2 Toll Collection System Closed Type System 1. Overview Requirements & Challenges Nowadays, the toll collection system on the highway which is already applied with ICT solutions to provide the toll collection with quick and efficiency, avoiding the stuck at the toll gates, bring many conveniences to the traffic users, with the mobility payment methods, suitable to many individual traffic users: one time ticket, monthly ticket, season ticket, commuter ticket, prepaid or postpaid tickets etc. To satisfaction of those demands, the application of electric toll collection system is the right orientation, one of the electric toll collection system is closed type system, in generally this system will supervise the entry and exit gates of toll collection system, the payment process will be applied when the vehicle exits of the last toll gate of the expressway. Solution Overview Toll Collection System proposed is to offer the Closed-System type where the toll rate is calculated and based on vehicle classification and the distance that the vehicle had run on the expressway. The toll ticket (Sony Felica IC Card as the Toll ticket) will be issued at entry toll booth and the payment will be processed at the exit toll booth, a toll fee will be collected whenever vehicle exits the highway. The general architecture of Toll Collection System as below figure:
3 Where, the overall architecture of the system will be consists of 04 below sublayers: - Toll Lane System (the system at the toll island and toll booth) - Toll Office System (the system at the toll plaza) - Toll Center System (the system at the Central Management) - User Side Equipment (all equipments used by vehicle s owner) 2. Key Features & Customer Benefits End users Closed type toll collection system brings the faith to every vehicles on road, where the toll rate is calculated and based on vehicle classification and the distance that the vehicle had run on the expressway. The ticket uses IC card with high security and encryption, which conforms to EAL6 standard, all information could be encrypted, the unauthorized people cannot make the copy of data in the IC Card or use it with other purpose that not allowed. 3. Architecture/ Specifications The general architecture of Toll Collection System as below figure:
4 Where, the overall architecture of the system will be consists of 04 below sub-layers: - Toll Lane System (the system at the toll island and toll booth) - Toll Office System (the system at the toll plaza) - Toll Center System (the system at the Central Management) - User Side Equipment (all equipment used by vehicle s owner) The toll lane system as mentioned above, include all equipment, software at the toll island and tollbooth, controlled by the toll lane server (TLS) that manages and control all the lane functions and toll collection and management procedures, thus, all the data of transactions must be managed and controlled by this server independently. The LTL (lane traffic light) is a light with a red Stop and green Go signal, located at the vehicle departure side of the toll lane. The green Go is used for the case of the toll ticket has been issued at entry point or the toll fee has been paid at exit point. The CTL (canopy traffic light) is mounted on the toll canopy of the entrance of each toll lane, the function of it is to show the status of lane: closed or open to all drivers.
5 Automatic License Number Plate Recognition Camera (ANPR-CAM), connected to the TLS in the tollbooth, recognizes the license number of a vehicle connected. The best position is to take a shot of the license number plate properly whenever the vehicle stops for ticket handling or passing over the non-stop lane. Automatic Lane Barrier (ALB) The automatic barrier is used at the end of toll lane to control the Stop and Go of the vehicle, after the vehicle completely passed over, the barrier s arm is closed automatically. Toll Transaction Terminal (TTT) is used by toll collector for data input and professional services for collection of ticket, charging of toll fee, printing of receipts for driver, supervision of toll lane system, monitoring the toll island via video display of TTT. The toll transaction terminal s equipment and general diagram is shown as below, where all terminals are connected to the TLS over USB cable and ports, the video display terminal is connected via VGA cable. IC-Card Reader/Writer (ICCRW): a Sony RC-S380 reader/ writer with the capability of reading and writing the data on the Toll Ticket (Contactless IC
6 Card), this is connected to the TLS via USB cable. It creates the magnetic field on the surface to transmit the power to the IC card for establish the communication each other. The distance of reading from the toll ticket to the ICCRW is about 5mm, the working frequency is 13.56MHz with the bit rate of approximately 212 kbps and it can be reached to 424 kbps in passive mode. The main function of tollgate server is to store and controls access of data of vehicles passing tollgate, and transmit data to Toll Center System (TCS). The Toll Center System (TCS) is a united system with each Toll Office System (TOS). Main function of this system is listed below: - Operation and management for all of the Toll Lane System (TLS) and the Toll Office System (TOS) - Administration system for all toll collection works - Administration system for customer data (the toll ticket, the Commutation Ticket, the Prepaid Card and On-Board Unit (OBU) The TOS will be consisted of following entities, located in the toll center building:
7 In the Closed System, the toll ticket is used for calculation of toll due which is depend upon the vehicle classification and running distance that is calculated based on toll ticket information recorded at entry point. 4. Clients/ Partners The strategy partner is MHI (Mitsubishi Heavy Industry) from Japan with the nonstop toll collection technology by using Onboard Unit to interface with the antenna system on the toll island with DSRC 5.8Ghz Active technology. 5.
