The Town of Trenton will be accepting tenders for one (1) single axle truck complete with u-shaped combination dump/spreader body and reversible plow. Tender forms and specifications may be picked up at the Town Office, 120 Main Street, Trenton, N.S. during regular office hours 8:30AM 4:30PM Monday to Friday. Tenders are to be returned to the Town Office, in a sealed envelope clearly marked, TENDER Equipment Purchase Heavy Duty Single Axle Salt Truck and are to be received no later than 2:00 p.m., October 5, The Town of Trenton reserves the right to reject any or all tenders, not necessarily accept the lowest tender, or accept any tender which it may consider to be in its best interests. All bids must be submitted on the tender form supplied with the document. 2. The equipment specification sheets form part of this tender and must not be removed. 3. The Town of Trenton considers that all suppliers act in good faith and intend to supply equipment and services of high quality. 4. The Town of Trenton will not accept any equipment or material that is inferior to or substituted for factory supplied products. 5. This tender is not intended to exclude standard supplied equipment or materials except where specified. 6. Only firm prices will be considered. 7. All tenders must be accompanied by the manufacturer s literature and specifications describing the equipment bid upon.

4 2. Complete manufacturers specifications and description shall be submitted with each bid. Insufficient descriptive information may be cause for rejection of bid. 3. A complete set of parts books and shop service manuals are to be supplied with the equipment. Supplier is to instruct buyer on proper operation of the equipment upon delivery. 4. Warranty information is to be included with tender submission. 5. Tender price must include all freight, Nova Scotia MVI, duty, sales tax, and any other charges which are applicable at the time the tender is awarded. It is the responsibility of the bidder to determine from appropriate authorities what taxes, duties, and other charges are applicable to this tender. Equipment is to be delivered to the Public Works Building at 21 Glass Street, Trenton. 6. The following specifications are prepared with the intention of providing a basis for securing competitive bids. Notwithstanding certain details of specifications, commodities or equipment of similar design and construction will receive consideration if in the opinion of the using department, they are considered to be suitable for the intended application and generally conform to performance requirements. 7. Any variation from the specifications must be noted on the specification sheet and accompanied by a statement fully outlining any departures from the specifications and fully describing the commodities offered and may be call for rejection if it substantially affects the performance for the intended application.

7 Specifications Heavy Duty Single Axle Salt Truck, Complete with U-Shaped Combination Dump/Spreader Body and Reversible Plow The following specifications describe the minimum requirements for a salt truck to be supplied to the Town of Trenton. The equipment shall be new, manufactured the same year or succeeding year of the bid, of current design and production model and available to the commercial market. Any variation from the specifications must be noted on the bid and may be cause for rejection. One copy of the manufacturer s published specification shall be included with the Tender. The truck must be designed to accommodate all attachments. CONFIGURATION AND SPREADING PATTERN - The BTU dump body spreader shall be equipped with a longitudinal conveyor mounted in the center of the body allowing the spreading and cross conveyor with side spinner to allow drivers side spreading action. CONSTRUCTION - All steel used in the construction of the unit shall be Ultra High Strength. - Front panel, sides, floor and tailgate material thickness 3/16 Grade Body side shall be breakformed into a polygonal radius shape for added strength and rigidity. This shape provided a better gravity flow into the longitudinal conveyor and offer increased yardage compared to rolled formed panels construction. - The body side panels will discharge directly into the longitudinal conveyor with no flat surface between to prevent material hang up and assure gravity flow of the aggregates into the conveyor. - Body long members shall consist of ¼ thick HSLA steel V shaped formed sections reinforced with tubular cross members welded to a rear sill of 14 deep x 3/16 thick. FRONT PANEL - Shall be sloped for better material flow. Front panel featuring a dog house fabrication will not be accepted

12 BTU DUMP BODY SPREADER SIDE PANEL HORIZONTAL REINFORCEMENTS - Must have rectangular tubing 6 x 4 x 3/16 (no exceptions). - Under no circumstances will a formed section top capping be acceptable. REAR POSTS - (1) rear post on each side. - The post shall be designed to accept marker lights and strobe lights without adding any special light boxes. TAILGATE SHALL BE REINFORCED BY - (2) vertical posts. - (3) self cleaning horizontal reinforcements. - The tailgate shall be fully welded. - Double acting opening device. TAILGATE LATCHING SYSTEM - Shall be operated by (2) 2 1/2 x 6 stroke double acting air cylinders. - Cylinders shall be activated by an in-cab pneumatic control. - Cylinder shall be mounted in such a way that the piston rod is in retracted position when the latching is in locked position to assure a better cylinder rod protection against contamination. - Both left and right tailgate latches shall be individually adjustable to compensate for wear. - Cam mechanism to insure tailgate being always in locked position in case of air leakage. TAILGATE HINGES SHALL MEET THE FOLLOWING SPECIFICATIONS - Made of steel plate with a minimum thickness of 1/2 - Pivot diameter: 1 1/4 minimum

CAB PROTECTOR - Depth: Material: 10 gauge HSLA steel. * Overall chassis cab height to be confirmed by customer. BRAKE SYSTEM SAFETY REQUIREMENT - The air tailgate system shall include a pressure protection valve to insure air pressure priority for the truck air brake system. In the locked position, air pressure shall be applied on the air tailgate cylinder to further assist the over center locking mechanism built-in with the tailgate release system. THE BODY UNDER STRUCTURE SHALL CONSIST OF - (2) long members made of 1/4 thick, 50 W steel, minimum height: (4) tubular cross members. - Rear bumper equipped with door giving access to conveyor components without opening the tailgate. TIRE FENDERS - Steel fenders shall be adapted to the body side panels with an opening of minimum 2 between the body and fenders to allow easy cleaning of the body side panels and its under structure (no exceptions). - The fenders shall allow installation future installation of liquid tanks when required, and if installed, will not raise with the body when dumping (no exceptions). THE REAR BODY HINGE CONSTRUCTION SHALL MEET THE FOLLOWING SPECS - 2 diameter cast steel upper pivot hinge equipped with grease fittings - 6 x 4 x 5/8 supporting iron angle

14 BTU DUMP BODY SPREADER FRONT MOUNT TELESCOPIC HOIST - Must be a 3 section Mailhot nitrated type (no exceptions). - Providing a 45 minimum dump angle. - Each section shall be ground and polished. - Rubber bumper bolted between the hoist and the front panel. CYLINDER CRADLE - Cylinder cradle bolted on truck frame rails with integrated self-positioning safety prop. - Cylinder pin equipped with grease fitting and safety lock mechanism. LONGITUDINAL CONVEYOR - The body under structure shall be built to include a longitudinal conveyor located at the center, along the full length of the dump body and shall be designed to feed a front cross conveyor when required. - Protective screens meeting safety regulations. CONVEYOR CHAIN - Shall be extra heavy duty self-cleaning pintle type. - Model: 88K - Pitch: Total breaking strength: 49,000 lb. - Width: 23 1/2 c/c. - Flights: welded at every 4 th links. - Dimensions: 3/8 x 1 1/4. - Chain links with protective cover. - The ends shall be bent upwards to allow welding on both sides of the flight. - Rubber flap installed at the front of the conveyor to clean the chain return. THE (2) SPROCKETS - Shall have (7) teeth minimum and installed on drive shaft. - Shall be provided with shoulders on each side to support the conveyor chain links, in order to allow a longer chain and sprocket life (no exceptions)

15 BTU DUMP BODY SPREADER CHAIN ROLLERS - The longitudinal conveyor chain shall be equipped with (2) idler rollers mounted at the rear end of the unit, in order to reduce the chain wear and avoid any misalignment with the sprockets. CONVEYOR SHAFTS - Drive shaft: 1 3/4 diameter min. CRS steel. - Driven shaft: 1 3/16 diameter STRESSPROOF steel. - Drive and driven shafts shall be mounted on self-aligning ball bearings equipped with grease fittings. CHAIN TENSION ADJUSTMENT - Chain tension adjustment on the longitudinal conveyor shall be stainless steel threaded rods with lock nuts, mounted at the front of the unit for easier access. - Spring washers shall be installed on the adjusting mechanism to compensate for chain tension variations and provide a longer chain life. SPEED REDUCER - Shall be: 25:1 ratio (no exceptions). - Worm gear type (no exceptions). - Shall include a SAE adapter to direct mount the hydraulic motor (no exceptions). - Rebuildable type (no exceptions). CONVEYOR CHAIN COVER (SUMMER PLATE) - 3/16 thick, grade 450 steel plate to protect the chain in summer use. - Removable from the rear of unit. FLOW GATE - Flow gate shall be of the screw type and infinitely adjustable. - The gate shall be provided with scale calibrated in inches and centimetres

16 BTU DUMP BODY SPREADER HYDRAULIC HOSES AND FITTINGS - Shall be of the pressed type. - Shall have a minimum burst pressure capacity of 2 times the maximum working pressure of the hydraulic system. ELECTRICAL SYSTEM - Life time warranty, Truck Lite harnesses and lamps (as per manufacturer s terms). - Unit shall be delivered in compliance with FMVSS 108 regulations. - Wiring shall be of the flexible rubber jacketed type with choke seal and threaded fittings. - Fixtures shall be made of Die Cast with sealed connectors grommet type. STANDARD ACCESSORIES - Sets of (4) mud flaps, the (2) at the front must be equipped with anti-sail brackets. - Slide up type ladder mounted on the rear left hand side of the unit. - (2) rear tow hooks FINISH AND PAINT - Entire body shall be sandblasted. - Primer: (2) coats of (2) parts epoxy primer. - Final paint coating: Urethane paint, color: Highway Yellow. SAFETY STICKERS - Safety stickers for operation and maintenance shall be supplied with the dump body spreader unit. Installation - Installation of equipment must be completed by original manufacturer, with no third party integration (no exceptions)

17 BTU DUMP BODY SPREADER PRODUCT LIABILITY INSURANCE - In order to protect the customer from any claims that might result from an accident due to the failure of the equipment, the bidder shall supply with his bid a product liability insurance certificate showing insurance and expiration date; for a minimum amount of 15 millions dollars. In the case of a claim the customer can call upon the equipment bidder/manufacturer to assume responsibility (no exceptions). TRANSPORT CANADA NATIONAL SAFETY MARK (NSM) - This set of regulations makes it mandatory for any truck equipment installer to comply and affix its own certification label as a final stage manufacturer next to the truck manufacturer label. In such case, any modifications made to the air supply or electrical system, drive train modifications, etc., must be documented and kept on file by the installer, with supporting document remitted to the new trucks owner. - This certification also makes it mandatory for the final stage manufacturer to supply a weight distribution chart for each of the equipment installed on the chassis upon request by the customer. WARRANTY - Manufacturer s warranty certificate shall be supplied with his bid. LITTERATURE - Bidder shall supply color pieces of literature showing model number for each submitted equipment. SPREADING CONFIGURATION: LEFT HAND SIDE OF THE UNIT, AHEAD OF THE REAR WHEELS OF THE TRUCK. CROSS CONVEYOR - Shall be manufactured to be bolted on the truck frame. - Shall be driven by a hydraulic motor equipped with a chain coupling. - Protective screens at both sides meeting safety regulations

18 BTU DUMP BODY SPREADER CONVEYOR CHAIN - Shall be of self-cleaning type: 667X - Width: 14 c/c. - Chain links with protective cover. FLIGHTS - Shall be welded at every two (2) links. - Dimensions: 1/4 x 1 - Each end shall be bent toward the top to allow the welding on both sides. CONVEYOR SHAFTS - Drive shaft: 1 3/16 diameter, STRESSPROOF steel. - Driven shaft: 1 3/16 diameter, STRESSPROOF steel. - (4) sprockets shall be supplied. - Mounted on self-aligning ball bearings equipped with grease fittings. CHAIN TENSION ADJUSTMENT - Chain tension adjustment by the means of grease actuated cylinders with stainless steel piston rods. SPINNER AND CHUTE - The height adjustable. - Spinner shall be driven by a fixed displacement hydraulic motor diameter poly spinner disc. - Easily removable chute made of high density polyethylene with steel reinforcements. - Spinner and chute mounted on the left hand side of the unit. SPINNER DEFLECTOR - Removable and easy adjustment for changing spreading pattern. SPINNER HYDRAULIC QUICK COUPLERS - (2) sets of male/female shall be provided for quick removal of spinner assembly

19 BTU DUMP BODY SPREADER LIGHT ARRANGEMENT IN REAR POST (3) lights Installed in each rear corner post: - Top: (1) LED type amber strobe light - Center: (1) Red stop, tail turn light - Bottom: (1) White back-up light Lighting arrangement to be confirmed by town representative LED STROBE LIGHT - Installed on cab protector. - Shall provide a 360 visibility. - Interchangeable lens. CONVEYOR AND SPINNER LIGHTS - (2) sealed auxiliary lights with wiring and switch shall be provided to shine the conveyor and spinner disc. - REMOVABLE CONVEYOR STEEL SUB PLATE (RETURN OF CHAIN) - The longitudinal conveyor shall be equipped with a full length steel plate to protect the underneath truck components

20 HYDRAULICALLY TILTING FRONT PLOW HITCH Make: Model: LAROCHELLE L1825 Power-Tilt Hitch or equivalent Make: Model: MAIN COMPONENTS The hydraulically tilting front plow hitch shall include the following elements : - Cheek and push plates custom fitted adapted to the truck frame - Stationary female adapter connected to the push plates. - Removable tilting hitch including a double acting cylinder to raise / lower front plow and also allow the power tilt of entire hitch. The entire tilting hitch shall be removable to relieve the front axle load for summer operation. NITROGEN SUSPENSION SYSTEM FOR FRONT PLOW - This system shall be connected to the plow hitch lift cylinder and helps absorb the shock loads transferred to the truck front axle, suspension and chassis when the plow is in the carry position. - The system is designed with a steel-on-steel assembly of the accumulator to the manifold valve block to offer better resistance to vibration and leakage (aluminium manifold valve not accepted as an equivalent) PUSH PLATES KIT - The cheek plates shall be made of 6" X 4" X 5/8" steel angles adapted and bolted to the truck frame rails (no exceptions). - The push plates shall be 5/8" thick min. welded and gusseted to the cheek plates (no exceptions). The length of these plates shall be a minimum of 30". Quick Tack Pockets - The harness must come equipped with an easy hitch coupler adapter (quick tack pockets)

21 HYDRAULICALLY TILTING FRONT PLOW HITCH STATIONARY FRONT SUPPORT - The stationary front support structure shall be be made of 1/2" thick material and welded to the cheek plates to form an integral assembly intended to support the hydraulic pump bracket, the front lift cylinder base, and to be used as a female adapter for the tilting section of the front hitch. - The stationary front support structure shall provide (2) lower pivot points and (2) upper removable locking points. - Each of the (4) points of this female adapter should be provided with (8) 2 1/4" dia. x 1/2" wall x 1 1/4" deep steel bushings. The minimum distance between the lower and upper connecting points shall be 18". LOWER CYLINDER SUPPORT - Shall consist of a 4" x 4" x 1/2" wall tubular section with a 1" thick lower cylinder support bracket. TILTING HITCH - Shall consist of a framework of (2) vertical and (1) horizontal angle irons of 4" x 3" x 3/8" minimum section, backed with (2) 5/8" thick vertical stiffeners. COUPLING POINTS - The (4) male adapter coupling points shall be reinforced by (4) 2 1/4" O.D. x 1/2" wall thickness steel bushings. COUPLING PINS AND PIVOTS POINTS - The (2) lower pivot points along with the (2) upper coupling pins shall be at least 1 1/4" dia. C1045 cold rolled steel. LOWER AND UPPER HORIZONTAL SUPPORT - The base of the tilting hitch shall be supported with a 5" x 5" x 7/16" thick tubular section. The upper horizontal support shall consist of a 4" x 4" x 1/4" thick tubular section. Both supports shall run across the (2) vertical stiffener plates and be fully welded

22 HYDRAULICALLY TILTING FRONT PLOW HITCH LIFTING ARM - Shall be made of 3/4" thick minimum material. All pivot holes shall be 1" dia. minimum and shall be assisted laterally with (2) 1/2" thick side braces. - The lifting arm shall be provided with a 3/4" threaded shackle and a double chain grab link. - LIFT CYLINDER - Shall be double acting, 4" dia. min. 10 stroke, with a 2" dia. chrome plated piston rod. PLOW HEADLAMPS - Shall be of the halogen rectangular type with integral turn signals, installed on support welded onto the top horizontal hitch. Headlamps must be heavy duty seal beam type COUPLING HEIGHT - The tilting front snow plow hitch shall be provided with a (3) position coupling height offering a center position at 19" from the ground. DRIVE EAR SPACING - The standard drive ear spacing shall be 30 1/2" center unless otherwise specified. - The drive ears shall further be equipped with 1 1/4" coupling pins. - The entire tilting hitch shall be removable to relieve the front axle load for summer operation. TRUCK BUMPER - The original truck front bumper shall be modifed so it can be fitted to the front plow hitch structure during summer operation

23 HEAVY-DUTY TRIP EDGE TYPE POWER REVERSIBLE PLOW Make: LAROCHELLE Model: LRC1138TE or equivalent Dimensions: Overall length: 11'0" Moldboard height: 38" Clearing 37 8'9" Make: Model: Overall length: Overall height: Clearing 37 Moldboard - Moldboard to be break formed (not rolled) to a series of panels to break up the snow load and to add structural strength to plow. (rolled moldboard not accepted as an equivalent) - Moldboard to be made of 10 ga. steel. - Overhang: 17 over the cutting edge. - Top of moldboard shall incorporate a 3 formed channel. - No additional tube shall be welded to top of moldboard as to reduce weight. - Moldboard shall be reinforced with (6) full length 3/8 thick vertical ribs welded to the bottom backer angle and the back of the moldboard. - Each rib must be one piece and at least 3 deep. - Each rib must be of the exact same shape as the moldboard sheet (panel shaped) as to allow maximum contact and support with the moldboard sheet. - The push frame shall connect to the moldboard at (4) points. - The push frame connecting points shall be reinforced on (4) of the vertical ribs using 3/8 steel plates on each side for a total bearing thickness of 1 1/8 - The ribs and top of moldboard must connect using the fork type connection. This must be achieved as the top of the vertical ribs will be inserted in triangular shape pieces welded to the back of the 3 reinforcing channel shape, break formed into the moldboard sheet. Note: This type of connection is mandatory to reduce top of moldboard weldment failure and for a better distribution of plowing stresses. - Vertical ribs connection to top of moldboard must allow water drainage as the water can run free along the top of moldboard, through the ribs connection. - A 3 X 3 X ¼ thick steel angle construction shall run the full length of the back of the moldboard and be welded to each of the vertical ribs. - A lifting lug must be welded at the back of the moldboard on the 3 X 3 X ¼ steel angle. - Rubber snow deflector: 12 wide, ½ thick reinforced rubber deflector bolted to top of moldboard - 18 min high flexible markers mounted on each end of the moldboard and easily replaceable

24 Cutting edge and backer angle - A ½ thick Tungsten carbide insert cutting edge cutting edge shall be bolted to a heavy duty support angle. Cutting edge shall be bolted with 5/8 x 2 ½ gr. 5 bolts and lock nuts. - This support angle shall be 6" x 4" x 5/8" min. and be drilled to receive 8 or 12 center punched cutting edge. - This support angle shall be further reinforced with 3/8" thick triangular gussets. - (2) moldboard shoes shall be provided under the backer angle. Moldboard protection mechanism - The plow shall be protected during the plowing operation by a blade tripping mechanism. - The blade tripping mechanism shall consists of: - Cutting edge bolted to a 5 x 3 ½ x ½ min. tripping blade support angle working in conjunction with a 6 x 4 x 5/8 trip spring support angle running the full length of the moldboard. - The design of the trip edge mechanism shall incorporate a minimum of (6) compression springs having the following characteristics: - 5/8 wire diameter - 4 1/2 outside diameter /2 length - The recoil force of each spring device shall be individually adjustable using threaded rods and bolts system to compensate for wear and cope with various plowing conditions. - Such adjustment is mandatory and must be performed using regular tools. - Adjusting trip system requiring special tools provided by the plow manufacturer is not acceptable. - (2) curb shoes consisting of a 2 dia. abrasion resistant material welded to a ¾ mounting plate bolted to the cutting edge. - Moldboard attack angle adjustment - (2) attack angle blocking arms shall serve the purpose of allowing adjustment of the moldboard attack angle. - Attack angle blocking arms shall be made with: - (2) 2 x 22 x ½ flat bars - (1) 2 ½ x 21 x ¾ - Each blocking arm assembly shall be connected to the mouldboard on 3/4 thick steel bracket reinforced by a 3/16 thick steel plate welded to the 3 X 3 X ¼ iron angle - These brackets shall allow the following adjustments: 70, 75 and

25 Drive frame - The drive frame assembly shall consist of an A Frame and a semi-circle : A frame - The A frame shall be made with 4 x 2 ½ x ½ steel ship 13.8 # / ft. - The channels and oscillator plate shall be reinforced by a 5/8 thick x 22 long steel plate. - A 1 x 6 x 31 ½ steel oscillator bar support shall be provided. - The hydraulic cylinder pins shall be 1 1/4 min. diameter. - The A frame pin shall attach the A frame to the semicircle and serve as a pivoting point for the angling action. - The A frame pin shall be machined from a 2 dia. solid shaft and be equipped with a grease fitting threaded in the head. - A welded cap on this pin will not be accepted. - The A frame pin pivoting point bearing surface shall be 15/16 thick. Drive frame (suite) Semi-circle - Shall be made of 4 x 3 x ½ steel 11.1# / ft. welded and gussetted to a 4 x 4 x #/ft. structural tubing connected to the moldboard with a minimum of (8) connecting points made of ½ thick steel plates. - The 4 x 3 x ½ steel angle shall be further reinforced with (2) 6 x 4 x 5/8 steel angles. - Each of the (4) moldboard connecting pins shall be 1 ¼ diameter. - An adjustable parking stand shall be provided Oscillator - The drive frame shall be built to allow the moldboard to oscillate plus or minus 10 degrees on each side of its drive points to follow the road contour. - The oscillating device construction shall consist of a stationary section fully welded to the drive frame and coupled to the oscillator plate with a 1 ¼ grade 5 pivoting bolt complete with a lock nut. - Both the stationary and oscillator plate shall be made of 1 thick steel. - The oscillator plate shall be equipped with (2) drive lugs welded and braced to it. - These drive lugs shall be made of 1 thick steel and drilled to adapt 1 ¼ coupling pins. - Drive lugs shall be mounted at 30 ½ centres. - The drive frame shall be set for a pinning height of 19 plus or minus ½ above ground level

26 Plow angling cylinders - The plow can be reversed using (2) double acting hydraulic cylinders: - Cylinder specifications: - 9 stroke - 3 inside diameter - 1 ½ diameter piston rod - Piston rod to be nitrated and corrosion resistant as per ASTM B Cylinder ports shall be (2) 90 port adapters SAE O ring 08 - Rod end of cylinders connected to the 4 x4 x ½ structural tubing to be bushing mounted with grease fittings. - Cylinder base connected to the A-frame to be 1 thick plate mounted - A cushion valve set to 2,500 psi shall be installed on the plow semi-circle to provide protection to the hydraulic components and plow. - Cushion valve to be mounted with quick disconnects for power angling applications. - Reversing angle shall be allowed up to 37 left and right. - The cylinders shall be installed inside the semi-circle as to be protected from side impacts. Reversing cylinder rods that are connected to the ends of the push frame assembly shall not be accepted Lifting device - The plow shall be provided with (2) ½ exact chain strands. - These chains are to be provided with shackles - The (2) chains shall be mounted on a (4) connecting points structural tube that allow the correct attachment of the chains to the plow hitch. Product liability insurance In order to protect the customer from any claims that might result from an accident due to failure of the equipment, the bidder shall supply with his bid a product liability insurance certificate, showing issuance and expiration dates; for a minimum amount of 3 million dollars. In the case of a claim, the customer can call upon the equipment bidder/ manufacturer to assume responsibility
