January Christmas Tree Collection Mark Aitken CAO County of Simcoe Simcoe County residents continue to do a tremendous job of managing their household recycling, organics and waste streams. Due to your participation and waste sorting habits at home, we continue to rank among the very best in the Province in waste management. In 2018, the County made an increased commitment by investing in promotion and education of our programs, particularly our green bin service. We visited many of our municipalities with our green team and giant green bin to raise awareness about the importance of growing your green bin, not your garbage. We also executed a creative marketing and advertising campaign focused on encouraging and motivating residents to reduce their garbage. We added new services, with the introduction of curbside textile and electronics collection weeks. We also took an important step to support the reduction of garbage by accepting pet waste, kitty litter and small animal bedding in our green bin program, an addition our residents have long been asking us for. The addition was made possible due to an agreement with a new facility to process our organics in the short term, as we continue with the development and approval of our own Environmental Resource Recovery Centre (ERRC). These initiatives support our concerted effort to reduce the amount of garbage Simcoe County produces. Despite tremendous improvement over the past few years, we are still only capturing approximately 42 per cent of organic materials in our green bins. That means that almost 58 per cent of organic materials are still ending up in our garbage stream we can do better! Our 2019 efforts will continue to focus on shifting these statistics with education, promotion and convenient programs such as our textile, electronics, battery and leaf and yard waste curbside collection services. Our award-winning Learning and Living Green program continues to expand. This year, we have more than 100 regional schools participating in the program as we work to educate students about waste management. In addition to the ERRC infrastructure project, we re also developing new Household Hazardous Waste drop-off opportunities that will provide residents in the southern part of the County with access to a free dropoff centre where household hazardous materials are properly contained, managed and removed without impacting the environment. The new facility will bring our total to five household hazardous waste drop-off locations spread out across the County will be a busy year at the County. We thank you for your ongoing participation and efforts to reduce your garbage stream and utilize our many services and programs aimed at supporting the environment and making your waste reduction efforts more convenient and successful. 5 ENVIRONMENTAL Resource Recovery CENTRE Planning for our future! Faced with rising costs, new provincial waste regulations, and closure of County landfills, we re working to manage your waste differently by building the Environmental Resource Recovery Centre (ERRC). Currently under development at 2976 Horseshoe Valley Road West in Springwater, here we ll locally process green bin organics and manage the transfer of garbage and recycling. With education space, this facility will showcase our commitment to diversion and reducing what we send to landfill. Following a comprehensive siting process and direction from County Council, the land use planning process continues. Planning amendments are required at both the County and local levels. Over 2019, focus will shift to design and more detailed technical studies outlining how the facility will be constructed and safely operated. 8 Pet Waste in Green Bin Green Bin Requirements Step One Remove plastic packaging from food and place food scraps in the kitchen bin. Step Two Empty kitchen bin into the green bin frequently. Wrap organics in newspaper or use paper and/or certified compostable bags. Place bagged pet waste inside the green bin. Look for these symbols: Plastic bags or bio-degradable bags are not permitted in the green bin. Step Three Place securely-latched green bin at the curb by 7 a.m. on your collection day. Maximum weight limit per container is 20 kg (44 lbs). 10 Recycling Requirements CONTAINERS and PAPER Two-stream Collection Separate paper from containers. If you don't know where things go, please visit: simcoe.ca/wastewizard. Containers Go in the blue box. Rinse food residue from containers and remove and include lids. Place containers loose in the blue box. We all play a role in keeping our community recycling programs running properly, do your part! Papers Go into a separate box from your containers. Only use the larger blue box for containers, not for paper, due to weight restrictions. Cardboard should be flattened and tied in bundles (max. 75 cm x 75 cm x 20 cm). Recyclables Must be curbside by 7 a.m. on your collection day. Extra/ overflow recycling may be put in blue or clear bags with paper separate from containers. Do not overload recycling boxes. To reduce wind-blown litter, boxes may be stacked. aluminum plates and foil, as well as juice and broth boxes go in the blue bin

12 Winter Reminders Place waste in a visible location at the end of your driveway, not on a snowbank. If necessary, clear a small area. To prevent material from freezing, line your green bin with newspaper and keep recyclables in a dry location. Stack recycling boxes and do not overfill to prevent materials from blowing out. If materials are hit by snow-removal equipment or are filled with snow prior to collection, it is the resident s responsibility to clean up the materials. Weather may affect your waste collection! Sign up for free collection alerts at: simcoe.ca/wastereminder If inclement weather or poor road conditions result in the cancellation of collection services, the normal practice is to collect double the following week. Blue or clear bags can be used for extra recycling.

14 The Green Bin Grew Again! Remember that biodegradable and plastic bags, plastic liners and litter boxes are not accepted in the green bin. Kitty litter must be contained in newspaper or compostable bags, look for these symbols: Pet waste can be put into the green bin as the high technology processing system utilized by the County can safely manage pet waste. Don't place pet waste in a backyard composter or directly apply to gardens as it contains bacteria. The backyard composting process does not reach the temperatures required to kill harmful bacteria. 15 March 2019 Did you know wood ashes can remain hot enough to cause a fire for days? Wood ashes must be completely cold and placed in a compostable bag for collection in the green bin. Pressurized tanks can pose a significant safety hazard, for this reason they should be taken to a County waste facility for safe, free disposal. Ensure containers are clearly labelled, secured, and leak-proof. Never combine products and keep HHW materials separate from other materials in your load, as explosive or poisonous chemical reactions may occur. 24 Waste Drop-off Facilities Tips Busy times are on Saturdays and early in the week; avoid these days if possible. Material not properly sorted into the designated diversion area cause your entire load to be charged at the mixed-waste rate of $310/tonne Separate materials in your load. Divertible materials may be free or qualify for a reduced fee (see page 3 for more information). There is a minimum fee for garbage disposal; avoid coming to the facility with small loads. Propane cylinders are accepted free of charge but please do not put them in the garbage or recycling. Notify site staff upon arrival at the facility as they are managed differently for health and safety reasons. All vehicles must enter the scale on a green light and declare what type of waste materials you have. Due to health and safety policies, staff can not assist with the lifting or removal of waste from vehicles. Prior to leaving the site, vehicles must return to the scale. The computerized weigh scale system calculates waste disposal charges. Payment is due prior to leaving the site.
