The Committee on Industrial Trucks presents, for official adoption, amendments to the Fire Safety Standard for Powered Industrial Trucks Including Type Designations and Areas of Use, NFPA No NFPA No. 505 is published in the National Fire Codes and in separate pamphlet form. This report was submitted to letter ballot of the Committee on Industrial Trucks -which consists of eleven (7 I) voting members, of whom 9 voted affrmatively and 2 (Messrs. Miller and Pope) voted negatively. Following this ballot, additional changes to Paragraphs 2-2.d(e) and d-3.7 were also submitted to lette~ ballot of the Committee. On the change to 2-2.4(e), 8 members voted affrmatively, 1 (Mr. Star) voted negatively, and 2 (Messrs. Miller and Pope) did not return ballots. On the change to , 8 members voted affrmatively, 1 member (Mr. Defy) voted negatively, and 2 (Messrs. Miller and Pope) did not return ballots.

2 REVISIONS TO NFPA NO Proposed Amendments to Fire Safety Standard for Powered Industrial Trucks Including Type Designations and Areas of Use NFPA No Subsection Add the words "and dual-fuel" after the term "LP-Gas" in the second line so that will read: Design and installation of the LP-Gas fuel systems on LP-Gas and dual-fuel powered industrial trucks shall be in accordance with the applicable provisions of the Standard for the Storage and Handling of Liquefied Petroleum Gas, NFPA No , ANSI Z Section 7-3. Change the word "eleven" in the second line to the word "thirteen," and after item (k) add the following two items: (1) The type G/LP units operate on either gasoline or liquefied petroleum gas having minimum acceptable safeguards against inherent fire hazards. (m) The type GS/LPS units operate on either gasoline or liquefied petroleum gas and, in addition to all requirements for the type G/LP units, are provided with additional safeguards to the exhaust, fuel and electrical systems. 3. Table 7-7. Add two columns pertaining to Dual-Fuel so that Table 1-7 reads as follows:

(b) Power-operated industrial trucks that have been originally classified and approved for the use of gasoline for fuel and designated as type GS, when converted to the use of dual fuels in accordance with Chapter 3 (see 3-8), may be used in those locations where GS or LPS type trucks have been specified in the preceding subsections (a) Power-operated industrial trucks that have been originally classified and approved for the use of liquefied petroleum gas for fuel and designated as type LP, when converted to the use of dual fuels in accordance with Chapter 3 (see 3-8), may be used in those locations where G or LP type trucks have been specified in the preceding subsections. 6 REVISIONS TO NFP/~ NO (b) Power-operated industrial trucks that have been origginally classified and approved for the use of-dual fuels and designated as type GS/LPS, when converted to the use of gasoline for fuel in accordance with Chapter 3 (see 3-8), may be used in those locations where GS type trucks have been specified in the preceding subsections (a) Power-operated industrial trucks that have been originally classified and approved for the use of dual fuels and designated as type G/LP, when converted to the use of liquefied petroleum gas for fuel in accordance with Chapter 3 (see 3-8), may be used in those locations where LP type trucks have been specified in the preceding subsections. (b) Power~operated industrial trucks that have been originally classified and approved for the use of dual fuels and designated as type GS/LPS, when converted to the use of liquefied petroleum gas for fuel in accordance with Chapter 3 (see 3-8), may be used in those locations where LPS type trucks have been specified in the preceding subsections. 72. Add a new Chapter 2 to read: Chapter 2 Dual-Fuel Trucks 2-1 General. A dual-fuel truck is defined as a truck equipped to be operated on either gasoline or LPG without further modification. 2-2 Requirements Those_parts of the fuel system which come into contact with gasoline shall meet the requirements for liquid fuel -- Standard.for Internal Combustion Engine-Powered Industrial Trucks, ANSI B (See Appendixes A and B.) Those parts of the fuel system which come into contact with LPG fuel. shall meet the requirements for LPG fuel -- Standard for Internal Combustion Engine-Powered Industrial Trucks, ANSI B or.standard for the Storage and Handling of Liquefied Petroleum Gas, NFPA (ANSI Z ). (See Appendixes A and B.) 2 2,3 Those parts of the fuel system which come into contact with both gasoline and LPG fuel shall be compatible with both types of fuel Fuel Changeover. Means shall be provided for fuel_ changeover which meet the following conditions:

7 ~ REPORT OF COMMITTEE ON INDUSTRIAL TRUCKS (a) which provides three-way selector means or device for selection of each of t.he two fuels plus a position where both fuels are shut off (b) which prevents operation of both fuels at one time -- except for that fuel i'emaining in the common fuel system components at the time of changeover. (c) the shutoff means for gasoline shall be located between the fuel pump and the carburetor. The fuel line between the shutoff means and the fuel pump shall be kept as short as possible for the installation in question. (d) the shutoff means for LPG fuel shall be located between the fuel container and the vaporizer. The fuel line between the shutoff means and the vaporizer shall be kept as short as possible. (e) the means provided to effect a changeover in the type of fuel to be consumed shall be located within the enclosed engine compartment of the vehicle and shall be constructed in a manner to require the use of hand tools to effect the changeover Automatic shutoff means shall be provided in the LPG system at some point ahead of the inlet of the first-stage regulator, designed to prevent flow of LPG when the ignition is off and the engine not running or if the engine should stop. This device shall permit the back flow of LPG from the vaporizer in the event of a pressure build-up in the vaporizer. The device shall be of a type designed for use with LP-Gas at a working pressure of not less than 250 pounds per square inch gauge (a) For trucks designated G/LP type, whether original construction or subsequent conversion, the liquid fuel fill fitting shall be so located as to minimize the possibility of damage to the tank or the fitting... (b) For trucks designated GS/LPS type, whether original construction or subsequent conversion, a self-closing type fill and vent fitting, shall be provided with means to lock it in the closed position in order to prevent accidental opening. 2-3 The truck designations (see Section 7-3) as shown on the nameplate and the type markers (see Figure ) shall not be painted over so as to obscure their content. 73. Renumber existing Chapter 2 as Chapter Section 3-8 (previously 2-8). Change to read: 3-8* Industrial trucks originally approved and classified:

8 REVISIONS TO NFPA NO (a) for the use of gasoline for fuel may be converted to liquefied petroleum gas as a fuel (b) for the use of gasoline or liquefied petroleum gas for fuel may be converted to dual-fuel (c) for the use of liquefied petroleum gas for fuel or dual-fuel may be converted to gasoline as a fuel (d) for the use of dual-fuel may be converted to liquefied petroleum gas as a fuel, p~ovided the complete conversion results in a truck which embodies the features specified for the particular fuel to be used. Installation directions shall be furnished with the conversion equipment and shall detail how to make the conversion, so the converted truck will embody all the necessary features to meet the desired type designation. The authority having jurisdiction may require that the conversion equipment be "Listed by Report" by a recognized testing laboratory. 1 ~The description of the component parts of this conversion system and the recommendedimethod of installation on specific trucks are contained in the "Listing by Report" available for the use of the authority having jurisdiction. (See I-7.13.) 15. Section 3-9 (previously 2-9). Change the reference in the second line to read: "(see 4-4.2)" 16. Renumber existing C,~apter 3 as Chapter 4. I7. Add new Section g-2 following Paragraph (previously ) to read: 4-2 Dual-Fuel. 4-2,1 When operating a dual-fuel truck on LPG, the gasoline level in the liquid fuel tank shall be checked daily. The truck shall not be operated unless the gasoline fuel tank is at least 1/~ full.x IThe purpose in requiring the maintenance of at least ~ full tank of gasoline is to provide a sufficient amount of liquid fuel to maintain a vapor saturation in the tank above the normally explosive level. The amount of fuel in the tank may be determined using the normal fuel gauge provided on the vehicle When operating a dual-fuel truck on LPG fuel the provisions of Section shall be followed When operating a dual-fuel truck on liquid fuel the provisions of Section shall be followed.

Renumber Section 4-2 (previously 3-2) as 4-3 and change Subsections and (previously and 3-2.7) to read: Reinstalled batteries shall be positioned properly and secured in the truck A carboy tilter or siphon shall be provided when acid in carboys is used. When diluting concentrated sulfuric acid to make up electrolyte ALWAYS add the acid to the water and not the water to the acid. Battery maintenance personnel shall wear protective clothing such as eye protection, long sleeves and gloves. Exception: Removal and replacement of batteries by the truck operator when permitted is not considered maintenance requiring the use of protective clothing. 19. Subsection (previously 3-3.2). Add the designation GS/LPS to the subsection title to read: Markings of types DS, DY, ES, EE, EX, GS, LPS, GS/LPS Industrial Trucks and Areas of Use. 20. Paragraph (previously ). Change the reference in last line to "Figure " 21. Paragraph (previously ). Change the reference in the last line to "Figure " 22. Figure (previously ). Add marker shown below and change the caption to read: Figure Markers to identify type of industrial truck. The markers for LPS, GS, DS, ES, and GS/LPS are four inches square. Building signs for Type DY, ES and GS/LPS may be produced on demand. 24. Section A In the first paragraph of A- 1-3, add the designations G/LP and GS/LPS to the ninth line to read: "Standards for types DY, ES, G/LP, and GS/LPS designated trucks are not in pub... " 25. Section A In the second paragraph of A- 7-3, add the designations G/LP and GS/LPS to the third line to read: "G, GS, LP, LPS, G/LP, and GS/LPS internal combustion engine-powered industrial... '.' 26. Section A-7-3. In the th#d paragraph oj r A-1.3, change the eleventh line to read: "Approval standards for types DY, ES, EX, G/LP and GS/LPS designated trucks... " 27. Renumber A-2-8 as A-3-8 and change to read: A-3-8 Section 3-8 provides that acceptance of an industrial truck that has been converted: (a) from the use of gasoline as a fuel to liquefied petroleum gas as a fuel (b) from the use of either gasoline or liquefied petroleum gas as a fuel to dual-fuel (c) from the use of liquefied petroleum gas or dual-fuel to gasoline is a fuel (d) for the use of dual-fuel to liquefied petroleum gas as a fuel, rests entirely with the inspection authority having jurisdiction. The responsibilify of determining whether or not a truck has been properly converted is placed with the authority having jurisdiction

11 REPORT OF COMMITTEE ON INDUSTRIAL TRUCKS because it is impractical to ship each converted truck back to the testing laboratory to be re-examined or retested, and it is also impractical for the laboratory to send a representative into the field to examine or test every converted truck. It is-recognized that the various authorities having jurisdiction may not be expert in determining what constitutes a proper conversion. Installation directions furnished with conversion equipment, "Listed by Report," specify in detail how the conversion is to be made so that it will be in accordance with the Standard for the Storage and Handling o/ Liquefied Petroleum Gases, NFPA No ; ANSI Z These detailed instructions supply the authority having jurisdiction with all the necessary information to determine whether or not a truck has been properly converted.
