10 Marpol Convention Annex II Cat X /Y/Z : 250 substances Some 250 substances were evaluated and included in the list appended to the Convention. The discharge of their residues is allowed only to reception facilities until certain concentrations and conditions (which vary with the category of substances) are complied with. In any case, no discharge of residues containing noxious substances is permitted within 12 miles of the nearest land. More stringent restrictions applied to the Baltic and Black Sea areas. x II

13 Marpol - Annex V in force December Regulation for the prevention of pollution by Garbage - Garbage includes all kinds of food, domestic and operational waste. - Amendment to Garbage Record Book in force on 1 st August 2005 includes: * Cargo residues * Position of the ship 13

14 Marpol - Annex V current - Garbage categories in the GRB must include cargo residues -Disposal prohibited < 12nm to nearest land - In a Special Area, cargo residues cannot be disposed into the sea - MARPOL requirements are the minimum; port states may be more stringent 14

16 Special Areas Special Areas where the requirements have not taken effect may be due to the following reasons: - Lack of adequate reception facilities - Lack of ratification of the Convention by Coastal States 16

18 Port Reception Facilities Marpol : every port should have adequate facility Port Authority should facilitate!

19 Marpol Regulation 7 of Annex V states: Each party to the Convention undertakes to ensure the provision of reception facilities at ports and terminals for the reception of garbage :- 1) Without causing undue delay to ships 2) According to the needs of the ships using them Each party to the Convention shall notify the IMO of all cases where the facilities provided are alleged to be inadequate 19
