2 Certification Scheme Plastic piping and multilayer piping systems page 2 of 60 Foreword DIN CERTCO was founded in 1972 by DIN the German Institute of Standardization e.g. for the awarding of DIN marks and offers the certification of products and persons, services and enterprises on the basis of the DIN Standards and similar specifications. In order to proof our impartiality, independency and competence, we are voluntary accredited according to DIN EN For the satisfaction and trust of our clients, we have furthermore a certified quality management system according to DIN EN ISO In conjunction with the General Terms and Conditions of DIN CERTCO, this certification scheme forms the basis for suppliers of plastic piping and multilayer piping systems for warm water floor heating systems and radiator connecting to mark their products with the certification mark DIN- Geprüft. In this way they document that their products fulfil all the requirements of therespective DIN and DIN EN ISO Standards for plastic piping systems. The certification mark DIN-Geprüft creates consumer confidence, in that an independent, neutral and competent body has carefully examined and assessed the product on the basis of the test criteria. Third-party monitoring, also during the on-going production process, further ensures that the quality of the product is maintained. In this way, the customer receives an added value, which he can take into consideration in deciding on his purchase. 5 Certification Scheme Plastic piping and multilayer piping systems page 5 of 60 1 Scope This certification scheme is applicable to Plastic piping and multilayer piping systems for warm water floor heating systems and radiator connecting and contains, in conjunction with the basic documents mentioned below, all of the requirements for awarding the certification mark DIN-Geprüft. The certification scheme presented here lays down the requirements for the product itself (combination of seamless plastic tubes with and without a barrier layer against oxygen diffusion and fittings/connectors made of plastic or metal) as well as for the testing, surveillance and certification of same. 2 Test and Certification Specifications The following referenced documents are the basis for testing and certification. For dated references, only the edition citied applies. For undated references, the latest edition of the referenced document (including any amendments) applies. 9 Certification Scheme Plastic piping and multilayer piping systems page 9 of Requirements for Fittings/Connectors The following characteristics are part of testing, certification, and surveillance for the specific fittings made of plastics or metal according to Annex C up to Annex I as long as applicable: Hydrostatic stress properties of material Thermal stability Appearance Dimensions Resistance to internal pressure Melt mass-flow rate MFR Degree of crosslinking Marking Opacity Homogeneity 3.3 System Requirements The following characteristics are part of testing, certification, and surveillance for the specific pipe system according to Annex C up to Annex I as long as applicable: Resistance to internal pressure Leak tightness under internal pressure and bending Resistance to pull-out Resistance to thermal cycling Resistance to pressure cycling Leak tightness under vacuum 4 Testing 4.1 General Information For the performance of the tests required as the basis for the assessment and certification of the products, DIN CERTCO avails itself of the test laboratories to which it has awarded recognition. For the sampling the following grouping may apply as far as the design pressure is planned to be relevant for DIN certification. The applicant has to describe all system components (e.g. heating water additives) and the laying system by submitting a system description and engineering drawings. In the scope of the initial type test an inspection of the manufacturers testing laboratory is carried out to ensure that the prerequisite conditions for a factory production control as required in this certification scheme (see clause 6.2) are fulfilled. The scope of testing and the number of samples are defined in Annex C up to Annex I. Nominal diameters not included in the size classes A or C of the respective product standards have to be tested completely.

11 Certification Scheme Plastic piping and multilayer piping systems page 11 of Supplementary Test A supplementary test shall take place when additions, extensions or modifications (see clause 5.9) are made to the certified product, which may influence the product s conformity with the pertinent, fundamental requirements. The type and scope of the supplementary test shall be laid down on a case by case basis by DIN CERTCO in conjunction with the testing laboratory (see also Annex C up to Annex I). For multilayer pipes type M according to DIN EN , the DVGW Worksheet W 542, clause 6 may be applied Surveillance Test (Control Test) The surveillance test is conducted repeatedly at determined intervals (twice a year) and serves to ascertain whether the certified piping system corresponds to the type-tested product during the production phase. The test is commissioned by DIN CERTCO (basis is a surveillance contract between manufacturer and testing laboratory) and must be proven to DIN CERTCO by a positive test report at the latest on the due date for surveillance (in individual cases 4 months after the receipt of the samples at the testing laboratory). Is this deadline exceeded, the certificate will be suspended and after another period of maximum 2 months withdrawn. The type, scope, and frequency of the surveillance tests are defined in Annex C up to Annex I. If during the surveillance test a negative test result is detected, the test can be stopped with reduced test scope after consultation with the manufacturer. A repeat test according to clause may apply Repeating Test A repeating test is carried out after surveillance tests with a negative test result. The certificate holder receives a deviation report in writing with the required corrective actions and the corresponding deadlines for implementation. The type and scope will be laid down in accordance with the specific, respective purpose on a case by case basis by DIN CERTCO in conjunction with the testing laboratory. If the deadlines stated by DIN CERTCO cannot be fulfilled by the certificate holder for technical or other reasons, the certificate holder must propose a new mandatory date for repeat testing stating the reasons. If the repeat test is also not passed, the certification is initially suspended, and a special test as per clause is conducted Special Test A special test is conducted when

12 Certification Scheme Plastic piping and multilayer piping systems page 12 of 60 the production has been suspended for a period of more than 12 months required by DIN CERTCO (e.g. if the second repeat test was not passed) requested in writing by a third party if a particular interest in the maintenance of proper conduct of market procedures in relation to competition or quality is involved. The type and scope of the special test shall be laid down in accordance with the specific, respective purpose on a case by case basis by DIN CERTCO in conjunction with the testing laboratory. Should defects be detected in the course of the special test or because of the suspended production, the certificate holder shall bear the costs of the examination procedure. Untightness on a single connector pipe lead to abort of the temperature cycling test. 15 Certification Scheme Plastic piping and multilayer piping systems page 15 of 60 Figure 3 Temperature cycling test in case of two types of connectors combined with two types of pipes Oxygen permeability Pre-treatment The test of oxygen permeability is carried out according to DIN 4726: clause 5.4 and after the described pretreatment Oxygen permeability is measured in accordance with DIN 4726: clause 5.4 following the pre-treatment described therein (winding, relaxation time 24 h, aging in a water bath at 20 C for 24 h, re-drying in normal climate 23/50 for 28 days). Optionally, oxygen permeability can be measured following deviating pre-treatment based on both DIN 4726: Section 5.4 and on DIN 4726: clause 4.3 (winding, relaxation time 24 h aging in water bath 20 C for 24 h, temperature cycling 15 min cold water 20 C/15 min hot water 70 C at 3 bar for 14 days). The latter pre-treatment simulates both the laying conditions (laying in wet screed) and the subsequent operating conditions (changes in medium temperature) at the same time, and can be regarded as at least equivalent to the former pre-treatment.

16 Certification Scheme Plastic piping and multilayer piping systems page 16 of Testing temperatures The initial type test (N) is carried out at 40 C for pipes of application class 4, at 80 C for pipes of application class 5, and at 40 C and 80 C for pipes of application class 4 and 5. The audit test (AT) is carried out for both half-years at 40 C for pipes of application class 4, for both half-years at 80 C for pipes of application class 5, and in the first half-year at 40 C and in the second half-year at 80 C for pipes of application class 4 and Sampling and Delivering of Samples The samples for the different kind of tests for certificate holders of types A, D, or E are typically taken from manufacturer's current production or from the certificate holder's stock (however, only after release by QA). The sampling of DIN certified and surveyed products is also possible at the manufacturer in case of certificat holder of type B or C. The sampling is carried out according to the following rules: Type of test Sampling by Initial type test the manufacturer Supplementary test the manufacturer Surveillance test the testing laboratory commissioned to perform the tests Repeating test the manufacturer if agreed by DIN CERTCO Special test the testing laboratory commissioned to perform the tests Fully labelled pipes must be sampled and tested for all certificate types A to E. A reference to labelling as per the quality manual is not sufficient. The samples for testing of oxygen tightness have to be taken from the same charge as those for the other tests and have to be marked the same. The samples must be submitted to the test laboratory at the latest 4 weeks after sampling. The costs of sampling and sending the samples to the test laboratory are borne by the manufacturer/distributor. If this deadline is not met, the certificate is initially suspended; it is deleted after a further maximum period of 2 weeks. 4.5 Test Report The testing laboratory shall inform the principal of the test and examination results in the form of a test report. This must be submitted to DIN CERTCO in the original. A PDF-file can also be accepted, if it submitted to DIN CERTCO directly by the testing laboratory. As a rule, the test report may not be older than 6 months on submitting the application. In individual cases, older test reports can be recognized if the testing laboratory provides written confirmation of the current validity of the information given in said test report. The test report must be in conformity with DIN EN ISO/IEC 17025, clause 5.10 and contain at least the following information. Name and address of the manufacturer Name and address of the applicant (if different from the manufacturer ) Test basis (standards) including date of issue

17 Certification Scheme Plastic piping and multilayer piping systems page 17 of 60 DIN CERTCO certification scheme including date of issue Type of test (e.g. type test, surveillance test, etc.) Surveillance period if DIN-certified (e.g. 1. half-year 2011) Registration number of the tested pipe if DIN-certified Pipe material Layer construction for multy layer pipes Date and place of sampling if DIN-certified Period of testing Test result and assessment Name and signature of the person responsible for the examination 5 Certification Certification in the sense of this certification scheme relates to the assessment of conformity of a product by DIN CERTCO on the basis of test and inspection reports submitted by testing laboratories and inspection bodies recognized by DIN CERTCO. To this end, the products to be certified are examined and subsequently monitored in respect of conformity with the requirements laid down in clause 3. The right to use the certification mark DIN-Geprüft will be granted by the issuing of the respective certificate. 5.1 Application For Certification Both manufacturers according to 4 of the Product Liability Act (ProdHaftG) and distributors who, with the written consent of the certificate holder, bring the products onto the market under their own responsibility in the sense of the Product Liability Act, may apply. Applicants may also be suppliers (distrubuters), who obtain their plastic piping systems from manufacturers without DIN certificate for the respective products. Concerning certification and surveillance they are handled as manufacturers. Thus, the following types of certificate holders are possible: A Manufacturer with system certificate B Supplier/distributor, who sells a DIN certified system under his own trade name C Supplier/distributor, who sells a DIN certified and surveyed pipe in combination with a not certified fitting under his own trade name D Supplier/distributor, who sells a not DIN certified pipe in combination with a certified and surveyed fitting under his own trade name E Supplier/distributor, who sells a not DIN certified system under his own trade name The manufacturer (type A and E) must submit the following documents to DIN CERTCO: Application for certification in the original complete with legally binding signature an up-to-date test report according to clause 4.4 concerning an initial type test (see clause 4.2.1), in so far as the test was not commissioned by DIN CERTCO an up-to-date inspection report about the inspection at the manufacturers testing laboratory a monitoring agreement between the testing laboratory and the manufacturer (this can be submitted at latest 3 months after the certificate was issued) The manufacturer (type B, C, D) must submit the following documents to DIN CERTCO: Application for certification in the original complete with legally binding signature an up-to-date test report about the dimensions to be certified

18 Certification Scheme Plastic piping and multilayer piping systems page 18 of 60 for supplier/distributer certificates furthermore legally binding declaration of the main certificate holder according to Annex A and a legally binding declaration of the subcertificate holder according to Annex B a monitoring agreement between the testing laboratory and the manufacturer (this can be submitted at latest 3 months after the certificate was issued) The applicant shall receive from DIN CERTCO, after receipt of the application, a confirmation of order with a process number and notes regarding the further course of the procedure and, as applicable, queries concerning any missing documents. 5.2 Definition of Types and Sub-Types Plastic piping systems that are distinguishable on the basis of certification-relevant characteristics shall be defined as Type or Model. They are normally distributed under its own trade name. Certification-relevant characteristics are, for example, those that substantially influence the usability or durability. For this, the following characteristics are relevant: a) same material b) same crosslinking (for PE-X) c) same layer construction (type, number, and position of layers) d) same production facility e) same cross-sectional form For each type an independent certificate shall be issued. Sub-types are, as a rule, those models/types of a product that are only distinguishable in terms of size or performance, in formal or non certification-relevant characteristics. These may be summarised under one certificate. For plastic piping systems these are generally the different dimensions of a pipe type. 5.3 Conformity Assessment On the basis of the documents submitted, DIN CERTCO conducts the conformity examination. To this end, in particular, an assessment is made with the aid of the examination report as to whether the product meets the requirements of the Certification scheme and of the Standard. The applicant shall receive written notification from DIN CERTCO in the event of any possible deviations. 5.4 The Certificate and the Right to Use the Mark After successful testing and conformity assessment of the submitted documents, DIN CERTCO issues a certificate to the applicant and awards the right to use the certification mark DIN-Geprüft in conjunction with a corresponding registration number. The registration number consists of a consecutive number and the type of material.

19 Certification Scheme Plastic piping and multilayer piping systems page 19 of 60 Format of the Registration Number: Example for PE-Xa system: 3V000 <material> 3V000 PE-Xa Plastic piping systems, for which the right to use the certification mark DIN-Geprüft has been awarded, must be marked with the respective certification mark "DIN-Geprüft" and the respective registration number in addition to the minimum requirements mentioned in part two of the respective standard. The following two options are possible: 1. DIN-Geprüft mark with registration No.: 3V000 PE-Xa 2. in exceptional cases DIN-Geprüft with registration No.: DIN-Geprüft 3V000 PE-Xa The mark and the registration number may only be used for the type for which the certificate has been issued and which corresponds to the type-tested product. For each respective type, a registration number shall be issued. For design types (sub-types) of a type, the same registration number shall be issued (see clause 5.2). In addition to this, the General Terms and conditions of DIN CERTCO shall apply. 5.5 Publications All certificate holders can be viewed on the daily up-dated homepage of DIN CERTCO ( under <Certificate Holders>. Manufacturers, users and consumers use this research possibility for obtaining information on certified products. Besides the contact details of the certificate holders (telephone, telefax, , website), it is also possible to view the technical data of the registered plastic piping system. 20 Certification Scheme Plastic piping and multilayer piping systems page 20 of 60 Application class and design pressure: Class 5/6 bar 5.6 Validity of the Certificate The certificate is valid for 5 years (the validity of distributor certificates depends on the validity of the manufacturer s certificate). The period of validity is shown on the certificate. On expiry of the certificate, the right to use the mark also expires. 5.7 Renewal of the Certificate If the certification shall continue to apply beyond the date shown on the certificate, an up-todate, positive test and inspection report for surveillance and an application for renewal must be submitted in good time to DIN CERTCO. On the basis of the documents submitted, DIN CERTCO conducts the conformity examination. The test and inspection report must relate to the penultimate audit or newer before the expiry of the certificate and must not be older than six months. 5.8 Expiry of the Certificate The certificate expires especially if: the surveillance according to clause 6.3 is not performed punctually or completely, the certification mark "DIN-Geprüft" is misused by the certificate holder, the requirements laid down in the Certification scheme or its accompanying documents are not fulfilled, the certification fees are not paid on the due date the prerequisites for the issuing of the certificate are no longer fulfilled With the withdrawal of the certificate automatically the right to use the certification mark "DIN- Geprüft" expires without the necessity for explicit notification from DIN CERTCO. 5.9 Alterations/Amendments Alterations/Amendments to the Product The certificate holder is obliged to notify DIN CERTCO of all alterations to the product without delay. DIN CERTCO shall decide after consulting the testing laboratory whether it is a matter of a substantial alteration and if the scope of an examination shall be conducted according to clause (Initial Type Test) or clause (supplementary test). The respective test report shall be forwarded to DIN CERTCO by the testing laboratory. Should the testing laboratory determine a substantial alteration (e.g. a change of the production facility), the certificate with the corresponding registration number shall expire. For the modified product, a new application for initial certification authorising the use of the certification mark "DIN-Geprüft" may be submitted. The certificate holder remains obliged to notify of any changes in the formal details (e.g. certificate holder or his address).

21 Certification Scheme Plastic piping and multilayer piping systems page 21 of 60 The certificate holder may apply to DIN CERTCO for an extension of the existing certificate for further design-types (sub-types) of the same type. It is for DIN CERTCO to decide whether these amendments require a complementary examination. The design-types shall be entered in the certificate for the already certified product and, provided that the conditions are fulfilled, shall be regarded as an integral part of same Modification to The Basic Test Specifications If the basic test specifications for the certification are modified, an application for the alteration of the certification shall be submitted within 6 months of receiving notification from DIN CERTCO and, as a rule, after 12 months, proof of conformity with the modified examination specifications shall be submitted in the form of a positive test report (see clause 4.5) Product Defects In the event that a certified product on the market is found to be defective, the certificate holder shall be summoned in writing by DIN CERTCO to rectify the defects. In conjunction with the testing laboratory, DIN CERTCO shall decide whether it is a serious or a minor defect. In the case of defects having a direct or indirect effect on the technical safety or functionality of the product (serious defects), the manufacturer must ensure that, until the defects have been rectified, the products are no longer marked with the certification mark "DIN-Geprüft". The defects in the production need to be stopped imidiately. Already produced batches on stock with determined defects are not allowed to supply anymore or have to be romoved from the market if technically and economically justifiable. The manufacturer must submit proof to DIN CERTCO within 3 months, in the form of a test report on a special test in accordance with clause 4.2.5, that the defects have been rectified and that the product in question again fulfils the stipulated requirements. In the case of defects that have no influence on the technical safety or functionality of the product (minor defects), the manufacturer must submit suitable proof to DIN CERTCO within 3 months that the defects in the product in question have been rectified. Should the manufacturer fail to observe these deadlines, he and the distributor of product will no longer be permitted to use the certification mark "DIN-Geprüft. Should grounds for complaint continue to exist, DIN CERTCO shall initially suspend the certificate and at the same time issue a final deadline for the rectification of the defects. Should the certificate holder fail to meet this demand, or fail to meet it within the period of grace, or if it is again not possible to prove that the defects have been rectified, the certificate shall be annulled. 6 Surveillance 6.1 General The constant surveillance of the certified product during the entire duration of the certification period is an integral component of the certification itself.

22 Certification Scheme Plastic piping and multilayer piping systems page 22 of Factory Production Control (FPC) by the Manufacturer General The manufacturer must ensure, by suitable quality management measures, that the product characteristics confirmed by the certification are maintained. For this, the manufacturer shall establish, document and maintain a system for the factory production control (FPC) according to DIN EN which shall consist of procedures, regular inspections and tests and/or assessments and the use of the results to control raw and other incoming materials or components, equipment, the production process and the product. The FPC has to fulfil the corresponding requirements of Annex C to Annex II. If the manufacturer has the component designed, manufactured, assembled, packed, processed and labelled by subcontracting, FPC of the original manufacturer may be taken into account. However, where subcontracting takes place, the manufacturer shall retain the overall control of the component and ensure that he receives all the information that is necessary to fulfil his responsibilities according to this certification scheme Records All the elements, requirements and provisions adopted by the manufacturer shall be documented in a systematic manner in the form of written policies and procedures. This production control system documentation shall ensure a common understanding of conformity evaluation and enable the achievement of the required component characteristics and the effective operation of the production control system to be checked. The FPC therefore brings together operational techniques and all measures allowing maintenance and control of the conformity of the component with its technical specifications. Its implementation may be achieved by controls and tests on raw materials and constituents, processes, manufacturing equipment and finished components, including material properties in components, and by making use of the results thus obtained. The results of inspections, tests or assessments requiring action shall be recorded, as shall any action taken, furthermore the conducted corrective actions. The action to be taken when control values or criteria are not met shall be recorded and retained for the period specified in the manufacturers FPC system procedures. The specifications of all incoming raw materials and components shall be documented, and the inspection scheme for ensuring their conformity shall be established. Appropriate records shall be submitted to DIN CERTCO or its authorised representative on request. These records must contain at least the following information: Designation of the test object Date of manufacture Date of examination Result of the examination and comparison with the stipulated requirements Signature of the person responsible for the examination Date of the report

23 Certification Scheme Plastic piping and multilayer piping systems page 23 of Personnel The responsibility, authority and the relationship between personnel that manages, performs or verifies work affecting product conformity, shall be defined. This applies in particular to personnel that need to initiate actions preventing product non-conformities from occurring, actions in case of non-conformities and to identify and register product conformity problems. Personnel performing work affecting product conformity shall be competent on the basis of appropriate education, training, skills and experience for which records shall be maintained Equipment All weighing, measuring and testing equipment necessary to achieve, or produce evidence of, conformity shall be calibrated or verified and regularly inspected according to documented procedures, frequencies and criteria. Control of monitoring and measuring devices shall comply with the appropriate clause of DIN EN ISO All equipment used in the manufacturing process shall be regularly inspected and maintained to ensure use, wear or failure does not cause inconsistency in the manufacturing process. Inspections and maintenance shall be carried out and recorded in accordance with the manufacturer s written procedures and the records retained for the period defined in the manufacturer's FPC procedures Raw materials and components The specifications of all incoming raw materials and components shall be documented, as shall the inspection scheme for ensuring their conformity. The verification of conformity of the raw material with the specification shall be in accordance with EN ISO 9001, clause In-process control The production shall be planned and carried out under controlled conditions. Compliance with EN ISO 9001, clause and shall be deemed to satisfy the requirements of this sub-clause Traceability and marking Individual products and product batches shall be identifiable and traceable with regard to their production origin. The manufacturer shall have written procedures ensuring that the processes related to affixing traceability codes and/or markings are inspected regularly. Compliance with EN ISO 9001, clause shall be deemed to satisfy the requirements of this sub-clause.

24 Certification Scheme Plastic piping and multilayer piping systems page 24 of Non-conforming products The manufacturer shall have written procedures which specify how non-conforming products shall be dealt with. Any such events shall be recorded as they occur and these records shall be kept for the period defined in the manufacturer s written procedures. Compliance with EN ISO 9001, clause 8.3 shall be deemed to satisfy the requirements of this sub-clause Corrective action The manufacturer shall have documented procedures that instigate action to eliminate the cause of non-conformities in order to prevent recurrence. Compliance with EN ISO 9001, clause shall be deemed to satisfy the requirements of this sub-clause Handling, storage and packaging The manufacturer shall have procedures providing methods of product handling and shall provide suitable storage areas preventing damage or deterioration Quality Management System DIN CERTCO recommends the installation and certification of a quality management system in accordance with the Standard series DIN EN ISO 9000 ff. 6.3 Surveillance by DIN CERTCO DIN CERTCO regularly surveyes by verification tests the conformity of the product with the requirements defined in the certification scheme and by inspections the effectiveness of the factory production control according to clause 6.2. Scope and frequency for the surveillance are defined in Annex C to I Factory Inspections Within the framework of factory inspections, DIN CERTCO, or one of its authorised representatives, inspects the manufacturer s factory production control according to clause 6.2 ing and if it is suited for a proper production. The factory inspection also serves to determine whether the technical manufacturing prerequisites are met for the continual conformity of the products with the requirements laid down in clause 3. A separate, special monitoring report shall be issued on the results of the factory inspection. This must be submitted to DIN CERTCO in the original and fulfill the requirements of DIN EN ISO/IEC 17020, clause 13. Should the results of the factory inspection prove insufficient, the applicant shall be informed accordingly without delay. In this case, the scope of additional measures needed to fulfil all requirements shall be determined between the certification body and the applicant. Should
