6 Ofgem Market Review Announcement On 10 November, Ofgem announced that they will not be undertaking a further review of the market at this time. These are some key extracts from their statement: Since 2015, we have received positive feedback from competitors about the improvements made by the DNOs. In particular, we have received encouraging feedback about the positive impact of the Code of Practice on the DNOs - both culturally and practically. We have also been pleased to see the progress made by the DNOs to address some of the issues that did not relate to their role in the connection process. For example, in May 2017 we approved a Distribution Connection and Use of System Agreement (DCUSA) modification proposed by UKPN to simplify billing arrangements for large customers with unmetered assets on both IDNO and DNO networks. Due to the relatively short period of time since we introduced these arrangements and the positive feedback that we have received since then, we will not be undertaking a further review of the market right now. If you would like to propose any changes to how DNOs provide services to its competitors, then we would encourage you to raise a modification to the Code of Practice. If you have ideas about how the DNOs could improve the provision of non-contestable services, then we would also encourage you to help develop the DNOs Incentive on Connections Engagement (ICE) plans. 7 CiC Code of Practice Review In December 2016 we published a review, based on an e-survey and workshop feedback, assessing our performance in delivering against the CiC Code of Practice in its first year of operation We undertook to repeat the exercise in 12 months This year we gathered feedback primarily by a programme of structured telephone conversations with CiC stakeholders Our report was published here on the CiC Code of Practice page of our website and notified to all our stakeholders on 20 December This exercise has generated a great deal of useful suggestions to feed into the development of our work plans for 2018/ UK Power Networks. 8 ICE 2017/18 remaining initiatives Reduce the level of rejection of designs at 33kV We held a Major Connections Design Workshop on 04 Oct to discuss the process and work through common issues. On track - target met for 9m to December Enable ICPs to carry out self-certification of their work We have still only had one scheme completed under this arrangement Investigate the provision of data to assist ICPs to carry out earthing studies and look at the feasibility of providing access to the UK Power Networks earthing tool Internal acceptance testing was completed during late 2017 and the earthing tool is now with the UK Power Networks IT team for deployment in RDS. Because we're not UKPN, we don't always feel that we have as much say or clout with the 3rd party to get things moving through. People don't see what our role in it is because it's not them that's placing utility orders, they're just land owners who don't have the knowledge of what the market's about. We already provide a letter for ICPs to use in these circumstances. We will review it and take your advice before re-issuing it UK Power Networks. All rights reserved 15

The first factor is when we've paid for one of option B or C, it's been a bit complicated as the customer has to write a letter to confirm that we're a named person on that quote. I don't know if by just paying would automatically put the quote in our name or allow us access but that's not been the case.? Although raised in relation to CiC, this also applies more widely. Additional comments Although raised in relation to CiC, this also applies more widely. We are still finalising our IT plans, however, currently G81 registration is due to be delivered in 2018/19. 48 Linking & Fusing charges The linking and fusing ( L&F ) service provision was introduced in 2014 and a nominal 175 rate was utilised to facilitate the trial at that time This introductory price of 175 has never covered all of our costs for providing this service and, as the volume of ICP L&F requests have been increasing significantly since mid-2016, this rate is not sustainable We will be introducing a stepped increase commencing 1 st April 2018 and become fully cost reflective on 1st April For all activity carried out from 1 st April 2018 the rate will increase from 175 to 248, the 80 additional hour rate will remain unchanged For all activity carried out from 1 st April 2019 the rate will increase from 248 to 330, the 80 additional hour rate will remain unchanged From 1 st April 2018 there will be an additional charge of 140 where an additional site visit is required prior to us being able to produce the linking and fusing plan, currently this occurs on 3.3% of occasions UK Power Networks.
