19 CAUSE FOR OPTIMISM Recent Legislative Developments Passage of SAFETEA-LU in July 2005 guarantees over $50 billion federal investment (six years) in urban transit, showing a strengthening of public support for infrastructure investment The US Senate on 3 November 2005 voted 93-6 in favor of the Passenger Rail Investment and Improvement Act of "This vote sends a strong message that the time for study on passenger rail is past; the time to legislate is now, Ross Capon-NARP The Bill provides for: $3.2 billion Amtrak operating assistance $6.3 billion Amtrak capital grants Principal and interest on Amtrak debt ~ $300 million/yr. $13 billion Intercity Rail Facility Bonds House and Presidential Action must follow Eurailspeed
