1 Alconbury Weald: the story so far The development of Alconbury Weald is a 20 year project, which will be rolled out with a series of phased investments in new infrastructure on site and across the local area. These aim to: provide a sustainable new community at Alconbury Weald maximise the benefits of the development to local communities minimise the impacts it has on the local area and local people. Below is a map of the key elements of the overall development. The team is currently working on the first phase of the residential community and Enterprise Campus. It is expected that the first phase will last 4-5 years and include the delivery of: 880 homes 800,000 sq ft of commercial space The first of 3 primary schools on site A new shop, community facilities and play space. During the course of Phase 1, the new Southern Gateway Access which connects Alconbury Weald directly to Huntingdon via the A141 is expected to be delivered. This will work alongside the Boulevard Entrance as the main access points for the site, with the new residential entrance serving only a limited number of the initial housing. 2 The background As part of the development of the overall design, Urban&Civic worked with Stukeleys Parish Council to look at how we could design the first residential area in a way that discourages new residents from driving through the Stukeleys. This also provided an opportunity to address a wider issue, of people using the route as a shortcut to Huntingdon and beyond bypassing the Spittals Interchange. Local feedback has underlined how people feel the nature of the road disrupts and physically divides the centre of both villages: through the amount of traffic at key times; the noise and vibrations caused by heavier vehicles; and the speed at which some of them travel. Through the agreements attached to the planning permission for Alconbury Weald, Urban&Civic committed to fund improvement works to the Ermine Street route through the villages. This must be completed by the occupation of the 250th house at Alconbury Weald which is likely to be in the first half of The Ermine Street enhancements provide for up to 1 million of work in this phase, and will be followed by a second phase of investment in cycle and pedestrian links. The timetable and plans also link with investment to upgrade the A14, which will start work by the end of 2016 at the northern end of the scheme. Over the last 18 months, we have been working with the Stukeleys Traffic Group and the County and District Council transport teams on an approach that meets the aspirations and needs of the local community, and meets the technical tests and safety requirements of the County Council. The approach also needs to ensure the vehicles that need to use the road including emergency services, buses and waste collection can continue to do so. These events are to show the proposals that have been developed so far. 3 Principles The aim of the proposed scheme is to reduce the number of vehicles on Ermine Street passing through the Stukeleys, and to control any increase along this route as a result of the new development. It was agreed that the best way to take this forward was not through traditional traffic calming of chicanes and ramps, but to give the road a more rural feel: slowing traffic and downgrading the current importance of this route, to encourage vehicles to use the A1 and newly upgraded A14 routes for longer journeys and the old A14 route (soon to be renamed the A1307) to Huntingdon. This should in turn improve conditions within the villages for the residents, as well as for pedestrians and cyclists. Proposed measures to achieve this include: narrowing the width of the Ermine Street carriageway filling in the bus laybys: to further narrow the carriageway and reduce any delay to bus services changing the priority of key junctions through the village: to reduce the capacity for through traffic, whilst improving access for residents reducing the Ermine Street speed limit between Alconbury Weald and Little Stukeley to 40mph reducing the existing 40mph speed limit at the south end of Great Stukeley to 30mph, to match the speed limit in the rest of the village. The following displays set out the detailed proposals. 8 Future aspirations As part of the future aspirations for reinforcing non-vehicle ways of getting about, Urban&Civic is committed to a second phase of investment that will improve conditions along Ermine Street for pedestrians and cyclists. The proposals will: widen some existing footways to 2.5 metres, to provide dedicated space for cyclists and pedestrians fill in the gaps where there is currently no footway/cycleway to provide a continuous route through the Stukeleys between Huntingdon and Alconbury Weald provide new controlled crossing points for cyclists and pedestrians. These proposals have been developed alongside the proposals shown here, but would be delivered in a second phase of work. This phasing will also enable us to monitor the effectiveness of the initial work, review it with the upgraded A14 and use of the old A14 as a local route and ensure a joined up approach with further cycle and pedestrian routes being delivered on site and across the local area. We anticipate that this work will take place 2019/20. Alongside this work, the connection of Alconbury Weald to Huntingdon via the Southern Gateway will provide the most effective and efficient way for new residents to get to Huntingdon. This will also provide the key bus and cycle connection between the new site and the Town, as well as develop in future into a transport link for the new rail station and Guided Busway connection. the connection of Alconbury Weald to Huntingdon via the Southern Gateway will provide the most effective and efficient way for new residents to get to Huntingdon.
9 Timeline and delivery The proposals outlined on these boards would require extensive work but have the potential to make a lasting benefit by returning a more rural feel to the villages. As part of this consultation, we are also seeking views on how best to programme the work. Some operational options include: shorter days (eg hours between ) that avoid rush hour traffic, but would mean the work lasts for longer longer days (eg hours between ) which mean the works can be completed more quickly rolling or flexible works, which might enable teams to work in more than one location. A potential timetable of the works is set out on the right.
