units varies depending on bedroom type and also because the scope of energy measures differed from site to site. Some sites only received new refrigerators, whereas other sites had weatherization, and hot water demand savings (as a result of the water conservation program). Table 3.1 on the following page represent pre and post project allowances updated for March 2017 rates. The columns titled pre are the baseline allowances for the projects, or the allowances before the energy conservation measures were installed as part of the EPC. The columns titled post represent the adjusted allowances based on the facility improvement (energy conservation) measures installed. PCC should implement to the residents the allowances titled post, as these allowances are reflective of the unit s present condition. The pre allowances are shown so the accounting department can see the monthly unit savings going from pre to post allowances so they can capture resident paid savings as part of the EPC. Scattered sites are not included in this section and can be found in the next section, of this report. Defined sites are considered to be sites that have in most cases, more than 10 units. All utility allowances for units included in the 2008 energy performance contract between Siemens and PCC are either shown in this section (defined sites) or scattered sites (Section 4.0) of this report. Defined Sites are sites that have in most cases greater than 10 units of a typical construction type. Description of Tables Included in this Section: Table 5.1: Pre- Annual Electric Consumption Allowances Defined Sites o This table shows all the annual monthly consumption needed for a particular bedroom size. This table incorporates all the allowance categories applicable to a particular development such as refrigeration, lighting, and small appliances. If the unit has electric heating or hot water heating it will also be included in this table. Description of Tables Included in this Section: Table 6.1: Post- Annual Electric Consumption Allowances Defined Sites o This table shows all the annual monthly consumption needed for a particular bedroom size. This table incorporates all the allowance categories applicable to a particular development such as refrigeration, lighting, and small appliances. If the unit has electric heating or hot water heating it will also be included in this table. Refrigerators have been installed as part of the 2008 EPC; therefore you will see a 475 kilowatt reduction annually in the refrigerator column in comparison to the same table in Section 5.0. Other sites that have electric hot water heating will demonstrate a demand reduction in annual hot water heating due to the low flow water fixtures installed as part of the EPC.
