Committee Scope: This Committee shall have primary responsibility for documents on the safe use, maintenance and operation of industrial trucks and other material handling equipment to minimize fire hazards. The Report of the Technical Committee on ndustrial Trucks is presented for adoption. This Report was prepared by the Technical Committee on ndustrial Trucks andproposes for adoption amendments to NFPA , F'me Safety Standard for Powered ndustrial Trucks. NFPA is published in Volume 7 of the 1995 National Fire Codes and in separate pamphlet form. This Report has been submitted to letter ballot of the Technical Committee on ndustrial Trucks which consists of 7 voting members; of whom 6 voted affirmatively, 1 negatively (Mr. Barbe). Mr. Barbe voted negatively stating: "The standard states maintenance, use, operation for fire safety but the standard contains no to litde information as to fire safety for the operator, other persons, etc. Change Scope for classification only or put in section on fire safety." (Log #CP25) (Chapter 1): Accept RECOMMENDATON: End of second sentence, replace "may be used if desired" with "shall be permitted to be used." Revise fourth and fifth lines to read: "...as type CNS, DS, ES, GS, LPS, GS/CNS, or GS/LPS shall be permitted to be used if approved for such locations..." ( Log #GP 1 ) (1-2.1 (New), 1-2.2): Accept RECOMMENDATON: Add new and renumber existing as with minor revision, as follows: Design and installation of the compressed nauiral gas (CNG) fuel systems on CNG and dual-fuel (gasoline and CNG) powered industrial trucks shall be in accordance with the applicable provisions of NFPA 52, Standard for Compressed Natural Gas (CNG) Vehicular Fuel Systems Design and installation of the LP-Gas fuel systems on LP-Gas and dual-fuel (gasoline and LP-Gas) powered industrial trucks sball be in accordance with the applicable provisions of NFPA 58, Standard for the Storage and Handling of Liquefied Petroleum Gas. SUBSTANTATON: Two distinctly different dual-fuel truck constructions would bepermitted with the addition of CNG as a vehicle fuel as NFPA 505is proposed for revision. These revisions include specifying the particular dual-fuel being addressed, gasoline and LPG or gasoline and CNG, wherever necessary. See also Proposal (Log #CP18). (Log #CP2) (1-3 Equivalency (New)): Accept SUBMTTE~ Technical Committee on ndustrial Trucks RECOMMENDATON: Add an equivalency statement as a new 1-3, as follows: 1-3 Equivalency. Nothing in dais standard is intended to prevent the use of new methods or devices, provided that sufficient technical data is submitted to the authority having jurisdiction to demonstrate that the proposed method or device is equivalent in quality, strength, fire endurance, effectiveness, durability, and safety to that prescribed by this standard. Renumber existing text under 1-3. SUBSTANTATON: Committee considered the need for an equivalency statement in NFPA 505 and decided that the above statement would be appropriate. 414

SUBMTTERa Technical Committee on ndustrial Trucks RECOMMENDATON: Add two new definitions as follows: Shall. ndicates a mandatory requirement. Should. ndicates a recommendation or that which is advised but not required. SUBSTANTATON: Committee felt that these definitions would be helpful to the user. (Log #CP6) (1-3 Type Designation (e)): Accept RECOMMENDATON: Revise text under the definition for "Type Designation" for Type DY by deleting the reference to ignition as follows: (e) The Type DY units are diesel-powered units that have all the safeguards of the Type DS units and, in addition, any electrical equipment is completely enclosed. They are equipped with temperature limitation features. SUBSTANTATON: Committee revised the Type DY description to recognize that this type of industrial truck is equipped with an ignition. See also (Log #CP4) for complete list as revised. (Log #CP5) (1-3 Type Designation (f) (New)): Accept SUBMTTERa Technical Committee on ndustrial Trucks RECOMMENDATON: Add a new Type DX designation under the definition for "Type Designation" as new item (f) as follows: (f) Time Type DX units are diesel-powered units that differ from Type DS and DY units in that the diesel engine and the electrical fittings and equipment are so designed, constructed, and assembled that the units may be used in atmospheres containing specifically named flammable vapors, dusts, and, under certain conditions, fibers. Type DX units are specifically tested and classified for use in Class, Group D or for Class, Group F or G locations as defined in NFPA 70, National Electrical Code. Reletter existing text for Type E, ES, etc. SUBSTANTATON: The Committee determined that the technology exists to develop a specification for a new category DX diesel truck for operation in Class, Division 1 areas and by this proposal and related proposals the Committee has developed such a specification and requirement. See Proposal (Log #CP7). COMMTTEE ACTON: Accept See complete list as revised in (Log #CP4). (Log #CP4) (1-3 Type Designations (a), (b), (p), (q)): Accept RECOMMENDATON: Add new CN Type Designations as follows: (a) The T_,yp_g C_~ units are compressed-natural-gas-powered units having minimum acceptable safeguards against inherent fire hazards. (b) The ~ CNS units are compressed-natural-gas-powered units that, in addition to the requirements for the type CN units, are provided with additional safeguards to file exhaust, fuel, and electrical systems. (p) The Type G/CN units operate on either gasoline or compressed natural gas having minimum acceptable safeguards against inherent fire hazards. (q) The Twe GS/CNS units operate on either gasoline or compressed'fiatural g~ls and, in addition to all requirements for the type G/CN units, are provided with additional safeguards to the exhaust, fuel, and electrical systems. Also revision definition for Type D for error correction, change "minimal" to "minimum." Revised definition of "Type Designation" will read as follows: Type Designation. A system for identifying types of powered industrial trucks for operation in nonclassified and classified areas [see following paragraphs (a) through (m)]. (a) The T ~e CN units are compressed-natural-gas-powered units having minimum acceptable safeguards against inherent fire hazards. (b) The T_xpe CNS units are compressed-natural-gas-powered units thal in addition to the requirements for tile type CN units, are provided with additional safeguards to the exhaust, fuel, and electrical systems. (e) The ~ units are diesel-powered units that have all the safeguards of the Type DS units and, in addition, any electrical equipment is completely enclosed. Type DX units are specifically tested and classified for use in Class, Group D or for Class, Group F or G locations as defined in NFPA 70, National Electrical Code. (g) The ~ units are electrically powered units having minimum acceptable safeguards against inherent fire mad electrical shock hazards. (h) The ~ units are electrically powered units that, in addition to all of the requirements for the Type E units, are provided with additional safeguards to time electrical system to prevent emission of hazardous sparks and to limit surface temperatures. (k) Time ~ units are electrically powered units that differ from the Types E, ES, or EE units in that the elecllical fittings and equipment are so designed, constructed, and assembled that the units may be used in atmospheres containing specifically named flammable vapors, dusts, and, under certain conditions, fibers. Type EX units are specifically tested and classified for use in Class, Group D or for Class, Group F or G locations,as defined in NFPA 70, National Electrical Code. (1) The ~ units are gasoline-powered units having minimum acceptable safeguards against inherent fire hazards. (m) The T_T.zpe GS_ units are gasoline-powered units that, in addition to all the requirements for the Type G units, are provided with additional safeguards to the exhaust, fuel, and electrical systems. (n) The ~ units are liquefied-petroleum-gas-powered units having minimum acceptable safeguards against inherent fire hazards. (o) The ~ units are liquefied-petroleum-gas-powered units that, in addition to the requirements for the Type LP units, are provided with additional safeguards to the exhaust, fuel, and electrical systems. (p) The Tvoe G/CN units operate on either gasoline or compressed natu/al gas having minimum acceptable safeguards against inherent fire hazards. (q) The Type GS/CNS units operate on either gasoline or compressed natural gas and, in addition to all requirements for the type G/CN units, are provided with additional safeguards to the exhaust, fuel, and electrical systems. (r) The Type G/LP units operate on either gasoline or liquefied petroleum gas having minimum acceptabl e safeguards against inherent fire hazards. (s) The Type ~ units operate on either gasoline or liquefied petroleum gas and, in addition to all requirements for the Type G/ LP units, are provided with additional safeguards to the exhaust, fuel, and electrical systems. SUBSTANTATON: New Type Designations added to correlate with added section on CNG in Chapter 5 and new text in Chapter 1. See Proposals (Log #CP1) and (Log #CP18). COMMTTEE ACTON: Accep~ (Log #CP7) (Table 1-5): Accept RECOMMENDATON: Revise Table 1-5 by deleting X's in all Class locations in columns DS, ES, G, LP, G/LP, and Group A of GS/ LPs. 4 NFPA A96 ROP SUBSTANTATON: ]'he truck types deleted from the table were removed because their safety specifications are inadequate for operation in a Division 2 area and the explosion risk hazard is not addressed. Sections of NFPA 505 have been reviewed and revised with the objective of improving the safety standards and operating practices of trucks working in hazardous locations, thereby bringing them in line with "state of the art" technologies including a new type designation DX, and safe operating practices in the work place. As general comment, NFPA 505 Appendix A, Section A-l-3, paragraph 2, states: "Underwriters Laboratories nc.'s examination of powered industrial trucks relates to fire hazards only for Types D, DS, DY, G, GS, LP, LPS, G/LP and GS/LPS internal combustion-enginepowered industrial trucks; to fire and electrical shock hazard only for Types E, ES and EE battery-powered industrial trucks; and to the fire, electric shock, and explosion hazard for Type EX trucks, suitable either for use in Class, Group D or Class, Group G hazardous ocati ons." By definition therefore only truck category EX is tested for explosion hazard, yet other truck categories with the exception of E and D can be operated in Class, Division 2 areas. The definition of Division 2 as contained in NFPA 505 paragraph and NFPA 70 Article paragraph (b) acknowledges that flammable liquids, vapors or gases may be present as the result of an accident or break<town and as such it is recommended that UL reassess the explosion risk in trucks destined for use in hazardous locations. See Proposal (Log #CP5). (Log #CP8) ( ): Accept RECOMMENDATON: Add type designation "DX" following "EX" so that revised paragraph reads as follows: " Approved power-operated industrial trucks designated as Type EX or DX and classified for Class, Group D chemicals shall be used in these locations containing gases or vapors. The quantity of flammable material that might escape in case of accident, the adequacy of ventilating equipment, the total area involved, and the record of the industry or business with respect to explosions or fires are all factors that should receive consideration in determining whether or not a oarticular twe of truck possesses sufficient safeguards for the location. SUBSTANTATON: The 1992 edition of NFPA 505 addresses industrial trucks that are powered by electric battery, diesel, gasoline, LP-Gas, and dual-fuel gasoline/lpg; this proposed revision expands coverage to address trucks powered by compressed natural (CNG) and dual-fuel gasoline/cng. See Proposals (Log ~Ccp 1) and (Log #CP18). (Log #CP11) (2): Accept RECOMMENDATON: Make minor revisions to all paragraphs to add CNG reference. Delete reference to Appendix from and Add new to include CNG fuel, same as existing LPG fuel paragraph. Existing becomes and other paragraphs are renumbered. Revised Chapter 2 will read as follows: Chapter 2 Dual-Fuel Trucks 2-1 General. A dual-fuel truck is defined as a truck equipped to be operated on either gasoline or LPG or to be operated on either ~asoline or CNG without further modification. v2-2 Requirements Those parts of the fuel system that come into contact with Oline shall meet the requirements for liquid fuel - ANS/UL 558, dard for nternal-combustion-engine-powered ndustrial Trucks Those parts of the fuel system that come into contact with CNG fuel shallmeet the requirements for CNG fuel - NFPA 52, Standard for Compressed Natural Gas (CNG) Vehicular Fuel Systems Those parts of the fuel system that come into contact with LPG fuel shall meet the requirements for LPG fuel - ANS/UL 558, Standard for nternal-combustion-engine-powered ndustrial Trucks, or NFPA 58, Standard for the Storage and Handling of Liquefied Petroleum Gasses Those parts of the fuel system that come into contact with both gasoline and LPG fuel or with both gasoline and CNG fuel shall be compatible with both types of fuel Fuel Changeover. When switching from CNC, or LPG to liquid fuel, care shall be taken to ascertain there is no spillage of liquid fuel. 417

The truck designations (see Section 1-3) as shown on the nameplate and the type markers (see Figure ) shall not be painted over so as to obscure their content. ( Log #CP 14) (4-1): Accept RECOMMENDATON: Revise section to emphasize that trucks be maintained in accordance with instructional and training material provided by the manufacturer. Revised section will read as follows: 4-1 General. t is essential that the fire safety built into poweroperated industrial trucks be maintained in accordance with the instructional and training material provided by the manufacturer. Any power-operated industrial truck not in safe operating condition shall be removed from service. SUBSTANTATON: Committee wanted to stress that maintenance be performed according to the recommendations of the manufacturer. Add new 3-2.3, renumber existing to and revise introductory statement so fliat revised text reads as follows: Conversion kits for use on trucks designated Type G, LP, or G/LP shall conform to the requirements for the type designation selected in accordance wit1 ANS/UL 558, Standard for nternal- Combustion-Engine-Powered ndustrial Trucks, and may be approved by a testing laboratory Conversion kits for use on trucks having type designation CN, G, LP, G/CN or G/LP shall have a content as set forth in The installation of the kit shall conform to the features in When a listed conversion kit is used, a copy of the report shall be supplied to the authority having jurisdiction, upon request Kits for conversion of CN, G, LP, G/C~N and G/LP trucks shall include: (a) Step-by-step installation instructions with pictorial illustration (if necessary) for clarity. (b) All parts required to complete the installation, including: (1) Functional components; (2) Mounting brackets and hardware; (3) Connecting wires, hoses, and fittings; and (4) Sealants, if required. (c) A durable, corrosion-resistant plate indicating the type designation of die converted truck, for permanent mounting on the truck. (d) f die conversion is to LPG, and a removable fuel tank is intended to be used, a metal nameplate attached to the LP-tank mounting identifying the fuel container assembly to be used. (e) f the conversion is from CNG or LPG to gasoline or dual fuels, a gasoline fuel tank, along with necessary mounting and connection hardware and installation instructions. (f) f the conversion is from gasoline or duel fuels to CNG or LPG, instructions for removal or deactivation of the present components including gasoline tmak(s). (g) [NEW] f the conversion is from LPG to CNG or dual fuels, or if die conversion is from gasoline to CNG or dual fuels and the truck was not equipped with a CNG and/or gasoline fuel tank, a tank or tanks as appropriate shall be included in the kit along with the necessary mounting and connection hardware and installation instructions. (h) nstructions covering checks and tests to be performed after the conversion and prior to putting the truck into service When a conversion kit is installed, all original identification of approval ~ and type designation shall be removed or obliterated, and the plate specified in 3-2.4(c) shall be installed in lieu diereof. SUBSTANTATON: New text and revisions to correlate with added CNG section. See Proposals (CP #1) and (CP #18). (Log #CP 5) (5-1.1): Accept RECOMMENDATON: Add to the end of existing text: ", or NFPA 30A, Automotive and Marine Service Station Code, as applicable." 6 NFPA A96 ROP valves, and hoses and fittings shall be protected from physical damage using the vehicle s~ucture, valve protectors or suitable maards in accordance with NFPA 52. v The refueling receptacle on a truck shall be firmly supported and shall incorporate a means to prevent the entry of dust, water and other foreign material, ffthe means used is capable of sealing system pressure it shall be capable of being depressurized before removal A CNG cylinder shall not be charged in excess of the maximum allowable working pressure at normal temperature for that cylinder The transfer of CNG into the fuel supply container of a truck shall be performed by a person qualified as having performed the transfer operation at least three full cycles under supervision and having competence ira initiating emergency procedures. This person shall be responsible for verifying working pressure and container retest date currentness A match or open flame shall not be used to check for leaks in CNG fuel systems Containers and their appurtenances, piping systems, compression equipment, controls, devices, and pressure relief valves shall be maintained in proper operating condition As a precaution to keep pressure relief devices in reliable operating condition, care shall be take in the handling or storing of compressed natural gas containers to avoid damage. Care shall also be exercised to avoid plugging by paint or other dirt accumulation of pressure relief device channels or other parts which could interfere with the functioning of the device. Only qualified personnel shall be allowed to service pressure relief devices. Only assemblies or original manufacturer's parts shall be used in the repair of pressure relief devices unless the interchange of parts has been proved by suitable tests CNC.powered vehicles shall not be parked near sources of heat, open flames, or similar sources of ignition The service,calve of the fuel container shall be closed whenever vehicles are parked overnight or stored for protracted eriods of time indoors. ~ UBSTANTATON: The proposed new section on compressed natural gas (CNG) addresses CNG fuel in the manner that Section addresses gasoline and diesel fuel and Section addresses LPG fuel.
