2 INVITATION TO BID Sealed bids will be received from bidders by the City of Shelby located at 824 W. Grover Street, Shelby, North Carolina 28150, until 10:00 a.m. on Thursday August 3 nd, 2017 at which time they will be opened for a Knuckle Boom Grapple Loader with Trash Dump Body. The bid process will follow the Formal Bidding Process according to NC G.S Electronic advertisement will begin on July 24th 2017 for this purchase contract. INSTRUCTIONS TO BIDDERS Bid Form contained shall be submitted in a sealed envelope, with the Bidder s name and contract name (Public Works Knuckle Boom Loader 2017) written on the outside. This sealed envelope shall be placed in another envelope and forwarded or delivered to 824 W. Grover Street, Shelby, North Carolina Bids will be received until at the date and time specified in the invitation for Bids, at which time they shall be opened. BIDS The Bidder shall fill in and sign the bid form correctly. Bids that show any omission, alterations of form, additions not called for, conditional Bids, or any irregularities of any kind may be rejected. It is the Owner's intention to award a contract for work under this project to the lowest responsible Bidder; however, in the interest of suitability to the Owner's need and/or economy, equipment, materials and furnishings other than the lowest in price may be selected. The Owner reserves the right to reject any or all Bids, to accept any bid submitted, to waive any formalities, and to negotiate with the low Bidder or Bidders any changes considered necessary or desirable. DISQUALIFICATION All Bidders must complete the submittals in full and execute.

3 KNUCKLEBOOM GRAPPLE LOADER WITH TRASH DUMP BODY Minimum Grapple Truck Requirements 0.1 Unit must be purpose designed and built for collecting yes no and hauling trash in neighborhoods and on streets. Items to be collected could include brush, bulky items, C & D, sidewalk, etc. 0.2 Unit to have minimum haul capacity of 10,000 lbs. yes no 0.3 Unit to have a minimum lift capacity of 2,200 lbs, fully yes no extended, with the weight of attachment already subtracted, and at 85% of tipping moment. 0.4 Unit to have a minimum reach of 20 ft. from center of yes no boom rotation to center of bucket rotation. 0.5 Unit to meet Federal highway standards and any yes no applicable ANSI Z245.1 standards. 0.6 Total height of unit not to exceed 11 5 with open yes no bucket resting on body floor. 0.7 Grapple loader assembly to be capable of reaching at yes no least 9 ft. below grade over the side for reaching items in ditches. 0.8 Grapple loader and body must be fabricated and yes no installed at same factory. 0.9 Grapple loader model bid should have been in yes no production for at least 15 years to assure longevity of unit design, and manufacturer experience and commitment Upon delivery of unit manufacturer shall furnish a yes no Grapple Truck Owner/Operator/Mechanic Manual, and a 1 hour training DVD.

This rotary actuator eliminates the need for any type of gear reduction, thereby eliminating the metal-to-metal wear found in open, exposed pinion and bull gear design. 2.5 To prevent spindle bending moments from being yes no transmitted to rotary actuator, the actuator must be mounted by means of a double torque arm assembly which will allow the actuator to float in its mounting and maintain proper alignment.

Boom Construction 3.0 Main boom to be twin boom style with two ea. 4 x 8 x yes no 3/8 thick high tensile steel tubes. 3.1 Twin boom tubes shall be connected to each other only yes no at their center line to allow a shock absorbing flexing action of the boom. 3.2 Main boom hydraulic cylinder must have a minimum yes no 1,200 psi down pressure for compacting loads. 3.3 Tip boom shall have a 4 ft. extendable retractable yes no telescopic boom. 3.4 Tip boom and telescopic boom must have mechanical yes no stops to prevent cylinder stress 3.5 The inside of the tip boom must be separated from the yes no outside of the telescopic boom by replaceable cast oilimpregnated nylon wear blocks on all sides to prevent metal-on-metal wear. 3.6 Telescopic boom must be supported on the bottom by a yes no metal roller. 3.7 Tip boom shall have auto-hose-slack-takeup, which is to yes no be enclosed inside steel box for protection. Steel box to have easily removable cover for maintenance. 3.8 Boom connection points must be equipped with yes no replaceable cast, oil-impregnated nylon or bronze bushings.

8 Hydraulic Components 7.0 Reservoir is to be 40 gallon baffled tank with externally yes no mounted suction and return filters and cutoff valves for ease of service.
