4 FORWARD The attached report is being submitted in compliance with Section of the School Code [105 ILCS 5/ ] as amended by PA Section [105 ILCS 5/ ] mandates that the ISBE submit to the General Assembly and the Governor an annual report that designates school districts special education expenditures, receipts, and net special education expenditures over receipts. The receipts are to be specified as local, state, and federal. The calculations utilize limited data the Agency receives on school district Annual Financial Reports (AFR), Pupil Transportation Claims, Fall Housing Reports/Student Information System (SIS), and the Funding and Child Tracking System (FACTS) and is not a reflection of school districts total special education expenditures and receipts. With implementation of this legislation in Fiscal Year 2008, there was considerable discussion of the limitations of presenting these calculations and other information. The following limitations were applied following discussion with education stakeholders: The exact amount of time devoted to special education programs is not available. While the FACTS Report collects each identified special education student s enrollment in special education, the Educational Environment (EE) for each student defines a range of time the student is receiving regular services. For example, a student with an EE code of 02 is defined as 40% - 79% inside the regular classroom. Thus all students with disabilities are counted as receiving sixty percent (60%) special education services. Because the percent of time of ancillary services, such as social work, psychological and other such services, are not currently collected for students with disabilities, expenditures were allocated as follows: o o o Attendance and Social Work Services 90% Psychological Services 90%, and Other Support Services 5% Chicago School 299 receives a predetermined amount of special education funding within their block grant that incorporates special education funding as well as other State funding. Each year, the block grant revenue is reviewed and the percentage dedicated to special education is determined and utilized within their calculations. It is important to note, however, that PA went into effect July 1, 2011, and requires that Chicago School 299 submit data on grant and Mandated Categorical programs in the block grants in the same manner as other districts. This data has been incorporated in the calculations for Chicago School 299. The Public Act does not change the current block percentages or the amounts that are due to Chicago School 299. The analysis of the Chicago School Educational Services Block Grant reflects that the district received $279.1 million more in the Block Grant than they would receive if they were required to file a specific claim for each type of funding in the Block Grant for School Year $268.3 million (96.1%) of this is attributed to special education services. The Education Expenditures and Report reflects that the Chicago School spent $104.8 million more in special education dollars than revenue received, or $1,664 per student. If the district s Block Grant special education funding was decreased by the $268.3 million denoted above,

5 Chicago School s special education expenditures would be $373.1 million in excess of the revenue they realize. This would equate to $5,923 per special education student which is $1,603 more than the State net expenditure per child count of $4,320. This is the ninth year for this report and these assumptions were followed consistently each year. Table 1 and Table 2 below designate the districts with the highest and lowest net expenditures per student in FY14. To calculate this amount, the net expenditures for each district were divided by the special education child count in each district. This could be due to the timing of expenditures and receipts (state reimbursements for special education are for expenditures incurred by the district in the last fiscal year), the number of students served from one year to the next, or the accounting of expenditures and receipts within the AFR.

6 The statewide net special education expenditure per child count is $4,320. Table 3 reflects the total amount calculated for the estimated, net special education expenditures after deduction of a proportionate share of local funds received and specific state and federal funds received. If Maintenance of Effort is not maintained, the State would lose one dollar of federal funding for every State dollar budget reduction for special education. As denoted in Table 4, the appropriation per student has increased each year. The difference between the State Funding in Table 3 and the State Appropriation in Table 4 is attributable to the timing of the revenue received by the districts and the results of the delayed payments.
