1 ACTIVATION OF TANKER TASK FORCE PROCEDURE: THROUGH PREDETERMINED AUTOMATIC AID RESPONSE OR THROUGH A REQUEST BY A HOST INCIDENT COMMANDER WHO NOTIES BELMONT COUNTY CENTRAL DISPATCH THAT THE IS REQUESTED FOR THEIR PARTICULAR INCIDENT. THE REQUEST SHOULD BE BASED UPON THE NEED FOR A CONTINUOUS WATER SUPPLY IN A RURAL APPLICATION OR WHEN A PRESSURIZED SOURCE WILL NOT MEET THE NEEDED FIRE FLOW REQUIREMENTS. DISPATCH WILL THEN UTILIZE THE PRESET RUN CARDS FOR THE HOST DEPARTMENTS AREA AND DSIPATCH THE PRE DETIRMED EQUIPMENT FOR THE INCIDENT AREA AS WELL AS THE COORDINATORS. DISPATCHING WILL OCCURR BY THE UTILIZATION OF THE COUNTY TONE AND IT WILL BE EACH INDIVIDUAL DEPARTMENTS RESPONSIBILITY TO PAY CLOSE ATTENTION AS TO WETHER THEY ARE TO RESPOND. SHOULD A DEPARTMENT FAIL TO RESPOND INITIALLY THEY WILL BE INDIVIDUALLY TONED ON THE SECOND ROUND OF TONES. FAILURE TO RESPOND AFTER THE SECOND TONES WILL LEAD TO THEM BEING REPLACED BY THE SECOND ALARM ASSIGNMENT. DISPATCH SHOULD ALSO ADVISE THAT THIS IS AN AUTOMATIC AID RESPONSE OR ACTUAL INCIDENT SCENE REQUEST. INITIAL RESPOSES BY THE TANKER TASK FORCE TO REQUEST FOR AUTOMATIC RESPONSES SHOULD BE INIATED WITH NO LIGHTS OR SIRENS UNTILL THE HOST INCIDENT COMMANDER CONFIRMS A WORKING FIRE AT WHICH TIME A CODE THREE RESPONSE CAN OCCURR.. INCIDENT SCENE REQUETS REQUIRE CODE 3 RESPONSES. THE INCIDENT COMMANDER OF THE HOST DEPARTMENT WILL ASSIGN A WATER SUPPLY OFFICER, WHO WILL ESTABLISH COMMAND OF THE WATER SUPPLY OPERATIONS AT THE DUMP SITE. THE WATER SUPPLY OFFICER MAY NEED ASSISTANCE WITH FAMILIARITY TO THE LOCATIONS OF SURROUNDING FILL SITES, WITHIN A 2 MILE RADIUS THAT CAN BE ESTABLISHED, WHETHER THEY ARE FROM A STATIC SOURCE, OR A PRESSUREIZED SOURCE. THE WATER SUPPLY OFFICER SHALL APPOINT INDIVIDUAL FILL SITE OFFICERS TO ESTABLISH COMMAND AT THE FILL SITE LOCATIONS. THE WATER SUPPLY OFFICER SHOULD HAVE KNOWLEDGE OF WHICH TANKERS AND ENGINES ARE RESPONDING AND BE ADVISED BY DISPATCH SHOULD SOMEONE FAIL TO RESPOND. ANY TIME THE FIRE BUILDING IS WITHIN 2000 OF A WATER SOURCE IT IS RECOMMENDED THAT A SUPPLY LINE BE LAID INSTEAD OF USING TANKERS, UNLESS THE WATER SOURCE DOES NOT MEET THE NEEDED FIRE FLOW REQUIREMENTS. 2 WATER SUPPLY OFFICER PROCEDURE: THE INCIDENT COMMANDER OF THE FIRE DEPARTMENT CALLING FOR THE TANKER TASK FORCE SHALL APOINT A WATER SUPPLY OFFICER, EITHER FROM THERE OWN DEPARTMENT OR FROM A MUTUAL AID DEPARTMENT TO BE IN CHARGE OF THE DUMP SITE. THE WATER SUPPLY OFFICER SHALL BE DESIGNATED (SUPPLY) ON THE AIR. SUPPLY SHALL CHECK WITH THE INCIDENT COMMANDER AS TO WHAT THE REQUIRED G.P.M. FLOW IS NEEDED ON THE FIRE GROUND. IF THE REQUIRED FLOW IS UNKNOWN, SUPPLY SHOULD TRY TO ACIEVE A MINIMUM OF 400 GPM. THIS FLOW WILL ALLOW A FLOW OF TWO 1-3/4 HAND LINES IN A RESIDENTIAL FIRE SETTING. IF COMMAND REQUIRES A FLOW LARGER THAN 1,000 GPM THE WATER SUPPLY OFFICER WILL HAVE TO ADJUST THE SET UP OF THE DUMP SITE OPERATION. SUPPLY SHOULD ALSO MAKE SURE THAT THERE ARE SUFFICIENT FILL SITES OR A FILL SITE CAPABLE OF 2,000 GPM FLOW RATE. SUPPLY WILL COORDINATED THE DUMP SITE SET UP AND THE SUPPLY LINES TO THE FIRE GROUND. SUPPLY WILL ASSIST AT THE FIRE SCENE TO ADVISE WORKING CREWS ABOUT WATER SUPPLY DETAILS AND TO CORRECT OPERATIONAL PROBLEMS THAT DEVELOP. SUPPLY WILL SET UP LEVEL ONE STAGING FOR THE TANKERS IN REMOTE AREAS. STAGING SHOULD BE AT AN AREA REMOTE FROM THE DUMP SITE TO ALLEVIATE CONGESTION AND ACCIDENT POTENTIAL AT THE DUMP SITE. STAGING IS A MUST IN THESE TYPES OF SITUATIONS. SUPPLY WILL NEED TO HAVE COMMUNICATION TO TALK TO THE TANKERS AND THE INCIDENT COMMANDER. TANKER RADIO TRAFFIC IS TO BE HELD TO A MINIMUM. DO NOT ADVISE STATUS OR LOCATION UNLESS ASKED BY SUPPLY. SUPPLY WILL ADVISE THE INCOMING TANKER, WHICH NUMBERED DUMP TANK TO USE, THIS SHALL BE DONE IN TIME FOR THE TANKER DRIVER TO RESPOND OR REACT APPROPRIATELY. Page 2 of 11 Revised 6/12/2009
3 DUMP SITE FOR TANKER OPERATIONS PROCEDURE: THE WATER SUPPLY OFFICER WILL BE IN CHARGE OF THE DUMP SITE AREA AND WILL BE DESIGNATED AS (SUPPLY) ON THE AIR LEVEL 1 STAGING, IF NOT ALREADY IN USE, SHOULD BE DESIGNATED BY SUPPLY, REMOTE FROM THE DUMP SITE. STAGING IS TO BE USED WHEN MORE LOADED TANKERS ARE AVAILABLE THAN CAN BE PLACED AT THE DUMP SITE. OR ACCESS LIMITS EASY TRAVEL TO THE DUMP SITE IN BOTH DIRECTION. THIS WILL ALLEVIATE CONGESTION AND ACCIDENT POTENTIAL AT THE DUMP SITE. CONSIDERATIONS FOR DUMP SITE LOCATIONS SHOULD INCLUDE; ACCESSIBILITY FOR INCOMING TANKERS, THE AREA SHOULD BE LARGE ENOUGH FOR MANEUVERING AND SHOULD HAVE ACCESS TO A MINIMUM OF TWO DUMP TANKS WITH THE INTENT OF HAVING THREE TANKS DOWN. THE DUMP TANKS SHOULD BE SET UP WITH THE ABILITY TO POSITION TWO TANKERS DUMPING AT ONCE. ONCE ESTABLISHED THE MAIN DRAFT DUMP TANK SHOULD NOT HAVE TANKERS DUMPING IN IT WHEN THREE DUMP TANKS ARE DOWN. THE DRAFT ENGINE SHOULD USE ONE OF THE MAIN SIDE STEAMERS FOR MAXIMUM VOLUME, DO NOT DRAFT THRU FRONT SUCTIONS OR ANY TYPE OF GATE VALVES. DRAFT ENGINE MAY NEED TO USE TWO LENGTHS OF HARD SUCTION HOSE, PREFERABLY WITH A LOW LEVEL STRAINER. A ADDITIONAL HARD TUBE WILL BE NEEDED TO TRANSFER WATER TO THE MAIN DRAFT TANK THROUGH A JET SIPHON. THE DISTANCE TO THE FIRE GROUND SHOULD BE LESS THAN IT WILL BE ASSUMED THE DEPARTMENT HAVING JURISDICTION SHALL LAY A LINE WITH THE FIRST DUE ATTACK ENGINE. LDH SHOULD BE USED IF AVAILABLE. BEFORE CHOOSING A DUMP SITE, CONSIDER ROUTING AND DIRECTION OF TRAVEL TO THE FILL SITE. AVOID SETTING DUMP TANKS IN THE CONGESTION OF THE IMMEDIATE FIRE GROUND. TANKER DRIVERS ARE TO REMAIN IN THE TANKERS AT ALL TIMES ALONG WITH PASSENGERS AFTER THE FIRST REVOLUTION OF THE SHUTTLE CYCLE. SUPPLY WILL DESIGNATE PERSONNEL FOR BACKING-UP OPERATIONS AND OPENING OF DUMP VALVES ON ALL TANKERS. SPECIFIC SIGNALS SHALL BE USED TO CLEAR TANKERS FROM THE DUMP SITE. WHEN PLACING THE DUMP TANK IN RELATIONSHIP TO THE DRAFT ENGINE ON SCENE, CONSIDER ALL OF THE POSSIBILITIES FOR SETUP. Page 3 of 11 Revised 6/12/2009
4 DUMP SITE FOR TANKER OPERATIONS (CONTINUED) USE EITHER A SQUARE SET UP OR A TRIANGLE SET UP. THE TYPE OF SET UP WILL DEPEND ON SEVERAL FACTORS, THE AMOUNT OF ROOM THAT YOU HAVE AT THE DUMP SITE, WIDTH OF THE ROAD, TYPE OF DUMP VALVES ON TANKERS. ON A SQUARE SET UP, THE TANKS SHOULD BE FAR ENOUGH AWAY FROM THE ENGINE TO OPEN CABINET DOORS. THE COMMON SIDES OF THE TWO DUMP TANKS SHOULD BE IN A STRAIGHT LINE OUT FROM THE MAIN PUMP STEAMER. AS THE FIRST DUMP TANK IS SET, THE LEADING CORNER WILL DETERMINT THIS CENTER LINE. THE PRIMARY DRAFT IS TO BE TAKEN FROM THE LARGEST DUMP TANK WITH A LOW LEVEL STRAINER. ON A TRIANGLE SET UP, THE CORNER OF THE FIRST DUMP TANK WILL BE PLACED AT THE CENTER OF THE STEAMER FITTING; THE NEXT DUMP TANK WILL BE PLACED AT ANOTHER CORNER OF THE FIRST TANK. ONCE THE PRIMARY DUMP TANK IS FILLED AND DRAFT ESTHABLISHED, INSTALL THE TRANSFER DEVICES IN THE SECOND DUMP TANK IN THE DESIRED DIRECTION. ONCE THE DUMP SITE IS SET UP, THE PUMP OPERATOR SHOULD ESTABLISH THE INITIAL DRAFT PUMP PRESSURE OF PSI. THEN EITHER SUPPLY OR THE PUMP OPERATOR SHOULD ESTABLISH COMMUNICATIONS WITH THE ATTACK PUMPER. SUPPLY IS TO NOTIFY THE INCIDENT COMMANDER, THAT WATER SUPPLY IS IN OPERATION. MAINTAIN A MINIMUM OF 1500 GALLONS RESERVE IN THE DUMP TANKS WITH THE BOOSTER TANK IN THE ENGINE FULL AT ALL TIMES. AT ANY TIME THE MINIMUM RESERVE IS REACHED, NOTIFY THE INCIDENT COMMANDER. TANKERS SHOULD DUMP INTO SECONDARY DUMP TANKS AS MUCH AS POSSIBLE. SUPPLY WILL NOTIFY THE TANKERS, WHICH DUMP TANK TO DUMP INTO. DISPATCH THE TANKER BACK TO THE FILL SITE WITH PARTIAL LOADS AFTER THEIR MOST EFFICIENT PORTION OF THE DUMP IS COMPLETED. TRY TO USE THE MOST EFFECTIVE MEANS OF DUMPING FOR EACH TANKER. TANKERS OR ENGINES WITHOUT A RAPID DUMP DEVICE SHOULD BE REMOVED TO A REMOTE LOCATION AND HAVE THEM PUMP INTO THE PRIMARY DUMP TANK THROUGH A HOSE LAY FROM THAT LOCATION. IF POSSIBLE, SECURE AND VALVE THE HOSELINE AT THE DUMP TANK. Page 4 of 11 Revised 6/12/2009
5 FILL SITE FOR TANKER OPERATIONS PROCEDURE: A FILL SITE OFFICER MUST BE APPOINTED EITHER BY THE INCIDENT COMMANDER OR THE WATER SUPPLY OFFICER. THE FILL SITE OFFICER MUST COMMUNICATE WITH THE TANKERS AS WELL AS THE WATER SUPPLY OFFICER. THE FILL SITE OFFICER WILL BE DESIGNATED AS ( FILLSITE ) ON THE AIR THE WATER SUPPLY OFFICER SHOULD ATTEMPT TO STAGGER AND DIRECT TANKERS TO VARIOUS FILLSITES TO PREVENT FROM HAVING EMPTY TANKERS SETTING IDLE IN STAGING. SHOULD THE SITUATION ARISE WERE THERE IS ONLY ONE FILL SITE OR CONGESTION STARTS TO OCCURR AT A FILL SITE LEVEL ONE STAGING SHOULD BE PUT IN PLACE. LEVEL ONE STAGING SHOULD BE DESIGNATED, REMOTE FROM THE FILL SITE. IT IS TO BE USED WHEN MULTIPLE EMPTY TANKERS ARE PRESENTING AT THE FILL SITES. THIS WILL ALLEVIATE CONGESTION AND ACCIDENT POTENTIAL AT THE FILL SITE. THE NEAREST WATER SOURCE TO THE FIRE GROUND CAN BE DETERMINED BY PREPLAN DATA OR BY SUPPLY. CONSIDERATIONS FOR PICKING THE FILL SITE LOCATION WOULD INCLUDE THE VOLUME OF WATER AVAILABLE BY KNOWN TEST RESULTS, THE TRAVEL DISTANCE, ROUTING, AND TRAFFIC CONTROL. WHENEVER POSSIBLE TRY TO ACHIEVE A LOOP ROUTE RATHER THAN A ONE-WAY TURN AROUND ROUTE. TRY TO KEEP THE SITE ACCESSIBLE. EQUIPMENT NEEDED AT THE WATER SOURCE WILL INCLUDE A DRAFT ENGINE, ANY SPECIAL REQUIRED FITTINGS, SUCTION HOSE, AND/OR PORTABLE PUMPS. THE FILL LOCATION SHOULD USE THE LARGEST AVAILABLE (GPM) ENGINE WHENEVER POSSIBLE. FILL WILL DESIGNATE PERSONNEL FOR BACKING-UP OPERATIONS AND OPENING OF FILL VALVES ON ALL TANKERS. SPECIFIC SIGNALS SHALL BE USED TO CLEAR TANKERS FROM THE FILL SITE. THE BASIC LAYOUT OF A FILL SITE SHALL CONSIST OF AN ENGINE WITH THE LARGEST AVAILABLE GPM SUPPLY FROM A STATIC OR PRESSURIZED SOURCE. THE ENGINE SHALL FEED A MANIFOLD WITH LDH. FROM THE MANIFOLD THERE SHALL BE INITIALLY TWO 3 LINES AND ONE LDH LINE TO PROVIDE FILL TO THE TANKERS. AN ADDITIONAL TWO 3 LINES SHOULD BE ADDED IF ROOM IS AVAILABLE. ALL LINES SHOULD HAVE STORZ FITTINGS. SHOULD THE NEED ARISE TO FILL VACCUM TANKERS AN ADDITIONAL LINE CAN BE TAKEN OFF THE PUMP PANEL AND FLOWED INTO A DUMP TANK TO PROVIDE SUPPLY FOR THE VACCUM TANKER. Page 5 of 11 Revised 6/12/2009
6 FILLING PROCEDURES WILL DEPEND ON THE AVAILABLE WATER AT THE FILL SITE AND THE ENGINE (GPM) THE FILL SITE SHOULD BE ATTEMPTING TO FILL A TANKER AT 1,000 GPM. (SPECIAL NOTE, TANKERS WITH POLY TANKS, DO NOT OVER PRESSURIZE THESE TANKS, FILL AT A RATE LESS THAN 100 PSI TO THE MANIFOLD TO ACHIEVE A 1000 GPM). FILL ONLY ONE TANKER AT A TIME ESPECIALLY WHEN UTILIZING AN ENGINE RATED LESS THAN 1500 GPM AND MATCHING AVAILABLE WATER SUPPLY. DEFINITLEY ONLY FILL ONE TANKER AT A TIME WHEN UTILIZING THE LARGE DIAMETER FILL. YOU CAN FILL MULTIPLE TANKERS IN THE SITUATION WERE YOU HAVE A TANKER WITH TWO 2.5 FILLS AND ONE TANKER WITH A SINGLE 2.5 FILL. TO DO THIS YOU MUST HAVE A FLOW OF 1500 GPM OR GREATER. WHEN UTILIZING A HYDRANT AS A FILL SITE, CONSIDER UTILIZING TWO DIFFERENT LOCATIONS FOR FILL SITES. BEWARE OF NOT STEALING WATER OFF THE INITIAL FIRE GROUND ENGINE, IF THE TANKER SHUTTLE IS SUPPLEMENTING THE FIRE GROUND. UTILIZE THE SAME HOSE AND APPLIANCE LAYOUT AS MENTIONED ABOVE. 7 FLOW RATES OF 1000 GPM OR LESS EQUIPMENT REQUIRED: THE INITIAL ALARM ASSIGNMENT THAT IS DISPATCHED BY BELMONT COUNTY WILL BE ABLE TO ACHIEVE THIS FLOW RATE AS LONG AS ALL DISPATCHED EQUIPMENT IS ABLE TO RESPOND. ALSO THE TASK FORCE WILL NEED SUFFICIENT AND AVAILABLE WATER SUPPLIES WITHIN A 2 MILE RADIUS OF THE INCIDENT SCENE. DUMP SITE PROCEDURE: A DUMP SITE SHOULD BE SET UP BASED UPON THE DUMP SITE SOG WITH THE MAIN EMPHASIS BEING PLACED ON THE FOLLOWING IMPORTATNT ASPECTS. ACCESSIBILITY FOR INCOMING TANKERS, THE AREA SHOULD BE LARGE ENOUGH FOR MANEUVERING AND SHOULD HAVE ACCESS TO SET UP A MINIMUM OF TWO DUMP TANKS WITH THE INTENT OF HAVING A TOTAL OF THREE TANKS DOWN. THE DUMP TANKS SHOULD BE SET UP WITH THE ABILITY TO POSITION TWO TANKERS DUMPING AT THE SAME TIME. ONCE ESTABLISHED THE MAIN DRAFT DUMP TANK SHOULD NOT HAVE TANKERS DUMPING IN IT WHEN THREE DUMP TANKS ARE DOWN. THE DRAFT ENGINE SHOULD USE ONE OF THE MAIN SIDE STEAMERS FOR MAXIMUM VOLUME, DO NOT DRAFT THRU FRONT SUCTIONS OR ANY TYPE OF GATE VALVES. DRAFT ENGINE MAY NEED TO USE TWO LENGTHS OF HARD SUCTION HOSE, WITH A LOW LEVEL STRAINER. ADDITIONAL 6 HARD TUBE WILL BE NEEDED TO TRANSFER WATER TO THE MAIN DRAFT TANK THROUGH A JET SIPHON. THE GPM CAPACITY OF THE DUMP SITE ENGINE WILL BE A DETERMINING FACTOR OF THE AVAILABLE AMOUNT OF WATER THAT CAN BE MOVED. IF YOU HAVE A 1250 GPM ENGINE DRAFTING WITH 6 HARD TUBE AND HAVE THREE DUMP TANKS DOWN UTILIZING TWO 6 TRANSFER TUBES THE MAXIMUM WATER FLOW TO THE FIRE GROUND IS GOING TO BE AROUND 850 GPM TO THE FIRE GROUND. ANY REDUCTION IN PUMP SIZE OR REDUCTION TO TWO DUMP TANKS IS GOING TO REDUCE YOU FIRE GROUND FLOW. REMEMBER THAT EACH 6 TRANSFER TUBE IS GOING TO TAKE AWAY 200 GPM FROM YOUR FLOW CAPACITY OF YOUR ENGINE. THE MINIMUM ACCEPTABLE FIRE GROUND FLOW IS 400 GPM. FILL SITE PROCEDURES: FILL SITES SHOULD BE SET UP BASED UPON THE FILL SITE SOG WITH MAIN EMPHASIS BEING PLACED ON THE FOLLOWING IMPORTATNT ASPECTS. THE WATER SUPPLY OFFICER SHOULD ATTEMPT TO STAGGER AND DIRECT TANKERS TO VARIOUS FILLSITES TO PREVENT FROM HAVING EMPTY TANKERS SETTING IDLE IN STAGING. THE ENGINE SHALL FEED A MANIFOLD WITH LDH. FROM THE MANIFOLD THERE SHALL BE INITIALLY TWO 3 LINES AND ONE LDH LINE TO FILL THE TANKERS. AN ADDITIONAL TWO 3 LINES SHOULD BE ADDED IF ROOM IS AVAILABLE. FILLING PROCEDURES WILL DEPEND ON THE AVAILABLE WATER AT THE FILL SITE AND THE ENGINE (GPM) THE FILL SITE SHOULD BE ATTEMPTING TO FILL A TANKER AT 1,000 GPM. (SPECIAL NOTE, TANKERS WITH POLY TANKS, DO NOT OVER PRESSURIZE THESE TANKS, FILL AT A RATE LESS THAN 100 PSI TO THE MANIFOLD TO ACHIEVE A 1000 GPM). AN ADDITIONAL ENGINE OF 1000 GPM OR GREATER WILL BE NEEDED AT THE DUMP SITE. A MAJOR AVAILABLE WATER SOURCE OF 1500 GPM OR GREATER OR MULTIPLE FILL SITES CAPABLE OF AT LEAST 1000 GPM SUPPLY WITHIN A 2 MILE RADIUS OF THE INCIDENT SCENE WILL BE REQUIRED. DUMP SITE PROCEDURE: A DUMP SITE SHOULD BE SET UP BASED UPON THE DUMP SITE SOG WITH MAIN EMPHASIS BEING PLACED ON THE FOLLOWING IMPORTATNT ASPECTS. ACCESSIBILITY FOR INCOMING TANKERS, THE AREA SHOULD BE LARGE ENOUGH FOR MANEUVERING AND SHOULD HAVE ACCESS TO A MINIMUM OF THREE DUMP TANKS AND TWO DRAFT ENGINES. THERE MAY BE THE POSSIBILITY OF HAVING FOUR TANKS DOWN IF THIS OCCURS THE TRANSFERRING OF WATER SHOULD ONLY OCCUR ONCE INTO THE MAIN DRAFT TANK. THE DUMP TANKS SHOULD BE SET UP WITH THE ABILITY TO POSITION TWO OR MORE TANKERS DUMPING AT ONCE. ONCE THE SET UP IS ESTABLISHED THE MAIN DRAFT TANK SUPPLYING THE INCIDENT SCENE SHOULD NOT HAVE TANKERS DUMPING IN IT. A DRAFT ENGINE OF 1500 GPM OR MORE SHOULD USE ONE OF THE MAIN SIDE STEAMERS FOR MAXIMUM VOLUME, DO NOT DRAFT THROUGH FRONT SUCTIONS OR ANY TYPE OF GATE VALVES. DRAFT ENGINES MAY NEED TO USE TWO LENGTHS OF HARD SUCTION HOSE, WITH A LOW LEVEL STRAINER. THIS DRAFT ENGINE IS UTLIZED TO SUPPLY THE INCIDENT SCENE APPARATUS ONLY. AN ADDITIONAL DRAFT ENGINE OF 1000 GPM OR GREATER WILL BE UTILIZED FOR TRANSFER LINES ONLY BETWEEN THE VARIOUS DUMP TANKS. THIS DRAFT ENGINE CAN HAVE IT S VERY OWN MAIN DRAFT TANK SEPARATE FROM THE DRAFT ENGINE SUPPLY THE INCIDENT SCENE BUT MUST HAVE WATER TRANSFERRED OR DUMPED INTO IT CONTINUOISLY. LOSS OF WATER TO THE TRANSFER LINE DRAFT ENGINE WILL AUTOMATICALLY SHUT DOWN THE WHOLE SYSTEM. NUMEROUS 6 HARD TUBES AND JET SIPHONS WILL BE NEEDED TO TRANSFER WATER TO THE MAIN DRAFT TANK/S. WE CAN NOT MOVE A LARGE AMOUNT OF WATER JUST UTILIZING ONE DRAFT ENGINE BECAUSE OF THE 200 GPM LOST PER EVERY TRANSFER LINE. Page 9 of 11 Revised 6/12/2009
10 FLOW RATES OF 1000 GPM OR GREATER FILL SITE PROCEDURES: FILL SITES SHOULD BE SET UP BASED UPON THE FILL SITE SOG WITH MAIN EMPHASIS BEING PLACED ON THE FOLLOWING IMPORTATNT ASPECTS. THE WATER SUPPLY OFFICER SHOULD ATTEMPT TO STAGGER AND DIRECT TANKERS TO VARIOUS FILLSITES TO PREVENT FROM HAVING EMPTY TANKERS SETTING IDLE IN STAGING. A FILL SITE OFFICER IS APPOINTED AND DESIGNATED AS ( FILLSITE ) ON THE AIR. THE NEAREST SUFFICIENT WATER SOURCE TO THE FIRE GROUND IS UTILIZED. THE BASIC LAYOUT OF A FILL SITE SHALL CONSIST OF AN ENGINE WITH THE LARGEST AVAILABLE GPM SUPPLY FROM A STATIC OR PRESSURIZED SOURCE. THE ENGINE SHALL FEED A MANIFOLD WITH LDH. FROM THE MANIFOLD THERE SHALL BE INITIALLY TWO 3 LINES AND ONE LDH LINE TO FILL THE TANKERS. AN ADDITIONAL TWO 3 LINES SHOULD BE ADDED IF ROOM IS AVAILABLE. ALL LINES SHOULD HAVE STORZ FITTINGS. SHOULD THE NEED ARISE TO FILL VACCUM TANKERS AN ADDITIONAL LINE CAN BE TAKEN OFF THE PUMP PANEL AND FLOWED INTO A DUMP TANK TO PROVIDE SUPPLY FOR THE VACCUM TANKER. FILLING PROCEDURES WILL DEPEND ON THE AVAILABLE WATER AT THE FILL SITE AND THE ENGINE (GPM) THE FILL SITE SHOULD BE ATTEMPTING TO FILL A TANKER AT 1,000 GPM. (SPECIAL NOTE, TANKERS WITH POLY TANKS, DO NOT OVER PRESSURIZE THESE TANKS, FILL AT A RATE LESS THAN 100 PSI TO THE MANIFOLD TO ACHIEVE A 1000 GPM). FILL ONLY ONE TANKER AT A TIME ESPECIALLY WHEN UTILIZING AN ENGINE RATED LESS THAN 1500 GPM AND MATCHING AVAILABLE WATER SUPPLY. DEFINITLEY ONLY FILL ONE TANKER AT A TIME WHEN UTILIZING THE LARGE DIAMETER FILL. YOU CAN FILL MULTIPLE TANKERS IN THE SITUATION WERE YOU HAVE A TANKER WITH TWO 2.5 FILLS AND ONE TANKER WITH A SINGLE 2.5 FILL. TO DO THIS YOU MUST HAVE A FLOW OF 1500 GPM OR GREATER. WHEN UTILIZING A HYDRANT AS A FILL SITE, CONSIDER UTILIZING TWO DIFFERENT LOCATIONS FOR FILL SITES. BEWARE OF NOT STEALING WATER OFF THE INITIAL FIRE GROUND ENGINE, IF THE TANKER SHUTTLE IS SUPPLEMENTING THE FIRE GROUND. UTILIZE THE SAME. A MINIMUM OF TWO FILL SITES AND POSSIBLY A THIRD SHOULD BE ESTABLISHED NO MATTER WETHER THEY ARE OF A STATIC SOURCE OR PRESSURIZED SOURCE. YOUR STATIC SOURCE WILL BE THE MOST BENEFICAL BECAUSE OF THE CAPABILITY OF REACHING MAXIMUM PUMP CAPACITY. PRESSURIZED SOURCES ARE ONLY GOING TO GIVE YOU WHAT THEY ARE CAPABLE OF PROVIDING. UTILIZE THE LARGEST PUMP CAPACITY AVAILABLE AT THE FILL SITES WITH A PREFFERENCE TO 1250GPM OR GREATER. Page 10 of 11 Revised 6/12/2009
11 TRANSFER LINES EQUIPMENT REQUIRED: THE EFFICENCY OF A DUMP SITE REST IN THE ABILITY TO TRANSFER THE WATER FROM THE SECONDARY TANKS OVER TO THE PRIMARY TANK. IF THE PRIMARY TANK SHOULD GO EMPTY THE DRAFT ENGINE WILL LOSE PRIME AND WATER FLOW TO THE FIRE GROUND WILL STOP. EACH SECONDARY DUMP TANK WILL REQUIRE THE FOLLOWING SET UP; AT LEAST ONE (6) SIX INCH HARD TUBE, A JET SIPHON, 1-1/2 OR 1-3/4 HOSE, GATED WYE. ALL TRANSFER LINES SHOULD HAVE A PUMP DISCHARGE PRESSURE OF 125PSI TO 150 PSI, THIS PRESSURE WILL DELIVER APPROXIMATELY 200 GPM TO THE JET SIPHON AND ALLOW THE TRANSFER OF AR LEAST 1000GPM THROUGH THE TRANSFER LINE.
