2 SPECIFICATION NO. E-112 SPECIFICATIONS SUBSTATION CLASS VACUUM CIRCUIT BREAKERS Scope These specifications cover the electrical and mechanical requirements of high voltage vacuum circuit breakers for use in the City of Lompoc s Electrical Receiving Station. This document shall be limited to 15.5 kv class equipment. It is the intent of these specifications to describe equipment of the best design and construction for the service for which it is intended. Consequently, it shall be the City s desire to award contracts to the bidder who is bidding equipment from a manufacturer that has demonstrated high quality by having a considerable number of this type of equipment in substations of electric utilities over a period of years. 1.1 Purpose These specifications covers the engineering requirements for 15.5 kv, three-pole (phase), single-throw, free-standing, dead-tank, vacuum circuit breakers for substation application. 1.2 Definitions The term Manufacturer is used interchangeably with supplier and bidder The term COL is used to represent the City of Lompoc, Electric Utility Division Specification is defined as this document. Certified Test Results is used to describe those test results, which are certified by the Manufacturer to be true and correct. Certification requires the signature of the Manufacturer s representative that is responsible for overseeing that all of the tests made on the equipment supplied are in accordance with this specification 2.0 CONFORMANCE 2.1 Applicable Standards The vacuum circuit breakers manufactured in accordance with these specifications shall meet or exceed the applicable requirements of the latest revision of ANSI C SPECIFICATION NO: ELE_112_R1.doc Page 2 of 3 Rev. 10/28/2008
3 2.2 Approval Only vacuum circuit breakers that have been approved by COL are acceptable Approved vacuum circuit breakers are those that have been satisfactory tested to industry standards and are recommended by other satisfied users Manufacturers requesting approval of vacuum circuit breakers shall submit a written requests for approval to COL. The request shall include a description of the equipment for which approval is requested, supplementary data and certified test reports, and the completed Vacuum Circuit Breaker Manufacturer s Questionnaire included in Appendix A of the specifications. 2.3 Deviation and Non-Conformance COL shall be notified, in writing, of any proposed or actual deviation from the requirements of these specifications COL s prior written approval is required for acceptance of any deviation from these specifications. 2.4 Rejection Non-conformance to any of the requirements of this specification shall be reason for rejection, non-payment and/or liquidated damages. 2.5 Certification of Ratings The Manufacturer of the circuit breakers shall be responsible for the compliance of the circuit breakers with the requirements of these specifications and the referenced Standards. The Manufacturer shall furnish, with delivery, a certification of ratings of the circuit breakers. 3.0 GENERAL REQUIREMENTS 3.1 These specifications apply to outdoor, three-pole (three-phase), singlethrow, free-standing, dead-tank, vacuum circuit breakers 3.2 The circuit breaker will be used on a 15.5-kv, three-phase, 60-hertz system and be complete from the incoming bushing studs to the outgoing bushing studs which shall include straight 2-bolt NEMA pad type connectors. 4 3.3 The breaker shall be designed, manufactured, and tested in accordance with the latest revisions of the ANSI, IEEE, NESC, and NEMA specifications. 3.4 The breaker shall be manufactured in a facility that is Quality Systems Registered by Underwriters Laboratories, Inc. to ISO RATINGS 4.1 The breaker shall meet the following ratings and electrical characteristics: Required Maximum Voltage Insulation level: Low Frequency (Dry, 1 minute) Impulse Crest (Fullwave) Impulse Crest (Chopped Wave, 2 μs) 15.5 kv, RMS 50 kv, RMS 110 kv, RMS 142 kv, RMS Impulse Crest (Chopped Wave, 3 μs) 126 kv, RMS Rated Continuous Current 600 A Rated Short-Circuit Current 12kA, RMS Rated Interrupting Time (max.) 3 cycles Rated Reclosing Time (max.) 15 cycles Rated Permissible Tripping Delay, Y 2 seconds Maximum Symmetrical Interrupting Current 12kA, RMS 3-Second Short-time Current Rating 12kA, RMS Close and Latch Rating 32kA, peak Duty Cycle OCO-15 sec-co Closing Coil Voltage 48Vdc Tripping Coil Voltage 48Vdc Motor Voltage 120Vac Heater Voltage 120Vac Bushing Current Transformer (Multi Ratio) CT Ratios 600/5 Accuracy Class at Full Winding C200 Number of CT s on each bushing (1,2,3,4,5,6) The breaker shall be rated for an ambient temperature range of -30 C to +40 C. 4.3 The breaker shall be rated for Seismic Zone 4 as described by ANSI/IEEE , or latest revision. 5 4.4 The breaker shall be rated to withstand wind load of up to 90 mph per ANSI C37.04 Section 6.2 (latest revision). 5.0 CONSTRUCTION 5.1 Enclosure a) The enclosure shall be arc-resistant based on EEMAC standards, for personnel and equipment safety. Arc-resistance protection shall be provided for the front, back, and sides of the enclosure. b) The enclosure shall be weatherproof and have a modular design that isolates line potential components from secondary control devices. c) The high-voltage compartment shall house the vacuum interrupter assemblies, which shall be supported on standoff insulators. d) The enclosure shall be provided with lifting eyes for lifting the entire unit during loading and unloading. e) The breaker shall be shipped completely assembled. f) The enclosure shall be painted ANSI #70 light gray with a TGIC polyester powder-coat protective paint finish. Total paint thickness on exterior surfaces shall be mils. Production samples shall have passed 4,000 hours minimum of salt spray testing, per ASTM B-117 and ASTM D-1654 Procedure A, with a rating of 6 or higher. One 6-ounce spray can of touch-up paint that matches the exterior finish shall be provided. g) Ground pads shall be 2 X 3.5 and stainless steel, with provision for NEMA 2-hole connectors. The ground pads shall be welded on each side of the enclosure for external ground connections. Number 4 cables from the roof and high-voltage and low-voltage compartments shall be connected internally to the ground pads to ensure a solidly grounded enclosure, with negligible difference in ground potential between compartments. Enclosure grounding shall not depend on bolted connectors or star washers. h) The breaker legs shall be painted with the same requirements of section 5.1 (f), and have an adjustable height range of 24-inches in 3-inch increments. The maximum height of the breaker shall not exceed 126-inches (top of bushing connector). SPECIFICATION NO: ELE_112_R1.doc Page 5 of 5 Rev. 10/28/2008
6 i) The leg assemblies shall have a galvanized base channel. j) Outer doors shall have padlockable handles for preventing access to all controls in the enclosure. Doors are to be vertically hinged. Provisions for holding all doors in the open position 180 shall also be provided. It shall be documented that the breaker passed rain testing per ANSI C , Section k) The low-voltage cabinet bottom shall have a removable cover, with a minimum size of 8-inches by 14-inches, for entry of the control conduits. l) All external hardware shall be stainless steel. 5.2 Interrupters a) The vacuum interrupters shall be hermetically sealed in a high vacuum, protecting contacts from moisture and dirt. b) The interrupters shall be maintenance free. c) The breaker shall have readily accessible provisions for measuring the contact wear on each interrupter. 5.3 Operating Mechanism a) The mechanism shall utilize stored energy from springs charged by an electric motor. b) The mechanism and control circuits shall be located in the lowvoltage compartment. The mechanism shall not be mounted in a separate housing. c) The mechanism shall be designed with an integral, manualcharging handle. The charging handle shall not be removable. d) The mechanism shall be mechanically and electrically trip-free and non-pumping for both manual and automatic operations. e) The following shall be clearly visible on the mechanism when the outer door is closed: 1) A non-resettable, 5-digit operation counter that increases on each trip operation. 7 5.4 Bushings 2) A mechanical indicator to show whether the circuit breaker is open or closed. 3) A mechanical indicator to display the status of the closing springs. 4) Open and close push buttons for operating the circuit breaker. f) The standard design shall have a contact auxiliary switch, which shall have an adequate number of (AC and DC) contacts used for internal breaker wiring. An additional auxiliary switch with 6 a and 6 b contacts shall be provided for external use. g) The mechanism shall be designed with a latch-check switch as standard. a) Six roof bushings shall be provided. The bushing material shall be porcelain and shall conform to applicable ANSI standards and shall be capable of carrying the breaker ampere rating within their normal life expectancy. b) Bushing terminals shall be threaded-stud type and capable of accepting either 2-hole NEMA stud-to-flat connectors (Type HDSF). c) Bushings shall have a minimum rating of 15 kv, 110 kv BIL, dry type with a minimum bushing extra creepage distance of inches and tested in accordance with applicable ANSI and NEMA standards. d) Each bushing shall be capable of being equipped with either three standard-accuracy, two double-accuracy, or one triple-accuracy 600/5 multi-ratio current transformers. e) Each Circuit Breaker bushing shall be provided with one, 600/5, 5- tap, multi-ratio current transformer with a relaying accuracy class of C200. All secondary leads shall be terminated on short-circuit type terminal blocks in the low-voltage compartment and shall be accessible even when the breaker is energized. f) Bushing insulators shall be ANSI No. 70 gray in color. g) Tin-plated, flexible connectors shall be used between the bushings and the interrupters. 8 5.5 Controls a) Control wiring shall be not less than #14 AWG Type SIS for general control and #10 AWG Type SIS for current transformer circuits. The wire color shall be gray. b) Terminal blocks for control circuits and the user s external connections shall be Type EB25 with terminal marking strips labeled in accordance with the wiring diagrams. c) Short-Circuit terminal blocks shall be Type EB27 with shorting screws and a common shorting bar for each current transformer. d) The control circuit shall be provided with fused switches for disconnecting external low-voltage supply circuits. e) An anti-pump relay shall be provided to inhibit multi close-open operations in the event that a continuous close signal is applied. f) One pistol-grip control switch, Electroswitch Series 24, engraved TRIP-CLOSE, shall be supplied. g) Red and green indicating lamps, LED Type, Lee Craft 75 Series, Part No. L75R-(color) TXP, shall be provided to indicate whether the breaker the closed or open. h) Space Heater, rated 120 VAC, shall be supplied to prevent condensation in the breaker enclosure. Heaters shall be thermostatically controlled and located in the low-voltage compartment. The heater control circuit shall be provided with fused switches for disconnecting external low-voltage supply circuits. i) An emergency manual trip, ANSI Device Number 69, shall be provided and shall be readily accessible on the exterior mechanism side of the breaker. It shall be labeled MANUAL TRIP OPEN and the actuating handle shall be painted red. The device shall be operable from the exterior of the breaker without opening any doors or panels. Actuation of the device will block any electrical closing of the breaker until the switch has been manually reset. 5.6 Spare Parts SPECIFICATION NO: ELE_112_R1.doc Page 8 of 8 Rev. 10/28/2008
9 a) The following spare parts for the circuit breaker shall be available and cost shown as separate items on bidder s quotation. A complete set of spare parts shall be quoted. 5.7 Drawings and Data 1) One vacuum interrupter 2) One complete circuit breaker bushing, excluding current transformer. 3) One complete set of contacts and coils for each type and size of special relay and contactor used. 4) One complete set of all special tools and appliances, as may be required to dismantle and reassemble the circuit breaker. a) Bid Submittal: Each proposal shall be accompanied by drawings and data sheets giving outline dimensions including static and dynamic loads, typical control schematics, bushing current transformer characteristics, and recommended spare parts lists. Bidder is requested to furnish the above information in duplicate with proposal. b) Approval Submittal: Within 20 working days after award of contract, the successful Bidder shall submit (two sets) outline drawings, schematic diagrams, connection diagrams, and characteristic curves for approval. c) Shipping Submittal: 1) One copy of all approved drawings, approved curves, certified test reports, and installation, operation and maintenance instructions shall be bound, indexed and shipped with the breaker. 2) Three copies of the above documentation shall be mailed to the City 21 days prior to shipment. d) Mailing Address: All submittals shall be mailed to: City of Lompoc 100 Civic Center Plaza Lompoc, CA Attention: Electrical Substation Supervisor e) All the above submittals may be transmitted to the City via a preapproved electronic format.
