Ofgem Market Review Announcement On 10 November, Ofgem announced that they will not be undertaking a further review of the market at this time. These are some key extracts from their statement: Since 2015, we have received positive feedback from competitors about the improvements made by the DNOs. In particular, we have received encouraging feedback about the positive impact of the Code of Practice on the DNOs - both culturally and practically. We have also been pleased to see the progress made by the DNOs to address some of the issues that did not relate to their role in the connection process. For example, in May 2017 we approved a Distribution Connection and Use of System Agreement (DCUSA) modification proposed by UKPN to simplify billing arrangements for large customers with unmetered assets on both IDNO and DNO networks. Due to the relatively short period of time since we introduced these arrangements and the positive feedback that we have received since then, we will not be undertaking a further review of the market right now. If you would like to propose any changes to how DNOs provide services to its competitors, then we would encourage you to raise a modification to the Code of Practice. If you have ideas about how the DNOs could improve the provision of non-contestable services, then we would also encourage you to help develop the DNOs Incentive on Connections Engagement (ICE) plans. We would welcome your thoughts on this UK Power Networks. All rights reserved 6

CiC Code of Practice Review In December 2016 we published a review, based on an e-survey and workshop feedback, assessing our performance in delivering against the CiC Code of Practice in its first year of operation We undertook to repeat the exercise in 12 months This year we gathered feedback primarily by a programme of structured telephone conversations with CiC stakeholders Our report was published here on the CiC Code of Practice page of our website and notified to all our stakeholders on 20 December This exercise has generated a great deal of useful suggestions to feed into the development of our work plans for 2018/ UK Power Networks. 8 ICE 2017/18 remaining initiatives Reduce the level of rejection of designs at 33kV We held a Major Connections Design Workshop on 04 Oct to discuss the process and work through common issues. On track - target met for 9m to December Enable ICPs to carry out self-certification of their work We have still only had one scheme completed under this arrangement Investigate the provision of data to assist ICPs to carry out earthing studies and look at the feasibility of providing access to the UK Power Networks earthing tool Internal acceptance testing was completed during late 2017 and the earthing tool is now with the UK Power Networks IT team for deployment in RDS. 9 Planning for 2018/19

Planning for 2018/19 overview Feedback for our recent CoP review drew out a number of potential areas for service development We will look at each in turn and explain what the issue was and what action we propose taking You each have a template listing the topics, with space for you to assign priorities and explain your reasons as we discuss each initiative Later, we will ask you to mark up the 9 initiatives into 3 high, 3 medium and 3 low priority according to how important each one is to your company We ll then use electronic vote loggers to gain an overall rank for each of these potential plan items UK Power Networks. All rights reserved 10

Proposed Initiative In addition to existing CiC workshops, continue to provide interim workshops focussed on specific topics according to stakeholder demand Proposed Measure Programme published Source Dec 2017 CiC CoP Review - Telephone Interview Various suggestions from respondents re subjects for workshops Additional comments The following topics have been suggested: Self-assessment of the PoC Self inspection Legals Metered disconnections Technical Standards & Sourcing Which of these would you be interested in? UK Power Networks. All rights reserved 11

Proposed Initiative Optimise CiC section of website Proposed Measure Users consulted and satisfactory outcome from User Acceptance Testing Source Dec 2017 CiC CoP Review - Telephone Interview UKPN navigation is not intuitive: Its location is not particularly obvious. If I was a customer, I don't think I'd have found it [UKPN NERS Listing] Additional comments We re implementing a new website layout in March but there will be scope for refinement and we d like to involve you in this. Would anyone be interested in working with us? UK Power Networks. All rights reserved 12

Proposed Initiative Extend scope of 'small service self service' to include working on the interconnected network Proposed Measure New scope available and updated documentation published Source Dec 2017 CiC CoP Review - Telephone Interview It s restricted which is why we're not using it as we do a huge amount of work in the LPN area which is interconnected. Large amount of properties don t just go into the standard external box, they go into the property and that's excluded from this scope. Additional comments Would this be of benefit to you? UK Power Networks. All rights reserved 13

Proposed Initiative Provide workshops on specific areas of EHV design to help improve quality of design submissions Proposed Measure Workshops programmed based on stakeholder demand Source Dec 2017 CiC CoP Review - Telephone Interview Various responses suggesting greater UKPN support to interpret design standards and gain experience in each stage of EHV design Additional comments We are considering running sessions for: - Electrical design - Civil design - Commissioning Would these be helpful, and are there any other aspects of EHV design we could also include? UK Power Networks. All rights reserved 14

Proposed Initiative Review and re-issue template letter to assist ICPs in explaining CiC to landowners Proposed Measure Letter template CON b updated and published on G81 Source Additional comments Dec 2017 CiC CoP Review - Telephone Interview There is difficulty when there's 3rd party involvement in terms of their understanding that we could be assisting or help procure the legals on your behalf. Because we're not UKPN, we don't always feel that we have as much say or clout with the 3rd party to get things moving through. People don't see what our role in it is because it's not them that's placing utility orders, they're just land owners who don't have the knowledge of what the market's about. We already provide a letter for ICPs to use in these circumstances. We will review it and take your advice before re-issuing it UK Power Networks. All rights reserved 15

Proposed Initiative Review, with the aim of simplifying, the letter of authority process, where a consultant or other customer representative is instructed to act on the customer s behalf Source Additional comments Proposed Measure Review the existing process, discuss improvements with stakeholders and publish revised process by target date Dec 2017 CiC CoP Review - Telephone Interview I've recently experienced a little difficulty on a convertible quote. The first factor is when we've paid for one of option B or C, it's been a bit complicated as the customer has to write a letter to confirm that we're a named person on that quote. I don't know if by just paying would automatically put the quote in our name or allow us access but that's not been the case.? Although raised in relation to CiC, this also applies more widely. We re liaising with our Legal colleague to explore how we can make this work better UK Power Networks. All rights reserved 16

Proposed Initiative Provide automated updates to customers on changes to design standards on the G81 site Proposed Measure Automated updates received by customers Source Dec 2017 CiC CoP Review - Telephone Interview If you were to make any changes to a standard in the library, it may be worth firing an automated round to people saying a new version has been uploaded to flag up it's happened as WPD do this and it s very useful. Additional comments Although raised in relation to CiC, this also applies more widely. We are still finalising our IT plans, however, currently G81 registration is due to be delivered in 2018/19. This will enable automated updates for targeted customer groups UK Power Networks. All rights reserved 17

Proposed Initiative Run workshops for customers and stakeholders looking to install EV charging points Proposed Measure Workshops held and minimum 87.5% stakeholder satisfaction achieved Source UKPN proposal reflecting levels of customer interest Additional comments Would this be of interest to you? UK Power Networks. All rights reserved 18

Proposed Initiative Provide simple guide for the re-introduction of upfront assessment and design fees (if appropriate) Proposed Measure Guide published by target date Source UKPN response to various customer enquiries Additional comments We will keep you informed about this UK Power Networks. 48 Linking & Fusing charges The linking and fusing ( L&F ) service provision was introduced in 2014 and a nominal 175 rate was utilised to facilitate the trial at that time This introductory price of 175 has never covered all of our costs for providing this service and, as the volume of ICP L&F requests have been increasing significantly since mid-2016, this rate is not sustainable We will be introducing a stepped increase commencing 1 st April 2018 and become fully cost reflective on 1st April For all activity carried out from 1 st April 2018 the rate will increase from 175 to 248, the 80 additional hour rate will remain unchanged For all activity carried out from 1 st April 2019 the rate will increase from 248 to 330, the 80 additional hour rate will remain unchanged From 1 st April 2018 there will be an additional charge of 140 where an additional site visit is required prior to us being able to produce the linking and fusing plan, currently this occurs on 3.3% of occasions UK Power Networks.
