1 SPECIFICATIONS FOR ONE CARB CERTIFIED CNG POWERED 13,000 GVWR CAB & CHASSIS SERVICE TRUCK WITH UTILITY BODY GENERAL CONDITIONS The intent of this specification is to describe one minimum 13,000 lb GVWR cab & chassis with utility body to be used in the City of Commerce Transportation Department. The vehicle/equipment covered by these specifications shall be complete with all equipment and accessories necessary for satisfactory operation. All equipment advertised, as standard shall be furnished, without exception, and included in the purchase price of the unit. APPLICABLE SPECIFICATIONS The vehicle furnished, including all equipment and accessories, must meet the listed specifications, including the requirements of California Vehicle Code, California Air Pollution Control Board and Exhaust Emission Control Requirements, Federal Motor Vehicle Safety Standards, and CAL-OSHA Standards as applicable. BOOKS, MANUALS AND TECHNICAL INFORMATION Complete and accurate copies of the following items shall be furnished for this specification at time of delivery at no additional cost to the City. All information is to be delivered to the City of Commerce, 5555 Jillson Street, Commerce, CA Manuals supplied must be for unit ordered by the City of Commerce; manuals describing general procedures are not acceptable. Description and total copies required are as follows: 1. Operator s Instruction Manual (1copy) 2. Shop Maintenance Manuals (1 copy) 3. Illustrated Parts Book (1 copy) 4. 2 SPECIFICATIONS FOR ONE 13,000 GVWR CAB & CHASSIS WITH UTILITY BODY MODEL New White, current model Extended cab and chassis capable of maximum payload of 6829/6997 payload. Exceptions Wheelbase shall be inch for installed equipment, and have DRW. Cab to axle shall be 110 inch. Reference: Isuzu NPR-HD(14,500 GVWR) Gasoline ENGINE Shall be a Gasoline converted to CNG ENGINE A minimum of a 6.0 Liter, V8, with special heads from manufacture to allow conversion from gasoline to dedicated CNG engine. Gasoline tank shall be removed and all unnecessary lines. Exhaust tail pipe shall be modified to extend the stainless steel pipe so it routes exhaust out on the Street Side rear of the dual wheels with tail pipe terminated in-line with the exterior of the utility bed. CNG FUEL TANKS Minimum natural gas storage equal to a Thirty-six-(30) gallons gasoline equivalent. Composite tanks placed behind cab and frame mounted. Tanks shall be in protected enclosure. Tanks must be rated at 3,600 psi. Pressure valves shall be mounted for easy viewing. Emergency shut-off valve shall be mounted for easy access, and clearly marked with a metal blue CNG CNG Service Truck RFP-Appendix C Page 2

3 plate. Tanks shall be installed by a certified CNG installer approved by the truck builder and State of California. Tanks shall have an enclosure approved for this application and be 24 Wide X 40 High X 88 Long center on axle. CNG FUELING PORT Shall allow for fast and slow fueling. Two fueling ports shall be provided; both shall be located on the curbside in an enclosure. Fueling door accessing fueling ports shall be equipped with ignition shutoff feature to eliminate fuel hose driveaway and ports shall have dust covers. Fuel fittings shall be capable of hooking up to a Sherex 1000 fast fill nozzle. TRANSMISSION Shall be 6-Speed automatic transmission with cooler/trailer towing package. BRAKES Shall be 4-wheel antilock front disk/drum rear. GVWR 13,000 lb minimum. ADDITIONAL EQUIPMENT TO BE INCLUDED 145 Amp alternators. Regulated to properly charge dual Odyssey or Trojan batteries. Dual Batteries. Batteries shall be either Odyssey or Trojan type or approved equal. Charging system shall include battery rundown protection and retain accessory power. 4 Seats shall be bench with center fold down dark interior cloth/vinyl Cruise Control Fuel level for CNG tank/pressure electronic. Rear view camera system with inside rearview mirror display. Air Conditioning, Tilt and telescoping steering wheel Ultrasonic rear parking assist with audible warning. Floor color keyed with Premium allweather rubber floor mats. Gauges, Oil (Pressure/Temp) Transmission Temp, Engine Temp. AM-FM stereo radio, with CD Changer and Aux input. Defogger Rear Window Wipers front intermittent. Power windows with driver express down and door locks with keyless entry (2 transmitters). Rearview Mirror auto-dimming. Remote Start. Body side moldings, body color. Glass Solar-Ray deep tinted. License plate bracket/led light Dual cargo area lamps Recovery hooks front frame Push Front bumper, utilizing heavy duty rubber rollers held in place by round tubing. Outside Mirrors: Heated with integrated turn signal. Air bags. Daytime running lamps, with automatic lamp control. Tire pressure monitoring system, if available for DRW. 17 cast-aluminum bright machined wheels, and include, matching full size spare. UTILITY BED, to be designed/confirmed by Commerce. Attached is a diagram of the utility bed that CNG Service Truck RFP-Appendix C Page 4

5 was designed by Commerce to provide a guide in which to build. Utility Bed All doors shall have heavy duty stainless steel piano hinges from Highway Products. All doors shall have D ring handles with locking cylinders; all shall be keys alike so you only have one key. The manufacture for the D-Ring handle is Real work trucks model number IH292L50SS1250. Tops and front side of the utility bed shall be covered with aluminum diamond plate as shown in the utility bed layout. Spare tire tie down for tire size 42 x 12 as shown in utility bed layout. Frame for two dry sweep containers to be secured. Tie down points in bed as shown in the utility bed layout. Will need to be slide mounted for adjustability One compartment will have two sliding shelves for used of 8D batteries. Trays shall be rated for 125 lbs 12 apart or 24 in height x 27 width. 24 H X 27 W X 20 D with wood or some kind of none conductive material to keep the batteries from arcing and shorting causing a potential fire. Tray bottom must be made of galvanized steel to prevent rust. As per supplied truck layout. Safe-T Trak hold down Handles to rear bed body LED lights in each compartment (Whelen Pn: PS COADCR) LIFTGATE Install Tommy lift with aluminum platform. Moving parts not to be exposed to weather. 6 and timer that deactivates in 90 seconds after last operation. Control shall be mounted inside curb side Utility bed door enclosure as seen on Commerce s current Service Truck. Ground and power cables shall be fulllength molded ground and power cable shall be direct connected from lift gate to truck battery. Di-chromate plated arm pins for protection against corrosion. Double latching system. Hydraulic check valve to guard against hydraulic failure. All cables to military specs. Automated overload protection. Installation shall be in a professional manner with electric cable secured every 18". No sharp edges to touch electrical cable. Lift gate shall appear part of the utility bed and be set inward as seen on Commerce s current Service Truck. Reference: Tommy Lift gate number G EA48. AIR COMPRESSOR Gas powered, 11 hp, Honda engine air compressor with electric remote start. Shall be equipped with a 25 to 30- gallon air tank minimum. Starter controls shall be remote mounted in the Curbside utility bed as seen in attached Utility bed layout. Engine shall be equipped with Engine slow down, slows engine down after it has reached pre-set tank pressure of 155 PSI. Compressor shall include manual tank drain that can be manually drained through a ball valve that shall be located in curb side utility be and drain shall be exhausted under the truck. Compressor shall be mounted on to Isolator pads to minimize vibrations and reduce noise. CNG Service Truck RFP-Appendix C Page 6

7 The compressor dimensions shall not exceed: 38 LX23 WX46 H. Power shall be routed so no wires rest on floor of bed and shall be appropriately insulated to minimize hazards. Compressor guard will need to be added as shown in the utility bed layout. Two (2) air outlets shall be provided. One shall be at the front of the vehicle and one at the rear, as shown in the attached diagram. The air line shall be capable of delivering enough air to utilize a 1 impact, to remove lug nuts from the bus that may have a torque of 200 ft. lbs. MOTOR OIL and Transmission Fluid 2 ea. 4.5 Gallon, plastic spill resistant Black containers, for motor oil. 2 ea. 4.5 Gallon, plastic spill resistant containers for transmission fluid Red. Two shall be placed on Curb side and two placed on Street side to balance load and placed into a spill tray, containers must be secured to prevent fall over and or spills. Reference: Matrix Concepts M3 Utility Can Jump Start Batteries: Two 12 volt deep cycle batteries from either Odyssey or Trojan hooked up in parallel to be used as 12 volts or 24 volts. Battery compartment will be mounted on the street side under CNG in a protective cover. The connector for 24 Volt shall be Blue and have a blue metal tag labeled 24 Volt. A small Red connector with red metal tag labeled 12 Volts. Positive cables for 24 and 12 volt shall have a resettle able fuse installed in a weather proof box located next to the batter box; however mounted inside the box. This will be to protect the batteries and circuit form crossed wires or shorted wires.. CNG Service Truck RFP-Appendix C Page 7

8 Should have connections at both the front and rear of truck for jump starting purposes. Both Batteries trays shall be removed from the vehicle and mounted into a utility box that opens upward with a gas shock that retains it in the open position and a lever that will keep it open in the event the shock fails. Utility box shall be the same width as the CNG cabinet above it and the same depth and height as the larger Utility box next to it. So it appears as one unit. Battery Utility box shall incorporate vents that vent battery gases to the out side of the CNG enclosure above it. Spare jumpstarting batteries will need to be connected to the truck alternator to be charged at all times. CNG Service Truck RFP-Appendix C Page 8

9 WATER TANK Two each, Commerce supplied 25 gallon aluminum water tank with pneumatic Commerce supplied pump shall be mounted on curb side and street-side storage compartment above each DRW. Street side H20 tank shall have a ball valve shut off at tank, with a hose that is routed between truck frame and utility bed to curb H20 tank. Curbside H20 tank shall have a ball valve that shuts supply water off at tank and shall have a Brass Tee fitting that combines the street side water tank and the curb side water tank hoses. Brass Tee fitting that combines both street and curb side houses shall have one house/supply line to the air diaphragm pump located in the utility compartment next to the Curb side H20 tank. The supply line shall terminate at pump. The 14 HX10 Wide diaphragm air pump shall have an air hose with a ball valve shut off and have a water supply line that is routed to the front of the vehicle. The water supply line at the front of the vehicle shall incorporate a female quick disconnect. The water supply line shall be large enough to supply enough water that can flow with the maximum out put of the diaphragm pump. The truck shall also have an H20 supply hose with a male quick disconnect and a ball valve shut off with a small flexible hose to fill the water tank of the bus or vehicle. Fire Extinguishers: Install one each 15 gallon Fire Extinguisher in utility bed and nozzles in CNG and Engine compartment. To automatically activate if fire is sensed. 10 Install one each portable 5 gallon fire extinguisher in utility bed. Front Push bumper: To be mounted on front of truck, large tow truck style with chrome grill guard designed for this style of truck to protect grill. Push/Roller type bumper shall utilizing boat style trailer rollers, to minimize damage on vehicle bumpers and small shock absorber with three inches of travel. Rollers will be held in place with round tube and must match the follow of the truck. The molded roller must come with lube points on shafts. The shock absorber will need to be incorporated into the bumper design to relieve some of the initial force. HD Winch, 18,000 lbs electric Rear Bumper Rear bumper shall be rounded on both edges and chrome plated hole cut out for hitch and include cutouts for Tommy Lift. As seen on Commerce s current Service Truck. Vise, fold out or slide out: Heavy duty vise shall be stored in the utility bed cabinet. When needed door shall open and vise shall be pulled out or dropped down and be strong enough to change hose fittings on 1 Aero-quip hose. Floor Jack: Heavy Duty low-profile floor jack shall be provided and used to raise the front or rear of the 30,000 pound bus, Model number is Manufacture is Napa Professional Lifting Equipment. Step Ladder: Height adjustable step ladder all aluminum shall be provided and stored in the utility bed. Manufacture Little Giant model number is CNG Service Truck RFP-Appendix C Page 10

11 Shovel and Brooms: Shall be provided and stored in utility bed, shovel manufacture is REMCO model number Broom manufacture Tough Guy model number 2PYV3 and the broom handle manufacture REMCO model number Broom and shovel shall be secured in place using BASSICK model number M pieces. LICENSE License plate chrome frame and clear LED light. Lights Low profile Amber LED light bar. Model Verve OX LED, will come with switch box, wire harness and mounting hardware. Light bar will be mounted like in the bed layout diagram. Light controls must be mounted in cab of truck for easy accesses for the drive to reach. Brake lights that are purchased with the truck should be re-used. Two work LED service lights mounted on the rear top of the utility bed pointing to the rear as shown in the utility bed layout. Model numbers Whelen PFP1. One service mounted on telescoping pole mounted inside curb side of bed. Model number Havis 500 Series side mounted 2 offset part # KR-SB-500- W2. The LED work light mounted on pole shall be model number Whelen PFP2 and shall be mounted as shown in utility bed layout. Red and amber side marker lights shall be LED. LED utility bed strip lights (Whelen Pn. PSCOCDCR) will need to be incorporated in the bed must be covered to prevent damage to them as shown in utility bed layout. 12 Go Light on roof (remote control) WARRANTY Truck will need to come with a 5 year or 100,000 miles warranty, whatever shall come first. The 5 year warranty will cover bumper to bumper warranty of all components installed on the truck. CNG Service Truck RFP-Appendix C Page 12
