3 Introduction What is SPCC? Spill: Refers to major and minor oil-related spills Prevention: Activities to reduce the probability of spills occurring at a facility Control: Monitoring of systems and equipment designed to decrease frequency and impact of spills Countermeasures: Response procedures to minimize the impact of spills
4 Introduction The SPCC Plan Who: Any facility that uses and handles oil or processes waste with potential for discharge is required to have a plan What: A facility-specific plan containing all of the elements required by environmental regulations Where: The plan must be kept on-site at a facility and available for review at all times When: The plan must be reviewed and updated every five years or whenever there are major changes to the facility How: The plan must be prepared by someone familiar with the facility and certified by a professional engineer and facility manager
5 Regulatory Background Definitions Oil : oil of any kind or in any form, including, but not limited to, petroleum, fuel oil, sludge, oil refuse, and oil mixed with wastes other than dredged spoil Discharge : any spilling, leaking, pumping, pouring, emitting, emptying or dumping
6 Regulatory Background 1972: Section 311 of the Federal Water Pollution Control Act (commonly referred to as the Clean Water Act) required the EPA to develop an Oil Pollution Prevention program. 1973, revised in 2002: EPA publishes Oil Pollution Prevention regulations in section 40 CFR 112 (Code of Federal Regulations).
7 Regulatory Background 40 CFR 112: Establishes procedures and methods for preventing oil discharges to bodies of water, Requires the development of a SPCC plan for non-transportation facilities that handle oil, and Requires training for oil-handling personnel
8 Regulatory Background Training Requirements 40 CFR Oil Pollution Prevention: At a minimum, train your oil-handling personnel in the operation and maintenance of equipment to prevent discharges; discharge procedure protocols; applicable pollution control laws, rules, and regulations; general facility operations; and, the contents of the facility SPCC plan.

10 Piedmont (US Airways) SPCC Plans Each airport facility Piedmont operates at with an aboveground oilstorage capacity of at least 1,320 gallons is required to have a sitespecific SPCC plan. In PHL, Piedmont is included as part of the US Airways SPCC plan. The general SPCC facility are discussed in this presentation.
11 US Airways SPCC Plans Key Elements Spill Reporting Requirements General Facility Requirements Spill Potential Containment and Diversion Structures Inspections, Tests, and Records Training and Discharge Prevention Security Loading/Unloading Areas State and Local Spill Prevention Rules On-shore Facility Requirements
12 Spill Reporting Requirements Small Spill Large Spill QUANTITY The volume of a discharge which requires it to be reported varies among states. Become familiar with your state's reportable quantities! 1 discharge of 1,000 gallons into navigable waters, or 2 discharges of 42 gallons or more within 12 months ACTION Report spill to facility manager/airport authority if necessary Report spill to facility manager. Facility manager notifies the National Response Center (NRC), State Environmental Dept., EPA, and the Local Emergency Response Commission File a written report with the EPA If a station has a spill, Manager or Supervisor must fill out a spill report and send to PDT Safety, this requirement may be in addition to mainline procedures, if so, then send the copy of what was sent to mainline to the PDT Safety Department.

14 Spill Potential The plan must identify the facility-specific situations when the potential of a spill is the greatest. Example: Overfilling of oil storage tanks
15 Containment and Diversion Structures This section of the plan describes all of the secondary containment around oil storage units.
16 Inspections and Records A weekly inspection should be conducted to ensure good housekeeping is practiced. These inspection forms should be kept on record for at least three (3) years.
17 Training and Discharge Prevention Personnel Training: The annual training YOU are taking! Emergency Coordinator: The facility manager is generally designated as the emergency coordinator and ultimately responsible for spill prevention and response. Spill Prevention Briefings: Training sessions should include discussion of recent spill incidents. This could be YOU!
18 Security An SPCC plan must include a section devoted to security at oil and fuel storage handling areas: Access Control and Security Personnel Flow Drains and Valves Pump Starter Control Connections to Pipelines Facility Lighting
19 Rail Car & Truck Loading/Unloading Areas This section will describe the site-specific procedures for oil transfers at the airport facility. Specifically the following aspects of loading/unloading are discussed in detail: Rack Area Drainage Disconnect Warning Examination of Tank Truck Drains
20 Onshore Facility Requirements This section contains information about spill prevention in relation to the facility's nearest body of water with potential for impact from a spill. Many systems are described in detail including: Valves and Pumps on Diked Areas Drainage Diversion System Facility Drainage System Draining Tank Farm Areas Buried Metallic Storage Tanks Periodic Integrity Testing Fail-Safe Engineering Mobile/Portable Oil Storage Tanks
21 GENERAL SPCC Spill Prevention: MOST SPILLS CAN BE PREVENTED!! Maintain good housekeeping Stay alert when handling oil Maintain equipment and replace it when it is damaged Conduct daily and monthly inspections Use secondary containment for all storage units Other Ideas?
22 GENERAL SPCC Spill Control: Keep monitoring equipment and alarms in working order Train all personnel involved in oil-handling activities Make information, such as the SPCC plan, available for reference at all times Other Ideas?
23 GENERAL SPCC Spill Countermeasures: IF A SPILL DOES OCCUR: Always think about SAFETY FIRST! Wear the appropriate Personal Protective Equipment! For a SMALL spill: 1. Identify and eliminate the source of the spill. 2. Block the spill from reaching any nearby bodies of water or storm drains 3. Use an absorbent pad or material to soak up the spill. 4. Notify the proper personnel within US Airways. 5. US Airways personnel notify proper agencies if necessary. 6. Dispose of the absorbent used for clean up properly as hazardous waste in a labeled container.
24 GENERAL SPCC Spill Countermeasures: IF A SPILL DOES OCCUR: Always think about SAFETY FIRST! Wear the appropriate Personal Protective Equipment! For a LARGE spill: 1. Alert all personnel in the area of the situation. 2. Notify the proper personnel within US Airways. 3. US Airways personnel notify proper agencies if necessary. 4. US Airways contacts whatever emergency response crew is used at the facility. 5. File all reports necessary internally and to the proper agencies.
