1 EDF Energy s application for a Development Consent Order for a new nuclear power station at Hinkley Point C has now been published by the Infrastructure Planning Commission (IPC). It was submitted to the IPC on 31 October 2011 and accepted for examination on 24 November Interested parties now have until 23 January 2012 to register their interest with the IPC to make a representation. Special Application Issue New Power Station Plans Published This special edition of our newsletter provides a summary of our application and other news on the project. If approved, Hinkley Point C will be the first of a new generation of nuclear power stations in the UK, making a major contribution towards meeting future requirements for low-carbon, affordable electricity. Once operational, Hinkley Point C is expected to provide approximately 6% of the UK s electricity, sufficient for 5 million homes. Our application has benefited from nearly three years of consultation with local communities, local authorities and relevant statutory stakeholders. During this period the proposals have evolved significantly in response to consultation and we have endeavoured, wherever possible, to respond to the needs, concerns and aspirations of local communities. EDF Energy is extremely grateful to all those individuals and organisations who gave freely of their time to help shape our proposals. 2 Summary of Proposals The key components of the final plans for Hinkley Point C are summarised below. Hinkley Point C Development Site Two UK EPR reactors and associated buildings, including turbine halls Storage facilities for spent fuel and intermediate level waste Staff facilities, offices and workshops Cooling water tunnels Sea Wall incorporating the existing coastal footpath Electricity sub-station and overhead power lines within the site Public Information Centre A temporary jetty A system for returning fish to the sea An emergency access route Access and parking facilities for workers, visitors and deliveries A temporary accommodation campus with 510 bed spaces Workforce, Employment and Skills 20,000 25,000 jobs over the construction period 5,000 construction jobs expected to be filled by Somerset residents At peak, 5,600 construction workers at Hinkley Point for approximately 18 months Job opportunities for local people to be maximised through development of a Construction Skills Centre, the Hinkley Ready Skills Project and local apprenticeships Working with JobCentre Plus and investing in local schools and colleges to provide access to vacancies and the skills needed to secure jobs 900 operational jobs at Hinkley Point C after construction, with a further temporary workforce of 1,000 during maintenance periods Accommodation About a third of construction workers are expected to commute from home At peak, 3,700 construction workers will require accommodation locally An accommodation office will provide information to the workforce about locally available accommodation Many will be housed in private rented, tourist or owner occupied accommodation Campus accommodation for up to 1,510 people will be provided at three locations Hinkley Point C Accommodation Campus 510 campus bed spaces Two 5-a-side football pitches 353 car parking spaces Motorcycle and bicycle parking spaces Amenity building Internal access roads Bus drop-off point Landscaping within the site and around the perimeter, including tree planting Bridgwater A former Innovia site 850 campus bed spaces Leisure facilities, such as a bar and clubhouse Large sports pitch and two 5-a-side pitches with access for the public Bus terminus Bridgwater C Rugby Club Training Ground 150 campus bed spaces Canteen Sports pitch Bus terminus Workers at this campus will share the facilities at Bridgwater A Transport The transport strategy is based on bringing bulk materials in by sea, using park and ride for construction workers and providing road freight management at strategic locations. This, together with selected road and safety improvements, including a bypass at Cannington, will help to reduce the impact on local roads. Cannington Bypass to the west of Cannington Traffic calming in the village Park and ride with 252 parking spaces Williton Park and ride at Smithyard Terminal (formerly the lorry park) with 160 parking spaces, together with a new roundabout at Washford Cross M5 Junction 23 Park and ride west of the A38 and adjacent to Dunball roundabout with 1,300 parking spaces Freight management facility with 85 HGV holding spaces Induction centre with 120 parking spaces Consolidation facility for postal/courier deliveries M5 Junction 24 Park and ride between the M5 and A38 (Taunton Road) with 1,300 spaces, reducing to 698 once facilities at J23 become available Freight management facility with140 HGV holding spaces, reducing to 55 once facilities at J23 become available

3 a temporary induction centre and consolidation facility for postal/courier deliveries that will be removed once the facilities at J23 become available Combwich Refurbish and extend Combwich Wharf to bring in Abnormal Indivisible Loads (AILs) and other goods by sea Storage of AILs and other construction goods, in containers, before they are transferred to the HPC development site Noise insulation schemes for residents living near the development site, close to the Cannington bypass and at Combwich. 5 million Housing Fund to invest in local housing Funding for public services, including the police, ambulance service and local NHS 1.75 million for improved leisure facilities in West Somerset and Sedgemoor 20 million Community Fund in acknowledgement of intangible effects from the development Highway Improvements Significant junction improvements in the Bridgwater area Road safety improvements on the A39 and the C182 (Hinkley Point road) Community Benefits and Mitigation Investment of 6 million in local colleges Jobs brokerage and outreach schemes to match jobs to local residents Creating a database of Somerset suppliers and helping to facilitate a Somerset low-carbon cluster Potential Enterprise Centre for West Somerset Boosting tourism through a Public Information Centre at Hinkley Point Hinkley Point C Key Facts Two UK EPR reactors Secure, low-carbon energy for around 5 million homes 10 billion investment in the UK s economy, adding 144 million each year to the UK s Gross Domestic Product (GDP) 5,000 construction jobs for Somerset people 900 operational jobs at the power station 100m investment each year in the regional economy during peak construction 40m investment each year during 60 years of operation Map showing main development site and associated development sites

4 Public Information Events We are publicising the application for Hinkley Point C to: explain the plans within the local community and how to make representations to the IPC; and demonstrate how we ve responded to the feedback we received on our pre-application consultation and how the views of those who responded have influenced the plans. We will be holding public information exhibitions as detailed in the table below. If you are unable to attend any of these events, you can also view the public exhibition material and hard copies of the application documents at EDF Energy s Bridgwater office, during normal office hours. The next steps in the IPC s process are described below: Pre-examination: You have from 2 until 23 January 2012 to register with the IPC as an interested party to make a representation. Those who register will be entitled to provide evidence in writing to support their representation, to attend the Preliminary Meeting, to request an open floor hearing and to speak at other hearings where appropriate. Examination: After the Preliminary Meeting, the IPC has six months to carry out its examination of EDF Energy s plans. During this stage, people who have registered as an interested party are invited to provide more details of their views in writing. They may also request that open floor hearings are held. Recommendation: The IPC then makes a recommendation to the Secretary of State for Energy & Climate Change. Decision: The Secretary of State will make the final decision.

5 Your Views Helped Shape Our Application Formal and informal pre-application consultation with local communities has helped to shape our plans for Hinkley Point C. During the three years of pre-application consultation, we carried out four formal stages of consultation, during which we: Formally consulted for more than 30 weeks; Engaged directly with nearly 6,500 consultees; Held 34 public exhibitions; Attended 67 meetings; and Received over 2,000 consultation responses. Significant changes have been made to the plans for Hinkley Point C as a direct result of consultation responses submitted and all responses received have been given serious consideration. However, it has not been possible to meet every concern and aspiration of local communities or interested parties. Consultation comments and EDF Energy s responses are set out in the Consultation Report accompanying the DCO application. The Consultation Report can be viewed with the other application documentation on the IPC s website. EDF Energy has also published a Consultation Report Executive Summary which is available at our public exhibitions, via our website - hinkleypointc - or from the Bridgwater office. Front cover of Consultation Report Executive Summary Hinkley Point C Progress Site Preparation Works In July 2011, West Somerset Council resolved to grant permission for EDF Energy s application to undertake Site Preparation Works at Hinkley Point C to prepare the site for the main construction. Since then we have been working on meeting about 90 planning conditions associated with the application and securing legal agreement on funding for mitigation before work can start. Site Preparation Works will include fencing, drainage, excavation and earthworks. Jetty Public Inquiry Our application to the Marine Management Organisation (MMO) to build a temporary sea jetty at Hinkley Point C has been considered at a public inquiry in Bridgwater, which started on 15 November The proposed jetty is a key element of our strategy to carry as much as possible of the heavy material required for the construction of Hinkley Point C by sea, minimising the number of HGVs on the local road network. The proposed temporary sea jetty has also been included as part of the DCO application to the IPC. Nuclear Site Licence and Environmental Permit Applications for Hinkley Point C EDF Energy has submitted a Nuclear Site Licence application to the Office for Nuclear Regulation (ONR) and Environmental Permit applications to the Environment Agency in support of its proposals for Hinkley Point C. This represents a major milestone and is the first time in around 20 years that a licence and permits for a new nuclear power plant have been applied for in the UK. Screen shot from EDF Energy web site A Nuclear Site Licence (NSL) is issued by the Chief Inspector at the ONR on behalf of the Health and Safety Executive. It is one of the pre-requisites allowing the licensee to build, commission, operate and decommission a civil nuclear power station. Continued overleaf

6 Licence and Permit Applications continued... The NSL application contains submissions describing and demonstrating the company s management structure and processes. While there is no legal requirement to publish these documents, we have done so as part of our commitment to be open and transparent. The Environment Agency (EA) is undertaking public consultation on the operational environmental permits that EDF Energy has applied for. These include a Radioactive Substances Regulation Environmental Permit, which sets limits on the safe and controlled discharge and disposal of small amounts of low-level radioactive liquids, gaseous and solid wastes from the operation of the facility. Installing bat boxes for roosting and construction of a bat barn; Creation of artificial badger sets; and Construction of a car park. Work is also currently continuing on: Cleaning up the mound left by the Hinkley Point A construction in the 1960s, which includes the off-site removal of asbestos to licensed waste sites; and Recycling the remaining material from the remediation into the redundant turbine hall of Hinkley Point A. To date, 14.5 million of commercial contracts have been let locally to companies within Somerset County and North Somerset. We have also applied for a Combustion Activity Environmental Permit, which regulates discharges from the operation of standby diesel generators, and a Water Discharge Permit. The EA s consultation concludes on 15. The Nuclear Site Licence and Environmental Permit applications can be viewed on our website at Other Site Activities Work completed at Hinkley Point C so far includes: Installing temporary offices; Planting 12,000 trees (which act as a screen between neighbouring hamlets and the Hinkley Point C site, as well as creating a habitat for wildlife); Sowing 13.5 hectares of species-rich grassland for foraging habitat for bats; New bat barn on site EDF Energy in the Community Inspiring Young Engineers EDF Energy s nuclear graduate and apprentice trainees shared their passion for the nuclear industry at the Royal Bath and West Show by running interactive demonstrations and career talks for 8-16 year olds, as part of the Imagineering Fair in June The show attracted more than 150,000 visitors, including 8-16 year olds from the Somerset area who were introduced to the exciting world of engineering, science and technology through fun, hands-on activities and personal involvement. aspirations in the Somerset area and to create an appetite for the next generation of nuclear professionals. Chris Pople, an apprentice trainee, said: The Imagineering marquee at the Royal Bath & West Show was extremely popular. I really enjoyed encouraging people to have a go at some of the activities and talking with people about the world of engineering. Hopefully we have helped inspire some more Somerset engineers and scientists of the future. Learning about energy Lynne Matthews, Talent and Development Specialist at EDF Energy said: As part of our education strategy, the aim was to raise

7 Accommodation Register Local residents have been busily registering the availability of their accommodation for workers involved in the Hinkley Point C project. Since the accommodation register was launched earlier in 2011, over 1,250 rooms in private homes have been registered, alongside accommodation in B&Bs, guesthouses, hotels and static caravans. EDF Energy has appointed a dedicated Accommodation Officer, Dawn Hartley, who will co-ordinate the housing of workers on the project. Dawn, who is based in EDF Energy s Bridgwater office, said: It is great that so many people have come forward with accommodation they wish to let. We re particularly please to see those offering rooms which have not previously been let as this increases the total accommodation available and will be financially beneficial to local residents. Local residents who would like to add their property to the register should call Dawn Hartley on or drop into the office at 14 King Square, Bridgwater. Accommodation to let: Mrs and Mr Ayre, who have registered to rent one of their rooms, outside their home near Stogursey with Bramble and Dawn Hartley (far right) CV Writing Workshops EDF Energy has been running a series of workshops to help people, who are looking for a job at Hinkley, polish their CV writing skills. The CV review and development workshops were organised by the EDF Energy staff Lousie Brown part of the jobs brokerage team and Sharon Moxey, Employer Advisor at Jobcentre Plus (JCP). Starting at Bridgwater JCP on 13 September 2011, the workshops took place at each of the JCP offices in Sedgemoor and West Somerset over the last few months. Louise Brown said: We are really pleased that those who attended the workshops found it really helpful and informative and we are working with Jobcentre Plus to look at running other development workshops in the future. Nuclear Safety Update In October 2011, the UK s Chief Nuclear Inspector, Dr Mike Weightman, published his final report and recommendations into the events at the Fukushima nuclear power station in Japan and the lessons for the UK. Some of the key findings from the report were: There is no reason to curtail the operation of nuclear power stations in the UK, although operators should strive for continuous improvement in safety; There are no fundamental weaknesses in the UK s nuclear licensing regime; and There is no reason to change the present siting strategies for new nuclear power stations in the UK. In response, EDF Energy s Chief Executive Vincent de Rivaz said: Dr Weightman has undertaken a comprehensive, transparent and evidence-based review of the implications for nuclear power in the UK. We will review his findings in detail and build them into our plans. We have already committed to implementing his recommendations for us in full. We invest more than 300 million a year in our nuclear fleet. As a result of Fukushima we will invest even more. Our safety performance is strong and subject to continuous improvement, he said.

8 Engaging with Schools and Colleges In October 2011, EDF Energy held a special Insight event in Bridgwater for local education professionals involved in STEM subjects (science, technology, engineering and mathematics). The main aims of the event were to discuss how the Hinkley Point C Project will create long-term opportunities for young people in Somerset and build working relationships between education providers and EDF Energy. Cara Lynch-Blosse, Headteacher at Stogursey Primary School, said "this event gave me a better insight into EDF Energy and the potential educational opportunities that Hinkley Point C could bring to primary school pupils, it is a chance for pupils to learn and find out about the energy industry." Discussions centred around EDF Energy s education programme, ways of developing the skills locally to assist the construction and operation of Hinkley Point C and boosting the prospects for young people living in the area. EDF Energy is committed to an inclusive approach to Somerset schools and colleges wishing to participate with education activity; developing and building on talent and expertise where it exists, while helping to raise aspirations and performance in STEM subjects. The programme will provide educational outreach projects, to create opportunities for young, local people across the community. As part of the visit, the children from Combwich were treated to a ride in the EDF Energy capsule on the London Eye, where they were delighted to get a fabulous view of all the famous landmarks.
