8 FinAnswer Express (Lighting): Major Renovation/New Construction Interior Lighting Pay For Savings, incentive is $0.08/kWh saved (no list of prescriptive fixture) No caps on incentive Post Purchase Application (No-Change) Must save 10% over Lighting Power Density, baseline is WA St. Energy Code Exterior Lighting (new fixtures) All prescriptive based on fixture count Induction Lighting: $125/fixture (all wattages) LED Outdoor Area and Roadway: $100/fixture (all wattages) LED (Exterior) Parking Garage: $100/fixture (all wattages) Interior is above Lighting Controls: $75/sensor for Integral occupancy sensor (motion sensor) on linear fluorescent, induction, or LED fixture.

You have until Jan. 31, 2013 for 2012 completion date (typically invoice date) to submit post-purchase application process and all paperwork. 10 FinAnswer Express: Retrofit Lighting Projects (2012) Lighting Retrofit & Custom Incentive Projects Receive up to 60% 70% of total project cost Minimum of 1-year payback (cap) Pre-purchase approval required (no-change in process) Custom incentives available for other types of equipment ($ 0.10/kWh saved) NEW: Pay for per Lamp incentive structure. Paid on what is installed, baseline does not have to be a specific technology. Must show energy savings over existing. 11 New Incentives for Lighting Retrofits Reduction in incentive for standard T8 equipment: $3/lamp and $0.00 on July 14, Premium T8 (i.e. CEE listed High Performance T8) incentive is $7/lamp Any ballast factor combinations now Both lamp and ballast must be on Consortium of Energy Efficiency lists. Delamping incentive $21 per lamp removed ($42 for 4 to 2 lamp upgrades) High Bay fixtures: $20/lamp (for T5 or T8 fixtures) Note: Must replace T12 HO or any HID baseline fixture Must be High Bay designed fixtures. Induction: $125/fixture (all wattages, new fixture only) LED/SSL incentives: $10/lamp integral screw-in, $10/fixture recessed downlight $100/fixture for high/low bay, exterior outdoor area, parking garage, or street lights And more!

12 New Incentives Lighting Retrofit (Controls) Controls: $75/sensor for Integral, PIR, Dual Tech, or daylighting types Advanced Daylighting: $150 per zone (1 daylight sensor and 1 occupancy sensor (or combined sensor)) Connected to dimming ballast Dimming Ballast: Continuous, stepped, or Bi-level: $15/ballast Must be controlled by qualifying occupancy or daylighting control device. Ballast incentive $ is in-addition to the control incentive (and lighting fixture incentive). Must be able to dim to less than 50% fixtures wattage.

13 Premium Delamp Incentive Mutually exclusive incentive (not combined with per lamp incentive) $21 per lamp removed (4 fixtures only) Can be 4 to 3 lamps ($21 per fixture) Can be 4 to 2 lamps ($42 per fixture) Options could include 25, 28, or 32 Watt Premium T8s Must be CEE Qualified (lamp & Ballast) (Premium/High Performance) Hint: Look at ballast factor selection to optimize space needs with 2 lamps combination for highest incentives

16 Consortium for Energy Efficiency (CEE) High Performance/Premium T8 Incentives (only for T8 incentives/technology) Been around for years (10+ years) Lists all the ballast and lamps (individually) that are prequalified for higher Pacific Power s incentive listings (High Bay and Premium per lamp incentives) 1000 s of product listings for all fixture types and wattages Recommend Ally identify the brands and models to be your default sales products, there are so many options Links to lists are in new Lighting Tool (for latest updates) On the Fixture Legend tab

17 Consortium for Energy Efficiency (CEE) Validations of Premium Incentives (Processing): Ally should list the ballast and lamps used for that project <enter model number and manufactures name> in a communication to EEA Coordinator or directly in the lighting tool (note section) on each project. Note included in final file. And, listed on invoices the products purchased (make/models) If multiple series of ballasts are used, provide the main manufacture/ model series that is primarily used to the Project Coordinator with statement saying others in same series are used (if not on invoices). Inspector will check lamp and ballast numbers and put note in file of what was installed compared to ally proposed manufacturer make/model

18 LED Policy Great News, much easier pre-qualification path: Incentive is pre-qualified for any listed product ENERGY STAR listed lamp/fixture DesignLights Consortium listed fixture If not on above 2, check Lighting Design Lab regional list (Energy Star requirements, but not yet listed on Energy Star/DLC list) If not on any, manufactures can apply with Lighting Design Lab while waiting for Energy Star or DLC listing recommend the ally request manufacturers to get listed and apply to LDL. Note: If product is not listed (or never will be listed) above (policy required for all general illumination lighting projects), then those specific LED items do not get incentives. Owner can still install them (if they want them), just not under the Pacific Power incentive program.

19 LED Policy: Processing Attach cut sheet of LED product used with application or closeout file (hopefully w/dlc or Energy Star on it) Attach the page showing that fixture is on the ENERGY STAR, DLC, or LDL list. All other project eligibility requirements still apply for incentive (not just LED qualified products). Applies to Interior and Exterior General Lighting types. LED for message signs, channel letters, Refrigerated Cases, Marquee cabinet signs are not classified as general illuminance (lighting for people spaces) and do not have to be on these qualification lists. These items are not part of the lighting calculator.

23 FinAnswer Express Tariff 115 NON-Lighting/New Construction (Lighting) New Incentives Effective Date is February 24, 2012 Invoice Date will determine which incentive amount applies Invoices prior to Feb. 24, 2012, receive old incentive (if previously listed) Invoices on or after Feb. 24, 2012 are eligible for the new incentives (if listed under new program) Application documents and date signed do not determine incentive offering (on post purchase eligible incentives). Be Careful: New incentive categories not present prior to Feb. 24, 2012 and if invoice is prior to this date, are not eligible for incentive!

24 FinAnswer Express Tariff 115 Lighting (Retrofit) New Incentives Effective Date is February 24, 2012 Any project in construction or completed is under original valid Incentive Agreement (signed) and it s incentives are values prior to Feb. 24, 2012 rules (kept under old lighting tool) Any project requested (new application) for Incentive Agreement (IA) is under new incentive rules/values (on or after Feb. 24, 2012) Projects with Signed Incentive Agreement documents are under the incentive program based on the date listed on that document. Any Incentive Agreement document not signed by owner can be re-issued under the New Incentive levels. Talk to your Project Coordinator on individual projects you have questions on or for your specific situation.

26 FinAnswer Express: Lighting Process Call William or Lori First! Retrofit Incentive Agreement must be signed before ordering equipment (retrofit and custom). New Construction/Major Renovation: is Post-Purchase application, but recommend checking with William Gatchel to estimate and qualify incentive before installation (so no surprises). You can request an Incentive Agreement if you like 26

27 FinAnswer Express: Lighting Process We send the Incentive Agreement through the ally for a reason. It gives you more face time and credibility with your customer AND it speeds up the signature process. CRITICAL: The signed agreement must be returned to my office within 45 days (or it expires)! Project must be completed and verified by completion date on agreement. We can amend terms before completion date. Notify coordinator if more time is needed (BEFORE expiration). 27

28 FinAnswer Express: Lighting Process No equipment should be ordered until the agreement is in place. Invoices dated prior to agreement date may disqualify the project (or portion thereof). Please coordinate with our office EARLY so we can help you through the process. Any custom fixture (not listed on the pull-down menu) requires a cut sheet (sent in with lighting tool) with particular attention to the LED approval lists and procedure. 28

29 Trade Allies should Consider Other Selling Benefits for Lighting Upgrades Not in our calculations (lighting tool) for Payback or $ savings: Maintenance cost savings (longer life of products) Return on Investment (%) maybe a better selling value Life-Cycle Cost benefit/analysis is ultimately the best analysis Productivity improvements Lighting energy costs ($1/SF per year for office space) People costs (some studies indicates >$100/SF) Often difficult to quantify but minor gains are significant Increased safety (access limitations, over-equipment, etc.) Some Owners just want the GREEN benefits.

30 Focus for 2012 (Lighting): T12 Retrofits Standard T8 incentives are gone on July 14, Pick up Flyers! Afterwards, only Premium (high performance) T8 upgrades (CEE listed) will be available; but are much better anyway, so install now exclusively!!! DELAMP: 4 to 2 and 3 to 2 fixtures using reflector kits and high performance lens kits. You have ballast factor flexibility on Premium T8 s T5 s are options Controls 30 Significantly higher incentives now for controls (worth looking at). Don t forget, include your labor for start-up High Bays fixtures (don t forget program start ballasts ) Offices (design as if new construction applied to those spaces, good practice) Warehouse (pre-purchase with fixture mounts from factory)

35 Innovation Award Recessed LED LED Troffer A 59 watt 2x2 LED deep recessed lensed troffer for vertical and horizontal illumination producing 3549 lumens at 62 lpw and 80 CRI. How does this compare to a standard 2X2 (fluorescent)? A 62 watt 2x2 standard lensed troffer for vertical and horizontal illumination producing 5400 lumens at 87 lpw and 80+ CRI. Source: Lightolier

36 Less than 10 watt LED s Small watts = REAL SAVINGS!! 40W Incandescent lamps in hotel wall sconces were replaced with 7W installed cost of $25 each. With incentive, payback was 1 year and $612 per year energy savings! 75W MR16 lamps in fast food restaurant were replaced with 9W installed cost of $35 each. With incentive, payback was 1.4 years and $893 per year energy savings! (Not to mention HVAC savings) Source: UniverLED & RPI

These fixtures are in a tunnel where safety is the main issue.does the customer want these lights to only last 25,000 hours? These fixtures are outside of a bank with walk-up ATM.does the customer care if these light levels drop 30% in the first year? Source: aledlights

39 LED Incentives (Retrofits) Prescriptive incentives $10 for interior incentives, $100 for exterior/high bay fixtures. Others custom $0.10/kWh saved (per lighting tool) Must be DLC/Energy Star or Lighting Design Lab listed products Must meet Incentive Agreement and program qualifications for project approval. Must meet electrical safety clauses. Cut sheet of product required with incentive application file. Recommend you stick to New Fixtures, PAR lamps, Exterior, and trusted manufactures/makes/models. Still a lot of hype and risky products. Recessed Can/down-lights have higher fixture efficiencies than CFL versions. Always look for alternative technology (or incumbent technology) for life-cycle cost-effective proposals for customer.example: T8 lamps that are 60,000 hours now, what do those cost compared to an LED lamp/fixture?

40 Controlled stairwell fixtures for energy savings: Occupancy or Bi-Level fixtures (Parking Garages also) Built in occupancy sensor & bi-level or full on/off switching. NFPA 101 section says: Automatic, motion sensor type lighting switches shall be permitted within the means of egress, provided that the switch controllers are equipped for fail-safe operation, the illumination timers are set for a minimum of 15 minute duration, and the motion sensor is activated by any occupant movement in the area served by the lighting units.

Channel/Message/Marquee sign projects: call William! Custom Fixtures (very few now): Call William or Lori

48 Key Steps - New Lighting Tool 1. When opening excel file Enable Macros when/if prompted (each and every time). 2. Save yourself an Ally Specific Template File (prepopulate your company s contact and favorite fixtures, then save/rename file). 3. Fill-in Red Cells first before proceeding to fixture entries page (NOTE: Active Step Instructions at top). 4. Save different file (name) for each project, use descriptive names for your own use and organizational structure.

49 New Lighting Tool There is 1 file for the entire project (not multiple versions). Trade Ally enters preliminary project scope and when construction is done, can update as-installed post information if there are any change order, site changes, or fixture adjustments Pacific Power inspectors and project coordinators will process pre/post-inspection and final project versions and send copies back to each party as necessary. Tool determines Custom vs. Prescriptive incentives. Custom Fixtures requests: call William, Lori, or Danita; If wattage is NOT close (i.e. >10% variation) to a fixture listed in tool for that type.

50 Controls - New Lighting Tool Breakout the line-by-line controls based on integral controls vs. zones (groups) of fixtures on one control sensor. Example: 34 high bay T5HO fixtures with integral occupancy sensor (enter all on one line); 15 more T5HO fixtures same space no control sensors (enter a separate line in tool). 24 2LF32T8 fixtures on one sensor (one separate line) Advanced Daylighting is 1 zone per line, combine same fixtures types. All others controls selections is one sensor per line Only integral sensors will count # of sensors same as fixture count When you have different fixture types on same control device second set of fixtures use a duplicate occupancy sensor <i.e. select sensor with dup in the name>

51 Keys/Summary - New Lighting Tool Follow-up webinars on lighting tool training for other employees, refreshers, Q&A are being planned. Lighting tool demonstration videos (series) will be posted on website. It will take 2-3 projects to start to get used to the new lighting tool; Our staff is on-call to support questions. CREATE your own template with your company contact information, your FAVORATE typical fixtures you install to save a little bit of time. This lighting tool development had trade ally input, we continue to want feedback on future releases. Suggestions: in /written format (attached examples if necessary), updates are planned both this year and next to evolve this tool as user friendly as possible. Attach a Utility Bill with LOI and Lighting tool ( preliminary ) so our team can move quickly on the Incentive Agreement.
