2 Joint Venture Agreement: Snapshot Joint Venture signed between Government of Rajasthan (GoR) and IL&FS Energy Development Company Limited (IEDCL) to form a 50:50 JV in the name of Saurya Urja Company of Rajasthan Limited (SURAJ) on October 28, Company Incorporated on April 07, Mandate to develop 5000 MW of Solar Parks in Rajasthan. Main Purpose: Provide land to Developers of Solar Power Producers, Implement Infrastructure Facilities in Solar Park, Facilitate CTU and/or STU connectivity, Carry out O&M of the Solar Park Board of Directors: Three (3) from GoR and Three (3) from IEDCL and Two (2) Independent Directors. 2
3 1000 MW Bhadla III Solar Park: The Company & Management Saurya Urja Company of Rajasthan Limited (SURAJ) Management SURAJ is promoted jointly by Government of Rajasthan and IL&FS Energy, the IL&FS Group s energy arm. IL&FS is a pioneer infrastructure developer in the country cutting across sectors like Roads, Power, Water, Ports, Tourism, SEZs, Industrial Parks and sectors like Education and Skill development. SURAJ a 50:50 Joint Venture Company of Govt. of Rajasthan and IL&FS Energy and is mandated to develop Solar Parks of 5000 MW capacity in the state of Rajasthan. Bhadla III 1000 MW Solar Power Park is the first in series of the solar parks to be developed by the company. 5 LHS 500 MW (Progress) At recently concluded reverse auction conducted by SECI on May 11, 2017, M/s Acme Solar Holdings Pvt. Ltd. was awarded 200 MW capacity at Rs per kwh and M/s SBG Cleantech One Ltd. was awarded 300 MW capacity at Rs per kwh As per current schedule, Saurya Urja would achieve substantial completion of all the infrastructure for LHS by December, The above delivery schedule would enable the Solar Project Developers (SPDs) to complete the project ahead of their committed schedule under the PPA. 5

22 1000 MW Bhadla III Solar Park: Local Area Development (LAD) LAD Studies & Strategy Study conducted to assess/understand the needs of the local community and the impact of development of solar park in the area. Following are the key areas of interest to the locals: Alternative Livelihood Education Infrastructure Village Infrastructure Water Availability Health Services Access to Government Programs LAD Action Plan Saurya Urja in partnership with the SPDs shall ensure the following for the locals under CSR activities: Upgradation of the Infrastructure around the solar park. Water availability & Health Services. Training & Development of the Locals in the relevant skill sets of that of the Solar Plants/Parks. Imperative to address the interests of the local population for active community participation in the development of the solar park. 22

Source : Bodana Weather Station Weather Monitoring System (Pyranometer, Pyrheliometer, Sensors for: Module Surface Temperature Measurement, Ambient Temperature Measurement, Wind Speed Measurement, Wind Direction Measurement, Soiling Monitoring Station) Installed at the Solar Park since June 14, Custom Reports as per the Requirements. Currently 1 No. WMS + 1 No. Soil Monitoring Station is Installed at Site To cover the whole Solar Park 2 Nos. more WMS are envisaged to be installed. Remote Monitoring Accessibility to Live Data for Successful Bidders. 27
28 Mandatory Additional Facilities Forecasting & Scheduling 1 Concept As per CERC Procedure for implementation of the framework on Forecasting, scheduling and imbalance handling for renewable energy (re) generating stations Including power parks based on wind and solar at Inter state level dated March 03, 2017: Clause 7.2 of Clause 7 (Connectivity) states that: The SPPD shall act as the nodal and accountable entity at the connection point. SPPD shall be responsible for sending the SCADA data to the RLDC and to the Renewable Energy Management Centre (REMC). Saurya Urja being the SPPD for Bhadla III shall undertake the responsibility for Forecasting & Scheduling as per the provisions of the CERC Procedure dated March 03,
29 Mandatory Additional Facilities Forecasting & Scheduling 2 Feature Forecasting & Scheduling Relationship Current Scenario Benefits Details Forecasting & Scheduling at Park (500 MW) level using latest analytical models includes real time data from weather stations, coordination with SLDC/RLDC. Saurya Urja shall facilitate Forecasting & Scheduling for the entire 500 MW fed to CTU SPD shall be responsible for sharing data required on 15 Mins basis and appropriate annual charges. SPD shall be responsible for the Deviation Settlement Mechanism (DSM) and penalties if any. CERC already issued order mandating solar projects to do Forecasting & Scheduling. Provision of Penalties for deviation beyond +/ 15% variation. Deviation from schedule (actual vs scheduled generation) to be minimized resulting in low deviation charges/penalty due to aggregation at the overall level Cost Advantages due to Economies of Scale of operation Charges Commercial Model & Customer Term Sheets to be Shared in Due Course. 29
30 Mandatory Additional Facilities Alternate Module Cleaning 1 Concept Availability of water supply in the solar park not sufficient for efficient cleaning of solar panels by water manually. Adequate water supply will always be a constraint in the desert region. This will lead to higher soiling losses in the solar plant, less efficient plants means loss of revenue. Hence, alternate cleaning technologies need to be explored which provides efficient automated cleaning without the dependency on water. 30
31 Mandatory Additional Facilities Alternate Module Cleaning 2 Feature Water Less Module Cleaning Relationship Details Water Less Module Cleaning provides high efficiency by rail mounted, self cleaning robots with specialized brushes for cleaning the surface. Saurya Urja would provide water cleaning service across the park as integrated service provider SPD shall be responsible for fulfilling of the installing appropriate panel mounting structures and sharing layout Benefits Maximise revenue generation Benefit from economies of scale Remote management monitor, manage, reporting and optimize performance Protection of AR Coating Immediate recovery post dust storm Next Steps To be implemented on a park wide basis for maximum benefits. 36 Optional Solar Park Facilities Master Control Center 1 CEA Regulation on Connectivity Draft Regulations applicable for solar projects connected after 6 months of CEA final regulations. Introduction of LVRT for solar generators Generators to continue generating active power proportion to rated voltage during system voltage dips up to 15% for 300 ms till it reaches 85% between 300 ms to 3 sec. Maximise reactive power till voltage starts recovering till 300 ms. Over Voltage Min time (sec) Introduction of HVRT for solar generators Generators to remain connected under high voltage scenario 1.3<V <V V<1.1 Indefinitely Introduction of Frequency range for solar projects to respond For frequency variation <0.3 Hz generator response (addl. real power) proportional to frequency deviation For frequency variation >0.3 Hz generator required to provide immediate real power frequency response of 10% of maximum active power capacity within 1 sec. In case Energy storage systems used, during frequency below 49.7 Hz, generator frequency response to act within 1 sec and to be maintained at least 10 min. Further, ramp rate control tolerance to be ±10% 36
37 Optional Solar Park Facilities Master Control Center 2 CEA Regulation on Connectivity Draft Introduction of voltage regulation services Generator to have a continuously variable, continuously acting, closed loop control Voltage Regulation System (VRS) like AVR VRS set point should be adjustable in a range prescribed by SERC and by SLDC via SCADA VRS controller strategy to be based on Proportional plus Integral control actions with parallel reactive droop compensation VRS to be calibrated such that change in reactive power will achieve 95% of its final value no later than 1 sec with step change in voltage VRS to be in service as long as generator connected to grid irrespective of MW output including Nil generation VRS dead band not to exceed ±0.1% Review of harmonics limits Limits of voltage/current harmonics, point of harmonics measurement, method of harmonics measurement to be in accordance with IEEE standards Measuring & metering of harmonics shall be a continuous process with permanent meters complying to IEC class A capable of detecting direction of harmonics Measurement of power quality parameters voltage sag, swell, disruptions to be done every month 37
38 Optional Solar Park Facilities Master Control Center 3 Concept Utilities to approve connectivity only pursuant to compliance to CEA Regulations The concept is to have all the control & monitoring stations at one central location. Monitoring and Control Work Stations shall be provided to individual SPDs in one central location having all the feeds from the solar park (Eg. Weather Data, Battery Storage Control, Forecasting & Scheduling and Interface with SLDC/RLDC) This helps in smooth interface management of the solar plants and as well as with Grid (STU/CTU), SLDC/RLDC. 38
39 Optional Solar Park Facilities Master Control Center 4 Feature Master Control Center (MCC) Relationship Intended Benefits Next Steps Details MCC would be compatible with CEA Guidelines of Technical Standards for Connectivity to the Grid Regulations, 2007 and its amendments and subsequent modifications. Saurya Urja shall facilitate the technology selection, vendor arrangement/management, implementation and maintenance on the site at Master Control Center. SPD shall be responsible for initial upfront charges and fulfilling the installation requirements. Monitoring & Controlling of all plant SCADA from one location regulation of Inverter Generation to maintain Load Generationbalance aspertherequirementsofregulator/rldc/sldc. SPDs do not have to interface with Regulators/RLDC/SLDC directly. Capex & Opex Savings and faster commissioning as Cost of Control Room and SCADA to SPDs eliminated. Integrated yet scalable system. Single point management and single Database. Saurya Urja would carry out the above work provided all SPDs express interest. Charges to be intimated separately. 39
