Welcome and agreement of agenda The Convenors, Karine Lio, Mike Wilson and Campbell Page welcomed everyone to the meeting. They thanked UNIC for providing the facilities and meeting room. The previously circulated meeting Agenda was approved. The experts signed the Attendance list, a copy is attached at the end. 2. The scope has been changed as follow, This document specifies a method for the determination of free and released formaldehyde in leathers. This method is based on colorimetric analysis shall not be used for a precise quantification of formaldehyde. 6. Work item progress and proposals for new work items & comments received since the last meeting 7.1 Progress of work items and proposals for new work items Revision of EN ISO 20136: 2017 / IUC 37 Leather Determination of degradation by microorganisms Elena Bañón Gil from Inescop provided a document (N130) to update and revise EN ISO A new project with ISO lead will be activated. The new document is on the Livelink and if there are no significant comments it can proceed to DIS Enquiry. 7.2 Comments received since the last meeting EN ISO 20136:2017 / IUC 37 Leather Determination of degradation by microorganisms LASRA in New Zealand has made comment that they think there is a mistake in clause of EN ISO 20136:2017. Elena Bañón Gil from Inescop explained there was no mistake and has sent an explanation to LASRA. 7.3 Requests for new work items if someone has suitable methods: analytical method for sulphide content in wet blue No methods known. analytical procedure and solvent for determining low levels of residual fat No test methods known. 4

5 8. Any other business for WG1 / IUC Proposal to have a screening method for restricted substances in leather. Italy made a presentation. Experts are agreed that it s a good idea but we must keep in mind that the quantification limits will be higher with this kind of method than with a specific method. No comments were received, however, the convener suggested adding a note at clause 6.2 (N035). This was generally accepted, however, it was noted that ISO now discourage notes but in this instance there is no simple alternative. On further discussion it was also agreed: at 6.1.1, to add and very thin, less than 1.5mm. 5

6 at 6.3.1, Rosario Mascolo to work with Joaquim Gaião, Rob Painter and Sasha Dietrich to propose a table of preloads values according to thickness/softness/extensibility and an instruction on how to deal with very extensible glove leathers for example. Proposal to be sent to convener for circulating one month prior to discussion at next meeting. at 6.5, Rosario Mascolo and Sasha Dietrich to propose simple clamping modification options, e.g. abrasive paper, to prevent slippage (remembering that what is proposed may have implications for other standards using tensile testing machines). Decision: request to TC289 and ISO to adopt NWI to revise this standard with ISO Revision of EN ISO :2012 / IUP 481 Leather Determination of abrasion resistance Part 1: Taber method Germany provided a revised text (N036) on 25/1/18; the convener apologized for not circulating until just prior to the meeting. Sasha Dietrich was asked to consider if the tungsten abradent reference can be changed from e.g. S35 to S series as per rubber or silicon carbide wheels, or perhaps if a range of S values should be given or indeed other wording. Revised wording to be sent to convener by end of April, for circulating to WG2 for 46 weeks for comment prior to sending direct to DIS Enquiry. Decision: request to TC289 and ISO to adopt NWI to revise this standard with ISO Revision of EN ISO 23910:2017 / IUP 44 Leather Physical and mechanical tests Determination of stitch tear resistance Revised draft of clause 6 was agreed (N033) at the last meeting and is with Campbell Page to submit it to the ISO Secretariat for DIS Enquiry. Decision: request to TC289 and ISO to adopt NWI to revise this standard with ISO 11. Review of published standards under WG2/IUP responsibility 11.1 Decisions on the comments received during ISO systematic review ISO 17131:2012 / IUP 56 Leather Identification of leather with microscopy Results of systematic review: 8 votes to reconfirm, 3 abstentions and 1 vote (Italy) for revision. Italy asks for 2 additional instruments to be added in clause 5: a) microtome for the preparation of sections to be visualized and b) Phasecontrast opticalmicroscope. The Italian Leather Research Institute (SSIP) had prepared a presentation which was not shown but is attached here (N038) for review. Tiziana Gambicorti to propose the necessary revisions to the Standard to incorporate these two instruments. These will be forwarded to the convener to circulate to WG2 for discussion at next meeting and then decide whether to revise or reconfirm the standard. ISO 14268:2012 / IUP 15 Leather Physical and mechanical tests Determination of water vapour permeability Voting closed on 5th March 2018 (the day before this meeting). Results have not been disseminated, however, it was understood that there were 7 votes to reconfirm, 3 abstentions and 1 vote (Spain) for revision. Spain propose to shorten test time in line with ISO 20344:2011 Safety footwear standard clause 6.6. [Convener s note post meeting: this method requires the test specimen to be preconditioned in the test machine prior to the test itself. ISO 20344:2011 requires 1 hour preconditioning which was a change from 20344:2004 that required 20 hours. ISO 14268:2002 & 2012 both require 20 hours. Thus the proposal from Spain will reestablish consistency between two 6

7 ISO standards and with the commercial benefit of a faster testing time; providing there are no other foreseeable technical consequences.] Spain to send proposed revised text and historic supporting data to the convener to circulate to WG2 for discussion at next meeting and then decide whether to revise or reconfirm the standard Published EN ISO standards currently under ISO systematic review process 12. Proposals for new work items Revision of EN ISO 54021:2017 / IUP20 Leather Determination of flex resistance Part 1: Flexometer method. Following the objections raised by BLC previously other labs have confirmed that they have a major problem complying with the new geometry specified in the 2017 revision. It appears that only PFI machines can comply; PFI can apparently also supply replacement clamps for other machines. The last meeting requested a temporary withdrawal of ISO 54021:2017 until a solution could be found. ISO, however, strongly advise against attempting to withdraw standards as it requires a 100% approval vote and so recommended an immediate revision of the standard as the best and fastest way forward. The German delegation strongly defended the 2017 version which they had proposed in the cause of harmonisation, in this instance with the ISO Rubber or plasticscoated fabrics standard, ISO also currently under revision. It became apparent during lengthy discussion that when ISO was being revised in 2017 that the effect of the proposed changes were not fully appreciated. The convener expressed concern that this had not been picked up at the time by any of the labs nor in the DIS enquiry. There is clearly a need for everyone involved to pay closer attention to the detail and consequences of all proposed revisions to standards. It was suggested that in future machine suppliers should be consulted regarding the feasibility of changing machine specifications and the time required to make new equipment available. The convener agreed in principle but was wary of getting entangled in negotiations with commercial machine suppliers. It was also suggested that when devising equipment diagrams/specifications for standards, consideration should be given as to how auditors would be able to check machine compliance. In ISO for instance, a radius is defined relative to a virtual point that is difficult to locate during a lab audit. [Convener s note: these points were reiterated at the TC289 Plenary meeting the following day] The convener reviewed the geometries defined in the relevant standards showing how they had changed since the original, pre 1968, IUP10/SLP14 standards. As far as he had been able to establish, the original concept of the test was devised by Dr Baumann while at the Bally Shoe Company, Switzerland, and was embodied in IUP10/SLP14, with a suitable machine being supplied by the Bally company. In 2001, SATRA UK, had bought the exclusive rights to continue manufacturing this machine when Bally ceased its production. SATRA still use the same moulds today that Bally provided for casting the metal clamps. It was generally agreed not to have been the intention of the revisers of the 2011 edition of ISO to move away from the fundamental principles of the original design. Indeed one 7

8 unintended change to the diagram was introduced in the 2011 version by ISO between FV stage and publication. In conclusion, it was agreed that: 1. an urgent revision of 54021:2017 is required 2. the draft revision should include both 2011 & 2017 geometries initially but not necessarily with view to progressing both to the final revision. An improved diagram of the 2011 version is required to remove ambiguities from previous versions. 3. the convener would circulate his presentation (N039) clarifying IUP 20 and differences between 2017 and all labs would send pictures of their clamps to the convener. 5. Germany to provide test data, if available, from their own lab directly comparing 2011 and 2017 clamps. WG2 needs to know if test results, and thus performance specifications, will change by moving from 2011 to If data is not available then an interlab trial would be necessary. 6. WG2 should liaise with TC248/45 regarding ISO which is also under revision; consider a joint meeting as soon as possible, perhaps at FILK. Finally, it was agreed that in the intervening time, until publication of a new revised standard, both clamp designs (2011 and 2017) should be deemed acceptable for use. This is of particular importance to ensure that European Safety Footwear Certification is not compromised as this test is included in EN ISO 20344:2011 (Note: EN ISO does not reference EN ISO as such but replicates a figure and text similar to that in ISO 54021:2002) Decision: urgent request to TC289 and ISO to raise NWI to revise this standard with ISO 13. Proposals for new work items Future replacement of EN ISO / IUP 32 Leather Measurement of area With the publication in August 2016 of EN ISO / IUP 58 Leather Measurement of leather surface Using electronic techniques we now have defined 4 different electronic methods for area measurement. But with no preference as to which electronic method is considered the reference method. The parties involved are required to agree on the electronic measurement method to be used. With the involvement of ICT and other area measurement experts a discussion has been started about what steps we could make in the future and if in future one reference method is required. 9

10 SSIP have been working on a project comparing different measurement techniques and different leather types. At recent meetings Rosario Mascolo has been explaining the first results of the rather large and complex project in compiling comparison measurement data for 16 different leathers. Since the leathers have to travel to different measurement machines, it was decided to stop the testing during the winter months. Further progress will be reported at the next meeting. 18.
