1 TOWN HALL ANG MO KIO-HOUGANG 9 SEP 2012 FEEDBACK UPDATE S/N FEEDBACK IN BRIEF LEADING ORGANISATION FOLLOW-UP ACTION Amenities/ Facilities 1 Previous appeal to add a gate at the staircase infront of his flat is rejected. Upon confirmation of the feasibility, the lessee has installed a gate at the staircase in front of the flat. 2 Request to replace current doors to fire resistant doors. 3 BLK 660 carpark entrance is long way in and inconvenient. 4 Enquire whether need to carry out internal water proofing for their unit as it was previously done 5 years ago. Housing & Development Board HDB has advised the lessee that he may engage a Renovation Contractor (RC) to replace his current doors with fire resistant doors. HDB has provided a list of RC to the lessee. HDB has explained to the lessee that the entrance / exit points can only be provided at Hougang Avenue 8 and Avenue 9 due to site constrains and the orientation of the layout of the blocks. HDB has informed the lessee that there is no necessity to repair the internal water proofing unless there is feedback of ceiling leak from his lower floor neighbour.

2 5 Suggest a new swimming pool in Hougang Ave 8 estate as the current one does not have adequate pools 6 Request additional lightings along Hougang Swimming Complex to Blk 607 walkway which is dark. 7 Request for wet market and hawker centers in Buangkok Crescent area. 8 Suggest to re-install the AXS machine back at the Festival market which was previously removed. 9 Suggest to install additional RC notice boards at every lift lobby. 10 Request a bicycle track for cyclists to travel from Ang Mo Kio Interchange to Hougang to prevent accidents. 11 Suggest to install bollards at bus stops along Hougang Ave 8 Citizens' Consultative Committee Citizens' Consultative Committee will explore with the relevant agencies on the suggestion. There are currently 5 cycling towns (Tampines, Pasir Ris, Taman Jurong, Sembawang and Yishun) in Singapore which allows cyclists to cycle to the nearest transportation node and 2 more towns have been identified (Bedok and Changi-Simei) which will be ready by We will consider expanding to more towns thereafter. Meanwhile, the LTA will also be producing an Intra-Town Cycling handbook as a reference for good cycling etiquette and to share safety tips for cyclists as public education is the key to shape motorists and cyclists behaviour. There are already ongoing plans to provide safety bollards to all bus stops on Singapore. As such installation comes in phases, it will be a matter of time before the bollards at the requested bus stop will be installed.

3 12 Suggest to have direct bus service from Buangkok Green to Potong Pasir 13 Request to have more bus services from Bugangkok Green to BuangKok and to Serangoon Centra MRT Station(Instead of one Bus Service, No 43) Singapore adopts a hub-and-spoke model for its transportation planning comprising of the LRT, MRT and buses. A direct bus service may not be feasible to connect a point to every point. In this instance, there are existing buses for commuters to transfer (bus to bus / bus to train) to their destination. Furthermore, our transporation fare is also based on distance fare where commuters are paying for the distance they travelled. LTA's Public Transport Monitoring Division will continue to monitor the frequencies of buses to ensure that buses arrive within its frequencies where commuters are able to plan their journey accordingly. 4 14 Request to improve the bus service 43 frequency during peak hours. Land Transport Authority Sometimes, frequencies are affected due to the traffic condition, weather and accidents. However, this should not always be the case as buses are expected to follow within their allocated frequency. Matter has been brought up to the attention of the Public Transport Monitoring Division where the Bus Operators will be asked to review and improved on its frequencies. If possible, commuters are also encouraged to provide the date, time and bus stop location to further allow us to have a detailed study. 15 The 2-way Tamarind Road where there are two childcare centers is very dangerous. Suggest to convert into a 1-way road. 16 Request for a U-turn at Hougang One service road exit. And also to replace the current cone to something more obvious for the drivers. The conversion from existing 2 way road to a one way may not be acceptable to some residents as they may have to take a longer route to reach their house. We would liaise with the child care centre to ensure that their clients exercise caution when fetching thier children from the centre. Would conitnue to monitor the situation and increase enforcement action if found necessary A new u-turn facility have already been provided just after the road bend along Hougang Street 91 for motorists to do a u-turn. The cone would be replaced with a more visible 'element' to alert the motorists of the island

5 17 Request to re-implement some of the bus services in Hougang which have been removed previously. 18 Request for more bus service / increase frequency during peak hours from BlK 671 estate to MRT station. With the ongoing Bus Service Enhancement Program (BSEP), there is a committee which is working closely with the LTA to improve bus services within every constituency. All this will be taken into consideration during the committee discussion. Matter have been brought up to the attention of the Public Transport Monitoring Division to monitor on the frequency of the bus services to the MRT. Bus Operators will be alerted to improve on its frequency if it is below its frequency. If possible, commuters are also encouraged to provide the date, time and bus stop location to further allow us to have a detailed study Request for bus service to city area. Request bus services to end later than MRT. With the ongoing Bus Service Enhancement Program (BSEP), there is a committee which is working closely with the LTA to improve bus services within every constituency. This request will be taken into consideration in our palnning. Most intra-town bus services ends later than the MRT. During major events, bus services and trains will extend its operating hours to cater to the needs of the commuters. Commuters are encouraged to share any specific bus service which they are referring to so as to allow the Bus Operator to look into the request.

6 21 Bus Service 72 is often crowded during peak hours and inconvenience the residents working in the industrial areas. 22 Request for a water point to be installed at BlK 648A communal hall. 23 Suggest a ramp between Blk 648 to BlK 648A communal hall for residents' convenient access to the communal hall 24 Feedback that fencing at BlK 648A cuts onto the footpath and it cause inconvenience to residents passing by. 25 Suggest to install emergency lights at BlK 959 staircase. Resident actually request for "water cooler" so that residents can drink cold water after their exercise in the park. Need to further consider its feasibility because it will be subject to vandalism Resident request the existing staircase to be converted to a ramp. As the the staircase only has 3 steps, it will be a very steep ramp and hence it is not feasible. We have informed Mr Tay that the wheelchair bound residents can still use the footpath at the gable end which is gradually sloping downwards to the community hall The current footpath is 1.8m wide and is more than the minimum requirement of 1.5m Town Council currently working with HDB on its implementation 26 Blk 603 Covered walkway roof is leaking. The covered walkway roof has been repaired by Town Council

7 27 Enquire whether there are any plans to install IPPT facilities at precinct in Hougang Ave 4. Currently there are 2 IPPT stations at Ci Yuan Green Park and Blk 616 Punggol South Park. Town Council can consider using CIPC fund to construct another 2 more. 28 Suggest to do quality check to assess the feasibility and effectiveness of the facilities after installation. 29 Feedback that the sheltered playgound at BlK 973 void deck is a good concept however the lights are quite dim during the daytime. Hope to see more of such sheltered playground in the future. 30 Request lights to be installed in front of the door for all corridor end units. 31 Request bollard to be install near the motorcycle parking at BLK 648 to avoid trucks from hitting the motorcycle. 32 Request for IPPT facilities in Buangkok Crescent area. 33 Request a covered walkway from BlK 636 to the bus stop. Ang Mo Kio Town Council Town Council has compiled a list of poorly designed facilities in other estates and briefed our project managers and consultants. We will also gather feedback from residents/rc after installation Town Council has explained to resident that indoor playground is not feasible due to fire safety reasons. But under our masterplan, there will be void deck gyms coming up. Town Council has made arrangement to shift one of the light nearer to the resident unit. As for the rest of the units, we are not installing at the moment as some residents may not like the light to shine into their flat Town Council has made arrangement to install bollards. Inaddition we also informed the waster collector Sembwaste to remind their truck drivers to be more careful when reversing their trucks. Town Council will consider using CIPC funds to install more IPPT equipment Under Town Council's NRP, the covered linkway has been planned.

8 34 BLK 531 staircase corridor lights have been blinking. 35 Request more sports facilities around BlK 606 for young people such as a hardcourt for BMX riders. Cleanliness/ General Maintenance 36 Distributing of flyers at BlK 641. It might lead to safety issues when residents are not at home. 37 Suggest the distribution of flyers to be centralised and scheduled once a week instead of ad-hoc basis. 38 Suggest that Singpost should not put flyers in residents' letterbox 39 Flyers are flooding the letterbox. Requesting for something to be done to resolve this. 40 Water seepage at the bedroom toilet at BlK 648 persisted even after concealer is applied. 41 Ceiling leakage at kitchen and kitchen toilet at BlK Lift door glass panel at BLK 985A dirty and stained. Citizens' Consultative Committee Housing & Development Board The lights have been rectified by Town Council This may create noise nuisance to the residents. Town Council may consider install such facilities at the hardcourt next to Blk 662 Bincompound which is quite far away from the blocks. Comment has been noted. Citizens' Consultative Committee will look into the comment. Citizens' Consultative Committee will do an evaluation. Citizens' Consultative Committee will advise Singpost to consider this feedback. Citizens' Consultative Committee will investigate with the Residents' Committee. Ang Mo Kio Town Council has inspected the flat on 8 Oct It was revealed that the water seepage stems from a gap in the lessee's window frame. The lessee has been advised accordingly. HDB has inspected the flat and noticed only paint works peeling off. No leakage was detected at the point of inspection. HDB will work with the lessee to find a feasible solution, should the lessee inform us of a leakage in the future. Town council has polished the lift panels

9 43 44 BlK 648 is very dirty. BlK 648 lift is very warm. The conservancy contractor has been instructed to step up their cleaning at this block Town Council met up with HDB's enginner and we will reprogramme the lift fan and also paint the external lift shaft with "relective paint" 45 What is the water tank washing frequency for BlK Damaged grass patch and dirty ground at BLK 648 during festival every year. 47 Request CCTV at BLK 648 to capture culprits who litter the area during midnight. 48 Corridor obstruction, cluttering of flowerpots at BlK What is the corridor cleaning schedule for BlK Request Town Council to install hooks for National Day flags. 51 Request a common designated area for incense burning at Blk Residents gather at benches at BlK 962 drop off point talking loudly and disturb the neighbourhood. 53 There is an increase of irresponsible pet owners who did not clean up their pets waste. 54 The PUB canal along Ximin Secondary school to bus stop is very dirty. Ang Mo Kio Town Council Washing of water tank is done once a year and this is mandatory under PUB's regulation. Town Council have advised the resident to install a small filter at his tap. It is possible that his tap is corroded Town Council has patched up and cemented part of the turf area. Town Council currently exploring the vicinity to install mobile CCTV. Town Council are currently serving notices and taking enforcement at all blocks Town Council has stepped up the cleaning at this block Town Council has installed the hooks. Town Council will be visiting Taoist Association to seek advise on the burning of joss papers. Town Council will monitor the noise level before we remove the bench. The bench was installed there so that elderly residents can sit there while waiting for their grandchildren Town Council will send out advisories to residents Town Council already informed PUB to step up their cleaning frequency

10 55 Dripping laundry at BlK 603 Town Council has advised the residents living at the upper floors to wring dry their laundry before hanging out to dry 56 Feedback that the lift lobby is always dirty. Town Council will step up the cleaning and tighten our supervision on the cleaners 57 Feedback about the dried leaves and dog poo Town Council will step up the cleaning and issue in the park near BLK Feedback about high rise littering of waste food at BLK There is a big drain gap at BlK 659 near the footpath area. Enforcement 60 Loanshark activities at BlK 641 have not declined since Increase of reckless cyclists along Hougang Street 92 to Hougang Ave 8. tighten our supervision on the cleaners Town Council will serve joint advisories with NEA to advise residents to refrain from throwing litters Town Council already covered up. Hougang NPC will continue to monitor Blk 641 for spikes in loanshark activities and step up Police patrol. Hougang NPC has notified TP Div to request for enforcement action against errant cyclist. We have also sought LTA s assistance to consider erecting warning signs to remind cyclists to be considerate and careful while cycling. Noise Pollution 68 Noise caused by stationary vehicles leaving their engines running. 69 Noise from Xinmin Secondary school on weekdays after 2.30pm. 70 The compressor at Hougang One is making a lot of noise. 71 High noise level at BlK 648A Communal Hall during functions. 72 Drinking and noise pollution at night along Street 92 to Hougang Ave Noise of dog barking from BlK 960 Others National Environment Agency Citizens' Consultative Committee Ang Mo Kio Town Council Singapore Police Force Housing & Development Board Comments have been noted and suggestions from residents will be considered and implement if it is feasible Pollution Control Department will look into the matter should the problem persist. Citizens' Consultative Committee will feedback to the school. Citizens' Consultative Committee will advise the Hougang One management. Town Council will advise the residents to control the noise level when they use the void decks and communal hall Hougang NPC will step up patrol to look out for and deter anti-social behaviour in the area. HDB has inspected Apt Blk 960 Hougang Avenue 9 # and found one dog of an approved breed. HDB has advised the lessee to control the dog from making noise nuisance which will affect the neighbours.

12 74 Enquire about the number of dogs permitted in a HDB flat? 75 Enquire about the possibility of LUP for blocks with only 8 units. 76 Lack of harmonious living among neighbours in Singapore. 77 Suggest organising some activities to bond the foreigners with Singaporeans for a more harmonious living. 78 Suggest for an identity for the estate in Ang Mo Kio-Hougang Division 79 Suggest PR to attend a course to better understand Singapore culture before citizenship is granted. 80 Feedback that Hougang United Football Club creates opportunity for community bonding. Suggest to work together so promote the activities. Housing & Development Board Citizens' Consultative Committee HDB allows one dog of an approved breed to be kept in an HDB flat. The approved breeds are small dogs which are generally more manageable. Any flat owner who keeps an unapproved dog breed or has more than one dog on the premises shall be considered guilty of having breached the HDB regulation regarding pets and will be liable for conviction that can amount to a fine of up to a maximum of S$4,000. HDB is continuously trying its best to extend the LUP to as many blocks as possible. At the same time, despite HDB's best efforts, there will still be some blocks for which the LUP could not be offered due to the high costs involved.
