1 Site preparation work gets underway Earlier this year, EDF Energy finalised the legal agreement and planning conditions in order to start site preparation works at Hinkley Point C following West Somerset Council s decision to grant permission in July Hundreds of new jobs will be created as part of a contract signed with construction firm Kier BAM, which is undertaking the preparatory works. The programme of work has been carefully planned to keep disruption to local communities to a minimum. Work started in February, with the earthworks expected to start later this year. Support for local housing, leisure facilities, transport and local ecology schemes are just some of the ways Somerset residents will benefit from a 30 million package from EDF Energy. The funding will pay for a wide range of measures including: A 4 million fund for housing and the creation of an accommodation office to provide a service to local people and businesses who wish to offer accommodation to the future construction workforce 2 million to bolster local leisure facilities, with Cannington, Stogursey and Bridgwater each earmarked to receive 500,000 Over 4 million to support local skills and training Over 1.8 million to support services provided by the local authorities Transport improvements at Washford Cross and Sandford Hill roundabouts, the junction of A39/A38 Taunton Road and traffic calming measures in Cannington Over 1.8 million to improve community safety 7.2 million for Community Impact Mitigation, including 500,000 each for Stogursey and Cannington, 1 million for Sedgemoor District and 2 million for West Somerset District 250,000 to create new ecological habitat Over 600,000 to support economic development 300,000 to provide educational resources and inspire interest in science and technology 60,000 to support local health services 450,000 to mitigate any impact on local archaeology 610,000 to pay for landscape and visual improvements near the construction site 700,000 to support local tourism Fencing work starts for Site Preparation The planning permission for the preparatory work was granted by West Somerset Council in advance of EDF Energy applying last October for a Development Consent Order (DCO) for the new station. The DCO application will be examined by the Infrastructure Planning Commission over the coming months. Site Preparation Works Phasing: Phase Phase 0 Phase 1 Phase 2 Activity Some fencing (not over public rights of way) Archaeological work Barn demolition and selected tree removal Remaining fencing Vegetation clearance Main earthworks EDF Energy will set aside a separate fund to ensure that the site can be reinstated in the event that full planning permission is not granted for the power station.
2 Prime Minister visits EDF in Paris The Prime Minister visited EDF's offices in Paris in February 2012 as part of the Franco-British Summit. The visit included a briefing on the Hinkley Point C project and David Cameron also met Fiona McMillan from Bridgwater College and a group of apprentices. Prime Minister David Cameron meets the senior EDF Energy team Further Investment Announced At its third national supply chain event in London in December 2011, EDF Energy outlined the billions of pounds of opportunities in its UK nuclear new build programme. At the event EDF Energy also announced a package of new contracts including the selection of Kier BAM to undertake the site preparation works at Hinkley Point C (see front page). A second announcement was an agreement with AREVA in relation to the early design work for the main reactor systems. This agreement is a critical step to develop detailed equipment specifications that will be used to ask companies to bid for equipment supply contracts. The agreement comes as AREVA is starting to produce the heavy forgings required for critical reactor components, following a contract signed between the companies last July. Thirdly, EDF Energy announced a 15 million investment to establish a world class national training centre in partnership with Bridgwater College in Somerset. Building on existing work with the college, this facility will address potential skills shortages in the energy sector by delivering professional training and providing a legacy of growth in the local community. As well as developing the skills of EDF Energy employees, this is a key initiative to Representatives from West Somerset Community College and Bridgwater College with Nigel Cann, HPC Construction Director, in London after the supply chain conference help fill gaps in the energy sector skills base, including for new technologies. Speaking at the National Supply Chain event, Energy Minister Charles Hendry said: Making progress on major energy construction projects is critical to our energy security. New power stations will also play a big role in supporting jobs and driving growth across the country. We have made significant progress in the last 12 months on facilitating investment to the UK s new nuclear programme. More than 20,000 jobs could be on offer at Hinkley Point C and so it will be crucial that all elements of the UK s nuclear supply chain are engaged at every stage of its construction. This conference presents an excellent opportunity for companies to get involved in delivering an investment equivalent to that of the 2012 Olympics while helping to secure the UK s low carbon energy future. Hinkley Point C will generate about 6% of the UK s electricity, and all of it low carbon: enough to meet the needs of about 5 million homes.
3 IPC Process - Next Steps Following extensive consultation on our proposals for Hinkley Point C, EDF Energy submitted its Development Consent Order (DCO) application to the Infrastructure Planning Commission (IPC) on 31 October This was accepted for examination by the IPC on 24 November Statutory consultees, local communities and the general public were notified of the procedure to register with the IPC to make representations on our final proposal on 1 December 2011 and were given until 23 January The IPC will hold public hearings on its application before making its recommendation to the Secretary of State. A Panel of three Commissioners has been appointed to hold the examination on Hinkley Point C and it is expected that additional appointments will be made to the Panel in due course. The evidence-based examination is expected to start in the Spring, with the public hearings taking place in the Summer. The examination is due to close by 21 September 2012 before the IPC make a recommendation to the Secretary of State. EDF Energy to invest over 500 million As part of its Development Consent Order (DCO) application to the infrastructure planning commission (IPC) EDF Energy has committed to spend more than 500 million to mitigate the impact of the Hinkley Point C development. This includes at least 150 million of investment in services and transport infrastructure that will leave a lasting benefit for the community. In addition, independent research shows that the Hinkley Point C project will inject 100 million per year into the local economy during peak construction and 40 million a year during its 60-year operation.
4 Soil storage plan reduces traffic A joint initiative between EDF Energy at Hinkley Point C and Magnox at Hinkley Point A has kept thousands of lorries off local roads. To prepare the site at Hinkley Point C for the proposed new nuclear power station, EDF Energy is removing spoil and transferring it into the Magnox-owned decommissioning Hinkley Point A turbine hall. This has meant that lorries have not had to transport the spoil off site at Hinkley and Magnox has not had to transport aggregate to the site to fill in the huge basement of the A station turbine hall. The spoil at Hinkley Point C is material left over from the excavations made to build the existing power stations at Hinkley Point. Without the spoil from the Hinkley Point C site the A station turbine hall would have needed aggregate to infill the deep basement, now emptied of generating equipment, to level the site and make it ready for demolition. This turbine hall was the largest in Europe when it was built in the 1950s and has been in the process of decommissioning since This collaboration between EDF Energy and Magnox has led to a massive reduction in the number of HGV movements that would have been required by both organisations, as well as cost savings. The fly-through film includes views of the power station site and on-site campus, the proposed Bridgwater campus, Combwich Wharf, Cannington bypass, Cannington and Williton park and rides, and the proposed park and rides at junctions 23 and 24 of the M5 motorway. "It's difficult for people to visualise the impact of the station and its associated developments from traditional artist s impressions," explained Alexia Pradel, from Nuclear New Build s external communications team. "The new CGI footage aims to reassure local people and hopefully illustrate the sympathetic way in which we intend to treat this development if we are given planning consent to go ahead. From the feedback we have had at the public exhibitions people found it very helpful."
5 Cheltenham Festival Christmas Lecture comes to Somerset The EDF Energy education team played host to 350 Year 7-9 children and their teachers from 9 local schools at our first Somerset Christmas Lecture at Taunton Race Course. The event was part of our Somerset outreach partnership with Cheltenham Science Festival and featured presenters that have successfully engaged children in science, regularly featuring at top science events around the country and on television. They used themes including the circus and rap music to involve the audience and effectively get the key learning points across. Lynne Matthews, Education Manager at EDF Energy said: The event was captured on film, we had the opportunity to interview the children on camera to find out what they loved about the event, what they thought of science and if it had changed their perceptions. Teachers also had the opportunity to have a say, responding to what they thought were the key challenges in engaging children in science, what they thought of the event and why they brought their classes here today. The responses were all positive, saying they would definitely be interested in getting more involved in our Science, Technology Engineering and Maths (STEM) events and activity. Cheltenham Festival Christmas lecture If you would like to find out more about the Cheltenham Science Festival then follow this link: science West Somerset students switch on to Science Students at West Somerset Community College had an eggcellent chance of launching future careers in engineering and science after a fun day of activities with EDF Energy. The students competed in teams to design and make a transporter to safely carry an egg when launched, bringing to life practical learning from the company s Year 9 Involve programme, which includes a range of exciting new learning initiatives. EDF Energy graduates were on hand to help the teams throughout the day as well as judging the winning design. The Involve programme is designed to challenge perceptions about careers in engineering and construction and encourage students to explore the opportunities Science, Technology, Engineering and Maths (STEM) subjects can open up. 265 students from West Somerset Community College have already participated Students take on the challenge in the programme, with a total of over 1,000 Year 9 students due to take part across West Somerset and Sedgemoor districts. A careers session was held for students to find out more about the new nuclear power station proposed at Hinkley Point and the wide range of jobs the Project will provide. STEM subjects play a big part in the work the energy company does. Students also had the chance to gain a Bronze Crest Award from the British Science Association. A subsequent four-day residential course will give a select group of up to 50 Year 9 students from West Somerset and Sedgemoor the chance to get even more involved. As well as working on their STEM capabilities, the residential course helps students develop those all-important life skills. At the end of the four days, most students will have earned themselves a prestigious Silver Crest Award from the British Science Association. WSCC student, Tommy Gibson, said: Today s session has been really exciting with lots of team work with our classmates and working with different and new people. I ve learnt a lot about engineering careers and aerodynamics that I didn t know before. EDF Energy graduate, Sarah Parkin added: It was a day like today which inspired me to become an engineer. The practical side of engineering shared through today s session is great fun and educational for the students.
6 Somerset School s 10,000 Prize Funds Eco-Friendly Projects Crispin School in Street won the 2011 EDF Energy Somerset Green Schools Challenge with a variety of low carbon ideas, such as an eco-toilet, biodiesel storage and a cashless Fair Trade credits system. The judges praised their inspiring, well-costed and thought-out ideas, as well as their creative presentation and awarded them 10,000. The Crispin School pupils who took part in the competition, Jake Edwards, Phoebe Collins, Jake Roberts, Sam Todd, Tom Milroy and Oliver Derbidge, along with teacher David Wrathall, have decided to use their winnings on a range of ideas. They hope to install an eco-friendly composting toilet in their school grounds and also fit several thermostats in one of their tower blocks, to improve temperature control and reduce energy consumption. Some of the money will go towards hiring a new member of staff, to focus on the school s existing green infrastructure, such as their polytunnel and allotment. EDF Energy s Head of the Bridgwater office for Nuclear New Build, David Eccles, visited the school to meet the competition-winning students and David Eccles hands cheque to students of Crispin School Headteacher Paul James, to see how their plans were progressing. He said: I was hugely impressed by the enthusiasm and passion for sustainability projects demonstrated by the students at Crispin School. The sustainable initiatives that the students have developed are both creative and practical. The Challenge prize money will hopefully help the school reduce its carbon footprint, while encouraging the students to continue with their hard work in promoting a low carbon future. Switch Off Fortnight Toward the end of last year, 57 schools in Somerset signed up to Switch Off Fortnight, organised by EDF Energy s schools programme the Pod to encourage schools to reduce their energy consumption. Across the country, over 4,000 schools took part, topping the 3,000 involved the year before. Fortnight and I hope it will inspire other schools, pupils, teachers and parents to get involved with EDF Energy s schools programme the Pod. Schools were sent free Switch Off Fortnight campaign packs that included a tracking chart to add a competitive element and to encourage schools to continue to switch off all year round, fun posters, stickers and badges. Schools can access lesson plans, games and activities at linked to the national curriculum. Olympic gold-medal winner and EDF Energy Ambassador Victoria Pendleton said: Encouraging children to think about the impact of their actions on the environment is really important. It s fantastic to see over 4,000 schools taking part in Switch Off EDF is an official Sustainability Partner for the London 2012 Olympic and Paralympic Games. 7 EDF Energy s MINI E Tour Reaches Somerset Youngsters at a school in Somerset have found out all about electric cars when the iconic MINI E dropped in as part of an EDF Energy tour of Pod schools. EDF has teamed up with BMW Group to increase its fleet of electric vehicles in the UK by leasing 35 fully electric, London 2012 and EDF branded MINI Es. Jemma Penkethman, EDF Energy MINI E Ambassador, took the concept car to Milverton Primary School in Taunton and through the day each of the school s seven year groups spent half an hour with Jemma and the MINI E, discussing the benefits of electric vehicles. Each class then fed their findings back into their ongoing work on environmental issues. Peter Coupe, Assistant Headteacher at Milverton Primary School, said: We were really pleased to be visited by EDF Energy with an electric vehicle, as it supports our initiatives of teaching the children about sustainability and energy saving. Being able to talk and see different ways of how to be more environmentally friendly is a great way for the children to learn and be able to spread the message. Peter Coupe, Assistant Headteacher at Milverton Primary School, said: We were really pleased to be visited by EDF Energy with an electric vehicle. During everyday usage, the MINI E can travel from between miles on a single charge, depending on driving style and conditions, and can accelerate from 0-62mph in 8.5 seconds. Low running costs see owners of electric vehicles typically paying 2-3 pence per mile. EDF Energy hopes the attention generated by the iconic MINI E fleet will help raise awareness of electric vehicles and their sustainable credentials. During the London 2012 Games, 30 of the MINI Es from the EDF fleet will become part of the BMW Group London 2012 official vehicle fleet. Update from National Grid Last September National Grid announced a preferred route corridor for the proposed Hinkley Point C Connection project. This high voltage electricity transmission connection between Bridgwater and Seabank, near Bristol, will be needed for the proposed Hinkley Point C nuclear power station and other low carbon electricity generators planned in the South West. Since the announcement National Grid have been working with Local Authorities and planning and environmental specialists, looking in detail at technical and environmental issues. This work will help National Grid to develop a detailed connection within the preferred route corridor.
