Report Purpose: To seek Council's endorsement of actions intended to provide ongoing solid waste and recycling services at the new Coquitlam Transfer Station. Strategic Goal: This report supports the City's Strategic Goal to enhance sustainability of City services and infrastructure. Background: Metro Vancouver (MV) operates a recycling drop off depot as part of their Coquitlam Transfer Station (CTS) facility located on United Boulevard. In September 2015, the MV Board approved a recommendation to provide dedicated recycling services at MV transfer stations only when requested and funded by communities served by the transfer station. The three Tri-Cities municipalities requested MV to continue the operation of the CTS recycling depot and have funded the ongoing operational costs of the CTS recycling depot since January l, The current funding arrangement is based solely on Provincial census data, so Coquitlam contributes approximately 6l% of the total funding required, while Port Coquitlam and Port Moody contribute approximately 25% and 14%, respectively.
2 ' Page 2 March 6, 2018 " The existing CIS recycling depot accepts the widest range of recyclable materials of any local recycling depot, whether operated privately or by local government, and it is open to the public 363 days of the year. Discussion/Analysis: The land lease for the existing CTS site expires at the end of December 2019, and MV has designed and will shortly commence construction of a replacement Coquitlam Transfer Station on land MV owns on United Boulevard. MV has also designed a separate recycling depot for the new site, if the Tri-Cities municipalities are prepared to pay for the capital construction and annual operating costs of the new depot. MV staff presented information at an Open House meeting held in Coquitlam on February 15, 2018 regarding the new CTS facility and information related to the proposed recycling depot is included in Attachment A. The proposed recycling depot would continue to provide all of the recycling services that exist at their current location, but usability of the proposed depot will be greatly improved, including traffic circulation, which will effectively separate traffic to the recycling depot from vehicles travelling to the waste transfer station. Over the past three years, MV has collected data on the community of origin for materials delivered to the CTS recycling depot. Based on these customer surveys, Coquitlam residents represent approximately 71% of the users in the Tri-Cities, while the Provincial census data indicates Coquitlam's population represents approximately 61% of the population in the Tri-Cities. MV has recently proposed a cost distribution scenario for consideration by the Tri-Cities municipalities which would provide sufficient funding for the construction and operation of the proposed recycling depot. The funding formula incorporates the community of origin data with the Provincial census data on a 50/50 basis. Staff concurs with the proposed funding formula, as it accounts for the proportion of customers from each city that actually uses the facility and also recognizes the differences in overall populations. MV has requested a response from each of the Tri-Cities municipalities as to whether they support participating in the funding of a new recycling depot by March 31, File#: /000/ Doc #: V1
3 Page 3 March 6, 2018 From staff's perspective, the existing CIS recycling depot currently provides a reliable and convenient location for Coquitlam residents to meet a broad range of their recycling needs. Joint municipal funding ensures the services are provided in a cost-effective manner, and the operation of this facility is not dependent on the viability of any private operator. To ensure this high level of recycling services is maintained, and ultimately improved, staff recommends that Council supports the MV proposal to construct and operate a new CIS recycling depot, using the proposed funding formula. Metro Vancouver has also requested feedback on naming the proposed facility (see Attachment B, p. 3.)- Staff agrees with the intent to find a name indicating a broader service area, and would add "Central Fraser North" to the list of choices. However, as it is a Metro Vancouver facility, they should make the final decision. Financial Implications: The current operating costs for the existing CIS recycling depot are approximately $136,000 per year. The City's contribution towards these costs is approximately $82,000 per year and is provided through the Solid Waste Utility. The estimated costs to build and operate a new CTS recycling depot, and the proposed distribution of costs amongst the Tri-Cities municipalities, is included in Attachment B. The total annual expenditures for the new facility are estimated to be $295,000 per year, and the City's annual contribution towards these costs is estimated to be approximately $195,000 per year under the proposed funding formula. The Solid Waste Utility would continue to be the source of funding for a new CTS recycling depot. The increase in the City's costs to support the proposed recycling depot would be approximately $113,000 per year, which represents approximately 1.4% of the overall 2018 solid waste utility budget. The additional $113,000 may be covered through savings realized from the closure of the City's Mariner Recycling Depot and improved efficiencies gained by the operation of the new Town Centre depot. Further analysis on the costs and savings will be completed through 2018 and brought forward to Council with the City's 2018/2019 annual budget process. File#: /000/ Doc#: 2878l34.vl

This letter provides follow-up information from that meeting, and seeks confirmation from each municipality of funding support for the new transfer station recycling depot. Transfer Stations Update Development of the new Coquitlam Transfer Station Is well underway. Metro Vancouver has engaged Morrison Hershfieid/HDR to complete the detailed design & tender package. On November 7, 2017, Metro Vancouver submitted the Development Permit Application to the City of Coquitlam to initiate the approval process for this new facility. As you are aware, the Tri-Cities communities are funding the recycling depot at the existing Coquitlam Transfer Station as of the beginning of Similariy, the three North Shore communities are funding the recycling depot at the North Shore Transfer Station. The cost of the existing recycling depot at the Coquitlam Transfer Station is approximately $135,000 per year, with the cost apportioned between the three Tri-Cities communities on a population basis. Recycling Depot Cost Analysis On August 1,2017, Paul Henderson presented on the recycling depot to a Tri-Cities Council workshop. The estimated cost of the new depot In 2020 is $295,000 per year. A table showing a breakdown of costs for the new depot is included in Attachment 1. Costs are based on Recycle B.C. entering Into an agreement with Metro Vancouver for packaging and printed paper recycling similar to the agreement that is In place at the North Shore Transfer Station. Depot Use, Driving Times and Distances At the August 1 workshop there were some questions and requests for more information from Councillors on the relative use of the existing recycling depot by residents of the three Tri-Clties communities. Councillors also commented on the relative driving time and distance to the new depot for residents of each of the Tri-Cities communities. The following table shows weighted average driving time and distances for residents of each of the Tri-Citles communities to the new depot: Municipality Residents Proximity to the New Coquitlam Transfer Station Recycling Depot Weighted Average Driving Distance fkm) Weighted Average Driving Time (minutes) Coquitlam Port Coquitlam Port Moody The table shows that average driving times vary by a maximum of 6 minutes between the three communities with Port Moody residents having the longest average driving time of 27 minutes. Travel distances vary from 9.1 km to 11.2 kilometres. Customer Origin Survey Data Set and Recycling Depot Cost Distribution Scenarios For the last three years, Metro Vancouver has been conducting annual user surveys at Its transfer stations. The surveys Included a question on community of origin for material delivered to the recycling depot at the Coquitlam Transfer Station. At the September 28, 2017 meeting there was a suggestion that community of origin survey data be combined with population data to determine cost apportionment for the new depot. Attachment 2 shows the survey data for the last three years and a cost distribution scenario based on an equal weighting of population and survey data {averaged over the last three years of the survey). As shown In the attachment, under a 50/50 weighted scenario, Coquitlam's costs go up compared to an apportionment only based on population and Port Coquitlam and Port Moody's contributions are lower. Regional and Municipal Recycling Depots - Service Level and Cost Comparison We have also included data on municipal recycling depot costs and service levels {Attachment 3). There Is a significant benefit to operating a recycling depot in conjunction with a transfer station. As an example, the North Shore Recycling Depot, operated by the North Shore municipalities until the

Oty of Port Moody Coquitlam Transfer Station: Recycling Depot Cost Apportionment Page 3 of 4 end of 2016 and located across the street from the North Shore Transfer Station, had a total cost of more than $400,000 per year. In comparison, the cost of the new recycling depot beside the North Shore Transfer Station has an annual cost of approximately $150,000 with savings achieved through the sharing of common costs with the adjacent Transfer Station. Also, the extensive range of recyclable materials accepted at the existing transfer station recycling depot will also be accepted at the new recycling depot. Attachment 4 lists the materials accepted at the recycling depots at the Coquitlam Transfer Station, Coquitlam (Town Centre), New Westminster and Richmond. New Transfer Station Name Metro Vancouver staff have been using New Coqultlam Transfer Station as a working name for the new facility. The facility has not been officially named, and we see a benefit of choosing a name that recognizes that the facility serves a number of communities. We have identified some potential names for the new facility, and are seeking feedback from the Tri-Clties communities as to the most appropriate name. While our preference Is to avoid the use of the word "North" in the name to ensure that there is no confusion with the North Shore Transfer Station, we have provided a range of possibilities below for your consideration: Braid Street Brunette Brunette River Central Central Fraser Fraser Mills North Central Fraser North East Tri-Cities United Boulevard Our historical approach has been to add 'Transfer Station" following the name of the specific facility. 'Transfer Station" could be replaced by another term to more fully describe the facility's role. Examples include Waste Transfer and Recycling Facility or Recycling and Disposal Centre. Replacing 'Transfer Station" could provide more clarity on the purpose of the facility, but may also confuse users. Metro Vancouver is Interested In receiving feedback from the Tri-Cities communities on a name for the new facility. Please let us know your preference among the potential names listed above, or let us know if there is another name you prefer. Next Steps To ensure the transfer station development schedule is not impacted, we are seeking a response from each of the Tri-Clties municipalities as to whether they support participating in the funding of the new recycling depot by March 31,2018.
