1 St-Symphorien-19 & 20 May 2003 AGENDA ITEM: 10.1 Title: Work of SC 2/WG 3 on Hazard Detection Statement of Issue: Technologies have advanced for several types of hazard detection and visual aid systems that can be used on earthmoving machines. To address the application of these technologies on earthmoving machines, a WG was formed to develop a standard for Hazard Detection Systems (HDS) and Visual Aids (VA) for earth-moving machines. The new ISO TC 127 standard for HDS and VA, ISO 16001, will specify general requirements and describe methods for evaluating and testing the performance of HDS and VA. ISO/CD was unanimously approved is now ready for the DIS ballot. Background: Hazard detection systems and visual aids are available based upon the following technologies: ultrasonic, radar, transponder and closed circuit TV (CCTC). The detection zone capability now can extend up more than 20 m from the machine. With the different types of HDS and VA available, it is time to have an ISO standard to replace the ISO TR 9953 and to provide general requirements and methods for evaluating and testing the performance of the different systems. Alternatives/Options: Two alternatives were considered for ISO One was to develop a HDS and VA standard that would define the size of the detection zone required for different types of earthmoving machines based upon the travel speed and stopping distance. Another approach was to limit the standard to defining the performance capability of different HDS and VA so that the capability of different systems can be compared. Due to the limitations of some of the HDS technologies, the scope of ISO covers only the general requirements and the methods for evaluating and testing the performance of HDS and VA. It does not attempt to define the size of the detection zone for specific machines. Instead, it will be a standard that can be used to compare the capability of different HDS and VA. Pro s and Con s: All HDS and VA have limitations that need to be recognized when selecting systems for earthmoving machines. None of the technologies for HDS and VA are capable of providing the information that the operator needs for all environments and machine applications, without significant false warnings or degradation of system performance. ISO will include an annex to address the pros and cons for the use of each HDS and VA technology on earthmoving machines. Proposed Resolution: JTLM participants are requested to fully review the DIS of ISO when it is completed in the next few months and provide their comments.

2 St-Symphorien-19&20 May 2003 AGENDA ITEM:10.2 By: Kenzo Tanaka Title: Review of the Progress of TC127/WG2 for ISO Data Control System Statement of Issue: ISO Data Control System Working group has prepared the first working draft. It will take six to twelve more months to develop the draft for NWIP. Background: Four meetings were held and one is scheduled: 1 st at Tokyo, Japan 2 nd at Bologna, Italy 3 rd at Denver, USA (Mar 2002); Reported at TC127 Poland Conference (May 2002) 4 th at Frankfurt, Germany (Oct 2002) 5 th at Paris, France (Scheduled May 2003) Alternatives/Options: It s our consensus that it s crucial for the computerized construction to maintain the compatibility of data between processes or entities involved from the client through the end contractor. In line with this, standardization has been addressed in the following 3 aspects. - Terminology (Leader: Japan) - System Architecture (Leader: Japan) - Data Dictionary (Leader: France) At present, each leader country has made up a first draft. Pro s and Con s: Pro s: The framework of the draft standard seems theoretically established. Con s: It is necessary to confirm the practicability at the actual construction site. Proposed Resolution: None. Annexes (if any)

3 St-Symphorien-19 & 20 May 2003 AGENDA ITEM: 10.3 Title: Revision of the ISO 5006 Visibility Standard Statement of Issue: The ISO 5006 visibility standard is being updated to: - Simplify the visibility criteria and the test method - Include larger and smaller machines and some new types of machines - Address visibility requirements close to the machine - The update of ISO 5006 is also needed to support the update of EN 474. Background: The ISO/TC 127 WG that is updating ISO 5006 has met 5 times and has submitted the second WD for review and comments. Extensive comments were received on the second WD, so another WG meeting is scheduled for May 21 and 22, 2003 in Paris. The main challenge for resolving the comments will be to reach agreement on the visibility criteria. Three approaches have been proposed for the visibility criteria for the standard: - Require all machines to have visibility to within 1 meter of the machine boundary, independent of machine type, size or working environment - Base the standard upon the state of the art for machine designs - Base the standard upon ergonomics principles and the risks associated with machine operations Reaching a consensus on the visibility criteria at the WG meeting will be a challenge to try to resolve the differences between these three approaches. Alternatives/Options: To facilitate reaching a consensus on the visibility criteria, an agenda for the next meeting has been prepared to re-evaluate the basic issues for a visibility standard. A visibility standard should be based on good ergonomics principles and should address the risks for machine operations related to visibility maskings. To refocus the thinking of the WG, the agenda for the meeting in May, 2003 proposes that the WG meeting begin with a discussion of the: - Ergonomic principles for defining the capability of the operator to view around the machine and the ergonomics of the size of people around the machine. - Run over data and the risks of run overs based upon machine type, size, and the machine applications. When a consensus is reached on the ergonomics principles and the risks of run overs around the different types and sizes of machines, it should be possible to reach a consensus on the visibility criteria that are realistic for earthmoving machines. Proposed Resolution: JTLM participants are requested to review run over data for earthmoving machines and to evaluate the risks of run overs for each of the different machine types for the next WG meeting. We need to base the test method and visibility criteria for the visibility standards on ergonomics principles and run over risks around machines.

Alternatives/Options: Some country thinks it should be Option. Pro s and Con s: IN ISO standard Risk Assessment should be required (Not shall be required). Proposed Resolution: On 20 March Mr.Nishiwaki circulated the newest draft with should for the relative countries. Mr. Nishiwaki will circulate it as a next draft to ISO central buero on 20 April. DIS should be studied on the time. Kaz writes this report on 14 April. Annexes: At the JTLM we should ask to Mr.Nishiwaki how he made it on the schedule.

5 /KOCEMA St-Symphorien 19 & 20 May 2003 AGENDA ITEM: 10.5 Page 1 of 2 Title: CESAR Data and Implications for ISO 3411 Revision Statement of Issue: The CAESAR Project to measure anthropometrics data for people in the USA and in Europe is completed. An ergonomics WG in the USA is using this data and other anthropometrics data from European and Asian countries to update the operator dimension in ISO This WG plans to have the first working draft completed by October 31, Background: The current draft of ISO 3411 defines human body dimensions for operators of earthmoving machines based upon anthropometric data that was available 25 years ago for many of the countries that use earthmoving machines. This data was the best that was available at the time, but there was some uncertainty about how the data was measured (did the subjects wear shoes) and the population that was measured to obtain the data (some were only military people). In the last 20 years, additional anthropometric data has been measured for many of the countries in Europe and Asia. This new anthropometrics data and the CAESAR data provide accurate information for updating the ISO 3411 operator dimensions standard. Alternatives/Options: The USA is using that the following procedure for updating the human physical dimensions data in ISO 3411: 1. Define the operator population for the different regions of the world. For example, in the USA earthmoving machinery operators are both male and female with an age range from 18 to 65. For some countries the operators may be male only. 2. Use the general population anthropometrics data to define the size of the small (approx. 5%) and large (approx. 95%) operators. This general size can be represented by a few dimensions, such as standing height, arm reach and chest circumference. 3. Use the body scan data from the CAESAR Project to define all of the operator dimensions that correspond to the general size dimensions of operators. Several companies have developed software programs that convert the body scan data into the body pivot dimensions and the operator dimensions that are needed for ISO The USA is using the information on general operator sizes and the CAESAR data to develop a first draft of the update of ISO Pro s and Con s: At the last JTLM, participants were requested to define the general operating population in their region, especially if females operate earthmoving machines. Input was also requested to determine if the current body pivot dimensions and operator dimensions data in ISO 3411 are adequate. If not, what additional information is needed in ISO 3411?

6 /KOCEMA St-Symphorien 19 & 20 May 2003 AGENDA ITEM: 10.5 Page 2 of 2 Proposed Resolution: Confirm the information for the update of ISO 3411 that has been received since the last JTLM: - The main requirement for the revision of ISO 3411 is to update the existing dimensions in ISO 3411 with new anthropometrics data. - The operator dimensions data for Europe and the USA should include male and female dimensions, but the data for Asia only needs to include male dimensions, since few Asian females are operating earthmoving machines

ISO/TC195 /WG4, in Milwaukee, USA (Oct. 2002) 3. ISO/TC195 /WG5, in Milwaukee, USA (Oct. 2002) 4. ISO/TC195-TC127 JWG(preliminary) in Milwaukee, USA (Oct. 2002) Activities: 1. ISO/TC195/WG4 (Machinery and equipment for concrete works) - 2 DIS standards are distributed for voting( DIS Mixers - P1 and DIS External vibrators). - 3 CD standards are processed (CD Internal vibrators, CD Concrete pumps P1 and CD21592 Concrete spraying machinery). - 1 CD is now being prepared by TC195 Secretary summarizing the comments received on WD( CD Mixers P2). - 1 NWIP is now suspended as the result of voting and now being arranged by the convenor to improve the situation of insufficient participation(concrete pumps-p2). 2. ISO/TC195/WG5 (Road construction and maintenance works) - 3 standards were published (ISO Bitumunous binder spreader/sprayer, ISO Chippings spreaders and ISO Road milling machinery). - 3 FDIS standards are completed the voting (FDIS Soil stabilizers, FDIS Powder binder spreaders and FDIS Asphalt processing plant). - 1 DIS is completed the voting (DIS Slipform pavers). - 1 NWIP was approved by the voting and WD is now elaborated by the proposer, USA (Asphalt paver). 3. ISO/TC195-TC127 JWG(preliminary) - The study to use those standards developed by TC127 also for TC195 has been preliminarily performed by those WG4 and WG5 experts attended at Milwaukee meetings respectively. - The results are reviewed at 13 th ISO/TC195 Meeting in Warsaw(May.2003). 4. ISO/TC195/WG3( Pile driving equipment) - 1 standard was published (ISO Pile driving and extracting equipment) 5. ISO/TC195/WG 2( Terminology) - 1 DIS prepared by TC195 Secretariat was sent to Central Secretariat(Feb.2003) (ISO Term and definitions - P7: Road construction and maintenance equipment)

Title: Operator protective structure for excavators over 6t to 50t Statement of Issue: The new work item has been approved on the revision of ISO 12117,TOPS standard for compact excavator. JCMA adopted OPS standard for excavator. Japan is intending to incorporate the JCMA standard in to the ISO revision. Background: New Zealand reported excavator roll over accidents and implemented the code of practice to madate the machine owners to provide at least COPS( Cabin Operator protective Structure) in Japan has also become aware of roll over or tip over accidents of excavators over 6 tons. Japanese ISO TC 127 has formed a working group to make a standard for Operator Protective Structure for Excavator over 6 tons. After roll over tests with different size excavators from 12 tons to 45 tons, the working group has come to make the JCMA standard. Testing criteria are the following: 1. Lateral energy input is the same as that of ROPS for crawler tractor in ISO Vertical load shall be 1W (Manufacturer s recommended maximum machine weight.) 3. Tests with equipment and attachments at maximum reach on the ground configuration 4. Full length L load distribution device, not ROPS 80 % of length L Forestry machines with or without risers is most likely to be incorporated in the revision of ISO The test condition will be the same as excavators of normal use. Alternatives/Options: 1. Manufacturers are free to take a risk not to provide OPS by determining that the lateral simulated ground plane (LSGP) will not intrude into DLV. There is still a good chance for operator to survive in the cab which has DLV space due to the boom and counter weight preserve the envelope when roll over. This has been incorporated in JCMA Standard. 2. Seat belt is believed to save operator s life even the cab is not strong enough. Because it will restrain the operator not to get out of the machine when roll over. 3. To distinguish with ROPS, which require 2W vertical load, the OPS shall be called EOPS (Excavator Operator Protective Structure). Pro s and Con s: Pro s: With the revision, Excavator over 6 tons shall have almost the same safety level as machines in ISO Con s: Manufacturers are urged to raise the price of machine due to the modification for the cab reinforcement with a reasonable explanation to customers. Proposed Resolution: Each Trade Association is asked to review the JCMA Standard which shall be the vital part of the revision of ISO and send comment to JCMA. Page 1 of 2

Japan has no intension to incorporate those large machines into the revision because it has never tested those machines and it is difficult to determine the test condition with out actual roll over test.
